SECTION 02735 – SEWAGE TREATMENT PLANT

PART 1 - GENERAL

1.1 DESCRIPTION

A. Design, supply, installation, testing and commissioning of packaged type sewage treatment
plant of capacity 100 m3/day and specified herein, complete with plant room, tanks,
equipments, pipe work, controls, instrumentation. Wiring and all the civil, mechanical and
electrical and other related works.

1.2 SCOPE OF WORK

A. Contractor shall provide Sewage Treatment Plant (S.T.P) for the Project. S.T.P. shall be
complete with pre-treatment, post-treatment. Piping and controls as turn key project in
accordance with the specification. Contractor shall review the specification and clearly
indicate and explain in a separate section of his technical proposal all the deviation or
alternatives different from as in the specification or as indicated on the drawings,

B. Contractor shall hire a specialized waste water treatment company, pre-qualified and
approved by the ENGINEER for detailed design, supply and installation, testing and O&M
of the S.T.P.

C. Contractor shall be fully responsible for design, supply, installation, and testing and
commissioning of complete sewage treatment works from lift station up to the treated
effluent backwash tank (both inclusive), and the equipment plant room as required. The
Contractor shall be responsible for civil, mechanical, HVAC and electrical (power, lighting,
panel boards and controls) works for the proposed sewage treatment facility. Contractor’s
design for all sewage treatment work including equipment, lift station, tanks, and plant
room shall be subject to approval of the Engineer. Contractor shall arrange for soil
investigation and follow the recommendations of Soil Investigation Report for the
execution of all the Works related to foundations for tanks, lift stations, plant rooms.
Contractor is responsible to provide all provisions for the safe disposal of excessive
overflow of Reclaimed Waste Water (RCWW) and other overflow from the S.T.P. tanks.

D. Sewage treatment plant contractor is responsible to coordinate closely with other


contractors for works and requirements affecting sewage treatment system.

E. The purpose of this Sewage Treatment Plant (S.T.P.) is to treat the wastewater generated
from the project. The final treated effluent, i.e. Reclaimed Waste Water (RCWW), shall be
used for irrigation of landscape. The average capacity of the S.T.P shall be 85 m3/day for
type A, 50 m3/day for type B and 215 m3/day for type A+. All the necessary provisions in
the Design, Instrumentation & Controls shall be provided for fully automatic operation of
S.T.P. under partial load operation up to 10%, without any operating problem for the
Performance of the S.T.P.

F. STP Supplier shall study the above occupancy levels and provide STP design and
instrumentation which can satisfy all operating conditions without affecting the STP
Performance. All the require automatic control, instrumentation and alarms shall be
provided to automatically adjust the STP operation between high-occupancy mode and low-
occupancy mode, with reliability and ease of O & M.
G. Contractor shall be responsible for O & M of S.T.P. for full ONE (1) year from the date of
Preliminary Handing Over of the Project. Contractor / Supplier shall submit detailed
Technical and Financial Proposal of one (1) year O & M of S.T.P. at the time of submittal of
pre-qualification, for the review and approval of the ENGINEER.

H. All the critical equipment of S.T.P. shall be provided with stand-by unit and shall be
connected to standby power supply for uninterrupted operation of S.T.P.

I. Contractor shall provide RCWW Storage Tank complete with drain, valves overflow and
controls (FIVE days storage) and booster pumps to supply the RCWW for the irrigation
system. The actual size of irrigation booster pump shall be based on 6 hours watering time
and shall be coordinated and verified by the Contractor as per actual site conditions and as
per approved landscape areas to be Irrigated with RCWW.

J. Contractor / STP Supplier shall make Project Site survey to verify the actual site conditions
and study all the requirement for the type of incoming raw sewage, and take into
considerations specific type of incoming raw sewage conditions, and all the special design
consideration and necessary works shall be accounted for in the final design and execution.
Contractor is responsible for providing a safe disposal system for the grease and oil from
the kitchens and/or blood from slaughter houses on the project and execute all the required
works. Contractor is fully responsible for the design of sewage treatment plant and shall
submit detailed technical proposal and design analysis for S.T.P. and lift stations within 15
days of signing the contract, for the approval of the Engineer.

K. The work included in this project consists of furnishing all new materials, equipment,
supplies, labor, transportation, fuel and power, performing all work required for the
completion of the project, in strict accordance with the Specifications, Schedules and
Drawings, all of which are made a part hereof, and including such detail Drawings as may
be furnished by the ENGINEER from time to time during construction in interpretation of
said Drawings. The work shall be complete, and all work, materials, and services not
expressly called for in the Specifications, or specifically indicated on the Drawings which
may be necessary for complete and proper construction to carry out the Contract in good
faith, shall be performed, furnished, and installed by the CONTRACTOR at no additional
cost to the OWNER. The work shall be executed in the best and most workman-like manner
by qualified, careful and experienced workmen.

L. The Contractor shall be responsible to make site survey and verify the final location of
sewage treatment plant, irrigation water tank and lift stations, and to furnish and install all
materials and equipment to complete the following work which includes, but is not limited
to following:

1. Furnishing and erecting the temporary conveniences and facilities during construction
for ENGINEER and workmen.
2. Clearing and grubbing of the site.
3. Earth and rock excavation, removal, filling, backfilling, and grading of site.
4. Sewage and irrigation pumps, pumping chambers, wet wells, pump, motors, sump
pumps, valves, piping air release valves, combination equipment, and corrosion
prevention.
5. All the External underground surfaces, internal wet surfaces and the plant room floors
of S.T.P shall receive at least two coats of a high solids catalyzed epoxy with a dry
film thickness of 20 mils.
6. Contractor is responsible for all civil, structural, mechanical and electrical works
related to the installation, testing, commissioning.
7. Sewage treatment plant and lift station shall be concrete construction. Contractor
shall submit the builder’s work requirements to provide him the structural design of
S.T.P. compartments and lift station.
8. Contractor to submit list of all the electrically-operated equipment and power ratings
for approval and to provide his electrical design.
9. Contractor shall submit final design analysis, B.O.Q., detailed material submittal,
equipment selection and shop drawing to fulfill the design criteria for the approval of
the ENGINEER.
10. All the equipment, pipe work and fitting shall be provided heavy-duty corrosion
protection appropriate for the application.
11. All the exposed pipe work, equipment and panels shall be weatherproof, enamel
painted.

1.4 DESIGN RESPONSIBILITY

A. Provision of packaged type sewage treatment plant shall include design. Construction,
testing, commissioning, training of Client’s O & M personnel by Contractor for all works as
mentioned in scope of work within the area, including the necessary interface of services
required for proper operation of the sewage treatment plant.

B. Calculations and drawings for the proposed plant and associated construction work shall be
submitted by the Contractor to the Engineer for review and approval. Manufacturing shall
not start until the design has been approved by the Engineer and proposed alterations have
been agreed.

C. Waste Water Treatment Company shall provide certification that the Design and
Performance of sewage treatment shall be strictly in accordance with the requirements of
the following codes:
- Local Authorities Regulations
- WHO Health Standards
- Water Pollution Control Federation Manual of Practice No. 8
- ASCE Manual of Engineering Practice No. 36
- Or equivalent Codes and Standard approved by the Engineer.

D. Final quality of reclaimed wastewater shall be <0.5 mg. chlorine, <10 mg./L BOD5 and <10
mg./L of suspended solids, and shall be free from coliform and bacterias and shall be
suitable for irrigation of plants and vegetables as per WHO Standards.

E. Contractor is fully responsible for all the necessary coordination and approvals from the
Local Authorities and makes allowance for climatic and environmental conditions of
location with regard to Local Regulations, treatment plant performance and impact on
surrounding areas.

1.5 DESIGN CRITERIA

A. The Sewage Treatment Plant (S.T.P.) must employ the aeration method of Biological
Rotating Discs (BRD). Equivalent aeration methods can be used and submitted.

B. Raw sewage shall be based on BOD of (400-500) mg/l and SS of (400-500) mg/l. Raw
Sewage must be collected in a buffer tank to absorb peak flow loadings and the raw sewage
shall be batch fed by grinder type pumps. Contractor shall guarantee the proper
performance during part loading up to 10% operating load. The loading rate of STP from
buffer tank shall be automatically adjusted and optimized based on incoming flow rate and
level in the Buffer Tank

C. Minimum capacity of buffer tank shall be at least 100% of one day peak capacity. The
loading rate of STP from buffer tank shall be automatically adjusted and optimized based
on incoming flow rate and level in the Buffer Tank. Adequate aeration shall be provided in
the Batch Tank to avoid septic conditions or small problems.

D. The aeration equipment must be of the Biological Rotating Discs (BRD) type with
polypropylene dishes, container and steel shaft, structure and fasteners.

E. The aerated sewage shall be transferred for settlement to lamella separators allowing
enough time for sludge setting. Projection surface area of lamella separators should be
sufficient to allow water velocity of less than 0.6 m/hr.

F. The settled matter should be transported to the sludge holding tank via

Sludge transfer pump. Sludge holding tank capacity shall be min. for 4 weeks.

G. The clear effluent should pass through chlorination chamber for bacteria kill process for
60 min. contact period.

H. The final treated water should pass through deep media Age. Filters as a territory treatment
before storage for final use of irrigation max. Filtration rate of 5 gpm/ft2 of filter area.

I. All the compartments of S.T.P. and plant rooms shall be concrete construction with 2 coats
of epoxy paints. Concrete tanks shall be covered type.

J. Provision of automatic dosing system for the smell control agent shall be provided to avoid
any small problems in any part of S.T.P. under all operating conditions.
1.6 SUBMITTALS

A. General: The Contractor shall provide detailed system description, calculations, equipment
selection, flow diagrams, builder’s work drawings, catalogue cuts and manufacturer’s data
for all items to be used with S.T.P. for review and approval of the Engineer.

B. STP Supplier Company shall make a full documentation and detailed presentation of the
system to the ENGINEER to demonstrate that the proposed system is full capable to handle
all operating conditions of inflow conditions and guaranty the S.T.P. performance.

C. Shop Drawings: The contractor shall submit shop drawings, details and descriptive
literature showing pipe, joints, fittings, and connections details, equipment materials, and is
responsible for fabrication and erection, adapters, appurtenances, procedures for earthwork,
shoring, bracing, procedure of dewatering. Contractor shall submit detailed technical
proposal and installation method statement for all the above scope and for the methods of
installation and testing and other relevant details of the complete installation. All Works
shall be as written approval of the ENGINEER.

D. No work shall be commenced until the shop drawings submission has been approved by the
Engineer. A copy of each approved shop drawing shall be kept in good order by the
contractor at site.

E. Manufacturer’s data on pumps shall include pump characteristic curves showing head,
capacity, efficiency and brake horsepower.

F. Test Certificates: Submit test certificates for each equipment that it has been satisfactorily
tested by the manufacturer and found to comply with the specified requirements.

G. As-Built Drawings: The contractor shall maintain a full size set of Construction Drawings
on the site which shall be constantly updated to show as-built changes or additions. As-built
drawings and records shall be submitted to the Engineer at the completion of the work, and
such drawings shall consist of approved prints. Legibly marked. These drawings are to
become the property of the owner and no extra charge shall be allowed to the contractor for
these drawings.

1.7 PRODUCT STORAGE & HANDLING

A. General & Storage: The contractor shall at all times take necessary steps to protect and
preserve all materials, supplies, equipment all work which has been performed. Towards
this end, the contractor shall provide for storage facilities at the work site.

B. Should work be suspended temporarily because of inclement weather or other causes, the
contractor shall take such steps as are necessary to protect materials, supplies, equipment
and work performed against damage or injury. Any damaged materials, supplies,
equipment, or work performed shall be removed and replaced at the expense of the
contractor.

C. The contractor shall have storage facilities including temporary buildings at the site, which
shall be used for storage of materials. All materials shall be handled and stored strictly in
accordance with manufacturer’s recommendation.

PART 2 - PRODUCTS
2.1 Contractor shall submit the pre-qualification of a reputable waste water treatment company
for the approval of the ENGINEER.

2.2 SEWAGE TREATMENT PLANT

A. Contractor shall design, supply, install, test and commission packaged type sewage
treatment plant as shown on drawings and as specified herein complete with the
interconnecting piping and electrical wiring, panel boards, control panels and
instrumentation.

B. Sewage treatment plant shall comply with the requirements specified herein as well as the
relevant Sections of the Specifications.

C. All the pumps, except for chlorine dosing pumps, shall be preferably from single
manufacturer.

2.3 GENERAL REQUIREMENTS

A. Sewage treatment plant shall be required to have minimum maintenance and supervision.
The system shall not be affected by shock loading.

B. Sewage treatment plant shall be virtually free from foul odor. The plant design shall enable
sufficient oxygen in all the stages of process at any given time including balancing tank.

C. Sewage treatment plant shall be virtually noiseless in operation and contractor shall provide
special odor control-dosing system to avoid foul odors.

2.4 EQUIPMENT

A. Plant shall consist of but not limited to following main equipment.

B. Buffer Transfer Pumps

Pumps are of the submersible grinder type with the ability to cut and massacre all solid to
liquid form. Pump body made of cast iron, shaft and cutting blades are of stainless steel.
Heat and moisture resistant stator winding insulation class F.

C. Rotating Bio Disc made from polypropylene and chrome plated stainless steel shaft.

D. Lamella separator as a secondary sedimentation, basin made of polypropylene with PVC


insert elements, out flow channels and adjustable over flow.

E. Sludge pump with return device including circulation, 0.75 Kw. SEW motors, 220 / 380 V,
60 Hz., 900 r.p.m., F8 B – grade impeller pump with free shaft.

F. Tertiary Filters

Filters shall be ASME Certified filled with “AG” for media filtration. AG filters to be
automatically backwashes by timer. Maximum filtration rate shall be 5 gpm/aq.ft. of filter
area.

G. Filter Feed, Backwash Pumps


Pumps to be of the centrifugal multistage vertical pumps suitable for outdoor use. All parts
exposed to water to be of stainless steel grade 316.

H. Dosing Pump

Dosing pumps shall be positive displacement diaphragm type of suitable capacity with
sensors and controllers. Chemical storage tank shall be 50 U.S. gallon capacity with mixer.

I. Flow Meter

Contractor shall provide flow meter on the feed pump to the S.T.P. and product water pump,
compatible and connected with B.M.S. System.

J. All flow meters, level gauges pumps and equipment shall be connected to Control Panel for
control and monitoring purposes. Contractor shall submit detailed submittal for the Central
Control System.

K. Contractor shall provide all the other equipment, accessories, pipes and fitting required for
the proper functioning of the system.

L. All controls shall be IP 55 standard weather proof control panel fully equipped with main
breaker, individual breakers for each component, contactors, overload relays, timers,
indicator lights, terminal blocks, alarms and labeled wiring.

2.5 QUALITY ASSURANCE

A. Quality Control: The contractor shall establish quality control procedures to ensure
compliance with the specified requirements, local codes and applicable codes for all
construction operations required under the specifications. The contractor shall supervise and
direct the work efficiently and with his best skill and attention, and shall be solely
responsible for the means, methods, techniques, sequences and procedures of construction.

B. The contractor shall keep on the work at all times during its progress a competent, resident
superintendent, satisfactory to the Engineer, who shall not be replaced without written
notice to the owner and Engineer except under extraordinary circumstances. The
superintendent will be the contractor’s representative at the site and shall have authority to
act on behalf of the contractor. All communications given to the superintendent shall be as
binding as if given to the contractor.

C. Codes and Standards: Unless otherwise specified complete system construction, S.T. Panel
and lift station shall comply with the requirements of the following:

4. AWWA - American Water Works Association
5. NFPA - National Fire Protection Association
6. NEC - National Electrical Codes

D. Miscellaneous Materials

1. Above Ground: Carbon steel pipes and pipe fittings in accordance with the following
requirements:
2. Pipes: Carbon steel, seamless conforming to ASTM A 106, Grade B, Schedule 40.
3. Fittings: Provide Manufacturer’s standard flanged type fittings as required
conforming to ASTM A 105.
4. Flanged-type joints, with flanges and gaskets rated class 150 in accordance with
ANSI B16.5.
5. Bolting: Alloy stud bolts in conformance with ASTM A 193 / A., Grade B7 with semi
finished heavy pattern hex nuts in conformance with ASTM A 194, Grade 2H.

E. Below Ground: Unplasticized polyvinyl chloride (uPVC) pipes and pipe fittings in
accordance with the following requirements:

1. Pipes: Unplasticized polyvinyl chloride (uPVC), Schedule 80 conforming to ASTM D


1785.
2. Pipe Fittings: Unplasticized polyvinyl chloride (uPVC), Schedule 80 conforming to
ASTM D 1785, socket – type
3. Jointing System: Welded joints for joining pipes and pipe fittings using solvent
cement conforming to ASTM D 2564.
4. Painting for above Ground Piping: All above ground piping shall have enamel paint
finish.

2.6 CHLORINE DOSING SYSTEM

A. Chlorine dosing system tank shall be of polythene construction, size and shape as shown on
drawings, and shall be provided with complete chlorine dosing system including chlorine
dosing pumps as manufactured by PROMINENT PUMPS or WALLACE TIERNAN or
LMI or approved equal; type and capacity as shown on drawings. Pumps shall be with
control panel provided in weatherproof enclosure.

2.7 PLANT CONTROL PANEL & INSTRUMENTATION

A. Plant controls shall be as per manufacturer’s recommendations suitable to control and


monitor the Plant operation. Control panel shall be installed in weatherproof polyester
enclosure with IP 55 protection. Controls shall be compatible, and shall be interfaced with
the project central control system for the monitoring of the status and alarms.

B. Provide product water flow meter with totalizer.

C. Provide Ph, Cl2, and conductivity sensors on inlet lines and product water lines.

PART 3 - EXECUTIONS

3.1 SITE INSPECTION

A. The Contractor shall be responsible for inspecting the job site and examining the conditions
under which the work shall be performed. Should unsatisfactory conditions exist at the site,
work shall not proceed until the Contractor corrects the unsatisfactory conditions so that the
site conforms to the Specifications.

3.2 PREPARATION AND SCHEDULING


A. The Contractor shall prepare a Master Construction Schedule for the complete work of the
sewage collection system (of which the sewage lift and pump stations are a part and shall
submit this schedule to the Engineer at the pre construction conference.

No later than 15 days after the Signing the Contract, a meeting of the Contractor and the
ENGINEER shall be held for the purpose of reviewing the Master Construction Schedule,
resolving any conflicts that might exist, and incorporating any additional requirements of
the ENGINEER. The Contractor shall then complete the Master Schedule and shall keep the
Master Schedule up to date during the progress of the work.

B. The Master Construction Schedule shall be updated at one month intervals, by the
Contractor and copies of all updated information shall be furnished to the ENGINEER for
approval.

C. If at any time during the construction period any portion of the work falls behind schedule,
or if any delays of any kind occur, the Contractor shall immediately notify the ENGINEER.

3.3 SAFETY

A. The Contractor shall be responsible for initiating, maintaining and supervising all safety
precautions and programs in connection with the Work. He shall take all necessary
precautions for the safety of, and shall provide the necessary protection to prevent damage,
injury or loss to: all employees on the Work and other persons who may be affected thereby;
all the Work and all materials or equipment to be incorporated therein, whether in storage
on or off the site; and other property at the site of adjacent thereto, including trees, shrubs,
lawns, walks, pavements, roadways, structures and utilities not designated for removal,
relocation or replacement in the course of construction.

B. The Contractor shall comply with all applicable laws, ordinances, rules, regulations and
orders of any public body having jurisdiction for the safety of persons or property or to
protect them from damage, injury or loss. He shall erect and maintain, as required by the
conditions and progress of the Work, all necessary safeguards for its safety and protection.
He shall notify owners of adjacent utilities when prosecution of the Work may affect them.
All damage, injury or loss to any property referred to above caused, directly or indirectly, in
whole or in part, by Contractor, any Subcontractor or anyone directly or indirectly
employed by any of them or anyone for whose acts any of them may be liable, shall be
remedied by Contractor.

C. The Contractor shall designate a responsible member of his organization at the site whose
duty shall be the prevention of accidents. This person shall be the Contractor’s
superintendent unless otherwise designated in writing to the Owner by the Contractor.

3.4 SITE MAINTENANCE

A. Site Maintenance:

The Contractor shall confine his activities to the area within the boundaries of the project.
The Contractor shall control all activities in such a manner that drainage from the site is
readily disposed of without making the site impassable.

The Contractor shall keep the premises free from accumulations of waste materials, rubbish
and debris from and about the premises as well as all tools, construction equipment and
machinery and surplus materials, and shall leave the site clean and ready for use by the
Employer. The Contractor shall restore those portions of the site not designated for
alteration by the Contract Documents to their original condition.

B. Emergency Maintenance:

The Contractor shall have available at all times, including nights, weekends, and holidays,
an emergency maintenance crew and a person of authority and responsibility to act in cases
of emergency such as flooding, cave-ins, etc., resulting from the construction of this
contract. The Contractor shall submit to the Employer the names phone numbers and
locations of emergency personnel prior to the start of the construction.

3.5 FABRICATION, INSTALLATION AND FIELD TESTING

A. General:

Fabrication and installation of all equipment and materials required for the sewage lift
stations and pump stations be performed by the Contractor as per manufacturer’s
instructions, drawings, out sheets and the Specifications and Drawings. Testing of all
equipment and materials after installation shall be considered an integral portion of the
construction process. Failure to accomplish testing or failure of installed items to meet
testing criteria shall be considered as non-completion of construction. The Contractor shall
repair any time not meeting testing criteria at his own expense. The Contractor shall also
furnish all necessary labor, equipment and materials for testing and shall bear all the costs
thereof.

B. Fabrication and Installation:

All structural steel shall be designed and fabricated in accordance with the latest edition of
“Specifications for Design, Fabrication and Erection of Structural Steel for Buildings” of
the American Institute of Steel Construction.

All anchorage steel required for the equipment shall be supplied by the equipment
manufacturer. The Contractor shall install the anchorages in the concrete structures in
accordance with drawings and instructions furnished by the equipment manufacturer.
Foundation anchor steel shall be grouted as shown on the plans.

The Contractor shall furnish and install all sleeves in the wall required for process piping.
The Contractor shall install all piping and fittings and shall make all joints and connections,
including wall sleeves, watertight by oakum and lead or other means acceptable to the
Engineer.

All steel fabrication shall be joined electric arc welding, both in the shop and in the field,
and of an adequate section to provide the strength required. All watertight joints shall be
formed by a continuous weld on both sides. Bolted underwater joints shall be unacceptable.
All materials shall be corrosion resistant or protected against corrosion.

C. Inspection by Manufacturer’s Representative:

Prior to final acceptance by the Owner, each system and each major piece of mechanical
equipment shall be operated at the full load design conditions and the actual performance of
the system/equipment shall be verified and certified for compliance to designed
performance inspected by a qualified representative of the manufacturer. The cost of such
inspection shall be included in the Contractor’s bid price for the installation of the
equipment. The Contractor shall notify the Engineer of the inspection, in writing, at least 15
days prior to the date of inspection. The inspection shall be conducted following the
completion of installation by the Contractor but prior to the start up of the equipment.

The manufacturer’s representative shall issue a written inspection report to the Engineer, the
Contractor, and the manufacturer containing the following information:

1. A list of each piece of mechanical equipment and appurtenances covered by the


inspection.
2. The manufacturer of the equipment.
3. The date of the inspection.
4. A list of the persons present during the inspection.
5. An expiration date of the manufacturer’s warranty.
6. Any deficiencies noted during the inspection.
7. Any recommendations which would improve the installation.
8. The name of the person making the inspection and the company he represents.

If for any reason the installation of the equipment is unsatisfactory to the manufacturer’s
representative or to the Engineer and additional work is required by the Contractor after the
inspection, the equipment shall be reinspected, at no cost to the Owner, after the work is
completed.

3.6 INSTALLATION

A. Install material and equipment in strict accordance with the requirements of this Section and
the written recommendations of the manufacturer as well as the applicable Sections of the
USA Hydraulic Institute Standards and other applicable codes.

B. Installation shall be performed by workmen skilled in this type of work.

C. Provide electrical motor-driven equipment specified herein complete with motors, motor
starters, and controls. Provide motor starters with properly sized thermal overload
protection and other appurtenances necessary for the motor control specified.

3.7 LABORATORY EQUIPMENT

A. General: Contractor shall supply standard laboratory equipment necessary for day-to-day
operation of the plant including chemicals for laboratory analysis good for 3 months.

B. Laboratory equipment include the following as a minimum:

1. Portable Dissolved Oxygen Meter with automatic temperature compensation.


2. Portable sewage treatment plant laboratory equipment for carrying out the following
tests:

- Dissolved Oxygen Meter


- Settlable Mater Test.
- Sludge Settlement Test.
- Chlorine Level Meter
- PH Level Meter
- Temperature Sensing
3.8 START-UP & FINAL INSPECTION

A. Prior to the start up of each mechanical system and equipment, the CONTRACTOR /
PLANT SUPPLIER shall have submitted to The ENGINEER four copies of printed
instructions as specified herein. S.T.P. Plant shall be operated at full design capacity for 3
days before the final acceptance tests and the actual performance of the system/equipment
shall be verified and certified for compliance to designed performance.

B. Start up of all mechanical equipment shall be conducted by the CONTRACTOR /


SUPPLIER, strictly as per written instruction of the manufacturer’s representative, who
shall be present during the start up of the major equipments.

C. After the acceptance of final start up, the manufacturer’s representative shall train and
instruct the O & M personnel of the Employer on the proper operation and maintenance of
the plant & equipment. The O & M instructions in Arabic & English shall be clearly
displayed in the plant room and the full details shall be documented in O & M Manual. One
set of O & M instructions shall be recorded on a cassette tape in Arabic and turned over the
plant operating personnel as a part of a permanent O & M file.

D. The Employer, CONTRACTOR / PLANT SUPPLIER, and The ENGINEER shall make
inspection of the work to determine whether the work is proceeding on schedule and in
accordance with the Specifications. These inspections along with The ENGINEER’s on site
observations will form the basis of The ENGINEER’s decision to the Employer to approve
or refuse payments to the CONTRACTOR / PLANT SUPPLIER.

E. Final Inspection:

CONTRACTOR / PLANT SUPPLIER shall inform to The ENGINEER, in writing to


certify that the entire Project is substantially complete and request that The ENGINEER
issue a Certificate of Substantial Completion shall be accompanied by a guarantee or bond
as required in the Contract Documents, to insure proper workmanship by the
CONTRACTOR / PLANT SUPPLIER for the designated period of time. With a reasonable
time thereafter, Employer, CONTRACTOR / PLANT SUPPLIER, and The ENGINEER
shall make a final inspection of the Project to determine the status of completion. If The
ENGINEER considers the Project is substantially complete, in accordance with the
Contract Documents and Project can be used, occupied or operated for its intended
purposes, The ENGINEER will prepare and deliver to Employer a Tentative Certificate of
Substantial completion.

3.9 TESTING AND COMMISSIONING

A. General: Provide water, power, appliance, consumable stores and drainage facilities
necessary for the complete testing of the S.T.P. Plant and pumps.

B. Plant shall be tested and commissioned at full load, to the full satisfaction and approval of
Engineer.

C. Following completion of erection and cleaning of tanks, tanks shall be tested for liquid-
tightness by filling the tank to its overflow elevation. Any leaks discovered by this test shall
be corrected by the Contractor in accordance tank manufacturer’s written recommendation.

D. Prior to backfilling of any excavation, perform the hydraulic test for the piping below. All
tanks shall be filled with water and kept filled for 2 days during which time it will be
regularly inspected for loss of water and for signs of leakage externally.
E. Test will be deemed to be passed if Engineer is satisfied that there has been no perceptible
loss of water through leakage during this period.

F. Contractor shall inspect all systems which are complete and ready for Testing &
Commissioning, and shall inform the ENGINEER in writing 15 days before the final
Testing & Commissioning along with the detailed description as follows:-

1. Schedule of Testing & Commissioning activities.


2. Description of testing procedure of each system, strictly as per manufacturers’
recommendations and the applicable codes.
3. Check lists for the physical inspection of each system.
4. Test Forms for the detailed documentations of test readings for each system.
5. All tests shall be witnessed by the representative of Contractor / ENGINEER &
Client. After completion, all the test records shall be submitted for the final approval
of the ENGINEER and approved copy shall be included in the O & M Manual
Documentation.

3.10 WARRANTY

A. S.T.P. Plant, lift stations and the related equipment specified herein shall be guaranteed for
the performance and against defects for three (3) years starting from the date of preliminary
handover (PHO). Contractor shall submit detailed technical proposal.

B. CONTRACTOR / PLANT SUPPLIER shall be responsible to provide one (1) year O & M
including manpower and expendables of the complete system from the date of approved of
PHO by the Client.

C. CONTRACTOR / PLANT SUPPLIER shall provide O & M Manual and provided training
to the CLIENT’s staff during maintenance period.

D. Contractor shall supply one year recommended spare-parts & tools for the proper O & M of
the plant and at the end of O & M period, hand over to Client O & M team all the spare-
parts & tools which are not used.
