1 SC O PE
This specification covers the criteria and parameters for the Cathodic Protection System design of
the underground steel structures, such as drainpipes, potable water system, fire fighting system,
and oil pipes to be installed for RPLC Deep Conversion Project Phase II in Puerto la Cruz in
Venezuela.

Cathodic protection system shall be designed in accordance with the requirements of the latest
edition of the standards listed below, or the equivalent nationally or internationally recognized
documents for the country of installation or manufacture.
This specification shall read in conjunction with Petróleos de Venezuela, S.A. (PDVSA) Standard
HA-201.

3.1 G en eral
(1) The cathodic protection in this project consists of the implementation of the following two
systems.
- Impressed Current Cathodic Protection (ICCP)
- Sacrificial Anode Cathodic Protection (SACP)

(2) Underground small and isolated piping shall be protected by SACP and the sacrificial
magnesium anodes shall be installed at 3 meters away from the pipe.
(3) Underground large piping shall be protected by ICCP.
(4) ICCP shall be also used, if the soil conditions are aggressive.
(5) The anodes for ICCP shall be installed in vertical disposition distributed around the plant in
order to obtain effective current distribution, except for tank application.
(6) The bottom of tanks shall be protected by ICCP. The anodes for this purpose shall be MMO
(Mixed Metal Oxide) type and be installed in horizontal position under tank base at depth
between 0.3 and 1 meter. The electrodes for measurement shall be installed near the anodes

under tank base. Titanium grids anodes can be used for tank application with the approval of
PDVSA.
(7) The anodes shall be installed by considering the location of foundation and steel structure.
(8) All the cables will be installed directly in cable trench.
(9) The flange insulation kit shall be used in unions or couples for electric isolation of the cathodic
protection system to minimize the interference corrosion problems. This insulation flange shall
be selected of adequate form in dependence of the temperature, pressure, chemical resistance,
dielectric resistance and mechanical properties.
(10) The transformer rectifiers, anode junction boxes and negative junction boxes shall be installed
in non hazardous areas.
(11) For current monitor and control, distribution boxes shall be provided with shunts.
(12) Test points are defined as the locations along the protected buried metallic objects at potential
measurements which are made to evaluate the effectiveness of cathodic protection.
(13) These points shall be provided within the limits of economical and logical feasibility in sufficient
quantities and at appropriate intervals to minimize the possibility of overlooking a non-protected,
corroding portion of the buried metallic objects.
(14) If cathodic protection system is applicable to the internal surface of tanks, it shall be protected
by SACP or ICCP in accordance with characteristics of the fluids.
(15) If cathodic protection system is applicable to the vessels, it shall be protected by SACP.

3.2 C ath o d ic P ro tectio n S ystem fo r A p p licatio n A reas


The application areas that require cathodic protection system will be determined when soil resistivity
measurement record is obtained. In the same way, the cathodic protection type (ICCP or SACP) will
be determined.
Criterion for necessity of cathodic protection for underground objects is according to standard
PDVSA HA-201. In general, when soil resistivity is more or equal to 10,000 ohm-cm, cathodic
protection is not necessary.

3.3 C riteria o f C ath o d ic P ro tectio n S ystem


In order to determine the effectiveness of a cathodic protection system, it is necessary to know the
pipe to soil potential. The PDVSA HA-201 in Section 5.3 shows the different criteria that can be
taken in consideration in order to determine if the steel or cast iron structure are cathodically
protected. The criteria are quoted as follows:

External corrosion control can be achieved at various levels of cathodic polarization depending on
the environmental conditions. However, in the absence of specific data that demonstrates that
adequate cathodic protection has been achieved, one or more of the following shall apply:

 A negative (cathodic) potential of at least 850 mV while the cathodic protection is applied.
This potential is measured with respect to a saturated copper/copper sulfate reference
(Cu/CuSO4) electrode contacting the electrolyte. Voltage drops other than those across the
structure-to-electrolyte boundary must be considered for valid interpretation of this voltage
measurement.

 A negative polarized potential of at least 850 mV relative to a saturated copper/copper


sulfate reference (Cu/CuSO4) electrode.

 A minimum of 100 mV of cathodic polarization between the structure surface and a stable
reference electrode contacting the electrolyte. The formation or decay of polarization can be
measured to satisfy this criterion.

3.4 C u rren t D en sity


It is impossible to make a current drainage test, because there are not installed the steel structure at
the design stage of the cathodic protection system. Therefore, the estimation of the total current
required to prevent the corrosion in all the underground steel structure will be determined using the
following current densities:
 Steel in soil : 22 mA/m2
 Copper in soil : 80 mA/m2
 Concrete reinforcements: 8 mA/m2

3.5 T ran sfo rm er R ectifier


The transformer rectifier shall be suitable for outdoors installations and voltage controlled,
three-phase, oil cooled, with the possibility of adjusting the exit tension in 20 steps. The transformer
rectifier will include accountant of hours in operation, hot galvanized steel cabinet, easy inspection
and the maintenance, and spares for 2 (two) years of continuous operation.
The main characteristic of the transformer rectifiers are:
 Input voltage: 480 VAC, 60 Hz.
 Base mounted units will be used where appearance and/or weight are controlling
factors. Foundations for such units shall be made in accordance with Civil Project
Design Specifications.
 Rectification Element: Silicon full wave stacks will be used. The elements will be fully
protected with adequate, specially designed surge protectors and lightning arresting
device.

The impressed current anode shall be mixed metal oxide (MMO) anodes, for an expected useful life
of 20 years. These anodes shall be of canister type, with Loresco Coke backfill type and a PVC pipe
with perforation to facility the gas escape. The anode will work at a rate of equivalent current of 80%
of its nominal capacity. The manufacturer shall provide the MMO anode with 10 meters of lead cable
with # 6 AWG of conductor size.

3.7 A n o d es fo r S acrificial A n o d es C ath o d ic P ro tectio n S ystem


Magnesium anodes shall be used in the design of cathodic protection system. The expected life is
twenty (20) years. The anodes shall be pre-packed with backfill of 75% plaster (CaSO4.2H20), 20%
bentonite clay and 5% sodium sulfate (Na2SO4) and 5 meters of lead cable with # 8 AWG of
conductor size, TTU type.

3.8 C ab les
The positive and negative cables for the anodes and the returns shall be TTU for being installed
directly in trench. The cable size shall be # 6 AWG for the positive cable to anodes, # 2 AWG for the
negative cable and # 8 AWG for the test point cable.

3.9 D istrib u tio n b o x


The distribution boxes will be hot galvanized steel for outdoor use and be provided with copper bar,
bakelite plate and shunts. These boxes will be self supported and constructed for bottom cable
entry.

3.10 T est p o in t
The installation of test point of plastic material shall be incorporated into Manufacturer’s design.
Each test point is provided by 2 meter length of PVC pipe with diameter 2 inches. Additionally the
test point can be the 3 or 5 terminals to connect different cables and the test point for sacrificial
anodes shall have shunt of 0.01 ohm for monitoring the anode current.

4 T E S T A N D IN S P E C T IO N
All equipment and materials to be used for the cathodic protection system shall be factory tested as
per the manufacturer’s standard test procedure at the manufacturer’s shop. The test reports shall be
submitted to Purchaser for approval before shipment.
