2 Background
The sequence batch reactors are the main treatment vessels in Somers WRP. There are two SBs
operating in parallel. Screened and de-gritted effluent is directed either one of the SBRs on a rotating
basis. The SBRs operate cyclically with periods of aeration, mixing, settling and decanting with water
level in the tanks changing through this process. The tanks do not empty with activated sludge
remaining in the tank with excess wasted to the sludge lagoons. The SBR structure is constructed
precast concrete panels on a cast insitu concrete base. Most of the tanks are buried with platforms
provided around the tip of the tank. Mechanical equipment is installed inside the tank and include
flow inducing mixers and aerations diffuser grids.

The SBRs were constructed in 2012 and due to its age should be in good condition, however no detailed
inspection has been made since commissioning. There are no reported issues with the SBR concrete
structures.

Only one SBR will be available for inspection at a time with the other SBR remaining in service. The
opportunity to inspect the SBR is brought about by replacement of the diffusers. Consequently the
inspections will be scheduled to work in with the mechanical contractor replacing the diffusers.

3 General Layout
A plan of the Somers WRP site is presented in Figure 1. Inspections will cover the entire SBR structures
including the inside and outside of structures, platforms, equipment plinths and connected assets
within and surrounding the SBR. Only one SBR will be made available for inspection at a time, with the
other SBR remaining in service.

4 Project objectives
This project will undertake condition assessment of the following assets:
• SBR concrete structure inside and outside,
• wall penetrations and equipment plinths, and
• platforms, handrails, pipe supports connected to the SBR, and

providing recommendations as to the best course of action for the long term management of these
assets.

5 Scope of work and deliverables


The scope of Work covered by this brief includes, but is not necessarily limited to the inspection of the
entire SBR structure, connected structures and related equipment. These are addressed in more detail
in the sections below.

Each SBR will be inspected on separately with a period of several weeks to months between
inspections.

5.1 Condition assessment


The SBRs are considered to be good condition due to their age and current performance, and so the
anticipated inspection program outlined below is based on sound structures and connection details.
If however upon inspection, deterioration of assets is found, additional testing may be deemed
necessary to better understand the causes of deterioration and assist in recommending viable repair
methods. The Consultant is expected to advise South East Water during the inspections of any
significant deterioration where additional testing is needed and then with South East Water’s
agreement undertake that testing within the schedule constraints of the inspection. The structures
are constructed from precast panels and so joints between panels is particular concern.

The minimum requirement for the condition assessment includes the following:

5.1.1 SBR 1 and SBR 2


Full assessment.
• Concrete structure inside and outside
• Seals between precast panels and with cast in-situ concrete.
• Corrosion protection coatings and linings.
• Pipe penetrations and sealing around pipe penetrations.
• Embedded steelwork including pipes.
• Platforms, handrails and platform supports.
• Equipment plinths.
• Equipment supports and fastening to concrete structures.

Visual assessment.
• Covers, grating, supporting frames, structures and seals.
• Pipes and pipe supports.
• Associated mechanical equipment.

Inspection and assessment is expected to include:


• Visual and physical assessment
• Photography
• Rebound hammer/rod for delamination survey
• Measure cracks and corrosion pits

Where structures are shown to be in poor condition other tests may be appropriate and include:
• Phenolphthalein tests
• pH measurement
• Half-cell potential for checking reinforcement bar integrity

5.2 Condition assessment recommendation reports


Two condition assessment reports shall be provided: one for each SBR.

The reports shall cover the entire condition assessment scope outlined in Section 5.1, and include:
• Date of inspection
• Weather conditions during inspection
• Personnel involved
• Description of the inspection method(s) and test(s) used
• Test equipment including calibration certificates as appropriate
• Details of off-site and laboratory testing
• Inspection findings
• Test results
• Photos covering the scope of the inspection showing typical condition and areas of significant
deterioration
• Assessment of remaining service life
• Possible repair options with associated costs and estimated service life improvement
• Recommended inspection and repair plan with includes, as appropriate, the following:
o Further inspection time line
o Repair method covering pre-treatment, surface preparation, structural repairs, protective
coating type, application method and times before the asset can return to service.
o Cost estimate for repairs +/- 30% accuracy.
o Timeline to undertake further inspections or repairs

The condition assessment reports shall be submitted as a draft for South East Water’s review and as a
final addressing South East Water comments.

Further report requirements are described in the Civil Assets Condition Assessment Master Brief
(Document INFR-27-4430).

5.3 Safety, access and preparation


The SBRs will be removed from service, cleaned and prepared for the condition assessment by South
East Water and its maintenance contractors to enable diffuser replacement and other maintenance
activities to be carried out. The Consultant is expected to work with South East Water and its
nominated contractors in planning and executing the condition assessment inspection.

The consultant shall prepare work method statements and job risk assessment prior to undertaking
inspections. A work permit will issued by South East Water before an inspection can commence. The
work method statements and risk assessment are to be submitted to South East Water before a work
permit can be issued.

5.4 Exclusions
The following work is being undertaken by others:
• Isolation of the SBRs.
• Draining and cleaning of the SBRs.
• Provision of access into the SBRs.
• Detailed inspection of aeration diffusers, mixers and other mechanical equipment.
• Diffuser replacement or other mechanical equipment maintenance.

5.5 Preliminary site visit


It is recommended that a site visit be undertaken prior to submitting a proposal. Please contact the
South East Water representative for arranging a visit.

5.6 Access duration


Each SBR will be removed from service for 3 to 4 days for diffuser replacement. Only one SBR will be
removed from service at a time with the other SBR remaining in service. There will be a gap between
inspection of the first SBR and inspection of the second SBR to enable the treatment plant to restabilise
before the second SBT is removed from service. This along with other operational constraints may
require a gap between inspections between several weeks to several months. Consequently two
separate inspection reports are required, however their format should be the similar.

The SBR will be out of service for while the mechanical maintenance contractor replaces the aeration
diffuser membranes (rubber disc type diffusers). The civil inspections works (the scope of this brief) is
to be coordinated around this activity and ideally should be inspected within a single day.

6 Request for quotation submission


The proposal must address all requirements as specified in this brief and the Civil Assets Condition
Assessment Master brief. Where any deviations are proposed these must be clearly described in the
proposal.

The proposal is to provide a methodology for undertaking the condition assessment and the types of
additional tests that are included as part of the assessment and the additional tests that may be
required upon finding deteriorated assets.

Nominate personnel and the work undertaken. .

Provide organisations experience and capability in provided specific services need in this brief.

The proposal shall be total lump sum price and include a breakdown of costs and hours by personnel,
and specific tasks and tests involved as applicable, and equipment used.

The proposal may be submitted electronically in pdf or native file formats.

7 Evaluation criteria
The criterial listed below will be used to select the preferred consultant:
• Understanding of the project.
• Methodology to safely achieve a thorough and accurate assessment including additional testing
and innovative approaches that may be applicable.
• Approach to working with others in order to minimise plant outages and disruption.
• Resources and experience.
• Price.
