PART 1 - GENERAL

2. The functions of the IP Surveillance System shall consist of but not limited
to:

3. The software licensing shall be for the entire network with no limitation on
the number of workstations or standard end-users.
B. Scope of Works
1. The Scope of Works shall include, but not limited to, detailed engineering,
coordination, manufacture, supply, transportation, delivery, installation,
testing, commissioning, setting to work, training and maintenance services
during the 24-month Warranty Period, Operation and Maintenance services
(as an option to the Employer) for the IP Surveillance active infrastructure
of the Employer's IT systems. This shall include at least the following tasks:
2. The Video Surveillance System (VSS) shall provide digital video capture,
transportation, management, recording, live viewing, playback, and storage
of the video. The VSS shall be based on capturing and processing Ethernet
transmission of video signals from cameras. The entire VSS system shall be
capable of being partitioned and allow sharing of selected video signals be-
tween Security personnel and other operational personnel as required.
3. This section includes all labor and materials including, but not limited to,
IP/Ethernet based system consisting of video management and archiving
software, Power over Ethernet (POE) IP fixed cameras and IP cameras with
pan, tilt zoom (PTZ) features, camera housings and mounting hardware, and
power supplies required to form a fully functional and operational network
based virtual matrix surveillance system and network based digital video re-
cording system.
5. The system shall have the capability to allow live video monitoring via web
browsers or wireless devices. Access shall be restricted by two-factor au-
thentication and encryption as directed by Owner. The cameras and video
accessible via web browser or wireless devices shall be limited based upon
user and shall be configurable by the System Administrator to limit access
by person and by device or access method.
6. The system shall include a combination of fixed and pan tilt zoom cameras,
video encoders (as necessary to connect analog type cameras), video record-
ing and archiving servers, as specified herein and as indicated on the Draw-
ings. The camera management and recording servers within each building
of Madinah Hajj City shall be connected to the network.
7. Video recording archive servers and Storage equipment for each building
shall be located in respective Main Computer Rooms, and connected to the
network for remote monitoring and control functions.
9. The integration of the VSS system with the Security and Access Control
System (SACS) as described herein shall be part of this contract. All costs
associated with the integration of this system with the VSS system shall be
included in the contract.
10. The VSS shall include an Intelligent Video Analysis System (IVAS). The
IVAS shall apply automatic, persistent artificial intelligence to video signals
in an effort to improve the efficiency of operators by directing them imme-
diately to events that need attention and provide them an easy way to make
a determination on the appropriate action.
11. The VSS shall provide cameras as indicated and as required to provide full
Complex coverage. The system shall include IVAS video analytics specifi-
cally for the perimeter. Detections shall cause an alarm event in the SACS
and provide camera call-up in the Security Control Office and at any local
security office computers.
12. Technical specifications and architecture principles are generic and can be
used to future extensions.
13. The Contractor shall provide data cable (Cat 6a or fiber) between the IP
Surveillance System and the horizontal floor Telecom Room “FTR”.
a. All Indoor cameras shall be wired through cat 6a cabling to the near-
est FTR by the building contractor.
b. All Outdoor cameras attached to building boundary and within the
Copper cabling range of the nearest FTR shall be wired by the build-
ing contractor.
c. All Outdoor Cameras that are not within FTR copper cabling range
shall be wired to the reserved MCR rooms and FTR rooms/closets or
CCTV fiber optic cables with proper media converters shall be used
for this purpose. All wiring, Patching and needed active and passive
components are part of the Infrastructure contractor SOW.
14. The Contractor shall provision for the necessary IP cameras, data network
switches, local workstations, patch panels, fiber optic cables, Cat 6a copper
cables, accessories and ancillary, etc. for the complete operation and full in-
tegration of the above.
15. The operators shall have the full control of these cameras from the Madinah
Hajj City within the security & control rooms of each building. Local ter-
minals and clients shall be provided in the concerned buildings for on-site
operation and security monitoring.
16. The Contractor shall fully coordinate with the Employer's Representative
for the exact location and positioning of the different equipment and materi-
als.
18. The Contractor shall be responsible for the provision of the licenses for all
software, programs and modules provided for the Works including those
developed and modified by the Contractor. The appropriate licenses sup-
plied by the Contractor shall enable the Employer to use, modify, and de-
velop the software, programs and modules for the works supplied under this
Contract. The software licensing shall be for the entire Complex with no
limitation on the number of workstations or standard end-users.

into account that network cables with fitted accessories and connector and
wiring have to be of fire rated type in accordance with all NFPA require-
ments codes (NFPA72 and extensions).

C. Precautions
1. The above list is a partial list issued from standard organizations. Additional
consideration may be required to provide protection of equipment and pro-
tection of data from intrusion, induced noise or other events that can disrupt
vital operation.

Contractor’s teams and its sub-contractors.

A. The Contractor shall test all components and circuits of the IP Surveillance Sys-
tem after installation to ensure functionality and performance within industry ap-
proved guidelines.

C. The Contractor shall provide and supply all necessary technical and skilled man-
power, tools, test equipment, materials and transportation required for performing
system and components testing.
1.11 WARRANTY

2. During this period, the Contractor shall fully demonstrate the system per-
formance under actual operation conditions. This demonstration is to con-
firm, to the satisfaction of the Employer’s Representative, that the system is
free of remarks and is ready for provisional taking over.
C. Warranty Period
3. During the Warranty Period, the Contractor shall provide, at its own cost,
all required spare parts needed to replace existing components unless it is
proved that the component to be replaced was damaged by abuse.
1.12 COMMISSIONING
A. Purpose
1. In-System Commissioning
3. During this phase the equipment are powered and the automation and net-
working are gradually integrated layer by layer.
4. The tests shall be performed by the Contractor and witnessed by the Em-
ployer’s Representative.
5. Any defects, which may become apparent during the course of these tests,
shall be immediately rectified by the Contractor at his expense.
7. All Site Acceptance Tests shall be carried out in the presence of the Em-
ployer's representative who shall sign off the testing documentation on satis-
factory completion of the tests.
10. The results of the Site Acceptance Tests, version of software and hardware
tested, together with any re-testing as a result of failure, shall be recorded
and signed by the authorized personnel of the Contractor and the Employ-
er's Representative.

1.13 MAINTENANCE
A. Support
B. Maintenance Service
4. The Contractor’s response time, during the Warranty Period, shall not ex-
ceed 1 hour. The response time is defined as the time that elapses between
the reporting of a fault and the maintenance personnel arriving at where the
faulty equipment is located.
5. During the Warranty Period, the MTTR shall not exceed 30 minutes. The
MTTR shall include the diagnostic time, active repair/replacement time and
the adjustment/testing time on site, but shall exclude the response time.
6. During the Warranty Period, the monthly average of the Repair Time shall
be lower or equal to six minutes for each device. This performance will be
checked.
7. The Contractor shall liaise with the Employer’s Representative and carry
out safety and performance inspections for the installation on site. Any nec-
essary adjustments to the installation shall be made within 14 days of com-
pletion of such checks. A Safety and Quality Report shall be submitted, no
later than 14 Days after such safety and performance checks, for the Em-
ployer’s Representative’s approval.
8. The Contractor shall provide at least four inspection visits at six-month in-
terval during the Warranty Period.
9. The Contractor shall be responsible to clear away from the Site all surplus
materials, rubbish, temporary works of every kind and leave the whole of
the Site and installation clean and in a workmanlike condition to the satis-
faction of the Employer’s Representative, upon completion of each item of
the repair, and maintenance works.
1. Updates
a. The system will have to be conceived to facilitate the updates that will
take place throughout its life. The replacement in exploitation of a
version of software by the following one must be an easy operation,
without risk, rapid and reversible.
b. This update shall be transparent for the user and shall be done without
interruption of the service.

A. Contractor shall provide Manufacturer recommended spare parts for all major
components in the system for two years fault free operation.
B. However, a minimum of 2% peripherals of each type installed, but not less than
one from each type shall be included in the deliverable irrespective of Manufac-
turer recommendation.
C. During the Warranty Period, the Contractor shall provide, at his cost, all required
spare parts needed to replace existing components unless it is proved that the
component to be replaced was damaged by abuse.
D. The Contractor shall guarantee the flow and availability of the spare parts without
a major design change for at least ten years period.
A. Within the technical specifications for the VSS System, certain manufacturers
have been specified. These manufacturers are listed for example purposes and are
not to be considered approved. The names assigned to the equipment in this sec-
tion and the methods are intended to describe generic VSS components. The
names are not intended to prevent the contractor from bidding any systems that
may have different architectures than those described in the following specifica-
tions. All substitutions shall meet or exceed the minimum functional and tech-
nical specifications. Acceptance of such substitutions is at the discretion of the
Owner.
B. Provide at the time of installation the latest version of all equipment and software.
Discontinued equipment or equipment which has been officially noted as end-of-
production or end-of-life shall not be acceptable.
PART 2 - PRODUCTS
A. The VSS shall consist of IP compatible cameras, both fixed and PTZ, connections
to the LAN via Cat 6a cabling or fiber, LAN switches, Video and Archiving
Servers, the system workstations, and all associated software and hardware
required for a complete and operational system.
B. Provide all software licenses required for the specified monitoring and control.
The contractor shall provide all equipment as shown on the Drawings including,
but not limited to, cables, conduit, lightning and surge protection, mounting
bracket fabrication, connection to 220 VAC power and Uninterruptible Power
Supplies (UPS), and all equipment necessary to provide a complete and
operational system.
C. All servers, both video and archiving, shall be connected to the system via
network switches. See Specification of the Data Network Equipment for the LAN
equipment specifications. This connection shall be secured by an IP access list,
and firewalls shall be provided and configured to prevent unauthorized access to
and from the VSS VLAN, as directed by the Owner.
D. An encrypted audit trail log shall be maintained in the system to archive all
operator workstation activity including, but not limited to, the viewing of live or
archived video, moving any PTZ camera or adjusting PTZ pre-sets. This log shall
be searchable by operator or camera, for both live and archived video access.
E. The system shall support integration with the Security and Access Control System
(SACS).
2.2 MATERIAL
B. The cameras used in the system shall be vandal proof, tamperproof and with
Day/Night viewing according to environmental requirements.
C. Color: All visible camera housings shall be painted to match the surrounding
structure or finishes. This contract shall include all cost with custom painting as
needed, and no change orders will be considered for additional costs associated
with painting. Only the visible window or ‘bubble’ shall be the exception to color
stated above. All associated brackets, outlets, or other required devices visible to
the public shall be painted to match the camera housings including fasteners used.
a. PTZ control shall be via full duplex data communication via the RJ-
45 communication Port with electronics integral to the drive housing.
Configuration of dome functions shall be via on screen menu
available remotely. The camera shall be powered with Power over
Ethernet where available or by 24/28 volts AC from a multi-output
rack mounted power supply provided under this contract and located
in the comm. room associated with the camera.
b. All PTZ cameras shall be IP network security cameras.
c. Minimum 20-character user defined on screen titling for each camera,
preset and sector.
d. Minimum 64 preset PTZ positions and 16 sectors definable by user.
e. Minimum eight 32-step user programmable tours with an additional
two user defined 360 step dynamic “auto-tour” functions.
f. Imaging device shall be a color ¼ inch CCD and have a 23X zoom
lens providing a minimum resolution of 704 x 480 (4CIF). Digital
zoom capabilities shall be a minimum 8X. Light sensitivity shall be
0.01 lux or less. Lens focal length shall be variable via remote control
between 3.6mm and 82.8mm with a maximum aperture size of f1.6 or
better. The lens shall have an auto-iris function and auto-focus

1. Provide vari-focal lenses for all fixed IP cameras. Field verify lensing
requirements to provide for the defined desired angle of view, and high
quality, glare-free, clear pictures at the video monitors.
2. All camera lenses shall incorporate C or CS mounts and shall be specifically
designed for color applications.
3. All camera lenses shall incorporate auto iris control.
1. The USB Joystick device shall allow the workstation operator to control
PTZ cameras using non-proprietary USB joystick control.
2. Shall be desktop model with full joystick control of PTZ functions.
3. The USB Joystick device shall meet the following minimum specifications:
A. The processing server receives camera IP streams from cameras, converts the
video stream into a compressed video format, and then writes the video to the
long term storage device. The processing server shall be able to provide
compression of all cameras received by the server at thirty (30) frames per second
at a minimum resolution of 4CIF for each standard resolution cameras and a
minimum resolution of 1280x800 for megapixel cameras. The processing server
shall be able to interface with large network storage arrays or drives. The use of a
system that is limited to less than the noted size shall not be allowed. Each server
shall be able to log multiple drives or partitions, but the intent is that each server
will log only a single partition for storage of all camera video for cameras
assigned to that server. The intent is that the storage size and cameras per
partition not be limited by the system software. Each server shall have the
A. The application/control server tracks all live video clips and stored video. The
application/control server shall be a dual, fully redundant configuration which is
comprised of two identical servers, located in physically diverse locations
(whenever applicable).
A. The system shall be based on open architecture software and shall allow the use of
any industry standard computer hardware, LAN hardware, and data storage
equipment (non-proprietary hardware). Systems requiring the use of proprietary
hardware shall not be acceptable.
C. The system shall provide the capability to integrate IP fixed and PTZ cameras,
video encoders, and management and storage servers on a standard IP/Ethernet
network.
F. The recorder shall also offer a full multi-user authorization logon application.
This application shall offer levels of authorization based on defined sites and
functions. In addition, a full setup utility shall be available for the Administrator
to configure authorizations. The login window shall consist of a User Name and
Password field. The software shall offer a full multi-user authorization process as
follows:
1. User groups shall be created once globally and shall appear in all recorders
and workstations connected to the network.
2. Users shall be created once globally and shall be given rights to particular
groups.
1) Site and Device Tree depicting each recorder with all connected
cameras, visually differentiating between PTZ and fixed
cameras by either icons or camera tags.
2) A multi-screen display area that allows for screen displays of a
Single camera, Quad, 3x3, 4x4, and Full screen of any of the
above selected multi-screen displays. The main window shall
be capable of spanning multiple monitors through the use of
multiple display cards per workstation.
H. Shall have the ability to view, record, playback and archive video from cameras
located at remote locations over the IP network. (Multi-location recordings).
I. Shall provide the capability to record audio with the associated camera, when
audio recording is necessary and the camera has audio feature supported by the
software.
K. Shall provide a tamper-proof log file on user’s activity in the system using
encryption and integrity check.
M. Shall provide 24 hours scheduler to activate and deactivate the following features
on a per camera basis:
N. Software shall have an advanced motion detection capabilities with the functions
as described below. The administrator shall have the ability to use one, several or
any non-conflicting combinations of the following functions, on a per camera
basis:
O. The system shall monitor camera video and provide alerts for the following
malicious acts:
P. Shall simultaneously record, playback and display live video (Triplex), and shall
provide the capability to include audio.
Q. Shall have the ability to record and store images at rates between 1 frame per hour
to 30 frames per second on a per camera basis, dynamically configurable based
upon user parameters.
R. Shall have the ability to store the recorded images on Storage Area Network
(SAN) and shall not be limited by partition or drive size.
U. Shall have the option to increase the recording FPS on motion detection, on event
detection or operator command.
V. Shall have the ability to adjust image resolution to QCIF 160x120, CIF 320x240,
4CIF 640x480, 1280x800, or up to 2,048 x 1,536 on a per camera basis. All
cameras shall be able to be recorded at a minimum of 30 fps, but the frame rate
and recording duration shall be individually adjustable for each camera.
W. Shall have the ability to adjust the compression level of the video image data size,
to save on storage size, when needed.
X. Shall allow operator to select the controlled display monitor by mouse click or
touch screen.
Y. Shall allow the operator to switch a camera between live view and playback in
less than ½ of a second.
BB. Shall allow operator to play video back and forth by using a slider button for ease
of video investigation.
CC. Shall allow operator to continuously play forward and backward a recorded video
and increase or decrease the playback speed.
DD. Shall allow the operator to select time and date for playback and be able to
retrieve this video within less than 5 seconds.
EE. Shall allow operator to digitally zoom in and out of pre-recorded video in paused,
playback or live video mode and adjust the zoomed area up, down, left or right...
FF. Shall allow operator to control PTZ cameras using non-proprietary USB joystick
control.
A. Shall provide web server service to allow authorized users to view live video,
playback of recorded video and search the archive to view video using their
Internet Explorer web browser from any PC on the Intranet or Internet. Web
browser functionality shall include the following features based on user profiles:
1. Provide username and password for access control into the System.
2. Define remote user profile and user rights in relation to viewing certain
cameras and the use of PTZ and Output relays. This feature is limited to
Administrator level users.
3. Navigate to cameras and sites using an integrated Madinah Hajj City
System map.
4. Control all PTZ Presets per camera for fast and accurate remote positioning
control.
5. Access any recorded video of the current day and the archive for past days,
search by time/date or activity/alarm and playback the video as a stream,
frame by frame or jump to motion detected sequences.
6. Provide thumbnail images for each new event for easy search.
7. Provide a view of live video from 4 cameras, simultaneously.
A. Virtual matrix application shall be part of the VSS and shall provide the
functionality of a traditional full cross point matrix CCTV switch without the use
of analog cross point switching circuits. Any camera shall be capable of being
viewed on any monitor or one camera on all monitors without limitations. IP
streams from the IP cameras may be decoded to analog where required for use by
typical analog display monitors/devices, but it is the design intent to
display/record video information in its native digital format from the cameras and
on operator workstations.
B. The virtual matrix software shall support sequential switching on all monitors.
Sequencing shall be a user configurable pattern with dwelling times user
selectable per camera. The software shall also support salvo switching where a
selected group of cameras will be simultaneously switched on to a selected group
of monitors.
C. A web browser interface shall be provided allowing viewing and PTZ control
from any location with proper authentication.
D. The software shall provide the operator with a GUI interface for control and
selection of the cameras on the system. The GUI shall offer the operator the
ability to select a camera for control and viewing via Map based multiple level
floor plans that can be drilled down from an overall site view through each
terminal and terminal level. The operator shall have the option of using an
expandable device tree for dragging and dropping selected cameras to view and
control on selected monitors. The operator shall be able to select a monitor by
monitor number or by selecting the specific camera icon on the display and select
a camera by camera number or by selecting the specific monitor icon on the
display. Upon camera selection by number, the software shall allow the ability to
bring the map/floor plan of that camera to the operator’s desktop. The quantity of
maps shall not be limited by the software. The bid shall include all software and
programming time required to implement this feature.
E. Virtual matrix software shall provide user configurable camera and monitor titles
of up to 20 characters per instance. All camera titles and text shall be controlled
via the VSS software. System shall also provide up to an additional 20 characters
of user configurable alarm text displayed in red during an alarm event as defined
by the SACS.
H. The software shall provide user configurable partitioning of cameras and monitors
to permit only selected cameras to be viewed on selected monitors by selected
operators. Coordination with the Owner is required to properly configure the
system.
I. Shall provide the operator with up to 64 presets position per PTZ camera.
J. Shall have the ability to move a PTZ camera to any of the preset positions upon
receiving software command from the SACS system (or other devices interfaced
via RS232). The quantity of cameras per alarm shall not be limited, and the
quantity of alarms that may call a specific camera or preset shall not be limited.
The intent is that different ACS alarms be allowed to call the same or different
presets on a specific camera.
K. Shall have the ability to provide PTZ camera tour feature between preset
positions.
L. Shall be able to program unlimited number of continuous tours for each camera
with each tour utilizing up to 16 presets in the camera.
N. Shall be able to resume tour when operator manual control times out.
O. Shall have the ability to return to a designated preset after a pre-determined period
of no operator activity or manual commands. Shall have the option not to record
while moving between presets and shall stay in a preset position if motion was
detected in the camera field of view at that preset position, and shall continue
touring once motion stopped.
P. Latency between system control (whether manual or software driven) and viewing
of camera movement on system monitors shall not exceed 0.25 seconds.
1. Shall display overlay information on each camera window with video time
and date, video status: live, rewind, forward and pause, and display camera
name. These features are to be configurable by the administrator.
2. Shall be able to display incoming live video upon alert using the Matrix
Event-driven Push Live Video with Alert-Live message on the screen.
Q. Software shall have a real-time system clock to display time and date information
on selected monitors. The clock shall be synchronized with an external time
server, with the time updates not to exceed 60 minutes between updates. The time
shall be synchronized with the network time. Coordinate with the Employer for
the Network Time Protocol source.
A. The integration with the Storage devices shall allow the storage of CCTV video
for all the cameras during one month continuously.
B. Security and Access Control System: The interface with the Security and Access
Control System shall allow the control and the local surveillance of entrances,
gates, each controlled crossing point as well as Emergency Exits, etc. Any
breaking or violation of access provided with an IP camera will automatically pop
up a window on the operator’s screen.
C. Fire Alarm System: The interface with the Fire Alarm System shall allow the
control and the local surveillance of each fire alarm zone. The system shall be
able to display images as pop up window from the zone in alarm on the screen of
the Fire Alarm System operator. The interface shall be compliant with NFPA
requirements. The PTZ cameras shall automatically switch to the location of a fire
alarm initiation. The alarm initiation shall be either the activation of any manual
pull station, monitor module detection for flow switch activation, sensor, etc.
E. Structured Cabling Network: The system shall be interfaced with the Structured
Cabling Network to allow the communication between the Security and Access
Control System, work stations, recording and storage servers, Network
Management System, and all other interfaced systems through the network
backbone.
F. The system shall provide the capability of integrating with the Security and
Access Control System (SACS) such that the VSS system shall respond to alarm
events associated with the ACS systems by calling designated camera views near
the site of the alarm to designated alarm monitors at operator’s workstation when
the alarm is acknowledged by the operator. If the designated view is from a PTZ
style camera, the system shall be capable of selecting a programmed preset
position to allow the PTZ to rotate and zoom in on the area of the alarm event. If
the area is capable of being viewed from several cameras, the closest view will be
called up to the designated alarm monitor with additional images being called up

shall function as an IP based digital video surveillance and recording server.

A. The IVAS shall be integrated in the same hardware as the recording system to
provide a seamless integration of video and events. The contractor shall confirm
with owner the functions and features required.
C. Each channel of the IVAS shall support simultaneous recording of CIF real time
(352 x 256 pixels 30frames per second NTSC).
E. All IVAS devices, workstations, and video outputs shall connect together over a
standard TCP/IP network infrastructure. This will allow for a centralized or
distributed, command, control, and alerting design.
G. Additional IVAS devices shall have the ability to be added without disruption of
the active system.
H. The IVAS shall monitor its own operation and provide notification should the
video feed or network connectivity be lost. Should network connectivity be lost,

analysis information, live video from both analyzed and standard input, and video

J. Video playback from analyzed sources shall also simultaneously display the

from those that have not been acknowledged.
4. The operator shall have the option of turning off the highlights for either
unalarmed objects or all objects.
L. The IVAS shall provide the ability for the operator to select an alarm from the
active video and through a single click start playback at the time in the video at
which the alerting object was first detected. In addition to playback, the system
shall also allow the operator to acknowledge an alarm or add the alarm to the
scene background through the same action as above.
M. The IVAS shall provide a reporting application that allows alarms to be searched
based upon desired time/date range and one or more channels.
O. The IVAS shall provide capability for viewing video and alarms wirelessly via a
PDA.

CC. Baggage Detection: Alerts the operator for unattended baggage after a specified
time threshold has been exceeded. Operator shall be able to view the baggage
being left and thus determine the nature and the circumstances of the event.
DD. Vehicle Detection: Alerts the operator for vehicles parking in unauthorized
locations after a specified time threshold has been exceeded. Operator shall be
able to view the arrival of the vehicle onto the scene and thus determine the nature
and the circumstances of the event.
EE. Line Control: Provides the ability to monitor people waiting in line and alert the
operator after a specific number of people have been exceeded.
A. The system shall support a wide range of automated video storage options ranging
from as little as a few hours of online storage capacity to keep long-term storage
using hard drives, digital tape or other cost-effective long-term storage media. The
system shall be capable of supporting unlimited video storage capacity by ena-
bling system operators to periodically remove and replace hard drives, tape car-
tridge, or other removable storage media.
B. The system shall allow flexible storage architecture (centralized, local, and remote
storage) for enabling best storage utilization.
C. The storage system shall be equipped with a database mirroring and distributed
video storage features, which shall allow the system to sequentially distribute rec-
orded video among the installed hard disks. And therefore, in case of a hard disk
failure, the user shall be able to receive a relatively reduced frame rate, but shall
not lose the complete video sequences.
D. Recorded and stored images shall be accessible from any workstation PCs con-
nected directly to the LAN or via remote connections.
E. The Contractor shall submit design calculations to justify the selection of the hard
disk or other storage media and the capacity and type of the storage library.
F. The following criteria shall be adopted to determine the minimum storage capaci-
ty for each building:
1. The Motion Ratio which is the average number of hours that the camera’s
recording is subjected to motion detection (varies between 14 to 18 hours
per day).
2. The Recording Rate for the Cameras, which is defined as follows:
a. For continuous recording, the frame rate per camera shall be a mini-
mum of 6 fps.
b. For event recording, the frame rate per camera shall be a minimum of
30 fps.
3. The alarm ratio per Camera, which is the average percentage of time that
the Camera will be triggered by an Event/Alarm and is dependent on the
camera location. The alarm ratio shall be coordinated with the Operator(s)
and shall be greater than 20%.
4. The Camera Mode, which shall be coordinated with the Operator(s) with re-
spect to each camera location and ambient light conditions and is generally
classified per day on the following basis:
a. 12 hours Day Mode
b. 12 hours Night Mode
5. Record and storage capacity shall ensure at least the recording for all the
cameras during a minimum of three (3) month continuously.
2. The system shall be able to specify the times during which each camera will
be recorded along with the recording settings to be used during each period
including the frame rate, resolution, and quality settings.
H. The storage system shall be designed to work with the Network Management Sys-
tem in order to send recorded pictures to all monitors or remote workstations on
request.
A. The Contractor shall provide an efficient and ergonomic workspace that conforms
to the Human Factors requirements set out in the International Standard
ISO11064.
C. The Security Control Rooms will have but not limited to, the following equip-
ment:

D. The Security Room shall be operational around the clock throughout the year.
E. Each console shall consist of a series of standard bays to form consoles as re-
quired and to provide the most ergonomic arrangement for the number of opera-

F. Corners and corner sections in both standard and custom sizes will provide flexi-
bility to create both curved and angled consoles (15, 22.5, 30, 45 and 90 degrees
as standard with custom corners available as required).
H. Each console bay shall incorporate a drop down to allow for system displays to be
mounted on purpose designed monitor arms.
I. Flat screen mounting arms shall be supplied suitable for both 75 and 100 mm
Vesa mounts.
K. Equipment mounting within each console bay shall be accessible by hinged doors
to the rear and push release panels to the front of each bay.
M. Optional rack mount inserts shall be available and comply with Electronic Indus-
try Association specifications.
O. The above specifications for the consoles are for information only. The Contractor
shall be responsible of providing full specifications for the control and security
rooms equipment.
P. The Security rooms’ layout were shown for information only. The contractor shall
update the layout if necessary to meet the project requirements.
A. LAN equipment are not part of this Specification; however, in order for the IP
Surveillance system to function properly the LAN infrastructure shall have as a
minimum the features listed below.

A. Overview: For the purpose of these Specifications, an “alarm” is any event that
can be received or detected by an external equipment (access control for example)
or internal (failure for example) and responded to in real time. Many types of
events are not “alarms” in the traditional sense of an immediate problem such as a
fire or intruder. An event can be any type of activity that may be the subject of fu-
ture investigation and video review. The two basic requirements for an event are
time and location:
2. Location: A physical location associated with the signal or data that can be
related to cameras and camera presets.
B. All the pictures shall be recorded and stored, continuously or on event. The opera-
tion cameras output shall be recorded all the time. The security cameras output
shall be recorded on event with pre and post alarm.

3.1 DESIGN
A. The design of the IP Surveillance System will consist of the following tasks:
1. Needs Analysis - The Contractor shall work with the Employer’s Repre-
sentative, departments, tenants and any other company or organization and
determine their exact requirements.
3. The Contractor shall determine the exact requirements for external commu-
nications and interfacing if it is determined that such services will be re-
quired for the support of the new system.
4. The Contractor shall coordinate with the other disciplines to ensure that en-
vironmental requirements for the IP Surveillance System are met, and to en-
sure that cabling is installed at the locations specified during the needs anal-
ysis.
B. In the project plan, the Contractor shall include a project organization chart with
the reporting relationships of project team members and other key personnel. An
escalation matrix should also be included.
D. A master project schedule must be included, along with a work responsibility ma-
trix, identifying the tasks the Contractor will perform and the tasks the Employer
is expected to perform to successfully implement the new system.
A. The Contractor must furnish all space, power, and environmental requirements for
the system.
3. Heat - The Contractor shall provide heat dissipation calculations for the
communication room(s) and the recommended safe temperature operating
range for the system.
4. Floor Loading - The Contractor must provide complete floor loading re-
quirements.
3.4 INSTALLATION
A. General

qualified technicians who are to be well trained with qualified Manufacturer
experience.

d. All the system shall be studied, installed, and tested in order to offer
an easy maintenance and access.
e. All coordination due by the Contractor shall always cover both Hard-
ware's and Software's. It also covers all aspects of Shop Drawing
elaboration, manufacturing, construction, testing, and commissioning,
to achieve comprehensive systems in proper and efficient working or-
der.
f. The final coordination on site with Civil Works, Facades, Architec-
ture, HVAC, Plumbing, Electrical and any other construction aspect,
remains the duty of the Contractor.
2. The layout shop drawings have to be used as a guideline and need to be im-
proved before any site workmanship.
3. The layout shop drawings are to also reveal the measures taken therein, and
every fixation principle, and are to be approved by the Employer’s Repre-
sentative.

and 569 standards and shall have a radius control at all bend
points in accordance with the cable’s Manufacturer recommen-
dation.
3) Securely supported at intervals not exceeding 3 meters or in ac-
cordance with Manufacturer’s installation sheets.
2. Use communications cable tray wherever possible for low voltage cabling.
3. Exposed raceway below 2.4 meters and in dry locations shall be rigid steel
conduit.
B. Cable Trays
A. The Contractor shall submit to the Employer the manufacturing and shipment
schedules for all equipment and/or materials at least one month prior to the time
of packing for shipment as long as the lead time available is sufficient or such
shorter period as may fit the actual circumstances. Should the Employer’s Repre-
sentative fail to attend on the specified date for inspection, the Contractor shall
proceed with shipment and carry out the relevant tests itself. The Contractor shall
provide the Employer a copy of the recorded factory results made under its cogni-
zance before shipment. If the test results show that the equipment and/or materials
do not comply with the Specifications, such non-complying equipment and/or ma-
terials shall be rejected and shall not be shipped until repaired or replaced and
tested again. In such case, the Contractor shall be held liable for any resulting de-
lay. In all cases, the Contractor shall be responsible for the compliance of his
equipment and materials with the Contract's specifications.
C. Correct malfunctioning units at Project site, where possible, and retest to demon-
strate compliance; otherwise, remove and replace with new units and retest.

1. They are required for equipment, cabinets, racks, bonding conductors, riser
cables, access points, etc. Labels shall comply with EIA/TIA 606.

A. The Contractor shall initiate system operation. The Contractor shall provide com-
petent start-up personnel on each consecutive working day until the system is ful-
ly functional and ready to start the acceptance test phase.

2. All systems, equipment and devices shall be in full and proper adjustment
and operation, and properly labeled and identified.

4. Test reports of each system component shall be complete and available for
inspection and delivery as directed by the Employer’s Representative.
2. A set of operational procedures for the overall system that includes all re-
quired activities and that allows for Employer's operation of all system ca-
pabilities. This procedure shall fully address Employer's established system
operating objectives.
1. The Factory Acceptance Tests shall be carried out in a hardware and soft-
ware environment, which simulates the final configuration of the system.
2. The Contractor shall carry out any Factory Acceptances Tests, in Manufac-
turer’s factory itself, before any site delivery, in order to make sure that the
system of both hardware and software and the system after integration of
various sub-systems is able to satisfy site technical requirements of the
equipment specifications.
B. Test Specifications
1. Following the methodology presented in the Test Plan, all tests are to be
carried on according to Test Specifications, which are submitted by the
Contractor and approved by the Employer’s Representative.
2. The tests are to cover every aspect related to the specification of the system
and its operation; including, but not limited to, visual inspections, meas-
urements, and operation.
4. The results of the Factory Acceptance Tests, together with any re-testing as
a result of failure, shall be recorded and signed by the authorized personnel
of the Contractor and the Employer's Representative.
C. Equipment Tests
1. Equipment is to be tested for quality and operation at the factory, and test
certificates and reports, certified by an official testing authority, are to be
submitted to the Employer’s Representative before dispatch of equipment to
site.
1. The purpose of this phase is to check the assembly and the connection of the
equipment without any power supply.
2. Any verification can give raise to a punch list item either because of an
anomaly or a none-conformity with the tender documents.
3. The punch lists are collated for each module and the phase report is only re-
leased when all the stipulations on the punch lists are cleared.

carried on according to Test Specifications, which are submitted by the

and drawings. The Contractor shall provide a test schedule including the
time and dates at least 10 days prior to the proposed test date. The Owner's
representative will observe the testing. This test shall be conducted by the
final test and acceptance plan as outlined below.

A. The IP Surveillance System and all associated equipment in the Contractor’s solu-
tion shall be warranted by the Contractor and by the Manufacturer to be free of
defects in equipment, software, and workmanship for a period of at least two
years from the date of Substantial Completion.
B. During the warranty period and any subsequent maintenance agreement, any de-
fective components shall be repaired or replaced at no cost to the Employer.
C. All system maintenance during the warranty period and under any subsequent
maintenance agreements shall be performed by the Contractor organization using
personnel employed full time by the Contractor and at no additional cost to the
Employer other than those charges stipulated to maintain the warranty.
A. The Contractor should identify the address of the Manufacturer's local service
centers and the number of service personnel trained on the system.
A. The Contractor shall provide routine system monitoring to assure the continued
operation of all system components.
B. During the warranty period, the Contractor must supply no more than a 1 hour re-
sponse to major problems, 24 hours a day, 7 days a week.
