The mission of Moreno Valley Unified School District is to ensure all students graduate high school
prepared to successfully enter into higher education and/or pursue a viable career path.

Statement by MVUSD on complaint against Board of Education member Jesus Holguin

The District normally does not comment on pending personnel matters, based on the
privacy rights of those involved. However, because of the various statements that have
been made publicly concerning allegations of misconduct against a board member, we
believe some response is appropriate.

We have stated previously that the District takes all allegations of harassment and
discrimination very seriously and is committed to ensuring a full and fair investigation of
any and all complaints.

To that end, legal counsel for the District retained an outside investigation agency to
investigate a recent claim of sexual harassment filed by a District employee against
Board member Jesus Holguin. Specifically, legal counsel retained Dr. Susan Liberati,
from Liberati and Associates, an independent consulting firm licensed in the State of
California to conduct investigations, as the principal investigator of the complaint.

Dr. Liberati has completed her investigation. She conducted a thorough, impartial, and
independent review of all the facts and in-depth interviews with district individuals.
There was no evidence to corroborate any of the allegations made by this employee
against Trustee Holguin.

If improper conduct had been substantiated, the District would take action to stop that
conduct and prevent it from recurring. Even when it is determined that no unlawful
conduct has occurred, the District may recognize a need for further training, or find a
way to make the District a better, more welcoming place.

We recognize the Free Speech rights of employees and members of the public. We
also recognize that during an election year, there may be increased interest in scandal
and controversy, for a variety of reasons. However, the District’s interest in this matter
starts and stops with our obligation to ensure a discrimination-free environment for our
employees. We believe we have met that obligation and will continue to strive to do so.

At this time, the district does not plan to comment further on this matter, including the
substance of the complaint or specific findings of the investigation.
