Consultancy for Setting up of Tier III Data Centre and
Migration of the existing Data Centre

CENTRE FOR DEVELOPMENT OF ADVANCED COMPUTING, NOIDA located

at Anusandhan Bhawan, C-56/1, Institutional Area, Sector-62, Noida-201309 (UP), is a
constituent unit of Centre For Development of Advanced Computing, (CDAC), a
Scientific Society under the Ministry of Electronics & Information Technology,
Government of India, registered under the Societies Registration Act, 1860, having its
registered office at Pune University Campus, Ganesh Khind, Pune, 411 007, India.

2.0 The Noida Centre of CDAC at present has a Data Centre with 23 racks in an area of
2200 sqft in the basement of its R&D Building at Anusandhan Bhavan, C 56/1, Sector-
62, Noida. The Centre proposes to set up a Tier III Data Centre with a provision for
expansion up to 90 racks in the ground floor of Academic Block at B-30, Sector-62,
Noida. In the initial phase, the existing data Centre shall be migrated to the new
location.

3.0 C-DAC, Noida intends to appoint a reputed & eligible Project Management
Consulting Firm having expertise in providing end to end solution for designing,
supervising/executing Tier III Data Centre and all related works. The Consultant must be
conversant with designing & implementing Civil/Furnishing work, HT/LT Electrical Work,
HVAC System (Precision Air- conditioning, VRV/VRF Air-conditioning in row cooling
system etc), DG sets, UPS system, IBMS (CCTV, Access Control, Public Address
System, Fire & Safety Systems and integrating it with Building Management System),
Data Centre Infrastructure Management System (DCIM), Networking & IT Systems and
all essential and ancillary works/services required for a Tier III Data Centre.

4.0 The estimated cost of complete turnkey solutions is Rs. 500.00 Lacs approx.
excluding the cost of IT Hardware.

5.0 The objective of this EoI is to identify reputed Project Management Consultancy
Firm for setting up of the Tier III Data Centre, as envisaged above.

6.0 Eligibility Criteria

6.1 The Pre-Qualification Eligibility Criteria of bidders are as under:-

6.1.1 The bidder should be a Government Organizations/PSUs/PSEs/Partnership

Firms/Proprietary Firms/Limited Companies under Indian Laws with an
established setup in India, preferably in Delhi/NCR. Bidders should have an
average annual turnover of Rs. 10.00 Lacs (Rs. Ten Lacs Only) during last three

 years. This turnover should be on account of consulting related to Data Centre
Build only and should not comprise of cost related to IT hardware/software.
Bidders should upload the copy of the audited Annual Balance sheet of last three
financial years – 2014-15, 2015-16 & 2016-17

6.1.2 The bidder shall have their local/ Branch Office / Service Centre in Delhi, NCR.

6.1.3 Bidders should have successfully completed three similar works costing not less
than the amount equal to 40% of the estimated cost or two similar works costing
not less than the amount equal to 50% of the estimated cost or one similar work
costing not less than the amount equal to 80% of the estimated cost during the
last five years. Similar works mean consulting related to Data Centre Build only
and should not comprise of cost related to IT hardware/software.

6.1.4 Bidder should have qualified & experienced technical team at its disposal for
deployment at site for the duration of the project. The details of available
technical staff , their qualification and domain experience in the projects related
to Data Centre build / consultancy should be attached.

6.1.5 The Bidder should have all necessary licenses, permissions, consents, no
objection certificates, approvals as required under the law for carrying out
its/their business including those envisaged under the scope of this EOI.

6.1.6 The Bidder should have valid GST Registration Certificate and PAN.

6.1.7 The Bidder should not have been blacklisted by any Govt. of India/PSU /PSE/
Govt. Organizations for breach of any applicable laws or violation of regulations
or breach of agreement during the last 3 (three) years. (Bidder to submit self
declaration in this regard)

6.1.8 Bidder should be the sole.

7.0 Scope of work under the EOI

7.1 Duties / scope of work expected from the Project Management Consultant shall
be:-

7.1.1 Providing professional services for designing of New Tier III Data Centre as per
latest standards.

7.1.2 Taking the instructions from C-DAC, visiting the sites, preparing sketch design,
drawings / diagrams, which shall be in accordance with standards, regulations,
etc. (including carrying out necessary revisions till the designs are finally
approved by the C-DAC) making estimates of cost with measurements.

7.1.3 Submitting PERT CHART / Bar Chart incorporating all the activities required for
the completion of the project well in time.

7.1.4 Preparing pre-qualification documents and detailed tender documents/notices for

various trades complete with articles of agreement, special conditions, conditions
of contract, specifications, bill of quantities, including detailed analysis of rates
based on market rates, time and progress charts,etc.
7.1.5 Analyzing the rates, preparing comparative statements, justification for acceptance
of rates/contract.
7.1.6 Preparing contract agreements for all trades and getting them executed by the
concerned contractors.
7.1.7 Preparing drawings, specifications and other documents as are necessary for
proper execution of the works.
7.1.8 Day to day supervision of works, recording measurements, ensuring
quality/specifications, compliance with standards etc. Deploy a full time
qualified Site Engineer for supervision and recording/checking
measurements of works at site.

7.1.9 Checking contractor’s bills, issuing periodical certificates for payments and
passing and certifying accounts, so as to enable C-DAC to make payments
to the contractors and adjustments of all accounts between the contractors
and the C-DAC. Consultant shall assume full responsibility for all
measurements certified by them. It shall be mandatory on the part of the
Consultant to check the measurements of various items to the extent of
100% of each item of work claimed, in each running bill.

7.1.10 Shall suggest/facilitate the Tier III Certification from Certifying agencies like
uptime, or its empanelled agencies or Tier 3 Certification as per TIA 942
standards from the empanelled agencies.

7.1.11 Shall be responsible for the Certification process or the Tier III compliance
audit from the Third Party Auditor and shall ensure that all the equipment and
work carried out are as per the standard compliance.

7.1.12 Perform all the services and discharge the obligations with due diligence,
efficiency and economy in accordance with the generally accepted
professional standards and practices.
7.1.13 Act as faithful advisor and shall at all time support and safeguard legitimate
interests of CDAC Noida
7.1.14 Shall not accept any commission, discount etc in connection with the activities to
benefit himself.
7.1.15 All the activities mentioned in the scope of work shall be carried out in
consultation with and approval of CDAC team.

8.0 Time of Completion

The Schedule time of completion and commissioning of Data Centre is Seven Months
including for submission of project report, drawings, specifications, estimate, tendering
and execution of works etc. from the date of appointment of the Consultant.

9.0 Other Terms and conditions

9.1 Before submission of the bid, the bidders must thoroughly verify the eligibility
criteria and ensure fulfilling all the terms and conditions. Scanned copies of the
documents and certificates in proof of eligibility criteria, wherever required, are to
be uploaded, failing which the bids are liable to be rejected.

9.2 Bids which are incomplete and / or non-responsive will be rejected during
evaluation. Bidders are requested to ensure that they provide all necessarily
details while submitting the bids.

9.3 No price details are to be given in the bid. If any price details are found in the bid,
it will be summarily rejected.

9.4 CDAC, Noida reserves the right to accept / reject the offers or cancel the whole
proceedings without assigning any reason whatsoever.

9.5 Late / Delayed offers shall not be accepted under any circumstances.

9.6 Incomplete offers will be rejected. In case the specified date for the submission of
offers being a holiday or declared holiday for CDAC, the bid-closing deadline
shall stand extended to the next working day up to the same time.

9.7 CDAC shall not be responsible for delayed submission or non- submission of bid
due to any reason whatsoever. The bidders are requested to submit the bid
online well before the due date & time of submission. CDAC shall not be
responsible for any technical problem in the system.

9.8 Any attempt of direct or indirect negotiations on the part of the bidder with the
authority to whom the bid has been submitted or authority who is competent to
finally accept/reject the same after the bid has been submitted or any endeavor
to influence by any means the acceptance of a particular bid will disqualify
him/them for further participation in the bid process.

9.9 The CDAC, Noida reserves the right to examine/ verify the supportive
documents/ reports furnished by the bidders by inspection/ site visit by its officers
and /or technical consultant appointed by the CDAC, Noida.

9.10 If any information or document provided in the response to this EOI is found to be
wrong subsequently, the bidder shall be disqualified.

9.11 The selected Project Management Consulting Firm shall not directly or indirectly
bid for execution of any activity and if any involvement is found at any stage of
contract, then the contract shall be cancelled with / without legal remedy.

9.12 The confidentiality of any or all the information shared in this context to the
bidders has to be maintained and shall not be disclosed to any other agency
without written permission from CDAC.

10.0 Disclaimer:

This EOI is not an offer by C-DAC, Noida, but an invitation for bidder’s response. No
contractual obligation whatsoever shall arise from the EOI process.

11.0 Process for Submission of EOI Bids

11.1 The bidder shall submit the bids online on e-tendering site www.eprocure.gov.in
on or before the due date & time of bid submission. Bids submitted by any other
form (fax/email/courier/post/hard copy) will not be accepted.

11.2 The online response shall be addressed to Associate Director & Head of Admin,
CDAC, Anusandhan Bhawan, C-56/1, Sector-62, Noida -201309.

11.3 In case of any clarification, the bidders are free to contact Associate Director &

12.0 Process for Evaluation of EoI Bids

12.1 The Bids will be initially evaluated on the basis of eligibility criteria.

12.2 The bidder who is meeting the basic eligibility criteria will be invited for a
presentation on the concept paper.

12.3 A committee will evaluate the concept paper and the presentation of the
proposed approach, methodology and technical capabilities of the bidders and
shortlist the bidders. The decision of the Committee shall be final and binding on
the bidders.

12.3 After evaluation, CDAC, Noida reserves the right to go for closed RFP or open
RFP among shortlisted bidders. .

12.4 The decision of CDAC, Noida in this regard shall be the final.
