This document defines the requirements of the information system to be developed, in order
to satisfy the needs of the client of the product, which is the City Hall of Santiago de Cali,
Secretariat of Public Health, Expanded Program of Immunizations - PAI.

1.1 Identification

Vaccine Information System not included in the national free scheme -SINPAI.

1.2 Overview of the document

This document defines and describes the operations, performance and quality requirements
of the Vaccine Information System software not included in the national free scheme -
SINPAI.

This document is addressed to all those involved in the development of the project, serving
as a support to make clear the functional, non-functional requirements and the different
conditions that will govern the project in all stages of its development. This specification
allows defining a framework for the realization of the proposed system.

Its purpose is to communicate the understanding of the project based on the need and
expectations of the client from his experience.

1.3 System overview

Record the information of the population that is vaccinated in the municipality of Santiago
de Cali, with biologicals not included in the free national scheme.

3 Current situation
The expanded programme on immunizations (MYP) is a joint action by nations and
international agencies interested in supporting actions aimed at achieving universal
vaccination coverage, in order to reduce mortality and morbidity rates Caused by vaccine-
preventable diseases and with a strong commitment to eradicate, eliminate and control
them. In our country is one of the priorities in public health, given its universal character,
equitable and cost-efect and cost-effective, obeying local and international health policies
within the context of social and economic globalization.

Taking into account the many activities developed in the MYP and all the information
obtained from these, we saw the need to have an information system, which has become an
essential component of any program in the area of health, being necessary for decision-
making within the processes of continuous improvement that are
they must perform in the course of their development. Therefore, and in accordance with
the current regulations of the Expanded Program on Immunization, in which it is necessary
to have a specific information system for PAI as described in Circular 18 of February 2004
and to comply with the objectives and goals proposed in Decree 3039 of 2007, the Unique
Information System for the PAI was created, called PAIWEB, in which all the information
of the population that is vaccinated with the 12 biologicals of the national free scheme was
entered, according to the guidelines of the Ministry of Health and Social Protection But this
information system does not have a broad coverage for the inclusion of information that has
to do with social investment projects, which autonomously the departments and
municipalities develop in execution of their financial autonomy, with their own resources.
Case in particular the municipality of Santiago de Cali, which annually invests an average
of $ 1,800,000,000,000,000 pesos, for the acquisition and application of vaccinations not
included in the free national scheme such as:

1. Hepatitis A for adults and children over 2 years


2. Meningococcus
3. Pneumococcus 23 valencies
4. Pneumococcus 13 valencies
5. Herpes Zoster
6. Varicella for outbreak coverings
7. Dpta A cellular
8. Hepatitis B adults

3.1 Description of the current system or situation

1. Information System of vaccines not included in the national free scheme -SINPAI, must
have the characterization of the population vaccinated according to biological, age, gender,
social security regime, stratum, commune, among other variables of characterization.

2. Must carry out the inventory of vaccines (entries, applied, to apply, losses, lots,
expiration dates).

3. Also, you must send an alert when the vaccines are about to expire or are running out.

4. The system must also be able to georeference the intervened population to identify the
vaccinated areas.

5. Must be able to export in various formats the information that is entered and generate
reports or reports of records by population, biological, among other variables of
characterization
