VDO DTCO® 1381 (Rel. 1.4) the ‘One Minute Rule’


Digital Tachograph with Graphical Printouts
The launch of the DTCO® 1381 (Release 1.4), paves the way for fleet operators
to enhance their fleet efficiency and increase productivity. The new “1 Minute
Rule” which calculates driving time according to EU Regulation 1266/2009, has
been integrated into the new Digital Tachograph, so drivers can optimise their
driving time during the working day.

The DTCO® 1381 (Rel 1.4) offers the following features:

 Implementation of the latest requirements of EU Regulation 1266/2009


including the new “1 minute rule”.
 Fast Download function saving considerable time when downloading data.
 User friendly graphical printouts make evaluating data easier and faster,
including detailed Speed and 7 day Driver Card mode activity profiles.
 Simplified process for entering Manual Entries (in local time)
 Interface for downloading Driver Card and Digital Tachograph data
remotely, via GPRS or WLAN
 Early warnings given when a Driver Card is about to expire and when a
Periodic Inspection is due.
 Additional data including odometer readings when the vehicle becomes
stationary and additional status changes
 Storage of 168 hours of detailed speed data at a resolution of 1 Hz

‘Go for Efficiency’ Promotion

VDO will be offering the opportunity for Fleet Operators to exchange their existing
Tachographs to the latest technology, DTCO® 1381 (Release 1.4) during the
2011 ‘Go for Efficiency’ promotion. To further optimise fleet efficiency, VDO will
also be offering promotional packages for the remote download of Tachograph
data using wireless technology and the new TIS-Web Track and Trace service for
operators of smaller and medium-sized fleets who want to enjoy all the benefits of
vehicle tracking without having to invest in additional software.

Overview of EU Regulation 1266/2009 (amending EEC Regulation


3821/85, Annex 1B) relating to Digital Tachographs

Following various consultations, the EU Commission has introduced a number of


changes to Council Regulation (EEC) No. 3821/85, focused on improving the
security and design of Digital Tachographs which resulted in EU Regulation
1266/2009.

There are two main stages to the introduction of EU Regulation 1266/2009:

From 1st October 2011, a number of technical changes to the design of the
Digital Tachograph will be introduced. These include amendments associated
with the interpretation of Regulation 3821/85, the re-definition of the calendar
minute, new Tachograph Calibration Centre practices, the process for entering
manual entries simplified, the ability for vehicle operators to programme the VRN
(Vehicle Registration Number) once only using a Company Card and the ability to
change the UTC (Universal Time Co-ordinated) time without it being recorded as
a calibration.

From 1st October 2012, the Digital Tachograph is required to have improved
security features.

The main changes from 1st October 2011:

Re-definition of the Calendar Minute Rule

The current regulation requirement relating to ‘any DRIVING activity that occurs
within a calendar minute, the whole minute is regarded as DRIVING’ has been
deleted.

However, the new regulation states that ‘the whole minute shall be regarded to
be of the same type of activity as the longest continuous activity within the minute
(or the latest of equally long activities)’.

For example, assuming a driver is making a delivery and the vehicle becomes
stationary after 29 seconds of driving within the calendar minute and is at work
for the remaining 31 seconds, then the whole minute will be recorded as work,
rather than driving. (See Fig 1)

Conversely, if the vehicle becomes stationary after 31 seconds within a calendar
minute (31 seconds driving), then the whole minute will be regarded as driving.
(see Fig 2)

The exception to this rule is where there are stop and start driving situations. The
regulation states that ‘given a calendar minute, if DRIVING is registered as the
activity of both the immediately preceding and immediately succeeding minute,
the whole minute shall be regarded as DRIVING.’

For example during a journey, if the vehicle is stationary for at least a whole
calendar minute and if the preceding and succeeding minutes are regarded as
driving according to the previous requirement, the whole calendar minute will be
regarded as driving. (See Fig 3)

UTC Time Adjustment

Any update or confirmation of UTC time is considered as a time adjustment and


not as a calibration. (Unless the UTC time is wrong by more than 20 minutes)

Downloading

The downloading of the detailed speed data is not a mandatory requirement. A


Driver Card download can be completed without the requirement of a Company,
Workshop or Control Card.

Manual Entries

Manual entries of activities must be completed using local time rather than UTC
time. Also the new regulation simplifies the manual entry process for drivers.

Company Locks

The new recording equipment will record and store in its data memory data
relevant to the 255 most recent company locks rather than 20 company locks as
required by the current regulation.

VRN Entry

The first calibration does not necessarily have to include the entry of the vehicle
registration number (VRN), for example when it is not known by the approved
Calibration Centre. In these circumstances, it will be possible, for the vehicle
operator, and at this time only, to enter the VRN using a Company Card prior to
using the vehicle in scope of Regulation (EC) No 561/2006. Any update or
confirmation of this entry shall only be possible using a Workshop Card via an
approved Calibration Centre.

Out of Scope

An opened “OUT OF SCOPE” condition shall inhibit the following events and
warnings:

- Driving without an appropriate card,

- Warnings associated with continuous driving time.

The main changes from 1st October 2012:

The regulation requires that in order to detect manipulation of motion data,


information from the motion sensor must be corroborated by an additional and
independent sensor capable of detecting vehicle movement. An event will be
triggered when a zero speed measurement is contradicted by motion information
from at least one independent source for more than one uninterrupted minute

The new system will also react to a magnetic field which disturbs vehicle motion
detection. In such circumstances, the vehicle unit will record and store a sensor
fault, or have a sensing element that is protected from or immune to, magnetic
fields.
