1.0 PURPOSE

It is required to enlist the specialists in the field of environmental management


encompassing different areas. The procedure for carrying out such selection of
agencies shall be coordinated by Contracts & Purchase Department. This
document lists the technical qualification criteria for selection of such specialists.

2.0 SCOPE

This document is applicable while carrying out the selection of specialist


agencies in the field of environmental management and is limited to technical
requirements. Other requirements shall be looked by Contracts & Purchase
Department.

5.0 METHODOLOGY & CONTROLS

The different areas where specialist agencies, and are referred as Data
Collection Agencies (DCA), involvement to be considered in the field of
environmental management are:

(A) Collection of baseline data on components of environment like air, water,


noise, soil, land and socio-economic.
(B) Flora and Fauna Impact Assessment studies
(C) Land use/Land cover pattern studies
(D) Marine impact assessment studies
(E) Socio-economic impact assessment studies.

The technical requirements for selection of agencies in these areas are as


follows:

5.1 BASELINE ENVIRONMENTAL DATA COLLECTION/MONITORING

A) Ambient Air Quality monitoring/Stack and Fugitive Emission


monitoring/Workplace Air Quality monitoring – with respect to
conventional (SPM, RPM [PM10 and PM25], Oxides of Sulfur and
Nitrogen, CO and Pb) as well as various industry specific pollutants (e.g.
Total Hydrocarbons, Benzene, Total Fluorides and NH3 etc.)

B) Micro-meteorology monitoring by employing Automatic Weather
Samplers and Determining mixing height by using equipment like
SODAR/Radio-Sonde

C) Sampling and Analysis of Surface and Ground water/Domestic


Wastewater/Industrial Effluents for quality

D) Noise monitoring with respect to Ambient and Equipment/Source Noise


Levels

E) Analysis of Solid wastes/Hazardous wastes including carrying out


leacheability studies e.g. TCLP tests

F) Analysis of Soil Quality with respect to parameters of interest for Impact


Assessment Study

G) Carrying out field surveys for collection of information with respect to


Terrestrial and Aquatic Flora/Fauna

H) Collection of information with respect to Socio-Economic infrastructure


applicable for carrying out impact assessment studies

The Data Collection Agency (DCA) should be one approved/registered


agency with Ministry of Environment and Forests (MOEF)/Central
Pollution Control Board (CPCB)/State Pollution Control Boards (SPCBs).

The Data Collection Agencies (DCAs) should meet the following criteria:

They should have all the necessary monitoring equipment High Volume
Air Samplers (HVAS), Respirable Dust Samplers (RDS) and other
sampling equipment including portable comprehensive water/stack
monitoring kits. They should also have the necessary equipment for
analyzing various pollutants in air, water, soil and solid wastes e.g. Gas
Chromatographs, UV/Visible Spectrophotometers and Atomic Absorption
Spectrophotometers (AAS) etc.

5.2 IMPACT ON FLORA/FAUNA

DCA shall have the expertise and experience in carrying out the Flora/Fauna
impact assessment studies as part of Environmental Impact Assessment
Studies for various projects, e.g. Refineries, Petrochemical Plants, POL
Terminal, Cross Country Pipelines etc. giving special emphasis to the following:

A) Reviewing the project in light of various Forests and Wild life protection
acts.

B) Assessing the baseline status of forest and wild life in the study area
including aquatic life and avi-fauna

C) Assessing the impacts of the project activities on forests and wild life

D) Carrying out Enumeration exercise of the number of trees that may be


uprooted in case of pipeline projects due to construction activities, along
with species and measurements of girth at breast height, by standard
sampling method.

E) Suggesting appropriate Environmental Management Plan (EMP) for


Forests/Wild life Protection during various activities of the Project.

F) Carrying out Cost-Benefit Analysis of the Project related to uprooting of


trees in the Right of Way, in case of Pipeline Projects

G) Suggesting Compensatory Afforestation Scheme

5.3 LAND USE/LAND COVER STUDIES

DCA shall have the capability of preparing

A) Land Use/Land Cover maps for a given study area, based on the
Remote Sensing Techniques (through Satellite imageries/data)

B) Thematic atlas maps of land use and land use pattern reports.

They should have also have the necessary Computer Hardware & Software and
manpower for processing the Satellite data for obtaining the desired outputs.
DCA should furnish the list of necessary infrastructure facilities available with
them for delivering the desired outputs.

5.4 MARINE IMPACT ASSESSMENT STUDIES

DCA shall have the expertise and experience in carrying out the marine impact
assessment studies for various offshore projects e.g. Construction of Offshore
Platforms, Single Point Mooring (SPM) installation, Laying of Sub-marine
pipeline for transporting Petroleum crude & products, Construction of Jetties etc.
given special emphasis to the following activities:

A) Carrying out the review of various project facilities with respect to Coastal
Regulation Rules, Marine Environment Protection acts, Coastal
Regulation Zone (CRZ) Notification and various State Coastal Zone
Management Plans.

B) Collecting baseline data with respect to Physical Processes in the marine


environment i.e. information of Tide Pattern, Currents, Flow Pattern and
Tidal excursion using drogue trajectories.

C) Analyzing water quality with respect to various Physico-Chemical and


Biological parameters of interest and relevance to the Impact
Assessment study.

D) Analyzing sediment quality with respect to parameters of interest.

E) Collecting information on microbiology, phytoplankton, Zooplankton,


Macrobenthos (Subtidal & Intertidal), Fisheries, Mangroves, Corals and
associated Flora/Fauna etc.

F) Carrying out marine impact assessment of various projects activities with


particular reference to marine ecology, taking recourse to the Prediction
of consequence analysis of accidental releases/spills into marine waters.

G) Recommending appropriate Environmental Management Plan taking into
account the impact assessment.

5.5. SOCIO-ECONOMIC IMPACT ASSESSMENT

DCA shall have the experience and expertise in carrying out the Socio-
Economic Impact Assessment studies for development projects in different
sectors, giving special emphasis to the following:

A) Carrying out the analysis of the baseline Socio-Economic data in the


study area

B) Assessing the socio-economic impact of the projects during various


stages e.g. Construction and Operation etc.

C) Suggesting appropriate measures for minimizing the adverse impacts, in


the form of Environmental Management Plan (EMP).

D) Carrying out Cost Benefit analysis of Socio-Economic Impacts.

5.6 Head – Environment shall constitute a committee of minimum 3 members with a


convener at a level of Group Leader for carrying out selection of DCAs. Upon
receipt of applications, the Group Leader can form groups to scrutiny the
applications as per the technical criteria listed above. Any gap observed shall be
communicated to the respective agency In case of any visit to office is required,
the same shall be undertaken. Upon compilation of the technical
recommendation by the committee, the same shall be submitted to Head-
Environment for approval. Head Environment shall issue the final
recommendations to Contracts & Purchase Department for further necessary
action.
