TECHNICAL SPECIFICATIONS
300KV SWITCHGEAR & TRANSFORMERS
1. 300KV SWITCHGEAR:
1.1 General :
The switchgear shall be of the indoor compact type, fully metal clad suitable
for installation in brick built substation. The switchgear shall be sculpture
hexafluoride (SF6 ) insulated, designed in a modular type ensuring optimum
continuity and reliability of supply as well as safety to the operating staff.
The switchgear shall be of the segregated double busbar system and the
bays are lined up in one row enabling extension in future at both ends by the
addition of extra feeders, or transformer circuits without the necessity to
dismantle any major part of the equipment (such as C.Bs., V.Ts, cable
scaling boxes..etc) and without the interruption of supply to any circuit.

< V Tenderers are requested to attach with their offers the necessary drawings
r and folly detailed description of operations and the time consumed in each
step to carry out extension of one bay, and mention the safety precautions to
be taken.

300KV Switchgear of the three phase encapsulated type is not acceptable


and offers comprising this type of construction will be rejected. This does
not cover the main busbars which can be of the three phase encapsulated.
The arrangement of the switchgrear shall be of the economic design and
suitable for easy operation and maintenance and accessibility is ensured to
any component of the gear in a smooth manner.

Partial discharge of any switchgear component must be avoided and the


design and the construction must be made to meet this requirement.
The SF6 gas system of the switchgear bays and main busbars shall compose
of several gas compartments sealed from each other by gas-tight bushings or
barriers of cast resin material or otherwise approved so that any leakage be
quickly localized and the risk of gas loss is minimized and the reliability of
c, the substation is increased to the maximum possible extent.

In any gas compartment where switching operation takes place such as


circuit breakers, isolators and fault making earthing switches, cable and
sealing boxes, these compartments shall be completely separate in every
respect for each phase and the gas content of each shall not be in contact
with the rest of gas or any other compartment.

Tenderers are requested to submit with their offers the internal arcing test
reports if available, if not, the tenderers has to attach with their offer
undertaking that such tests shall be carried out in the presence of MEW
Inspector/Engineer at the fault current and duration decided later, however,
these tests may also be carried out if the available reports with the tenderers

are not sufficient or unsatisfactory to the Purchaser. _

In case of occurance of such internal faults, the tenderer must indicate on


the offer drawings, the safety measures taken to avoid the damage of the
switchgear components and danager to anybody available in the switchgear
room. Rupture plates for pressure relief must be used; these must be
provided in every gas compartment of the switchgear and located at points
that meets the above safety requirements. This covers safety of material,
staff and building. All steel work necessary for fixing and supporting the
SF6 switchgear, cables and all steel work which is not described in detail
shall be provided and installed, as approved by MEW.
1.2; Design Data:

The switchgear shall be connected to an effectively earthed system, thus all


switchgear components shall be designed to fulfil the following minimum
requirements
Service Voltage 275KV (
Highest system voltage 300KV
r Symmetrical fault current 63 KV
Rated duration of short circuit 3 Seconds
Basic Insulation level (Peak) 1050 KV
Switchgear impulse withstand (peak) 850 KV
Power frequency withstand voltage 460 KV
Rated frequency 50 Hz.
Design ambient temperature 52°C

For 300KV outdoor bushings (if applicable), the impulse withstand level
shallbe 1050 KV and having a minimum creepage distance of 10.8 mt,
Regarding the SF6 gas pressure this shall be as low as possible to reduce the
effect of gas leaks and securely prevent liquifying of gas at low
temperatures.

The design gas pressure and density must incorporate a sufficient margin
Ji above the minimum admissible operating pressure and especially taking
care of unavoidable gas losses to safely operate the switchgear for at least
(

one year without replenishing. Current gas replenishing will not be


accepted. The gas properties shall comply with the requirements of IEC
376 as a minimum.
The switchgear shall operate safely at the highest system voltage i.e. 300KV
when the gas pressure drops to atmospheric pressure (0 Kg/cm2 gauge).

Tenderers are requested to mention in their offers the capacitance of each


component i.e. CB, CT, VT..etc. and give the calculation of the charging
current of one complete bay of each kind i.e. feeder bay, transformer
bay..etc.

The Tenderer shall also state the maximum guaranteed leakage current and
max. guaranteed charging current of one bay. Measurement at site of these
currents shalJ,not-excged the guaranteed valugs-by-mQre than 5%.

The design and physical arrangement of the busbar sections shall allow the
easy extension at a later stage without shutting down more than one busbar
section at a time. Gas section barriers including seals to the conductor and
enclosure to the wall should be capable to withstand the maximum pressure
differential that may occur i.e. with a vacuum drawn at one side and a gas
pressure on the other side at least equal to the operating pressure of the
relief device.
Means shall be provided to indicate without the dismantle of any switchgear
component, which is the section that suffered from internal flash-over to
enable the quick inspection, replacement of the damaged parts and
accordingly increase , of reliability. Chemical method using SF6 analysis
equipments may be accepted. However, every gas analyzer equipment
should be supplied with two dozen of detecting elements. This equipment
( V should be supplied for each substation.

r The busbars enclosures shall be of the single or three phase tubular non¬
magnetic steel or aluminium sheet metal with the whole construction being
sufficiently robust and stiff to form a self-supporting structure fully resistant
against all forces imposed during normal and fault conditions. The
conductors shall be supported at adequate positions by insulators of the cast
resin type or other approved material which shall be gas tight. Busbars and
enclosures should be supplied in a straight length to cover at least one unit
span. For longer busbars or in case of multispecies assemblies, expansion
pieces shall be provided at suitable intervals to take-up the forces due
thermal expansions and contractions. All other normal standing
compression, tension, or bending forces shall be taken up by external
fittings symmetrically spaced around the bus bar enclosures.
The metal enclosure shall be bonded throughout and a sufficient number of
defined earthing points are to be provided for.

>; 1.3 Clearances;

The minimum clearances in the 300KV switchgear shall withstand the test
(. impulse voltage level of 115% of the system impulse insulation level.
For outdoor equipment, the clearances between live parts and earthed metal
parts shall conform to specified values under clause 1.2 (i.e. impulse level
1050 KV and creep age distance 10.8 meters). Further these clearances
must be ample to given satisfactory operation under the worst climatic
conditions encountered in Kuwait.

1.4 Temperature Rise;


Each current carrying component of the equipment supplied shall be capable
of continuous operation at the specified ratings without exceeding the
maximum temperatures stated in the appropriate B.S.S. taking into account
Kuwait temperature conditions. Tenderers shall state B.S.S. ratings
alongside the Kuwait ratings in each case. This must be given for
componenU-ofthe switchgear i.e. C.B. /B isolators, bus-bar

1.5 Bus-bars and Bus-bar Enclosures:
Bus bars shall be of either copper or aluminum tubes with diameter and
shape to prevent corona formation at any point under the worst operating
conditions. If copper busbars are provided these shall be of the high
conductivity electrolytic copper in accordance with B.S.S. 159 or at least
equivalent.

If material other than copper used for connections, these will be stated
clearly in the schedule of guarantees.
For main busbar connection, tulip type construction is preferred so that easy
and automatic connection obtained with the least difficulties in assembly
and erection. Design will compensate for errors in busbar dimensions as
well as expansion and contraction of the busbars, respectively branch
connections, due to temperature variations.

Each and every connection made either to a transformer circuit breaker, or I


any other bushing shall be so designed to allow for expansion or contraction
f in an unrestricted manner at the bushing so that there is no possibility of any
stressing being imposed on the bushing insulators in any place and none of
the insulators are subjected to any of the conductors stresses caused by
variations of temperature.
Each busbar connection shall be provided by the necessary shrouds to
obtain almost uniform and homogeneous electric field stress.

Full details with dimensions, chemical composition of material used, degree


of finish and method of assembly shall be subject to the approval of the
Purchaser. However, tenderers may attach with their offers, drawings
showing the distribution of electric field to prove uniform distribution
respectively no occurrence of corona.

Each switchgear gas compartment shall be provided with the necessary


permanently installed valve and connections for periodical checking of gas
pressure /density. However, for continuous monitoring local/and remote
supervisory gas pressure drop alarm, a system of piping with grouping of
phases shall be provided complete with the associated valves, pressure
meters/switches and/or density meters shall be provided and arranged as
follows:
i) Each three SF6 gas compartments (i.e for three phase) in each bay
shall be connected by auxiliary piping by suitable stop valves and
commonly connected gas density relays or (temperature
compensated pressure switches) for continuous monitoring of the
gas pressure. These relays shall be equipped with the necessary
contacts set at recommended pressures for local as well as remote
(control board and National Control Centre) alarm indication.
ii) Together with each of the above density relay one pressure
indicating metre shall be provided and both installed adjacent to the
switchgear, i.e. in the local operating cubicle. In addition , isolating
valvgs-should be provided for peijedjcff'ÿhÿcking of the various

iii) For periodical checking of SF6 gas pressure in any compartment,


one portable pressure gauge shall be provided for connection to
the auxiliary SF6 piping above.

iv) The gas density relays shall be of the three stage type alarm,
trip/inter-trip follows by lock-out and shall be arranged as follows:

a. Stage I If gas pressure drops in any compartment


in any bay below a preset value this will
give an alarm locally on the local control
cubicle, remote control board and to the
. National Control Centre.
b. Stage II If the gas pressure continues to drop the
following tripping and inter-tripping
arrangements shall be provided before
lock-out pressure is reached.
r i) If the gas leak is in the circuit breaker compartment, this
breaker shall trip and inter-trip signal to be issued to all
circuit breakers connected to the same switchgear zone.
However, in case this circuit breaker is controlling a feeder
circuit, then inter-tripping shall be also provided for the far
end circuit breaker at the remote substation.
ii) If the gas leak is in any compartment of the switchgear bay
on the bus bar side, this bay breaker shall trip and inter-trip
will be signaled to all circuit breakers connected to the same
busbars.
iii) If the gas leak is in any line side, compartment i.e. line
Isolator, V.T...etc., this bay breaker shall trip and inter-trip
the far end circuit breaker at the remote substation with
300KV cable circuits the necessary inter tripping relays
together with pilot wire supervision of the inter-tripping
cores and availability of auxiliary supply shall be provided
with local and remote supervisory alarms. The inter-ripping
relays shall have flag indication.
For 300KV overhead line circuits, inter-tripping shall be by
means of carrier signal, however, an auxiliary relay shall be
provided to indicate that tripping of the circuit breakers is
due to inter-trip signal.
a) Each trip/inter-trip operation shall be followed by lock-out
of the associated 300KV circuit breaker.
d) i) It is to be noted that the gas density relay (pressure
temperature compensated switches shall be supplied for the
circuit breaker gas compartment. However, for all other
compartments where no arc interruption takes place. Pressure
switches can be provided if this will not affect the insulation level
in case of gas leak or cause false alarm/trip signals. Otherwise

ii) In case any gas compartment is completely electrically


isolated, and in suck a case if there is a leak in that
compartment, then it should not cause tripping/inter-tripping of
any circuit breaker.

The arrangement of gas monitoring shall be complete in every respect and


shall be subject to the Purchaser’s approval.
1.6 Circuit Breakers:
300KV circuit breakers shall be of the SF6 gas insulated type. SF6 gas shall serve
also as an arc quenching medium. The circuit breaker arcing chamber shall be of
the puffer type. Special consideration will be given to the arcing, breaking and
closing times during evaluation of offers. On the other hand , Tenderers have to
guarantee in their technical write-up attached with their offers that the offered
C.B’s are restrike free for switching of capacitive current up to at least 400 Amps.
i Design of gas system with double pressure will not be accepted. (
In case of severe drop of arcing gas pressure or whenever the drive mechanism
r have some trouble, the circuit breaker shall be locked out from operation and the
alarm will be shown locally in the substation and signaled to the National Control
Centre.
300KV circuit breakers shall have a guaranteed 3 -phase symmetrical breaking
current of 63 KA at 300000volts 50 Hz. Per second under Kuwait conditions. The
Kuwait ratings of the circuit breakers shall be stated in the schedule. The circuit
breakers standard ratings shall also be stated in the schedule. The circuit breakers
offered shall conform to either British Standard Specifications No. 5311 or I.E.C
recommendationNo. 56. Short circuit type test certificates for the circuit breakers
form an internationally recognized testing authority acceptable to the Purchaser,
shall accompany each and every tender to show that the circuit breaker has been
tested to BSS 5311 or IEC. Alternatively, if such type test certificates are not
available, tenderers must submit a short circuit type test certificate from an
internationally recognized testing authority acceptable to the Purchaser with each
and every tender, to show that the circuit breaker has been tested for the full
4 symmetrical 3 -phase short circuit current in accordance with BSS or IEC or VDE. (

i In the latter case, the successful tenderer will be required to carry out (or produce)
complete short circuit tests for the five duties, short time current, breaking of low
inductive currents, short line breaking, capacitive current, and any other test that
the Purchaser may find necessary to be carried out. The type test programme for
the various ratings shall be submitted well in advance to MEW for approval. The
tests will be carried out in accordance with BSS.162 or IEC56 at an
internationally recognized testing authority before dispatch of the first
consignment of the circuit breaker, such tests will be witnessed by the Purchaser’s
representatives and the Contractor shall offer all facilities and bear all cost arising
therefore. If the circuit breakers fail to pass the type test, the contractor shall
provide 300KV switchgear approved by MEW at no extra cost to the contract
price and any delay in completion of the substation that arise from shall be
penalized in accordance with the respective terms in the general conditions of the
contract.

Further, tenderers should submit a type test certificate for inductive and
capacitive currents which the circuit breakers can interrupt. The circuit
breaker shall be capable of making and breaking capacitive currents not less
than 300 Amps.

Details of any device incorporated in the circuit breaker to limit or control


the rate of rise of recovery voltage across the contracts shall be stated.

Means shall be provided to allow easy access to the contracts for periodical
inspection and repair. Also special devices should be provided for filling
and re-pumping the gas into the gas receiver.

Gas monitoring device should be provided complete with auxiliary relays


for the indication of the alarm-trip/inter-trip-lockout of the circuit breaker
both for local and remote indication at the supervisory centre.

r All insulating parts of the circuit breaker shall be constructed throughout of


non-hygroscopic and non-inflammable materials.

If oil hydraulic operating mechanism is provided then every precaution


should be taken against oil leakage or contamination.

Also, oil pressure for smooth and definite operation should continuously be
checked through mano-meters mounted on the operating cubicle. A locking
device shall be provided so that in case of oil pressure drop it will lock-out
and give local and remote alarm signal.

Descriptive literature with full details of main features, and showing general
arrangement of the breakers should accompany the tender.

Circuit Breaker Operating Mechanism:

Operating mechanism shall be trip free. A mechanically operated indicator


c shall be provided on each circuit breaker operating mechanism to show
whether the breaker is open or closed. Also remote indication for
open/close position shall be provided on the control board. Additional clean
set of contacts ( potential free) shall be provided for remote supervisory and
control system to indicate the circuit breaker “open” or “closed” position.

Means shall be provided for the manual operation of the circuit breakers for
maintenance purposes. All manually operating gear shall be so designed to
close or open the breaker by one movement. The drive mechanism can be
either charged spring, hydraulic or pneumatic type.

The driving system shall be designed to ensure and smooth operation of all
three phases but shall likewise permit singlepele-as*well as three-pole auto
re-closutÿgÿX -

If the driving system is of the pneumatic type then a complete compressed


air duplicate control system shall be provided and the compressed air
system supplying the various bays shall be of the ring type to attain
maximum reliability . The necessary control board with mounted indicating
instruments, switches, indications and alarm shall preferably be located in
the Control Room while the air-compressors, air storage receivers shall be
located in a separate room adjacent to the 300KV switchgear room, unless
otherwise as approved by the Purchaser. If a shut down occurs and A.C.
fails then the capacity of the compressed air shall be sufficient to operate all
the circuit breakers for the switching duty cycle open close-open but with
time interval suitable for particular circuit..i.e. overhead or underground or
transformer.

Each circuit breaker shall be equipped with two shunt trip coils which shall
be electrically and mechanically independent from each other. Electrically (
closing devices shall operate satisfactorily between 80 percent below and
r 20% normal D.C. voltage with coils at 52°C.

For tripping the minimum operating voltage shall be 60%. The pulse
duration for operation (closing or tripping) shall be 50 m.s. minimum.

In case of spring operated mechanisms, these shall be motor charged.


Provision for manual charging of spring shall be provided with mechanical
indication of spring charged condition. Provision for remote indication of
spring/ charged uncharged state shall also be provided. The closing springs
must be suitable for charging while the circuit breaker is closed and the
closing mechanism when charged shall not operate by vibration caused by
the circuit breaker opening on fault. The motor shall automatically charge
the closing spring after any closing operation.

Circuit breaker operating mechanism auxiliary switches and associated


>} equipment, control switches, control and power cable terminations shall be (
accommodated in sheet steel cubicle designed to suit the weather conditions
c. in Kuwait. These cubicles shall be well ventilated and heaters for
prevention of condensation of moisture inside the cubicles shall be provided
with control switches.

It should be noted that all the S/Stns, in Kuwait are un-attended type and are
controlled and supervised by National Control Centre. It is therefore
necessary that all relays and switches associated with the low tension A.C.
supply for drive mechanism (hydraulic, pneumatic or spring charge motors)
should re-set automatically as soon as A/C supply is restored after its failure
due to any reason. It should not be necessary to send engineers to each
Substation to re-set these relays manually.

1.6 Circuit Breakers: Cont’d
An emergency, mechanically actuated opening device shall be provided
mounted on the local operating cubicle.

Arrangement shall be made for removal of circuit breaker for maintenance


with minimum interference with other components in the circuit i.e.
insulators, V.Ts etc.
Further such removal shall not be possible unless it is in the open position
and the associated earthing maintenance switches are in the closed position.

1.7 ISOLATORS:
300KV isolators shall be of the sliding coaxial type, isolating switches shall
be so installed as to permit maintenance of any section of the equipment and
the switchgear plant when the reminder is alive. When the 300K.V circuit
breakers operating mechanism is of the hydraulic or pneumatic type, the
isolators operating mechanism can be of similar type.

C The gap between terminals of the same pole with the isolator in open
position shall be long enough to withstand a minimum impulse wave of 115
percent of the specified impulse rating to earth, or the initial discharge is
above the (BEL) breakdown insulation level.
Isolating switches shall be rated as specified in the schedule, and shall be
designed for live and off-load operation. Main contacts shall be of the high
pressure line type and shall be suitably screened to attain maximum
uniformity of electric field.

Also isolator mechanism shall be so designed, that the isolators cannot be


opened by force due to fault currents and shall be self-locking in both open
and closed positions. All three phases shall be operated by the mechanism
simultaneously.

The short time current rating and mechanical construction must be such as
to withstand the thermal stresses and electromagnetic forces imposed to the
isolators during through fault conditions.

The contacts of the isolators shall carry their rated loads without ever
heating or welding and shall be of such a design that would not call for
more frequent maintenance than one in five years.
The isolators shall be electrically interlocked with their respective breakers,
such that the isolators cannot be opened unless the associated breaker is
opened and the breaker cannot be closed unless the associated isolators are
in definite position, i.e. fully closed or fully open.
Operating mechanism of the isolators shall be of robust construction and
shall be capable of free operation unaffected by the climatic conditions at
site. The mechanism shall be complete with auxiliary switches, terminal
box and cable glands and the same shall be housed in weather- proof

Provision shall be made for the remote indication of isolator in open and
closed positions on the 300KV control board and also at the Supervisory
Centre.
The isolators shall be motor operated and shall be electrically controlled
from the local control cubicle as well as remotely from the control hoard in
the control room. Also provision shall be made for local hand operation for
emergency cases, by means of a removable crank with the necessary
interlock provided betweenboth ways.

1.8 Earthing Switches:


The switchgear shall be provided with the following earthing switches:-

(a) Earthing switches shall be provided for each outgoing (O/H or U/G and
incoming circuit transformer). Positive means of interlocking between the
earthing switches of line and transformer isolators shall be provided.
(b) Busbar earthing switches shall also be provided, and for each B/B Section
r located in the bus-section or bus-coupler bays. These shall be fully
interlocked so that any busbar earthing switch cannot be closed unless all the
corresponding busbar selector isolators are in the open position.
(c) Earthing switches shall also be provided for earthing the 300KV cables of
transformers. These switches shall be interlocked with both the 300KV and
132KV isolators of the corresponding transformers.
(d) Each 300KV circuit breaker shall be provided with two earthing switches one
on each side of the circuit breaker, to permit maintenance of the circuit
breakers with the busbar alive. These isolators shall be fully mechanically
and/or electrically interlocked with the corresponding line isolator, busbar
selector isolators and circuit breaker.

The busbar, overhead lines, cables and transformers earthing switches shall be
capable of closing on full short circuit making current of 157 KA peak without
suffering from any damage due to thermal stress or electromagnetic forces and
without endangering operator. All tenderers shall confirm this in their offers
and shall submit evidence of tests carried out on the earthing switches for this
c purpose.
For circuit breaker earthing switches, these shall be suitable for a short time
current of 63KA for 3 seconds but not of the fast acting type.

Spring-charged hand operated mechanism with mechanical indication of


“ON/OFF” positions.
The earthing switches shall be motor operated and shall be electrically
controlled from the local control cubicle only. Also provision shall be made for
local hand operation for emergency cases by means of removable crank.
However, the two types of drives cannot be affected simultaneously.

The earthing switches for feeders (underground and O/H line circuits) shall
be additionally interlocked with the secondary voltage from voltage
transformers while the m.c.b. is in closed position and the 300KV V.T.
primary side isolator is closed so that these earthing switches cannot be
closed unless the corresponding feeder is de-energized. However, position
indication shall be provided locally on the local panel and remotely on the
300KV control board.

1.9 Auxiliary Switches and Contractors:

Circuit Breakers, isolators and earthing switches shall include all necessary
auxiliary switches, contactors and mechanism for remote indication,
protection, control, interlocking and such other services as specified. Not
less than four spare auxiliary contacts (two normally closed and two
normally open positions), shall be provided with each of the above
( ! switchgear apparatus. All auxiliary switches should be wired up to a
suitable terminal board in the operating mechanism cubicles.

The contacts for all auxiliary switches shall be strong and shall have a
positive wiping action while closing and shall be suitable for service under
climatic conditions specified. All auxiliary switches for use with the
Purchaser’s remote supervisory and control system shall be non-fleeting and
clean (potential free), or withholding time not less than 25 ms.

1.10 Current Transformers:

The current transformers shall be of the torridal core type. The ring and
secondary windings shall be embedded in cast resin or otherwise as
approved by MEW and installed in the earthed part of the circuit breaker
compartment where SF6 gas will form the insulation medium. Different
locations and arrangements shall be subject to the Purchaser’s approval.
Protective and instrument C.T.’s shall be in conformity with B.S. 3930 and
( 5 of suitable ratings for the protective scheme specified. Instrument current
transformers shall be Class “I” accuracy.

The current transformers primary conductor shall be capable of
withstanding short circuit ratings of the associated circuit breaker.
Secondary windings of the current transformers shall be a rated for 1A. For
metering current transfonners, secondary can be rated either 1 of 5 Amps to
suit the measuring transducers for remote metering at Supervisory Centre.
C.T’s shall be able to carry current 25% in excess of the rated current
continuously without injurious heating and the C.T.’s for protective purpose
shall have over current saturation factor not less than these obtained at the
design short circuit level of the system.

The capacity of instrument current transformer shall be of adequate burden


for connecting the transducers associated with the remote supervisory and
control system.

Since the C.T. forms a part of the composite single phase unit, means shall
be provided for easy changing in case of damage.
1.11 Voltage Transformers:
300KV voltage transformers shall be in sets of three single phase units.
The windings shall be embedded in cast resin otherwise as approved by the
Purchaser and encapsulated in SF6 gas filled enclosures.

For high voltage testing of cables from the remote end of the cable or
overhead line, an isolator shall be provided on the primary side of the
voltage transformer or any other arrangement so that this test can be carried
out without the necessity of removing any component of the switchgear
such as V.T’s, cable boxes, etc. Where such an isolator is provided, it shall
be operated manually, however, shall be interlocked with the line earthing
switch and shall have semaphore indications on the local panel. Protective
, J) voltage transformers shall have miniature circuit breakers in their (
secondary's, with auxiliary contacts to indicate V.T.’s secondary failure on
r the control board. Further, auxiliary clean (potential free) contacts shall be
provided for remote supervisory system. Voltage transformers supplied
under this contract shall be of robust construction and shall comply with
B.S.S. 3941 or at least equivalent to it. The voltage transformers shall be of
Class 3P and 150VA burden for each of Star and Delta Windings.

Two separate territory windings shall be provided in the V.T.’s for double
distance protection of the overhead line feeder circuits.

1.12 SF6 Gas Tightness :


Special attention should be given to SF6 gas tightness in the various
compartments of the switchgear. Tenderers shall state clearly in their offer
and guarantee, the maximum SF6 gas losses (percent per year)

Sealing of the SF6 compartments is preferably to be of the double (0) ring


j type. The material of this gasket should fulfill the following requirements (
and also shall comply with relevant B.S.S. The successful tenderer shall
submit the sample and test results of the gasket they propose to use together
with a comparison of their test result and the permissible data of the relevant
B.S.S or I.E.C.
(a) Properties of gasket must not be changed when exposed to oil or SF6
dissolved gases.
(b) Permanent distortion must be small and service life must be long.
(c) SF6 gas and water permeability must be low.

1.13 300KV Cables End Sealing Boxes:


The cable sealing ends of 300KV cable shall be provided in a concrete
covered corridor measuring approximately 3 M. wide, and 4M. high. The
cable sealing ends located in the corridor shall be connected to the 300KV
switchgear by SF6 tube. This method is to be adopted to connect the
300KV cÿblÿfrom outside and without layi&gÿiOOKV cables in the

The cable end sealing boxes shall be provided complete with cast resin
cones, flanges, clamps, packing material for gas, fixing bolts, and toher
fittings necessary including proper sized glands to suit cable sizes and any
other accessories shall be supplied under this contract and its cost shall be
included in the contract price.

For oil monitoring, the contact pressure switches, auxiliary oil piping with
intermediate insulating coupling, all be supplied and installed under 300KV
cable contract. However, the necessary control cabling wiring between the
300KV marshalling cabinet, (where alarm and trip signals are provided
from intermediate 300KV stop joints) and contact pressure gauges in the
Substation building or located in the oil tank pit both to the alarm/trip
auxiliary relay in the control panel is included in this tender.
These cables boxes should meet the requirements of the cable manufacturer
( V at no extra cost. Jointing materials such as oil, tapes..etc., will be supplied
by the cable contractor (when cables are supplied under separate contract)
r who will carry out the cable jointing. The contractor should fully co-operate
with the cable contractor.

Any material and/or accessories for complete jointing of all the 300KV to
the 300KV switchgears shall meet the requirements of the cable
manufacturer and the same together with any accessories or material that are
deemed necessary to be obtained from the cable manufacturers, shall be
supplied and included in the Tender Price.
1.13 300KV Cable End Sealing Boxes: contd

Suitable cover plates are to be provided as part of the switchgear for bolting
over and sealing each aperture to enable the switchgear to be completely
filled with SF6 gas, tested and operated even when a cable sealing and is not
fitted.
Tenderers are requested to indicate in their offers methods adopted to
compensate for the expansion and contraction of the Cable conductor.

At a suitable position between the cable box and the adjacent switchgear
component, a fully insulated testing jack is to be provided with a plug in
contact and a cover plate shall enable the insertion and fixation of a portable
H.V. testing bushing having a compatible system.

The same test jack is likewise to be provided at every bus-bar section which
can be isolated by means of the bus-bar section circuit breaker.

The physical location of the test jacks shall be such as to obtain sufficient
clearance between the air insulated end of the test bushing and the
surrounding walls, ceilings and metal structures being at least minimum
permissible striking distance for the pertinent voltage class.
The portable test bushing shall be of a resonable weight and designed for
outdoor use and stored in a suitable container. _

1.14 300KV SF6 Insulated Tubing:

Where specified SF6 tubing shall be supplied for connection between


300KV switchgear and 300/132KV transformers. The tubing shall be
300KV SF6 gas insulated complete with busbars, flanges, insulating cones,
piping for gas, monitoring, valves, supporting structures and bellows (for
expansion and construction of busbars)and any other fittings necessary to
complete the tubing which shall be provided with measure for periodical
checking of SF6 gas pressure. The Tenderers should submit with their
offers, complete technical details (dimensions, material, sealing
arrangements, etc.) showing the construction of these tubing arrangements
especially for the termination at both ends. Earth bonding at flanges and
terminations shall be provided.

P 1.15 Local Control Cubicles: ('


For local control of the 300KV switchgear, control cubicles shall be
r provided in the 300KV Switchgear Room having the following essential
controls, indications and alarms:-

a) Mimic diagram with position indications of circuit breakers and all


other isolators and earthing switches.
(2) Push buttons or control switches for open/close control of C.B’s
isolators and earthing switches integrated into the mimic diagram of
the respective bay.
(3) Various alarms for SF6 gas, driving system trouble and voltage
transformer miniature circuit breaker tripped, and any other alarm
indications, the Contractor deems necessary to be shown locally.
Compressed air system or charge spring motor drive mechanisms
troubles shall also (if applicable) be added.
(4) A key operated switch for local/remote control. Remote operation
shall not be possible when the switch is on local position and local
operation is not possible when switchis on remote position. (
(5) All controls shall be by means of key switches. However, a key
C switch for by-passing the interlocks for emergency/maintenance
shall be provided. The by-pass key switch shall be spring loaded
and self return type.
(6) Pressure gauges and gas density meter for monitoring the SF6
conditions.
(7) One voltmeter on each feeder bay.

1.16 Pilot Cable Marshalling Cabinet:


Together with each 300KV cable circuit, three 34-core pilot cables will be
2.5mm. Conductors. The pilot conductors are polythene insulated, load
sheathed steel wire armoured and PVC overall sheathed cable.

One sheet steel cabinet shall be provided in the 3O0KV switchgear room to
receive the 34-core pilot cables associated with the 300KV cables.

The cabinet shall be suitable for floor mounting with double lead lift-off
doors and reasonably dust, damp and vermin proof. 34-core terminal
blocks, three per feeder circuit including future feeder circuits shall be
provided inside the cabinet and arranged to receive the multi-insulated
bridging plugs. The plug shall be either color coded or numbered to
facilitate easy identification, and in this case arrangements shall be provided
to ensure continuity of solkor and inter-trip cores. Two additional 34-way
terminal blocks shall be provided for substation services and arranged to
permit routing of circuits selectively through pilot cables.

Provision shall be made for bottom entry of pilot cables and suitable brass
( gland of the compression type shall be provided. Similarly, suitable entries
shall be provided for control cable terminations from the switchgear, control
c board and other apparatus within the substation. Each terminal block shall
be clearly labeled,
All control cables and connections between marshalling cabinet and
substation equipment including oil tank pits are included in this contract.
For the outgoing circuits four cores control cable for each circuit should be
provided for oil tank pit, each cable about 60M long.
a) Solkor ‘R* Pilot Supendsion Equipment:
It is required to provide a D.C. system for Pilot Cable Supervision
with sending equipment at near end and receiving equipment at far
end to ensure that the pilot cable is healthy. It shall be continuously
monitored in order to bring up an alarm immediately when the cable
is damaged. An alarm will appear locally and remotely when the
D.C. system is interrupted on the cable is damaged. Also for
auxiliary supply used for this system, a Supervision relay will be
provided.
>i Pilot fault and supervision supply failure alarms shall be transmitted
to supervisory control centre. Necessary annunciators shall be
provided in the control room which shall be subject to the approval
of the Engineer.

The tender price shall include the cost of installing, testing and
commissioning these, relays at both ends including modification at
the remote end (if required) without any extra cost to the Purchaser.

b) To avoid occurance of flash-over across the terminals in the


marshalling cabinet, the tenderers are requested to provide the
necessary/protective measures for both terminal equipment as well
as the operational staff, when voltage induced due to phase to
ground faults on the 300K.V Power Cables.

For pilot cores used for inter-tripping an adequate isolating


transformer with centre point earthed shall be provided while for all
other cores carrying D.C. current, surge arrestors shall be provided.

These transformers and arrestors are preferably installed in a


separate panel located adjacent to the marshalling cabinet.

On the other hand the terminal blocks in the M/C, control cabling to
control room and inter-tripping relays for the far end substation
(where applicable ) shall be insulated for at least 15 KV.

The cost of supply and erection of the above shall be included in the
tender price, however, the arrangement shall be subject to the
Purchaser’s approval.
P 1.17 Overhead Line Take-off Gantries (if specified):
Take-off gantries to be provided for each double circuit O/H line. The
r gantry
shall consist of three columns, one horizontal girder extending over two
spans complete with three pinnacles to receive three overhead line
conductors. The gantry shall be of the steel lattice type made of hot-dipped
galvanized steel structures, and shall be complete with the necessary U-
shape steel devices for hooking the slack span insulator fittings, the design,
construction and arrangement shall meet the latest standard and shall be
subject to MEW approval.
The transmission line terminal tower shall be at a distance of up to 100 mt.
And the maximum tensile strength in the slack span of the line conductors,
2500 kg. Per conductor per phase (four conductors each of 427.7/55.6
sq.mm. A.C.S.R Zebra per phase) and that of each earth wire is 600 kg (50
sq.mm. - 19/2.36mm of each earth wire).

The clear phase - phase clearance shall be 4.5M minimum and phase to

deviation of the conductors of maximum ±30 °C and vertical of 1:4. The
c gantry shall be complete with the necessary tension insulators complete with
fittings, tension clamps, bimetallic clamps, jumper and dropper connections

arcing horns and rings etc., if these are specified in details of Equipment
Vol. m.

The gantries shall be designed for the above acting forces including wind
pressure, two erectors with tools etc. However, the following have to
be noted:-
Minimum height of live parts above yard level = 8 M.
Width of 4 - bundle conductor arrangement : 0.4 mtr.
The height of the bottom of the horizontal girder of gantry : 13 M
Min. wind pressure of gantry as 125 Kgm/sq.m.

A wave trap of 1200 kg. Shall be suspended from the centre point at the
bottom of the beam, unless otherwise decided by MEW.
The contractor shall submit detailed calculation sheets based on the above
loads and under the worst temperature conditions and wind forces, this will
be submitted together with detailed construction drawings, views showing
arrangement and clearances, material list with dimensions and weights of
each member for approval by the Purchaser before start of manufacture.
The gantry shall be complete with insulators and arcing horns.

1.18 300KV Outdoor 3-sin2le Phase Surge Arrestors: (If specified)


The surge arrestors shall be of the free-standing, self supporting, heavy duty
type in accordance with IEC standards 99-1. They will feature low residual
voltage as well as high long wave withstand capacity and shall be
insensitive to atmospheric influences and contamination. Pressure relief
( devices are to be provided to prevent damage or explosion of the arrestors
during heavy discharges.
r Hermetically sealed discharge detectors and counters shall be provided for
each phase requiring no auxiliaty supply for operation.
Two surge arrestors shall fulfill the following requirements:

1. Rated voltage KV 300


2. Max, system voltage KVRMS 300
3. Impulse withstand voltage 1.2/50m.s. . 1050
4. Manpower frequency spark over voltage KV 450
5. Min. creep age distance mm. 10000
The above arrestors shall be complete with the necessary steel (hot-dipped)
galvanized structures and concrete foundation. The necessary clamps,
copper droppers, jumpers and bi-metallic clamps are included whenever
arrestors are specified.

1.19 Measures to reduce propagation of transient over voltage in measuring


control and pilot cables:

(. Transit over voltage of higher frequency as may be generated by means of
switching actions of H.V. circuit breakers and isolators or caused by other
atmospheric surges likewise be transmitted through coupling inductances
and capacitances of measuring transformers, secondary cables or other
direct means to measuring, monitoring, protection and control equipment.

The level of these transient over voltage shall be effectively reduced by


adequate measures such as careful grounding of measuring transformers
neutrals, proper and adequate earthing, provision of metal screens for cables
passing in parallel for long distance with high current carrying equipment.
Details of protective measures taken by the Contractor shall be submitted
with calculations, explanations for checking and approval by the Purchaser.

1.20 Special Equipment:

The following equipment shall be provided as part of the special equipment


and their price shall be included in the tender price and shall be handed over
to the Purchaser in good condition after completing commissioning tests.

a) Three high voltage testing bushings. Suitable for direct current H.V.
site testing of 300KV power cables connected to the switchgear.

b) Three high voltage testing bushings, suitable for 300KV switchgear


A.C. site testing. These shall be supplied only if different from (a)
above. This must be confirmed in the offer.

c) Any necessaiy adaptors, flanges, accessories, bolts and nuts etc.


.!•> necessary for connecting the above bushings to the switchgear and (
to the test cable. An auxiliary supporting portable structure needed
f. for testing shall be provided and included in the offer prices.

d) Testing cable 40 meters long, suitably insulated for connecting the


above test bushings to the H.V. testing transformer outside the
building, supplied on a modem drum and complete with connectors.
e) Pneumatic or rubber wheeled truck which should be adequately
dimensioned and designed to carry any equipment likely to be
moved in and out of the 300KV switchgear room either for removal
or for maintenance purposes.

f) Suitable ladder with rubber wheels or similar arrangement for the


purpose of maintaining the 300KV switchgear equipment.

g) Special device for detecting and locating any SF6 gas leaks.

h) SF6 gas handling unit for extracting and pumping in SF6 gas

complete with compressors, storage tanks, gauges, piping, vacuum
pumps..etc.

i) Compressed SF6 bottles sufficient for one cable feeder circuit and
one transformer circuit of the switchgear.

j) Primary current injection testing set for testing protective

volts, 30 meters long, complete with connectors wound on a wooden
drum.

1.21 Switchgear Testing:


1.21.1 Factory Tests:
The contractor shall carry out all routine, sample and type tests on all
equipment and accessories included in the contract, in accordance with
relevant British Standard Specifications or I.E.C. unless otherwise approved.
The contractor shall cany out any additional tests at no extra charges to the
contract price that are necessary to determine that the work complies with the
requirements of this specification.
All samples used for testing shall be at the contractor’s expense.
All instruments used for testing purposes shall, if required, by the
Inspector/Engineer, be calibrated by an approved authority.

a) Routine Tests:

( i> i) Operational tests for circuit breakers and isolators (as per BSS 166,
862 and 3078).
c ii) Millivolt drop test across the circuit breaker and isolator contacts
and between terminals.
iii) Power frequency high voltage test in accordance with BSS 5311,
862, 162, 861 and 3078 as applicable. This test will be applied on
the main H.V. circuits and auxiliary L.V. circuits.
iv) Partial discharge test to all insulated components upto 1.2 x rated
voltage.
v) Megger test for all auxiliary L.V. circuits.
vi) The dry power frequency spark-over test and standard lighting
voltage impulse spark-over tests will be carried out on the supplied
surge arrestors.

1.21.1 b) Type Tests:

i) Mechanical endurance tests for 3O0KV circuit breakers and


isolators, each type of circuit breaker shall be operated 1000 times
at least 10% of which shall be make-break operations. The
operating mechanism shall be in service during this test. The
mechanical endurance tests for 300KV isolators shall be in
accordance with BSS 3078.

ii) Temperature rise test in accordance with BSS 5311 862, 861 and
3078 as applicable. This test shall be carried out on different
circuits comprising the main H.V. components i.e. main bus bars,
bus-section and/or bus-coupler circuit C.B., C.T’s and isolators,
feeder circuit C.B., C.T’s and isolators and transformer circuit
C.B., C.T’s and isolators in addition to the connection components
between bus bars and the rest of each bay apparatus.
iii) Short circuit test, short time current test, capacitive load and
inductive making and breaking test, power frequency test...etc.,
as described earlier, however , these tests cover the switchgear
components as applicable?

iv) For measuring and protection transformers, the determination of
accuracy class and displacement angle shall be carried out on
each unit with determination a knee point voltage and other data
suitable for the purpose.
v) The impulse voltage test will be carried out on a complete assembly
plants or parts thereof.
vi) One single phase of the surge arrestors will be tested as follows:
- Wet power frequency spark over test.
- Front of wave impulse spark over test.
- Switching surge spark over test.
- Residual voltage test.
- High current impulse test.
- Long duration impulse test
- Operating duty test.
- Pressure relief test with at least 77% rated voltage
(
N.B.: Type test certificates of similar arrestors with rated seal off
( voltage 90 to 110% of the test specimen will also be accepted.
1.21.2 Site Tests:

Provisions for testing at site the 300KV switchgear and the 300KV power
cables connected to it shall be provided and details of these shall be clearly
shown up on the drawings. The tests shall be carried out on site as detailed
in Part I.

The site high voltage testing on the 300KV switchgear shall comprise of the
following:-

a) A.C. tests of each phase to earth and


b) Between each two phases
c) All 300KV cables connected to the switchgear to be tested with D.C.
voltage supplied between phase to earth.
(
For 300 and 132KV cable testing from remote end a direct current test
r voltage will be used. It should be possible to carry out this test without
dismantling any. of the 300KV equipment. All tenderers are requested to
confirm this in their offers.

1.21.3 Testing Equipment:


The following testing equipment shall be made available by the Contractor
for site testing:
i) A suitable cable D.C. testing set (if applicable)
ii) High Voltage testing equipment for all switchgear for test voltage up
to 350KV A.C.
iii) Primary current injection testing set, single phase for injection
currents up to 2000 Amps, to check C.T. ratio and connections for polarity,
relays and instruments operations ...etc.

iv) Secondary injection testing set, for relay check testing, and complete
with suitable timing device.
v) Earth resistance Meggar Tester.
vi) Any other necessary testing equipment and instruments.

The Contractors test Engineer shall cany out all commissioning tests in
cooperation with and to the satisfaction of the Purchaser’s Engineer who will take
part in all these tests.

1.22 License:
Equipment or parts thereof manufactured under license shall not be
included in the equipment covered by this specification.
N.B.: Tenderers are requested to attach with their offers, the following:-

( l> 1) The time required in hours for replacement of each switchgear


components i.e. C.B. Pole, Isolator pole, earthing switch pole..etc.
( The given period must cover the entire working hours including gas,
pumping out, dismantling, removal, installation of new piece
adjustment, evacuation of compartment, pumping in gas, testing and
energizing and putting the respective circuit in operation.

2) Internal arcing test report of the switchgear, various compartments,


indicating the obtained results with photos, oscillograms, and to
show the measures taken to release the resulting over pressure and
stating the limit of damage of the switchgear. However, tenderers
are requested also to confirm that no injury or hurt will result to
personnel in the nearby during occurance of such a fault. Offers not
accompanied with the above may not be considered.

1.23 Specifications of 400KV Power Cables:


1.23.1 General requirements:
1- Cables shall be designed to withstand such variations of load and voltage
( under working conditions as may be specified or reasonably anticipated.
2- Conductors shall be composed of annealed high conductivity copper.
Aluminum conductors, sheaths, screens or armouring will not be accepted.
3- Bitumen compound employed in the serving shall not melt or run when
exposed to the temperature conditions prevailing during transit at site in
Kuwait or during operation.
4- The soil in Kuwait is naturally very corrosive and it is essential that the
cable serving is designed to prevent corrosion. Reference should be made
to the site conditions as detailed in the specifications.

1.23.2 400KV Power Cables:


1.23.2.1 General Requirements:
The cables shall be of the single core, oil filled construction complying
with ESI 09-5 and this specification as a minimum.

1.23.2.2 Conductor:
The conductor shall be formed from segmental copper strips or wires into
a compacted annular Milliken construction of cross-sectional area of 1600
sq.mm. The conductor shall incorporate a central oil duct of minimum
diameter 12 mm.
1.23.2.3 Conductor Screen:
The conductor screen shall consist of semi-conducting carbon paper tapes.
1.23.2.4 Insulation:
The insulation shall be designed to meet an impulse voltage level of 1425
KV peak and highest system voltage of 420KV. The insulation thickness
shall be not less than 15.3 mm.
1.23.2.5 Core Screen:
The core screen shall consist of semi-conducting carbon papers in
conjunction with a metalized paper tape. A copper woven fabric tape
shall be applied overall to give additional mechanical protection.
1.23.2.6 Sheathing:
(
The cable shall be sheathed with lead alloy 'AC material conforming to BS
r 801 or tellurium alloyed lead (kb-pb-Te 0.04) conforming to DIN 17640.
The minimum average thickness of the lead sheath shall be not less than
3.8 mm and the minimum thickness at any point shall be not less than
3.5mm. Tenderers shall confirm that their proposed lead sheath
construction is satisfactory for carrying in an earth fault current of 3 1.5
KA for 1 second and quote the temperature rise. The quality of extrusion
of the pressure retaining sheath shall be of the highest order so as to
exclude the possibility of any weakness. Aluminum sheathed cables will
not be accepted.
1.23.2.7 Serving and Bedding:
The following layers shall be over the lead alloy sheath.
1. Coating of waterproof insulation compound and suitable bedding.
2. Non-magnetic reinforcement which shall consist of two layers of 1% tin
bronze or stainless steel or hard copper tapes.
3. Outer serving of extruded black PVC sheath. The minimum average
hi thickness of this sheath shall be not less than 3.6 mm and the minimum
thickness at any point shall be not less than 2.96 mm. The PVC shall (
conform to BSS. 6746 and shall fulfill the test requirements for PVC-type
9 of Table 3 ofBSS 6746 as a minimum and shall be suitable for site
conditions stated under clause 3.4. The PVC sheath shall be embossed
with voltage designation (300KV) and the manufacturer's name and in the
same manner described in BSS: 6480 and ESI 09-5.
4. Grafite coating.

1.24 300kV Outdoor Sealing Ends:


The 400 cables (where specified) shall be terminated at one end by outdoor
sealing ends boxes and other accessories. The creep age distance of the
outdoor sealing end boxes shall not be less than 15.330m for 400kV .
The tenderers shall attach to their offers, drawings showing in detail the
proposed method of terminating the cables. The other end of the cables shall
be connected to indoor 400kV switchgear through 1/pore-sealing end boxes or
jointed to - ~

The termination of the cables in the sealing end boxes shall also include the
supply and installation of the necessary galvanized steel structure for
supporting the sealing ends of the cables near the switchgear or the overhead
line take-off gantry, and shall also include making of the necessary R.C.
foundations for the structures. These structures must be designed as to make
possible easy jumpering between the sealing ends and he switchgear bushings
or the slack span conductors at the take-off gantry.
The height of the steel supporting structure above ground level shall be such
that the minimum clearance between the live parts and he ground shall not be
less than 7000 mm for 400kV and the spacing between phases not less than
5000 mm for400kv.
Exposed cables shall be provided against sun rays by means of an approved
sub shields.
The installation works of these sealing ends shall also include the supply and
installation of jumpering between the 400kV sealing ends and the slack span
( of the overhead line take-off gantry including suitable bimetallic connections

r between the jumpering and the overhead line conductors.

2. Power Transformers:
2.1 Rated design conditions and Data:

The mechanical and electrical design of the transformers and their accessories shall
strictly follow the IEC recommendations 76, 123, 137, 214 and shall be based on
the conditions and requirements:-
1) The ambient air temperature may rise in the transformer rooms up to 55°C .
However, the temperature rise of oil and winding shall not exceed 40°C and
50°C respectively, while the transformers are working under full load
conditions and with the tap-changer set on the extreme position but the
auxiliary means for cooling i.e. cooling blowers and oil pumps are running
with 80% of the full capacity.
2) The HV neutral point of the power transformers shall be protected by means
y of surge arrestors and connected to the grounding network in parallel with
r motor operated disconnecting switches. The LV neutral to be connected
c direct to earth with bolted links only.
3) The windings shall have the following insulation strengths:-

Rated system voltage 275KV


Highest System voltage 300KV
Full wave impulse withstand
voltage (peak) 1050KV
Power frequency withstand
voltage (r.m.s) 460KV

4) The transformers shall be of the outdoor type but installed in separate rooms of
adequate dimensions and with the front side provided with aluminum
decorative grill and the roof is made of steel and aluminum sections to form
with opening areas sufficient for ventilatjorrjrpcesÿ

5) Tenderers are requested to offer their proposal for provision to the transformers
with wheels and rails on the foundation plinths for mounting the transformer in
the room or withdrawal out for repair purpose. However, it is left to the choice
of the tenderers to offer their proposals but supported with sufficient and
detailed drawing and description of the method adopted for this work. MEW
reserves the right to change to any other method if MEW finds the tenderers
proposal not sound, whether during tender analysis or after contract but before
approval, however, this will not entitle the Contractor to any extra charges.

2.2 Type:

The transformer shall be of the three phase, three winding, core or shell, oil
immersed type suitable for outdoor installation and operating under the
climatic conditions referred to in Vol. I, clause 1.4. The two secondary
)> windings shall be. one star connected and the second shall be delta winding
for dual purpose i.e. for feeding a constant load of 45 MVAR shunt reactor . f
r Compensation for third harmonic current content, and shall be capable to
withstand the stresses arising from circulating current in this winding which
results from maximum short circuit current.

All transformers shall be provided with the required accessories as specified


in the Details of Equipment.

The transformers shall strictly comply with the I.E.C Standard unless
otherwise stated in this specification.

2.3 Continuous Maximum Rating:

The transformer maximum continuous rating with 80% of cooling capacity shall
be based on the following simultaneous load combination (i.e. 80% of blowers
and 80% of Pumps running):-
•V a) The 132KV secondary winding shall have a maximum continuous {
load is 300MW at 0.95 lagging power factor.

b) The 33KV tertiary winding shall be designed to feed a constant


inductive reactive load of 45 MVAR shut reactor and to be capable
to withstand the thermal and dynamic stresses arising from the
flow/circulating of short circuit current components that results from
the maximum. Short circuit fault currents under the most
unfavorable conditions of generation and network configuration.

c) The primary winding shall be designed to meet the simultaneous


loading and short circuit requirements of the two secondary
windings as mentioned above.

The transformer shall be capable of carrying their specified load


continuously under the worst temperature conditions encountered in Kuwait
and at any tapping, without the temperature rise of oil in the hottest region
exceeding 40°C as measured by thermometer and that of the winding 50°C
as measured by winding resistance.

If any transformers exceeds the above temperature rise limits on test it may
be rejected. All tenderers shall state in the schedule the equivalent B.S.S
continuous maximum rating for the transfonners offered.

N.B.: These transformers are designed 30OMVA transformers throughout


this specification irrespective of the actual rating of the windings.

2.4 Method of Cooling:


P
The cooling of the transformers shall be by forced oil circulation external
r banks of cooling radiators. The external cooling medium shall be air blast
as detailed in the Details of Equipment. However, self capacity of
transformer (i.e. without blowers and pumps) shall be not less than 60% of
the rated capacity, i.e. 180MVA of the 132KV star winding and 45 MVAR
delta winding simultaneously taking into consideration the requirements for
thermal and mechanical strength for maximum short circuit currents.

2.5 Voltage Ratio:

The voltage ratios of the transformers on nominal tappings and at no load


shall be as specified in the details of equipment.

The high voltage winding shall have tappings, arranged to give variations of
transformation ratio in steps, as specified in the Details of Equipment.
However, these tappings shall be arranged in the neutral point of the
V primary H.V. Winding.

/ 2.6 Impedance Voltage and Regulations:

The impedance at normal ratio and M.C. R (Maximum Continuous Rating)


referred to 75°C winding temperature shall be 18% between 300KV and
132KV windings. The voltage regulations from no-load to continuous
maximum rated output at 1.0 power factor and 0.8 lagging power factor
shall be as stated in schedule (D). Under these conditions the secondary
voltage remaining constant at the rated value. Transformer impedance
voltages (300KV to 33KV and 132KV to 33KV windings) to be selected to
fulfill load combination requirements. Respective calculations to be
submitted for approval.

2.7 Electrical Connections:

The transformers shall be connected in accordance with BSS 171 as follows:-

2.8 Noise Level:

With the transformer fully loaded the noise level at 3 meters distance shall
not under any circumstances exceed 80 db. Cladding of transformer room
walls with suitable material can be adopted to meet the above requirements.

2.9 Duty under Fault Conditions:
f
All the transformers shall be capable of withstanding without damage or
distress an external fault between phases for three (3) seconds with the
voltage on other side of the transformer maintained at its full normal rated
value. The delta winding shall be designed for the same condition.
However, the manufacture of these transformers should not be started prior
to the submission of the design calculations, which will be checked and
approved by the Purchaser.

2.10 Parallel Operation:

The transformers shall be designed for operating in parallel. In addition, the


transformers shall be designed to operate in parallel with additional similar
transformers that may be installed in the future.

2.11 Insulation Level:

All transformers insulation level shall be standard 1 to BSS:171 for the


system highest voltages corresponding to the operating voltage ratings of
275KV.

2.12 Harmonic Voltage:

The design of the transformers shall be such as to suppress voltage


harmonies (particularly third and fifth) to a minimum to climatic wave
distortion and high frequency disturbances. Measures taken by the
manufacturer to fulfil this requirements must be submitted by the Contractor
for approval by the Purchaser.

2.13 Vibration and Noise:


Every care shall be taken to reduce noise and vibration to the level obtained
in good modem practice. Since these substations will be installed in
residential areas, care shall be taken to secured evenly distributed
mechanical stresses over the whole steel core laminations to climatic noise
and vibration.

2.14 Windings:
The designed maximum current density in the windings of the transformers
shall not exceed 3.4 amperes per sq.mm, at continuous maximum rating of
the transformer with normal voltage and frequency. This current density
also referred to 80% running of the blowers and oil pumps.

The conductors shall be made from high conductivity electrolytic copper of


( I' best quality. All windings shall be fully insulated as defined in L.S.S. All
neutral points shall be insulated for system phase to earth voltage.
f
Tenderers shall submit drawings with their offers showing types of
windings, methods of bracing and clamping, details of oil cooling ducts
with dimensions and state what precautions are taken to prevent shrinkage
of insulating material to service, particular attention must be given to the
bracing of the winding and terminals to withstand shocks which may occur
during handling and transport having regard to the rough handling to be
expected during unloading in Kuwait. Foil spiral type winding is not
acceptable.

2.15 Core
The core shall be constmcted of the laminations of best quality low loss,
cold rolled, grain oriented silicon steel from burrs.

The flux density in any part of the core shall not exceed 19000 lines per net
square centimeter at normal frequency but a feeder voltage of 1.00 times
(
rated voltage and with higher harmonics are suppressed to the maximum
extent.
The core shall be provided with an ample number of cooling channels in
order to ensure its proper circulation of oil and efficient cooling.
All core plates shall be insulated from one another to reduce the core loss to
a minimum and the core shall be held together by bolts and clamping plates
to keep the magnetic noise at a minimum level. All bolts and clamps shall
be adequately insulated. The completed core shall be provided with lifting
eyes to facilitate its removal from transformers.
All steel sections used for supporting the core are to be thoroughly sand
blasted after cutting, drilling and welding. Design of supporting frame shall
take into consideration complete emptying of tank through a drain valve, the
avoidance of movement of the core relative to the tank during transport,
installation and operation.

2.16 Insulation:
All insulation of the transformers shall be class A in accordance with BSS
2757 (except where another class is specified). The windings shall be
insulated with best quality paper and treated to prevent the formation of acid
in the insulating oil. The transformers will be connected to a system which
is earthed as follows:

300KV system Solidly earthed.


132KV system Solidly earthed.
33 KV system Earthed through resistors of 39
Ohms and 24 ohms for 45 and

Over voltage can occur due to exposure of the system to lightening and
switching surges. The neutral shall be insulated for system phase voltage.

2.17 On-Load Voltage Control:


The transformers shall be provided with ON LOAD TAP CHANGE
equipment to vary the effective transformation ratio without producing
phase displacement. The TAP CHANGING shall be effected on the High
Voltage winding. The transformer tap change equipment control shall be of
the Dummy Master and Follower type i.e. the group of transformers change
simultaneously. Provision shall be made for a Dummy Master to control the
four transformers together.

The oil in the chamber housing the tap changer selector switch may be in
i: communication with the oil in the main transformer tank, but the tap change
circuit making and breaking switch shall be accommodated in three separate
oil filled chambers separated from the main transformer tank. The duty
rating of the switches shall have a continuous maximum rating of the
transformer and shall give trouble- free operation under Kuwait conditions.
Limiting devices shall be provided to limit the operation of switches to the
range of tapping specified.

The tap-changer shall be of the fast resistor type and shall be continuously
rated for operation under Kuwait conditions.

The equipment shall be designed to ensure that, when a tap change has
commenced it shall be completed independently of the operating of the
control relays or switches. In the event of failure of auxiliary electrical
supply during a tap change or any other contingency, which would result in
the tap change not being completed, approved means sJÿalTbeÿprovided to

The equipment shall be arranged for operation as desired giving the


following selection:-

a) On-load automatic group operation from the master control.

b) On-load manual remote group operation.

c) Individual automatic operation of each transformer.

d) Individual manual remote operation of each transformer.

e) Individual local electrical operation of each transformer.

f) Individual manual hand gear operation of each transformer.


( -I'1 g) Any one transformer as individual and the other three in parallel.

The equipment to be supplied by the tenderer shall be arranged to comply with the
following:-

1) The land gear operation of mechanism shall be interlocked to prevent the electrical
motor drive operation while to hand gear is in use.

2) It shall not be possible for any two electrical points to be in operation


simultaneously.

3) Operation from any control switch shall cause one tap movement only unless the
control switch is returned to the off position betweensuccessive operations.

4) All electrical control switches and hand operating gear shall be clearly labelled to
indicate the direction of tap change.

( V 5) The local control switches and other apparatus shall be mounted inside the
( marshalling kiosks.

6) A mechanical tap position indicator shall be fitted on the transformer and shall be
visible from ground level. A device for registering the total number of tap change
operations and a hand reset register device for counting tap change operation
between periods of maintenance shall be fitted.

7) A remote indicating device shall be provided for installation in the control room.
The device shall indicate the tap positions and shall be scaled 1-21.

8) The tap change drive mechanism shall be provided with a separate contact row with
21 positions for remote supervisory indications. The contacts shall be potential free
and wired to the telemetry cabinet without the insertion of tap-position transducer or
resistance box, since the tap position are required to hs-steÿIedto the National

9) The automatic voltage regulation shall be initiated by means of voltage regulator


relay. This relay shall close the “Raise” or “Lower” contacts when the voltage falls
or rises by an amount equal to a preset voltage deviation value. A time delay
element shall be provided to give a variable setting range of 20 to 120 seconds.

The response time should be inversely proportional to the voltage deviation. In


case of severe voltage drop under fault conditions of the high voltage system the
regulator should lockout through no-volt contacts by means of voltage setting
adjustable in the range between 70% and 90% of the desired voltage.

The sensitivity of the relay shall be adjustable between ± 0.5% and ±3% either
variable or in steps.

10) In the event of the transformers forming a group and operating in parallel getting out
0 of step due to faulty tap change operation, a device shall be connected in the control
(
system to make in operative the automatic TAP CHANGE. This device shall send
(
on alarm to indicate the condition electrically at the control room. The device shall
be of the hand reset type.

The device should also be provided with additional clean set of auxiliary contacts
(Potential free) and wired to suitable terminal blocks in the control panel or tap
change control desk for use as an alarm to the “REMOTE SUPERVISORY AND
CONTROL CENTRE” of the Purchaser’s system.

11) Out-of-step relays of tap-changers should have an adjustable time-lag of 0-20


seconds.

12) Step-by-step description of operating sequence should be given for all automatic
tap-change control with the aid of a comprehensive schematic drawing.

13) A warning lamp and buzzar should be connected to the control system to indicate
V that tap-changing is in progress.
(
( 14) Tap-changing will be transmitted to the “Remote Supervisory and Control Centre”
of the Purchaser for “Data Logging Purposes”. This applies when transformers are
set on manual and either on individual or master in case of parallel with other
transformers. Details shall be subject to the Purchaser’s approval. All necessary
wiring for the above should be brought to a suitable terminal blocks in the control
panel.

15) The tap change driving mechanism shall be fully rated for the worst temperature
conditions in Kuwait. The summer sun temperature causes heating of surfaces
exposed to the direct-sun-shine as follows:-

All motors, contactors clutches and breaks shall be designed to give trouble free
operation and shall be of robust construction to prevent distortion due to
variations in temperatures that can occur in Kuwait during the year. The
contractors shall have silver plated contacts and where necessary shall be of the
V self-wiping type. The current carrying capacity shall be derated to 80% for
t Kuwait. All equipment and apparatus shall comply with the latest relevant
B.S.S. Tenderers shall state the B.S.S and Kuwait Ratings in their offers.

Similarly cables shall be derated to 70% of the B.S.S. Rating. to get size 2.5 mm the cable
must more 3.6
2.18 Main Tank:

The main tank shall be designed to house the transformer cores and windings and
arranged to prevent any movement of the core structure inside the tank.
Provision shall be made to enable the core to be lifted out with case for
maintenance and inspection (i.e. Bell type tank construction will not be accepted).

The tank shall be of heavy mild steel plate construction of adequate dimensions
braced and reinforced where necessary to prevent any distortion due to
transportation lifting, internal pressures, and temperature variations.

The top of tank shall have provisions to give access to terminations of windings,
( earthing points. ...etc. without completely draining the tank of oil.

Each transformer tank shall be fitted with suitable wheels for mounting on pre¬
pared concrete foundations provided with rails and fixing clamps unless otherwise
approved by the Purchaser. The transformer shall have upper flange tanks.

The whole of the tank and fittings shall be sand blasted inside and outside to
remove all scale and rust before painting. The inside of the tank shall be painted
with an approved oil resisting varnish. The tank shall be provided with hauling
lugs of adequate strength for withdrawal of the transformer in and out of the
transformer bay.

All seams or joints other than those which may break shall be welded both inside
and outside to assure strong, leakproof joints.

Heavy structural steel members shall be welded to the bottom of the tank to form
a rigid ground supporting structure at which wheel carriages are attached to take
up the static load.

One set of the necessary steel ropes, slings, tackles, hydraulic jacks required for
lifting the core, coils, tank and/or tank cover, shall be provided.

The following moving and handling facilities shall be provided for each
transformer.

2.19 CONSERVATOR:

A conservator tank shall be located conveniently on the top of the tank. Suitable
oil gauges shall be provided at each end which can be easily read from the ground
level. The temperature range to be expected under Kuwait’s condition in the open
is 6°C to 84°C. The capacity of the conservator shall allow the expansion of oil
from 0°C to 100°C.

The conservator tank shall be of two portions (one for main tank and the second
(
for the tap-changer) each is provided with filling cap, drain and oil sampling valve
/ device. Each portion shall be fitted with silica gel as dehydrate.

The pipe connections from the conservator to the main tank, the tap change
diverter switch chamber and the disconnecting link chambers shall be designed to
have smooth run without shaip bends.

All pipes connected to the conservator tank shall protrude at least five cm. above
the bottom of the tank.

The oil level gauges shall be of the magnetic type with contacts for local and
remote supervisory low oil level alarm indication.

2.20 COOLING RADIATORS:

The banks of cooling radiators of the transformers shall be designed and arranged
so that they are detachable from the main tank for purposes of transport. Valves
shall be provided to shut off the oil leaving the main tank into the cooling tanks.
Air vent holes and drain plugs shall be provided on the banks to facilitate filling
and draining of the banks on site. The tube bank shall be connected to the main
tank through oil pumps for circulations of the oil pumps bottom connected to the
radiator where it is cooled by means of forced air draft.

The radiators shall be pressure tested to ensure liquid tightness, radiator headers,
if provided, shall be. sloped, so that they can completely be drained & vented
when filled. All portions of the equipment shall be accessible for inspection,
cleaning and painting.
(
The radiators shall be assembled, framed and braced in such a manner as to
provide mechanical protection to themselves and to prevent vibrations.

The oil inlet and outlet branches to suchradiators are to be provided with isolating
valves or dampers which would enable the removal of the pertinent radiator with
the transformer in service.

2.21 VALVES:

Drain valves shall be provided to completely drain the main tank, the conservator
tank, the tap change apparatus chambers, cooling tube banks and disconnecting
link chambers.

Set valves with clearly marked position indicators and padlocking facilities shall
be provided between.
a) The main tank and conservator.
b) The conservator and tap diverter switch chamber
c) The conservator and each cable disconnecting link chamber.
L_ d) Between main tank and each cooling tube bank.
e) Between radiator branches and mainheader.
Oil sampling valve device shall be provided at suitable points on the main tank,
tube banks and tap change diverter switch chamber, and the conservator.
Aluminum valves are not acceptable.

2.22 PRESSURE RELIEF DEVICE:


Pressure Relief Device for the transformer tank shall be used with auxiliary
contacts wired for local and remote alarm indication. The pressure relief
device shall operate at a static pressure less than the hydraulic test pressure
of the tank.

2.23 BREATHER:
Each portion of the conservator vessel will be fitted with two Silica gel
Breather with replaceable elements. The breathers shall be arranged at
such a height that it may be readily accessible from ground level and
suitable observation window to be provided in the breather. The breathers
shall be provided with protected oil sealing bath.

2.24 EARTHING TERMINAL:


Suitable earthing terminals for earthing the tank structures shall be fitted
close to each of the four comers of the tank so that connections to the earth
terminal can be made to suit local conditions. The marshalling kiosk, motor
drives or any other equipment subject, to electric supply shall be visibly
connected to the transformer tank in an approved manner.

2.25 GASKETS AND JOINTS:


All gaskets used for making oil tight joints shall conform to B.S.AU
120/1966 and B.S 3063/1965 as applicable taking into account Kuwait’s
temperature conditions. A sample of gasket material together with technical
data shall be submitted for approval.

2.26 RATING AND DIAGRAM PLATES:


Each transformer shall be provided with substantial brass diagram and
rating plates and shall give all information relating to the transformer and
cooling medium.

The plates shall not be less than 2.5mm thick and the marking shall be
engraved thereon and the background being filled in black.

On another plate or on the above plate a plan view of the transformer giving
the correct physical relationship of the terminals shall be engraved. In
addition to the location and function of all valves and air cocks or plugs,
warning to the operator to refer to maintenance instructions, before applying
vacuum treatment. Also the points of lifting and pulling as well as the
necessary dimensions of permitted angles of lifting repes have to be

2.27 DISCONNECTING LINK CHAMBERS:

The winding terminals of the transformers other than station. Transformer


shall be arranged to be brought out of the cable termination boxes through a
separate oil filled disconnecting link chamber. Each chamber shall be
connected to the oil conservator by means of pipes not less than 12.5mm
I.D. and fitted with a control valve.

Each chamber shall be provided with a draining plug and an air vent cock.
A suitable earth terminal shall be provided to enable either the transformer
winding or cable terminations to be earthed during high voltage tests.

The disconnecting chambers for high and low voltage sides shall be
completely separated from each other. The link chambers of the 275KV
and 132KV winding shall be separate for each phase and pipe connections
to the conservator shall have suitable valves and gas relays. Detailed
drawings shall be submitted for approval.

2.28 CABLE BOXES:

Except where otherwise specified in the Details of Equipment cable sealing


end boxes shall be provided on the transformer for low side. The cable
boxes shall be separate for each phase and suitable to receive 132KV oil-
filled single core copper cables. The design and arrangement of the boxes
shall meet the requirements of the cable manufacturer. Fully detailed
drawings shall be submitted for approval of the Purchaser.

The design shall be such as to facilitate any jointing with particular attention
( to the minimum bending of cores and fittings of cable clamps or lugs. The
transformer external terminals shall be fitted with flexible links and solid
cast brass lugs or clamps to receive the specified sizes of copper conductors.
Cable supports and clamps shall be fitted below the boxes. The cable shall
be arranged for vertical entry of cables from bottom.

2.29 SF6 TUBING: (Where specified)

Where specified, SF6 tubing shall be supplied for connection between the
275KV switchgear and the disconnecting link chambers of the 275/132KV.
Transformer with separate tubing for each of the three phases.

The tubing shall be SF6 gas insulated complete with tubular bus-bar
conductors, connections between sections of bus bars separating cast resin
cones between adjacent compartments respectively the oil in the
disconnecting link chamber with safety measure for proper sealing between
oil and gas. Suitable gaskets preferably of the “0” ring type to be provided. (
t The tubing shall be complete with various types of enclosures to suit any
passage between the equipment and to be complete with flanges, bellows,
piping connection and valves and pressure switches for gas filling, gas
pressure monitoring. The necessary supporting structures and any other
fittings to render the work complete in every respect. It is to be noted that
separated SF6 tubing shall be provided for connection of the primary
winding neutral point to the earthing switch and the neutral SF6
encapsulated surge arrestors as will be mentioned later under details of
equipment Yol. in. Gas density relays or temperature compensated
pressure switches to be provided.

Full details of such arrangement must be submitted for approval by the


Purchaser.

2.30 BUCHHOLZ PROTECTION:

Two-double float buchholz protection devices shall be provided for main


tank and tap change switch compartment. The buchholz relays shall be
electrically connected to trip and alarm relays located on the remote control
panel. For the segregated tap change switching chambers for the three
phases, three gas relays will be provided.
The buchholz devices shall be Inserted in the pipe work and provided with
suitable valves on both sides of the devices to facilitate easy service.

Unless otherwise approved by pass with control valve shall be provided to


enable oil to bypass the buchholz device during oil Alteration.

The buchholz device shall incorporate a test cock for testing purposes
f I' suitable for connection of foot operated pump with hose for testing of the
device.

2.31 FORCER AIR COOLING FANS:

These shall be operated by electric motors. The motors shall continuously


rated for Kuwait worst temperature conditions and shall be vermin, water
and dust proof.

The temperature shall be capable of operating continuously at full load


under worst temperature conditions encountered in Kuwait and without the
temperature rise exceeding the specified limits with only 80% of the number
of blowers in operation, to allow for the maintenance of the blowers without
reduction of load.

415/240V., 50Hz supply shall be used for the above.

( V The above blowers shall be automatically switched on when the transformer


winding temperature reaches a pre-determined value and switch off
automatically when the temperature falls below a pre-determined value.
Clean contacts (Potential free) shall be provided and wired to give “Blowers
Running” indication at the Supervisory and Control Centre. Further,
blowers supply voltage failure and fan trouble alarm shouldbe provided for
local and remote supervisory indication.

All motors shall be of the totally enclosed, squirrel cage, fan cooled direct
starting type. The motors, control gear and an auxiliary apparatus shall be
of robust construction insulated with class “F” materials having degree of
protection of IP65 and in accordance with BSS 2613 including dimensional
standard where stated, unless otherwise specified herein. Arrangement of
the control gear for auto and manual starting, selection of fans for operation
will be entirely to the satisfaction of the Purchaser.

2.32 MARSHALLING KIOSK:


Each transformer shall be provided with a marshalling kiosk located
adjacent to the transformer. The kiosk shall be of the outdoor type of sheet
steel construction, fitted with two access doors one after the other.
Alternatively, the kiosk may be mounted on the transformer. The kiosk
must be dust, damp, rain and vermin proof and shall be designed for the
temperature conditions in Kuwait.
The front access door shall be fitted with wire reinforced glass inspection
panels. Locks and handles linked with bolts shall be fitted to doors.

The kiosk shall accommodate all the following:-

1. Transformer oil temperature indicator.


2. Transformer winding temperature indicator.
3. Terminal blocks and test links for (1) and (2) above. f
4. Local “Tap Change” selector and control switches.
r 5. Marshalling terminal blocks for connections between transformer
auxiliaries, remote control panel, C.T.s and marshalling kiosk.
6. Control switches, m.c.b.s, protective device associated with tap change
motor circuits which normally cannot be accommodated in the “Tap
Change” motor drive compartment.
7. Equipment associated with blower controls and oil-pumps control.
8. The Kiosk shall be provided with heater elements suitably controlled by
a switch, temperature and humidity relay to prevent condensation
during high humidity periods.
9. The control cabinets for OL.T.C. drive, fan control, oil level, winding
temperature..etc. must be brought down to man-height level or a
platform permanently installed has to be provided for easy checking
measureing...etc.,

2.33 INSTRUMENTS:
n a) Winding Temperature Indicator:
A dial type indicator calibrated to show the temperature of the
hottest region of the windings shall be provided. The device may be
of the type comprising a current transformer, heating oil, hot oil
pocket, temperature measuring and arranged to produce the desired
relationship between winding temperature and hot oil temperature
through mercury / liquid filled Bourden and Capillary tubes.
b) The indicator shall be fitted with two sets of fixed and moving
contacts, one for trip and one for alarm adjustable to close between
the range of 60°C to 120°C. These contacts shall be of the heavy
duty type mercury switch reopen when the temperature has fallen
down not more than 10°C. Two separate contact circuits, one for
"ALARM” and one for “TRIP” shall be provided for connection
between devices and control board. Facility for manual operation of
its mechanism movement for testing purposes should be provided in
any conventignakfotm, e.g. an outside projecting kjieb-having hand

c) The maximum temperature pointer shall be incorporated with the


indicator to show highest temperature reached and arranged for hand
resetting.

It is to be noted that the indicator only is allowed to be installed in


the marshalling kiosk, all other components shall be installed on the
top of the transformer tank.

<0 Oil Temperature Indicator:

A dial type instrument together with mercury / liquid filled capillary


and Borden tubes to indicate the temperature of oil in the hottest
region of the main tank shall be provided.

The indicator shall be fitted with two separate sets of fixed and
moving contacts one for “ALARM” and one for “TRIP” adjustable
to close between the range of 60°C to 120°C. The contacts shall re¬
open when the temperature has fallen down not more than 10°C.
These contacts must be of the heavy duty type, mercury / liquid
switches and should be equipped (as in the case of winding
temperature indicator) with facility for manual operation of its
mechanism movement for testing purposes.

Two separate circuits shall be provided between the devices and the
control board. A maximum temperature pointer shall be provided to
show the highest temperature reached and shall be arranged for hand
resetting.

2.34 Tender Analysis:

The cost of the transformers and their annual losses will be taken into
account for the determination of the successful offer.

The capitalization will be based on the assumption as given in Volume I.

2.35 Transformer Fire Protection:

Similar to that specified in Volume I, Clause 5.36.

2.36 Transformer Tails, Oil filled 800 sq.mm. Single Core 132KV Cable:
These cables shall comply with Part 9 of VolumeIexcept as stated below:-
(i) Conductors:
The conductor shall be of stranded copper wires shaped into circular
core of a cross-sectional area 800 sq.mm, and formed with central
oil ducts of 12mm. diameter.

(ii) Insulation:

The thickness shall not be less than the value corresponding to an


impulse voltage level of 650 KV peak and system highest voltage of
I45KV but not less than 8.5 mm.

(iii) Screening:

Two layers of semi-conducting carbon paper tape having a total


nominal thickness of 0.2mm. Shall be applied over conductor and a
metalized paper or non-ferrous metal tape screen shall be applied over
the paper insulation and reinforced by a copper woven fabric tape.

2.36 (iv) Sheathing:


1 . (
The cable shall then be drawn either into lead alloy Vi C conforming
r to BSS.801 or tellerium alloyed lead (Kb-Pb-Te 0.04 conforming to
DIN 17640) and lightly reinforced by means of helically applied
types as described below. The minimum average thickness of the
lead sheath shall not be less than 2.5mm and the minimum thickness
at any point shall not be less than 2.3mm.
(v) Serving and Bedding:
The following layers shall be applied over lead alloy sheath:-

(a) Coating of water-proof insulating compound.

(b) Suitable bedding and metal tape reinforcement which shall


consist of two layers of non-magnetic material, tin, bronze,
stainless steel or hard copper tapes and further served as follows:

(c) Outer covering of extruded Black PVC jacket of minimum


average thickness and minimum thickness at any point not less than
the values given in Table 1 below. The PVC shall conform to BSS.
6746 and shall fulfill the test requirements for PVC, Type 9 of
Table 3 of BSS.6746 as a minimum and shall be suitable for site
conditions stated elsewhere.

2.37 Forced Oil Cooling (OF) :

The power transformers shall have motor driven oil circulating pumps of the
glandless, submerged type. It shall be possible to remove the pump with
motor from the oil circuit without having to lower the oil level or to shut
down the transformer. 80% of the pumps shall be capable of dealing with
the maximum output and head which may occur in service and due to the
changes in viscosity of oil. Oil pumps are to be rated for 4 x 20% total
capacity in addition to one stand-by pump shall be provided to the number
required for maximum output.

The control, protection indications and alarms of these oil pumps shall be
installed partly in the marshalling box adjacent to the transformers.
However, the alarms of pumps trouble, oil flow trouble shall be shown
f 0 locally and signalled to N.C.C. At least three pumps shall start
automatically as soon as the transformer is energized. The rest of the pumps
will be controlled by oil/winding temperature.

2.38 Current Transformers:

Where specified, current transformers shall be provided being of the multi¬


core, slip-on type, completely immersed into the transformer oil and
arranged in line with the transformer phase or neutral bushing underneath
the tank cover. For access and replacement, mounting holes with cover
plates shall be arranged at adequate positions of the transformer tank.

The current transformer secondary's are to be brought to a well accessible


terminal box ofJP-55'protection class.

The current transformers are required for winding temperature


measurement, restricted earth fault protection and event recording. These
C.T’s shall be of a suitable ratio, burden and class. These details shall be
subject to MEW approval.

2.39 Neutral Point Isolating Switches:

In order to limit the ground fault current of the system it shall be possible to
individually connect or disconnect the neutral points on H.V. side of the
transformer by means of motor operated isolating switches. They shall be
designed for outdoor use and to withstand the maximum prospective faults
current to be met in service when closed of being switched on to an existent
single-pole ground fault for at least 1 second. The voltage class shall be the
phase voltage of that side of the transformer where this particular switch is
connected. (

The motor drive shall be of the high speed type with a closing time of 1
second or less. Local and remote control as well as manual operation by a
mechanical gear must be possible. Auxiliary contacts are required for
remote position indication in the Control Room.

2.40 Transformer Neutral Point Lightning Arrestors:

Lightning arrestors shall be provided for the transformers neutral point


being of the free-standing, self-supporting, heavy duty as per Class 2 of the
IEC Standards 99-1. They shall feature low residual voltage as well as high
long wave withstand capacity and shall be insensitive to atmospheric
influences and contamination. Pressure relief devices are to be provided to
prevent damage or even explosion of the arrestor during heavy discharges.
Hermetically sealed discharge counters shall be provided for every arrestor
being of the maintenance free type and requiring no auxiliaiy supply. The
figures should be easily legible from a distance. The seal-off voltage shall
)) be approximately 180KV for the 275KV neutral side and all other data are
(

to be selected with due regard to the particularities of the transformer


windings and the characteristics of the line arrestors where applicable. The
Contractor shall study whether or not the line arrestors located at the SF6
switchgear station will fully protect the transformers against lightning
surges and he shall perform the necessary digital or graphical calculations.
If such calculations reveal an insufficient protection level, then additional
lightning arrestors directly connected to the transformer line terminals have
to be provided without extra cost.

The above lightning arrestors shall be connected in parallel with the neutral
isolating switches mentioned under Clause 2.39 above as shown on the
attached drawing.

2.41 Tests:
2.41.1 Transformers:

(a) Routine Tests:


The following routine tests shall be applied to all transformers in accordance
with BSS.171:-
1. Measurements of winding resistance.
2. Ratio, in all steps, polarity and phase relationships (Vector Group).
3. Impedance Voltage at nominal and extreme tap-positions.
4. Load losses and determination of efficiencies.
5. No-load losses and no-load current.
6. Insulationresistance.
7. Induced over-voltage withstand and separate source H.V. withstand test.
8. Determination of errors and accuracy of built-in current transformers.

9. Functional tests of all electrical control and supervisory equipments.
C 10. Material tests.
11. Pressure (hydraulic ) tests of tanks, coolers with oil at 15°C for 12 hours at
0.35 Kg/cm for 24 hours with no trace of oil leak.

(b) Type Tests:


The Contractor shall carry out the following type tests on one transformer of
each size:-

(il Impulse Voltage Withstand Tests:


(Full and chopped wave)
This shall be applied, in turn on one leg of the H.V. winding and one leg of the
L.V. winding and shall be applied in accordance with BSS. 171 and 923. The
test voltage shall be in accordance with Table 8 of BSS.171/1970.
(ii) Power Frequency withstand Voltage Tests:
This shall be carried out in accordance with BSS.171 on one transformer of
each size.
(
(iii) Temperature Rise Test:

This shall be applied in accordance with BSS.171 on one transformer of


each type. The transformer shall be tested with its voltage control and
cooling system where applicable. The test shall be carried out with 100%
blowers and oil pumps running, with 80% blowers and pumps running and
with no blowers and pumps running. This has to be carried out for both
Standard and Kuwait conditions.

complete with its conservator tank, radiators and other fittings.

The transformer shall be subject to a pressure of 0.35 kg/sq.cm, above normal.

Test at Site:

Each transformer finally erected at site shall undergo a check


programme according to the manufacturer’s practice which is
subject to the approval of the Engineer.

3. Remote Control and Relay Boards:


1. General

a) The 300KV switchgear shall be supplied with its own remote control
and relay boards which shall be equipped with the required control
equipment, instruments, relays and all other accessories as detailed in this
specification and outlined in the schedules. The control and relay boards
shall be similar to these specified in Volume Iand housed in the same
Control Room.

b) Measuring Instruments:
( The provided instruments shall be graded as follows:-
1. All ammeters should have proper size and calibration to read up to one
twentieth of the full scale from zero to maximum.
2. All 275KV voltmeters should be calibrated to read 5.0 rv difference from
240 KV to 300 KV.
3. All MV and MVAR meters shall be calibrated to read a difference of 10MW
or MVAR for the whole range, and should have zero centre scale so that
export or import of power can be read.
4. It is also essential to install all instruments and relays belonging to one circuit
in one panel, vertically below the circuit name label, with clear portion
between one panel and another.

2. Synchronizing Panel:

300KV control board shall be provided with synchronizing panel mounted at


one end. The panel to accommodate the necessary synchrony scope,
voltmeters, frequency meters and selector switches. The panel shall also
accommodate the synchronizing relay and the synchronizing by-pass switch.
The synchrony scope should be rotating and withdraw able type.

The synchronizing relay and the schemes proposed shall be subject to the
approval of the Purchaser.

3. Annunciator Board: (if required under details of equipment).

Window type annunciator board shall be provided at a suitable place on the


5 control panel with necessary alarm window (plus four windows as spare) and
to which various substation equipment alarms, which are not covered in the
(
P specification shall be connected. These alarms should have auxiliary alarm
contacts and which will be connected to substation general alarm for remote
supervisory indication.

4. Protection:

Protection equipment shall be designed to sense various kinds of faults,


discrimination between healthy and faulty and isolate the latter. All
equipment shall remain stable during transient phenomena which may arise
during switching or other disturbances to the system.

Protection scheme specified shall include all necessary interposing C.T’s


and inter-tripping relays for transformer and feeder protection at the
specified substation and at the specified substation and at the substations at
the far end.
h Full details of protection, synchronizing, inter-tripping schemes shall be
submitted and shall be subjected to the approval of the Purchaser.

All relays shall have a set of clean contacts (potential-free), with holding
time not less than 25 ms. Which shall be connected to suitable terminal
block in the control panel, to be used for telesignalling to the “Remote
Supervisory and Control Centre”. These terminal blocks shall be wired to
the transfer terminal blocks cabinets mentioned later.

4.1 Circuits and Protection:


The circuit breakers will control the circuits detailed below:-
1. 300KV underground cable circuits each with six single core 1600 sq.mm, oil
cables (2 cables per phase).
2. 132KV overhead line circuits with quadrable Zebra conductors per phase.
3. 275/132KV 3 00MVA power transformer circuits.
4. 300KV bus-bar zone protection.
5. 300KV bus-coupler and bus-section circuits.

The following descried protective relays against each item i.e. underground
feeder, overhead line feeder, etc. is mentioned to explain the function,
design data and settings of each type of protection. However, the required
relays will be supplied and installed as mentioned in the details of
equipment.

r 4.2 300KV Underground Feeder Protection:
(This consists of Main 1 and Main 2 protection as detailed below):-
a. MAIN.l :

Main Protection equipment shall protect each feeder by means of unit


feeder protection using pilot cores between feeder terminals and shall
match with the existing protection equipment at the other end of the
feeders with a high speed Solkor ‘R’ feeder protection relays and
associated apparatus manufactured by M/s. Reyrolle & Co. of England.
The Solkor ‘R’ relays shall be surge proof insulated for 15KVB.

The distance between the two ends of circuits provided with the pilot
wire feeder protection may be assumed to vary between 2 Km. To 15
Km. means shall be provided for the adjustment and this shall be stated
in the tender.

I] These relays shall be supplied complete with the necessary supervisory

and protective relays for the pilot cables. These will be supplied and
installed at this substation as well as at the far end substation (s).

The summation transformers and tuned relays shall be immune from


operation by currents at frequencies other than system power frequencies
i.e. 50 Hz.

The protection shall be stable for through fault currents up to full 3-phase
short circuit MVA level , and shall meet the requirements of M/s. A.
Reyrolle of England as given in their Pamphlet No. 1328.

The magnetising curves of the current transformers for this protection


shall be submitted for approval to check their characteristics and to match
them with the C.T’s at the other end of the fÿdersr-JJe Purchaser shall

b. Directional over current and earth leakages I.D.M.T.L. relays with


characteristics of BSS 142 and back up protection shall be supplied.
These relays shall have a setting range of 50% - 200% in steps of
25% for the over current element, and a range of 20% to 80% in
steps of 20% for the earth leakage element. The time multiplier
shall be adjustable between 0-3 seconds at ten times the plug setting.
The time multiplier settings shall be 0.1 to 1 spotlessly adjustable or
0-0.5 divided into 20 equal parts. The over current relays shall be
suitable for 90° connection.

c. MAIN.2:

This consists line relaying including static distance relay type LZ96
of M/s. BBC without re-closing and suitable for three directional
Xi steps and arranged in a permissive under-reaching scheme. {
f By means of transmitter/receiver unit and the existing pilot cable
core. The distance relay shall be provided with transient blocking
and power swinging blocking.

The inter-trip unit shall include the following:-


d. Inter-trip Units:
Audio tones used over PLC, pilot wires or micro-wave shall provide
inter-tripping functions and shall use frequency shift keying
technicques. A guard tone is transmitted continuously when
conditions are normal. Receiption of guard indicates that the
channel is operative and there is no fault on the line. The trip phone
is transmitted when a fault occurs within protected zone. The audio
tone equipment includes the following:-

Frequency shift receiver with input Filter and Discriminator.

Channel Failure Alarm.
Audio tone inter-trip units shall be similar and equal to Siemens type
SWT-400-F6 Tele-Protection Interface equipment or Brown Boveri
type NSD61 protection signaling equipment.

4.3 300KV Overhead Line Protection:


a. Main Protection:
300KV Feeder Protective relay for use without pilot wires shall be
of the directional high speed distance relays with carrier accelerated
inter-tripping for first zone. The required relays shall have three
directional impedance zones as a minimum. The protection shall
operate selectively for phase and ground-: in the protected

The reach of each zone shall be adjustable and the minimum and
maximum length of feeder that can be protected shall be given in the
data sheets.

With these relays, where carrier equipments are not provided by the
Purchaser, pilot wire cores between this substation and the far end
substations may be used together with the necessary inter-trip
sending and receiving units at both ends shall be supplied and
installed and the cost of such shall be included in the offer price.

For each fault compensation factors should be indicated how such a


factor be calculated and used to get accurate measurement of fault
distance and accordingly false operation of healthy phases can be
avoided. Also for any kind of fault the mutual reactance are
1 resistance effects should be allowed for and it should be clearly
shown how these will be compensated and considered when
f adjusting the various zones.

The protective relay shall be provided with\h means to avoid


operation due to hunting occuring on the system during abnormal
conditions.

This relay shall be connected for first zone carrier accelerated


permissive over-reaching scheme.

Full detailed calculation of the various zones and programme of


testing must be submitted prior to commissioning tests.
4.3 300KV OVERHEAD LINE PROTECTION : contd
a. Main Protection:- contd.

The protection shall provide for automatic high speed time delayed
h single re-closure for any type of fault, selector switch to be provided
suitable for, 3 -phase re-closure or no-re-closure.
c Carrier current acceleration will be provided for inter-tripping the far
end C.B. having the fault occurring in their second zone.

Provision shall be made to have no re-closure when circuit breaker


open through the control switch or is tripped by the back-up
protection.

Starting of impedance relays should be through under impedance


relays together with either under voltage or over current relays
which is subject to the approval of the Purchaser.

A time chart should be provided to show minimum operational time
of various relays and contactors up to issue of trip signal.

The relay should be fitted with auxiliary relays for carrier signal
receiving, transmitting and blocking as the case may be cabling
between the protection and the carrier equipment is included in the
contract price.

reclosing, signal block....etc. and arranged in a
permissive over reaching (unlocking) scheme. This
also include sensitive E/F relay also of M/s. BBC
type PP x 401. The inter-trip circuit to be provided
from separate channel of PLC equipment.

f Each relay shall be provided with “Fault” “Locator” unit i.e. distance
measurement to the fault. For each distance relay one independent
fault locator will be provided.

b) Back-up Protection:

Directional over current and earth leakage I.D.M.T. relays with


characteristics to B.S.S. 132 as back-up protection shall be supplied.
These relays shall have a setting range of 50% - 200% in steps of
25% for the over-current element, and a range of 20% to 80% in
steps of 20% for the earth leakage element. The time multiplier
shall be adjustable between 0-3 seconds at Ten times the plug
setting. The time multiplier shall be divided as per clause 4.2 (b)
above.

7 c) Main -II - BBC type L8b with all auxiliaries as above but arranged
in a permissive, under reaching (carrier acceleration) scheme. (

c. 4.4 Power Transformer Protection:


a) Main Protection:
The main protection for these transformers shall be of the biased
differential type for phase and earth faults similar to “Duo-Bias
Transformer Protection” (suitable for three winding transformers) of
M/s. A. Revrolle & Co., of U.K. The current transformers on the
L.V. & M.V. sides shall operate satisfactorily with the current
transformers on the H.V.side. In this respect C.T’s characteristics
must be checked and certified by the relay manufacturers and this
shall be subject to the approval of the Purchaser. Each transformer
shall be provided with two differential relays each relay connected to
separate sets of C.T’s on H.V., L.V. and M/ÿ-sidss, and separate
trip coils, auxiliary wiring with two separÿfpÿ2ÿ . , source

The H.V. 132KV windings of the transformer each shall also be


protected by means of restricted earth leakage protection. The four
current transformers for each protection (3 for phases and 1 for
neutral) shall be separate from those of the main protection. The
relays shall be of the current differential type (voltage differential
relays not acceptable) and shall be highly sensitive to faults inside
the protected zone and at the same time stable for faults outside the
protected zone.

Tenderers may offer an alternative similar scheme for transformers


protection and this will be subject to the approval of the Purchaser.

b) The neutral of high and low voltage sides are directly earthed. The
C.T. neutral for R.E.F. protection shallbe provided and shall be SF6
>) insulated for H.V. side and air insulation for L.V. side.

r c) In addition, the usual Buchholz, tap changer, winding and oil
temperature protection for these transformers shall be provided.

d) Back-up Protection:

Back-up protection on the high voltage side of the transformers shall


be non-directional over current and earth leakage relays. These
relays comprise two over-current units and one earth leakage.

The relays shall be of the induction disc type with inverse and
definite minimum time lag characteristic (I.D.M.T.L). The over
current units to have a current range from 50%-200% in stops of
25% and time setting adjustable from zero to 3 seconds at ten times
the current setting. For earth leakage unit the current range to be
from 10% to 40% in steps of 10% and time setting similar to that of
f) over current units having characteristics to BSS No. 142. The time
( multiplier settings shall be adjustable as per clause 4.2 (b) above.

Back-up on the 132KV side of the transformer shall be of the


directional over current and earth leakage relays which comprise two
O/C units and one earth leakage unit and shall be of the type and
setting ranges as described under 4.2 (b) above.

e) Interlocking and Inter-tripping:

Interlocking and inter-tripping of the high voltage side circuit


breaker with the corresponding low voltage side circuit breaker of
the transformer circuit shallbe so arranged that:-
i) The high voltage side circuit breaker cannot be closed unless
the H.V. and L.V. neutral earthing swit link are closed.
The H.V. earthing switch cannot bÿopÿ&il&less the H.V.
and L.V. C.B’s are open.

ii) The low voltage side circuit breaker cannot be closed unless the high
voltage side circuit breaker is closed and the 132KV transformer
isolator and associated 132KV busbar selection isolator are fully
open or fully closed.

iii) The low voltage side circuit breaker shall trip when the high voltage
side C.B. is tripped or opened.

iv) If the interlock is defeated or faulty and the neutral isolator is opened
then the high voltage side and low voltage side circuit breakers shall
trip simultaneously.

v) The voltage transformer isolator cannot be closed unless the 300KV


and 132KV isolators are opened.

vi) When any of the transformer protective devices (i.e. transformer (
r differential relays, over current and earth leakage relays restricted
earth fault relays, buchholz and temperature device... etc.) operate,
these should be wired to trip the associated respective side circuit
breaker and through inter-trip relays trip the other side circuit
breakers of the faulty transformer.

4.5: 300KV Bus-bar Zone Protection:


The 300KV double busbar zone protection scheme shall basically consist of
discriminative zones protection and check zone which shall totalize above
zones. It is required to provide current differential or voltage differential
busbar zone protection relays connected to each zone protected. The
scheme shall be so designed that the protection decides busbar faults when
both of check zone protection and discriminative zone operates,
consequently the protection can select faulty busbar definitely.

) Discriminative zone C.T. shall be connected via busbar isolators, auxiliary


contacts to discriminative zone protection area. In order not to open the (
( C.T. secondary, auxiliary contacts of the isolators in lap contact from shall
be used.

The busbar zone protection scheme shall be stable and shall not be
influenced in case any fault occurs outside the busbar zone protection. The
stability of the scheme is to be proved at site by testing as well as by
technical design data.

Provision shall be made for supervisory relays necessary for checking the
healthy condition of C.T. secondary so that the busbar zone protection is
locked from operating in case of C.T. secondary faults to avoid mal-
operation. Necessary alarm shall be transmitted to National Control Centre

A busbar zone protection panel/s shall be provided to accommodate the
following:-
One set of annunciator with sufficient number of windows.
Check busbar protection relays with accessories.
Supervisory relays for CT secondary circuit and trip circuit.
Discriminative busbar protection relays and/or contactors as
necessary.

4.5 300KV Bus-bar Zone Protection: contd....

Testing facility for periodical checking (testing transformers,


switches etc.)
All intermediate C.T’s for discriminative and check zone protection.
Complete wiring and provision of necessary relays, auxiliary
contactors for local and remote supervisory alarm indication.
)
For 'this protection, separate core on the current transformer shall be
f provided.

The proposed scheme shall be submitted for approval by the Purchaser.


However, the Contractor should forward the C.T. data for protection
supplier to check suitability of the same for the proposed relays.

Means shall be provided to indicate without dismantling , which section of


busbars has a short circuit fault if such a fault occurs, to enable its quick
isolation and restoration of supply.

The bus bar protection shall be of the fully static transistorized type
complete with means for periodical checking which are built in permanent
on the board.

In addition to the above following should also be provided.


( a) Continuous monitoring of all component with alarm, indication,
C. b)
local and remote supervisory should be provided.
One piece of each type of module, contractor, tools, testing leads
matching C.T, auxiliary relays should be supplied and the cost of
these should be included in the offer. This requirement is in addition
to what is mentioned in the spare list, schedule (c ).
c) Space, terminals and all other auxiliaries necessary for future 300KV
bays as mentioned in the specification or shown on single line
diagram should be supplied and cost of this should be included in the
offer.

4.6 300KV Bus-coupler and Bus-section circuit breakers:


The protection shall be non-directional over-current and earth leakage
protection similar to 4.2 (b) above, except for the current transformer ratio
and details.
N.B.: i) All over current and earth leakage relays shall have characteristics in
accordance with BSS 142.
i) Wiring diagrams for Solkor ‘R’ distance, directional C/C & E/L and restricted
earth fault protection of transformers shall be submitted showing all main
current and matching transformers with marking of bus and line side and vector
group of each and numbering of relay terminals connected. This also applies to
differential relays of power transformers.
4.7 Circuit Breaker Fail Protection:
Each 300KV circuit shall be provided with a suitable check breaker
protection to avoid unnecessary tripping of remote breakers. Should the
>) circuit breakers controlling a faulty section fall to trip, then the above
(ÿ current check relay sensing the occurrence of fault will after a preset time
delay trip the next circuit breakers feeding that faulty section.
These current check relays against C.B. fail will be connected in the back¬
up protective circuit, i.e. directional and non-directional C/C and E/L relays
as the case may be.
4.8 Disturbance Recorders:
Tenderers are requested to supply and install a disturbance recorder that can
cover the magnitude of fault currents and voltage together with the
operation of the protective relays and circuit breakers against time.
The disturbance recorders must be of the latest design and best make
suitable for working under worst atmospheric conditions in Kuwait,
maintaining its accuracy. The disturbance recorders must be supplied
complete with the necessary matching current and voltage transformers,
auxiliary relays and shall be wired for connection to the various C.T’s,
V.Ts. relays & C.B’s. of the specified H.V. circuits.
)} All inputs should be continuously scanned in cycles and are checked for
variations in state. (
( The recorders printed by the announcer/printer facilitates the analysis of
faults after their occurrence and the tracking of components which are
susceptible to mal function. Any manual interference with the process is
recorded by the printer too. Operating errors can be shown conclusively.

On the chart, the date and time must be printed. Sufficient detailed
technical literature with explanatory notes showing the number of currents,
voltages events that can be recorded simultaneously shall be mentioned with
the stress on the mode of operation, installation etc. The Tenderer must
show how many recorders for all the circuits i.e. C/H, U/G and
transformers, B/C and B/S will be provided with very high member of
announcement inputs. The tenderer should clearly show the proposed
scheme and arrangement of the equipment. It should be noted that more
than 12 analog and corresponding events on 12” wide paper or 8 analog and
events of S’ÿffideÿpapeÿ should be recorded. The numJÿÿrÿGOTding units

The entire arrangement is however subject to Purchaser’s approval and any
additional requirements or changes will not entitle the tenderer for claim of
extra payment.
It is worthy to mention that events other than mentioned above such as
transformers devices alarms, AC and DC fail, drive mechanism troubles,
etc. may be required to record. The recorders must be supplied, preferably
of built- in type, test set for periodical checking.
It should be noted that currents, voltages and corresponding events of any
particular feeder circuit must be recorded on one recorder i.e. current of any
feeder on recorder ‘A’ and voltage on recorder ‘B’ will not be accepted.

Alternatively, tenderers are requested to submit their proposals for the above purpose
which in their opinion is better to serve for the recording of the events in the
substations.

4.9 Synchronizing:
Synchronizing facilities shall be provided across the circuit breakers and the
following requirements should be met:-

1) The synchronizing circuit must be established before the incoming circuit


breakers and the following requirements should be met:-

2) Voltage transformers secondary's shall not be parallel.

3) The number of plugs shall be minimum and preferably one only.

4) One synchronizing operation is allowed or one time in the whole substation,


thus one synchronizing key to be provided.

A synchronizing relay shall be provided and so connected to prevent closing the


open circuit breaker if the phase separation of the running voltage and incoming
voltage vectors is beyond pre-determined limit. A switch shall be provided to
enable by-passing the check synchronizing relay when the synchronizing feature
is not required.

The synchronizing scheme should allow for the running voltage bus wires to be
always energized through auxiliary contacts of voltage selection relays from one
voltage transformer at a time. Provision shall be made to telemeter, the bus-bar
voltage from the running bus by means of voltmeter transducer. Also from this
auxiliaiy bus, the bus bar live signal shall be arranged to be tele-signalled to the
Supervisory Centre for each bus bar section. All the necessary relays,
contactors, wiring, etc. have to be provided.

J) 4.10 General Notes: (


1. Below every relay, contactors and miniature breakers, etc. there should be a label
fixed, giving its functional name and the C.T. ratio in use for C.T’s with double
ratio.
2. The polarity of current and voltage transformers and the corresponding terminal
numbers on the connected relays must be clearly marked in the drawings so as to
operate in the correct direction in case of fault occurrence.
3. For all electric relays, a step-by-step description of the sequence of operation of
the electric circuitry with the aid of a signal flow diagram, giving the terminal
number where such signals can be detected at various stages, starting from input
and ending at output. Also trouble shooting tables, block diagram splitting the
relay circuitry in logic and binary blocks must be submitted for checking and
approval by the Purchaser.
4. For automatic on-load tap changers, a step-by-step description of the sequence of
operation and a time chart and relative schematic comprehOT’ÿye-'dmwings to be

Protection Engineer:

At least one month before energizing the substation/s, a Protection Engineer


whose qualifications , i.e. date graduated, name of University, past
experience, age, etc. must be submitted to M.E.W well in advance for
checking and approval before arrival in Kuwait. The services of the
Engineer who will stay for two months after energizing shall cover mainly
the testing of relays (by primary and/or secondary injection) , analyze the
test results and give explanations for the faulty ones, submit detailed
calculations and to attend to any trip may occur after energizing and submit
the necessary detailed technical report.
That Engineer will report, at the beginning of each working day, in M.E.W.
Engineer. The working time during the period will be limited to MEW
normal working hours, except in emergency cases (if they arise) when the
Engineer shall make himself immediately available at a short notice to
(. attend or to advise and supervise the repair work.
The charges of the Engineer for the above period and all costs arising
therefore (e.g air fares to and from Kuwait, accommodation, messing,
transport to and from MEW offices and to and from site, etc.) shall be
included in the Tender Price.

The above two months period can be extended for a further period of up to
six months if required by the Purchaser. For this extended period, the
Contractor will be paid for the services of the said Engineers at the rates as
given in the respective schedules. The Ministry reserves the right to collect
and keep the Passports of all the foreign erectors, testing engineers and
protection engineers in its custody and none of these are permitted to leave
without the consent of MEW.
