Subiect: Implementation of revised standard IS 12818:2010, for

Unplasticized PVC screen and casing pipes for bore I
tube well and revised STI Doc: STI/12818/3, August
2011.
This is in continuation to our note CMD-III/16: 12818 dated 17
March 2011 regarding implementation of revised standard IS
12818:2010 and revised STI Doc: STI/12818/3, August 2011.
Indian Standard IS 12818:1992 has been revised as IS 12818:2010
incorporating all amendments. In this revision, following major
modifications have been made:

. New class of pipes 'Deep Well Pipes' has been included,

. Two new sizes 35 mm and 115 mm have been included,
. Requirements for resistance to external blows at O°C, thread
dimensions, thread profile, sealing ring and opening area have been
modified, . .

. Vicat softening temperature value has been aligned with IS

4985:2000 'Unplasticized PVC pipes for potable water supplies -
Specification', and .

. Tolerances on effective and segmental lengths of pipes have been

modifiedas per current manufacturing practices.
Accordingly, draft STI DOC: STI/12818/3, June 2011 has been prepared
and approved by Competent Authority (Copy of STI available on BIS
Intranet). In.order to implement, revised standard and Scheme of
Testing and Inspection following procedure shall be adopted:
For existinq licensees:
1. Based on actual situation jn respect of the operating licences
applicability of the changes may be examined and verified if
req uired.
2. Endorsement in the license as per revised standard shall be
made after obtaining the Acceptance of revised STI.
3. Action shall be taken as per OMPC, November 2004, if the licensee
fails tQ submit the. acceptance of STI in stipulated time.

1. All new applications shall be recorded as per IS 12818:2010.

2. If any applications already recorded as per IS 12818:1992 or in
advanced stages and/or processed for GOL, in such cases an
undertaking may be obtained from the firm that the action required
to switchover to IS "12818:2010 shall be completed immediately.
RO/BOs shall ensure compliance accordingly.
Revised Indian Standard IS 12818:2010 and revised STI Doc:
STI/12'818/3 August, 2011 will be implemented with immediate effect.

RO/BOs operating more number of licences for the product are

requ.ested to send the proposal for revision of marking fee in view of
modifications of some test requirements as above.
All ROs/BOs are requested to take necessary action. STI can be
downloaded from BIS Intranet.

SCHEME OF TESTING AND INSPEalON
FOR CERTIFICATION OF
UNPLASTICIZED PVC SCREEN AND CASING PIPES FOR BORE / TUBE WELL
ACCORDING TO
IS 12818:201 0
. (Second revision)

1. LABORATORY- A laboratory shall be maintained which shall be suitably

equipped and staffed, where different tests given in the specification shall
be carried out in accordance with the methods given in the specification.

1.1 All testing apparatus shall be periodically checked and calibrated and
records of such checks/calibration shall be maintained.

2. . TESTRECORDS- All records Qftests and inspection shall be kept in suitable

forms approved by the Bureau.

2.1 . Copies of any records and other connected papers that may be required
by the Bureau shall be made available at any time on request. .
3. QUALITYCONTROL- It is recommended that as far as possible, Statistical
Quality Control (SQC) methods may be used for controlling the quality of
the product during production as envisaged in this scheme [See IS 397
(Part I)to IS397 (Part 4)J.

3.1 In addition, efforts should be made to gradually introduce a Quality

Management System as per IS/ISO9001.
4. STANDARDMARK - The Standard mark, as given in Column (1) of the
First Scl'1edule of the licence, shall be applied indelibly by stencilling /
screen printing / transfix labels / engraving provided always that the pipe
conforms to all the requirements 9f the specification. In case the mark is
applied by engraving, it shall be applied in such a manner that it does not
impair the strength and dimensional requirements of the pipe in any way.
4.1 In case of any non-confor.mity,standard mark shall be completely removed
using suitable method (s),from the pipes.
4.2 MARKINGS- In addition, each pipe shall be clearly and indelibly marked
in:
a) Red colour for RMS,PMSand CSpipes;
b) Yellow colour for CM pipe, and
c) Green colour for CD pipes and RDS pipes with the following
information:
i. Indication of the source of manufacture;

ii. Letters RMS,RDS,PMS, PDS, CS,CM or CD to denote ribbed medium

well screen pipe, plain medium well screen pipe, plain deep well
screen pipe, shallow well casing pipe, medium well casing pipe or
deep well casing pipe as applicable;
iii. Nominal diameter, in mm;
iv. Slot size, in mm;
v. Effective length of pipe, in mm;
vi. Licence No. (CM/L No- xxxxxxx);
vii. Country of the origin.

5. LEVELSOF CONTROL- The tests and inspections as indicated in Table 1

and at the levels of control specified therein, shall be carried' out on the
whole production of the factory which is covered by this scheme and
appropriate records and charts maintained in accordance with paragraph
2 above. All the production which conforms to the Indian Standard and
covered by this licence shall be marked with the,Standard Mark.
5.1 CONTROL UNIT - For the purpose of this scheme, all the pipes
manufactured as a continuous run on one machine of one size and type
of pipe from one extrusion compound to a maximum of eight hour's
duration shall constitute a control unit.

5.2 RETESTS - All the pipes taken for test shall satisfy the requirements of the
specification for acceptance of the control unit. If any pipe fails to satisfy
the requirements of any test, another sample consisting of tWice the
number of pipes tested initially, shall be taken from the same control unit
and tested. Ifthere is any failure to satisfy the requirements of test on these
samples, control unit from which the pipes have been selected shall not be
marked with standard mark.

5.3 In respect of all other clauses of the specification and at all stages of
manufacture, the factory shall maintain appropriate control and checks to
ensure that their product conforms to the various requirements of the
specification.

6. REJECTIONS- A separate record shall be maintained giving information

relating to the rejection of the production not conforming to the
requirements of the specification and the method of its disposal. Such
material shall in no case be stored together with that conforming to the
specification.

7. SAMPLES- The licensee shaH supply, free of charge, the samples required
in accordance with the Bureau of Indian Standards (Certification)
Regulations, J988, as subsequently amended, from the factory or
god owns. The Bureau shall pay for the samples taken by it from the open

8. - Whenever a complaint is received soon after the goods
REPL,ACEME,NT
with Standard Marks have been purchased and used, and if there is
adequate evidence that the goods have not been misused, defective
goods or their components are replaced or repaired free of cost by the
licensee in case the complaint is proved to be genuine and the warranty
period (where applicable) has not expired. The final authority to judge the
conformity of the product to the Indian Standard shall be with the Bureau.
The firmshall have complaint investigation system as per IS/ ISO 10002.
9. STOP MARKING- The marking of the product shall be stopped under
intimation to the Bureau if, at any time, there is some difficulty in
maintaining the conformity of their product to the specification, or the
testing equipment goes out of order. The marking may be resumed as
.soon as the defects are removed under intimation to the Bureau.
9.1 The marking of the product shall be stopped immediately if directed to do
so by Bureau for any reason. The marking may then be resumed only
after permission by the Bureau. The information regarding resumption of
markings shall also be sent to the Bureau.

10. PRODUCTION DATA - The licensee shall send to BISas per the enclosed
Proforma-1 to be authenticated by a Chartered Accountant a statement of
quantity produced, marked and exported by him and the trade value
thereof at the end of each operative year of the license.
