Contract Type: 12 Months (with possible extension)

EMERGENCY RESPONSE TEAM MISSION:


 A professional team conducting a rapid and effective response and early recovery.
 Implementing appropriate emergency humanitarian response, empowering women, men, children and communities to
recover and become more resilient to future disasters.
 Strengthening collaboration between Oxfam, Partners and other stakeholders to enable strategic & effective responses
to reduce suffering
 Within the response, the Emergency Food Security and Vulnerable Livelihoods (EFSVL) team works to ensure that
affected families and communities have safe and secure access to food, and are able to access those resources and
opportunities vital for sustaining and recovering individual, family and community livelihoods. Through all of its work,
the EFSVL team seeks to make use of market sensitive and sustainable programming and strives to integrate an
awareness of gender issues, human rights, and humanitarian accountability into response projects. Typical emergency
interventions in Zimbabwe include cash and voucher based assistance, direct (in kind) food support, nutritional
messaging and screening, agricultural improvements and training, and community level mobilisation around early
recovery and resilience building measures.

JOB PURPOSE:
 Undertake user requirements specification for the GIS/data management system.
 Define data and metadata standards for the project.
 Design and implement a suitable and scalable GIS data repository platform and formulation of hazard maps.
 Act as data custodian to manage data repository. On-going update, maintenance and management of data repository
throughout the project.
 Collect, collate and manage all spatial data sets for the project throughout the project.
 Coordinate with relevant GIS authorities and organisations on this. Design and implementation a suitable and scalable
GIS data repository platform and SDI.
 Undertake GIS analyses to support the hydrological and hydraulic modelling, water resources assessment,
geomorphologic and geotechnical studies and flood economics, participatory (apply method of PPGIS where possible)
methods etc.
 Responsible for map generation from technical studies/modelling.
 Design of a GIS web-based portal for the public and key stakeholder organisation.
 With the purpose of disseminating hazard maps and associated information, such as hydro meteorological telemetric
in collaboration with the meteorological department and local government stakeholders.
 Undertake GIS analyses to support the hydrological and hydraulic modelling, geomorphologic and geotechnical
studies, flood economics studies.

 Holder of a BSc in Geographic Information Systems and Earth observation/Geography and Surveying/Earth
Sciences/Natural Science and Environmental Management.
 Experience in hazard mapping and remote sensing a distinct advantage
 Minimum of 3 years’ experience working in a related field

Desirable:
1. A minimum of 3 years field experience in disaster risk management, emergency and development programme
management, preferably with non-government organizations and a good understanding of relevant humanitarian and
disaster risk management policy issues.
2. Proven experience in leading and coordinating early warning systems, Rapid Needs Assessments, and setting up
emergency response projects.
3. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, the Good Enough
Guide, Humanitarian Accountability Principles and Oxfam International procedures and other regulatory codes.
4. Sound knowledge and proven practical experience in designing and implementing hazard mapping and information
management
5. Experience in developing strategies and innovative approaches to DRM& humanitarian work and reconstruction in the short,
middle and long term through innovative use of technology
6. Knowledge and experience with gender issues and strengthening the role of women in programming;
7. Analytical and strategic planning skills ;
8. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts;
9. Excellent teamwork skills and the ability to build good relations both internally and externally;
10. Good written and spoken Ndebele and English is essential;
11. Willingness to travel at short notice, often in difficult circumstances and availability to work for up to long time in any one
location;
12. High level of self-awareness, good communication skills, patience and willingness to assume supporting role;
13. Ability to take the initiative and make decisions with limited support in fast moving environments.
