Dear Mr. Stiers,

On May 4, 2017, Integrated Voting Systems, Inc., doing business as Integrated Voting Solutions
(IVS) notified the California Secretary of State (SOS) of their relocation from Fresno, California
to Dinuba, California. IVS indicated that they would not have a facility capable of manufacturing
or finishing ballots during the transition. On May 5, 2017, the certification of IVS’ facility at 1931
G Street in Fresno, California was revoked.

On May 11, 2017, SOS received IVS’ application for certification to manufacture or finish ballots
at their new facility. SOS also received written confirmation from voting system vendors
acknowledging IVS’ ability to successfully produce ballots. In addition, SOS performed a
satisfactory inspection of the new facility. Based on the aforementioned, IVS was provided
certification on May 16, 2017, to function as a ballot printer at the 496 South Uruapan Way,
Dinuba, California facility.

On Friday, June 29, 2018, the SOS was notified of a possible issue with IVS through a
publication on The Daily Sentinel website at

This publication raises concern for the SOS regarding IVS’ viability to produce ballots for
California elections. Our records indicate that IVS currently serves as the certified ballot printer
for the counties of Mendocino, Siskiyou, San Luis Obispo, Marin, Fresno and Lassen. The
possibility of IVS being unable to transact business in the state of California poses great
concern and could potentially put these California counties at risk.

The SOS requests that IVS provide a response to this correspondence, clarifying this
publication and confirming IVS’ ability to print ballots in California for elections. IVS’ response is
due to the SOS no later than close of business on Friday, July 13, 2018.
