Introduction to this edition
The NFLPA as an organization dates back to 1956. But, until the 1982 Collective Bargaining Agreement (CBA) mandated that copies of all player
contracts be sent to the union, little meaningful salary and economic analysis was available. That’s why the majority of this Primer’s analysis starts
with the early 1980’s.
The Primer has three key objectives:
* A basic introduction to the mechanics of the current system by which NFL players are paid;
* A comparison of results achieved under the current system with salary trends in the period from 1982 through 1992, herein referred
to as the “old system”; note also that there may be three types of seasons under the “old system”—1982-1985 when the USFL created limited
competition for players, 1986-1988 when there was no competition for player services and when during 1987 and 1988 there was no collective
bargaining agreement in effect, and, finally, 1989-1992, the so-called “Plan B” seasons; for more details about these periods, see the NFLPA History in
the About Us pages of nflpa.org;
* To present a broad range of salary trends and statistics.
Among the new features in this edition are salary averages for non-starting players rather than lumping players just into groups of all players and
starters.
In 1998 the manner changed in which much of this data is presented. Until then—reaching back to the first rudimentary comprehensive salary
analyses sent to players and agents in the 1980’s—all numbers were shown at actual current year values only. That meant, at an extreme, assuming
one 2001 dollar would be equal in value to one 1933 dollar--that is, what could be purchased with one 2001 dollar was the same as what one dollar
bought back in 1933. Obviously that isn’t so. To correct such distortions, economists and statisticians use price and salary guidelines through the
Department of Labor’s Consumer Price Index. That index is continually adjusted which assures that accurate comparisons can be made between
current and earlier values.
For this report the year 1997 was chosen as the index—or constant dollar--year; 1997=100% [For details go to next page] . Therefore, throughout this
report, both actual (the current dollar value) and constant dollar values will be used. So, for example, instead of an estimated 1933 actual average
NFL salary of $8,000, its adjusted value in 1997 dollars becomes $98,765. Note, however, at times, both actual and constant values may be shown, and,
also that in some charts and tables, only one set of values will be used.
Individual player salaries remain confidential. That strict policy is determined by the NFLPA Board of Player Representatives and I am unable to
provide details of specific contracts.

What It Takes To Be an NFL Player
According to the National Federation of State

High School Associations, there were over one
million high school football players during the 1,002,734
1999-2000 season—the most ever. That same
year there were around 54,000 college football
players at all NCAA levels. The NFL kept files
about all of them, but only actively scouted 54,000
around 6,000. From that group, 340 were invited
to the annual Scouting Combine held in
Indianapolis. Less than 1,000 players coming out
of college signed contracts with NFL clubs, and 6,000
from that group, just over 330 have made a club
roster. If past precedents prevail, fewer than
150 of those 330 players will remain in the NFL
after four seasons.

Based on data for the 1983 through 2001 seasons, players in their first through third years in the league accounted for 48%
of the average number of total players each season; when fourth year players are added, the percentage nears 60%. Players 5
in their fifth through sixteenth seasons made up approximately 40% of the league.

Key to a long career in the NFL seems to be surviving that first season. The comprehensive ten season study of NFL
playing careers looked at the number of probable future seasons—given a probability factor of 50% or greater—that
a player might expect to reach if he was on a roster at the end of x previous seasons. So, if a player was on a roster
at the end of one season, he would have had a 50% or more probability of reaching his fourth season; a player with 6
two seasons experience had a 50% chance of getting to his sixth season, etc.

The ten season study also posed the same question for each playing position: If a player successfully completed one season,
what season was there a 50% or more chance of his reaching. For the majority of positions, lasting one year meant a 50%
or higher probability of getting to a fourth season. The big exceptions were quarterbacks who had an average 50% longer
expectation and punters and kickers with an average expectation of reaching a ninth season—over 125% longer than the 7
average for the majority of positions.

How Players Are Paid Under The Current System
The NFL Salary Cap (Article XXIV of the Collective Bargaining Agreement between the NFLPA and NFL owners) is based upon a
percentage of what is termed Defined Gross Revenues (DGR), which essentially is an aggregate of shared revenues earned by NFL
clubs.
NFL clubs receive equal shares of : (1) All national broadcasting revenues from radio &TV; (2) All post-season gate revenues; and (3)
All income generated by NFL Properties and NFL Films.
Projected DGR for an upcoming season is usually announced in February. If actual revenues differ—or if excluded revenues (non-DGR
income) increase at a rate faster than DGR—adjustments are made in the next season's DGR.
The NFL Salary Cap was triggered for the 1994 season when 1993 player salary expenditures exceeded 67% of that season’s DGR. The
Salary Cap for any specific season is a predetermined percentage of DGR. The Cap covers collectively bargained benefits—including
such items as pensions, pre-season and post-season pay, and severance pay—along with the amount set as the season’s cap limit for
player salaries. Over the past three seasons, the rate of growth for the benefits portion of the cap has increased at a faster rate than the
salary side; for the 1999 through 2001 seasons, leaguewide benefits totaled $829-million—an average of more than $276-million per
season or nearly $27-million per club.
It’s important to emphasize that the Salary Cap does not create a hard limit. And even though the cap may be the CBA's most
recognized component, behind the scenes, the current system is driven by four cornerstones:
* Prorating signing bonuses over the length of player contracts;

* The ability to renegotiate existing contracts;
* Free agency;
* And, the uncapped season at the end of the Collective Bargaining Agreement.
Since signing bonuses are prorated, clubs are able to have actual salary expenditures much higher than a given Salary Cap limit; over
the eight seasons the Cap has been in effect, actual per club salary expenditures have exceeded the cap limit by more than $1-billion--an
average of nearly $5-million per club over the cap per season.
The following charts and data focus on key revenue trends, the growth of DGR since 1993, salary averages and look at how much each
clubs has spent over the cap since 1994.
