that you received a copy of your evidence file on March 4, 2017. Only the information relied upon pertaining to

Subject: Communication regarding the Proposed Suspension Letter issued to me on May 3, 2017.

I have begun working on my response to the Proposed

Suspension Letter.

I am concerned that I will not be able to properly

prepare my defense because all of the information that
is being used against me has not been released.

During our meeting the day after I returned to the

Station following the incident in question, also the day
when you issued me a “Cease and Desist” letter, you
mentioned that photographs were taken. I requested
to see the photographs and the complaint against me
and you refused to provide them. I then asked who
was making the complaint against me and you told me
you were not allowed to tell me that information.

The email included in the evidence packet was written

by Vicky Aymond. However, she was never at the
café. She has no direct information about anything
that occurred there. The only way she could have
heard anything was after receiving the information
from Tabitha Nichols and Cheryl Winey.

A witness present with me at the station clearly

identified these two individuals and the fact they were
driving a VA car after hours. According to the witness
with me, Tabitha Nichols got out of the VA Car and
immediately began taking pictures of me with her cell
phone. She and Cheryl Winey came into the restaurant
and continued to take pictures with their cell phones.

They then left, fueling the vehicle and departing.

On April 10, 2017, I filed a form VA-0024 (Voluntary

Witness Statement) with Lt. Carmouche of the VA
Police Department with allegations of stalking of
myself by Tabitha Nichols and Cheryl Winey.

This statement is on file with the VA Police. It has been

converted into a police report.

In order to properly prepare my response to the

Proposal for Suspension, I will need the following:

1) Any and all photographs taken by

Tabitha Nichols and Cheryl Winey on that
day.
2) Any and all photographs provided by
Vicky Aymond for her specific report.

3) Any and all documentation, emails,

letters, or any form of communication
between yourself (William “Rick” Taylor)
and the individuals involved in reporting;
Vicky Aymond, Tabitha Nichols, Cheryl
Winey, Sherry Miller, Tina Eyre, Ben
Johnson, Harlan “Mark” Guidry, and any
Administrative Officers, Executive
Assistants of the Quadrad and of any HR
Personnel.

4) The identification of the VA vehicle

driven by Tabitha Nichols and Cheryl
Winey on that day.

5) The vehicle logs and the GPS for the

vehicle driven that day.

6) The receipt for gasoline for the purchase

made that day.

7) The specific work reason the VA Car

was used at that time by those employees

8) The specific work reason the car was

used that day and the start/stop issues for
that day.
Please provide this information as soon as possible. If
the information is unable to be provided by May 12,
2017 by the close of business, then I need to request an
extension of time to respond to the proposal as I will
not have enough time to properly and completely
fulfill my rights.
