MINISTER OF COMMUNICATION OF THE REPUBLIC OF INDONESIA,

Considering: a. Government Regulation No.56 of 2009 on Railway organization


stipulated the responsibilities of the Railway Infrastructure organizer
to perform maintenance of railway infrastructures.
b. that based on the above consideration, it is deemed necessary to set
up a new Ministerial Decree on Railway Infrastructure Maintenance.
Referring to: 1. State Law No.23 of 2007 on Railway (2007 State Publication No.65,
additional State Publication No.4722);
2. Government Regulation No.56 of 2009 on Railway Operation (2009
State Publication No.129, additional State Publication No.5048);
3. Presidential Decree No.47 of 2009 on Formation and Organization of
State Ministries;
4. Presidential Decree No.24 of 2010 concerning Position, Tasks and
Functions of State Ministries and, Organization Structure, Tasks and
Functions of First Echelon in State Ministry;
5. Ministerial Decree No. KM.60 of 2010 on Organization and Procedures
in Ministry of Communication;

DECIDES:
To enact: MINISTER OF COMMUNICATION DECREE ON RAILWAY
INFRASTRUCTURES MAINTENANCE

CHAPTER I
GENERAL CONDITIONS
Article 1
In this Ministerial Decree, what is meant by:
1. Railway is an integrated system consisting of infrastructures, rolling-
stocks, human resources, norms, criterions, conditions and procedures
to organize railway transportation.
2. Train is railway self-powered rolling-stocks or unpowered rolling-stocks
attached to other rolling-stock running on the track in railway operation.
3. Railway Infrastructures cover railway track, railway stations and
facilities to enable train operation to be performed.
4. Railway Infrastructures Operator is the party responsible to operate
railway infrastructures.
5. Railway Line is a path consisting of connecting railway track
segments which cover track usage section, track possession section,
and track observation section, the space over and under the track used
for train operation.
6. Railway Track is a construction made of steel, concrete or other
material constructed on surface, under or above the ground, or
suspended including all required equipment purposed to guide the train
movement.
7. Railway Station is a building where trains depart and stop.
8. Railway Operation Facility is all facility required to perform Railway
Operation.
9. Railway Technical Requirements is a technical regulation to be
applied as technical specification standard for Railway Infrastructures.
10. Railway Infrastructures Maintenance is activities performed to
maintain the reliability of railway infrastructures to be operated.
11. Railway Infrastructures Maintenance Personnel is qualified
personnel authorized to carry out Railway Infrastructures Maintenance.
12. Minister is the Minister responsible for Railway.
13. Director General is the Director General responsible for Railway.

CHAPTER II
TYPES OF RAILWAY INFRATRUCTURES MAINTENANCE

Article 2

Every Railway Infrastructures Organizer is responsible to perform maintenance on the


railway infrastructures operated in order to maintain the reliability.

Article 3

Railway infrastructures mentioned in article 2 including:


1. Railway Line;
2. Railway Station; and
3. Railway Operation Facilities.

Article 4

(1) Railway infrastructures maintenance mentioned in article 2 should be performed


according to guidance set by the operator of railway infrastructures based on the
types of the infrastructure.

(2) Maintenance guidance mentioned in verse (1) is established based on standards


and procedures of railway infrastructure maintenance approved by the Director
General.

Article 5

Maintenance guidance mentioned in article 4 covers at least:


a. Types of maintenance;
b. Method of maintenance;
c. Personnel; and
d. Equipment
.

Article 6

(1) Maintenance of railway infrastructures mentioned in article 3 should be performed by


certified competence personnel using appropriate equipment according to
infrastructure type
(2) The Operator of Railway Infrastructures should provide all equipment required for
maintenance activities

CHAPTER III
MAINTENANCE STANDARDS AND PROCEDURES

Part One
Railway Line

Article 7

Railway line mentioned in article 3 point a covers:


a. Railway Track;
b. Railway Bridge; and
c. Railway Tunnel

Article 8

(1) Maintenance for railway line mentioned in article 7 covers:


a. Periodical maintenance; and
b. Rehabilitation to restore the infrastructure functions
(2) Periodical maintenance mentioned in verse (1) point a, could be a preventive action
and/or replacement according to infrastructures technical life time which is carried
out:
a. Daily
b. Monthly;
c. Annually.
(3) Rehabilitation to restore the infrastructure functions mentioned in verse (1) point b is
a corrective actions categorized into:
a. Class A (severe)
Repair or replacement of material, components or system that obstruct train
operation
b. Class B (moderate)
Repair or replacement of material, components or system that may obstruct
train operation
c. Class C (simple)
d. Repair or replacement of material, components or system that do not obstruct
train operation

Article 9

(1) Track maintenance is carried out to maintain track condition according to


predetermined track quality index as operation standards in serving railway rolling
stock
(2) Components of railway track mentioned in verse (1) consist of
a. Roadbed;

b. Subgrade;
c. Sub-ballast;
d. Ballast;
e. Sleepers;
f. Rail fastening;
g. Rail; and
h. Switch and turnout.

Article 10

(1) Maintenance of railway bridges is carried out to maintain bridges in good and safe
condition in order to be functioned sustainably in accordance with the designed axle
load and speed.

(2) Railway bridge mentioned in verse (1), according to material used, is categorized
into:
a. Concrete bridge;
b. Steel bridge; and
c. Composite bridge.

(3) Railway bridge mentioned in verse (2), according to construction segment, is


categorized into::
a. Bridge super structure;
b. Bridge sub structure; and
c. Protective structure;

(4) Railway bridge mentioned in verse (3) can be equipped with supporting facilities of :
a. Inspection walkway;
b. Shelter; and/or
c. Cable duct.

Article 11

(1) Maintenance of railway tunnels is carried out to maintain the condition of the tunnel
to be well and safely functioned for sustainable operation according to the designed
loads covering:
a. Soil and rock above the tunnel (overburden);
b. Dead load and live load;
c. Water pressure;
d. Earthquake; and
e. Other loads imposed to the tunnel.

(2) Components of Railway tunnel mentioned in verse (1) covering:


a. Portal;

b. Invert;
c. Wall; and
d. Supporting facilities.

Article 12

Example of railway track, bridge, and tunnel maintenance guidance is presented in


Annex 1 of this regulation.

Part Two
Station Building

Article 13

(1) Maintenance of station building is carried out to maintain the condition of the building
to be well and safely functioned for sustainable operation according to its allocation
and function.
(2) Station building mentioned in verse (1) covers:
a. Structure;
b. Supporting facilities, including:
1) Electrical installation;
2) Water installation; and
3) Fire extinguisher
c. Platform
(3) Maintenance of station building mentioned in verse (2) is carried out according to
rules stipulated in building and structure regulations.

Part Three
Railway Operation Facilities

Article 14

Railway Operation Facilities includes:


a. Signaling equipment;
b. Telecommunication equipment; and
c. Electrical installation.

Article 15

(1) Maintenance of signaling equipment is carried out to maintain the condition of


signaling equipment to be well and safely functioned for sustainable operation
according to its technical requirements.
(2) Signaling equipment mentioned in verse (1) covers:
a. Signal;

b. Sign;
c. Markers; and
d. Supporting equipment.

Article 16

(1) Maintenance of telecommunication equipment is carried out to maintain the


condition of telecommunication equipment to be well and safely functioned for
sustainable operation according to its technical requirements:
(2) Telecommunication equipment mentioned in verse (1) covers:
a. Telephone;
b. Voice recorder;
c. Transmitter;
d. Power supply;
e. Protective system; and
f. Auxiliary equipment.

Article 17

(1) Maintenance of electrical installation is carried out to maintain the condition of


electrical installation to be well and safely functioned for sustainable operation
according to its technical requirements.

(2) Electrical installation mentioned in verse (1) covers:


a. Electrical power supply; and
b. Electrical power transmission Electrical power device

Article 18

(1) Guidelines for Maintenance of Railway Operation Facilities is prepared with


reference to the Manufacturer Manual Book.

(2) Guidelines for Maintenance mentioned in verse (1) should incorporate maintenance
forms presented in Annex 2 of this regulation.

CHAPTER IV
MAINTENANCE REPORT

Article 19

(1) Railway Infrastructure Operator is required to report the implementation of


maintenance activities to the Director General of Railway at least once a year.

(2) Maintenance report mentioned in verse (1) shall be evaluated by the Director
General of Railway to be used as supporting data in awarding periodical test
certificate.

CHAPTER V
TRANSITIONAL PROVISIONS

Article 20

Within a period of maximum 2 (two) years after this regulation applies, Railway
Infrastructure Maintenance Standards and Procedures should conform to requirements
stipulated in this regulation.

CHAPTER VI
CLOSING CONDITION

Article 21
The Director General oversees the implementation of this regulation.

Article 22

This regulation is in force on the date of assignment to be ratified and published in the
State Publication of the Republic of Indonesia.

RAILWAY TRACK MAINTENANCE

GUIDELINES

The Railway Track Maintenance Guidelines is established as a model for the Railway
Infrastructure Operator in setting up Guidance for Railway Track Maintenance which, in
principle, is to ensure the railway infrastructure feasibility to operate.

1. General Provisions
Maintenance is the activities conducted to maintain railway infrastructure reliability
for operation.
Railway Track Maintenance Guidelines is prepared as a maintenance reference
purposed to assess the operation feasibility of railway infrastructures.

2. Railway track maintenance covers:


a. Periodic maintenance:
1) Daily maintenance
2) Monthly maintenance
3) Annual maintenance
b. Repair to restore functions

3. Periodical maintenance could be a preventive action and/or replacement according


to infrastructures technical life time
A. Daily maintenance
1) Track Geometry
a) Track Clearance
- Maintenance of track clearance is carried out to keep the train
operation free of hindrance and obstruction
- Scope of track clearance maintenance:
 Clearing track clearance envelope from any obstruction
- Tools used:
 Visual observation
 Cleaning apparatus
- Personnel required:
 Maintenance workers
- Maintenance procedure:
 Removing all object probable of obstructing train operation
b) Rail joints

- Maintenance of rail joints is carried out to maintain rail joint in good
condition and reliable for smooth train operation
- Scope of rail joint maintenance:
 Tightening of joint bolts
- Tools used:
 Visual observation
 Wrench
- Personnel required:
 Maintenance workers
- Maintenance procedure:
 Observation of individual rail joint either in straight or curve
 Tighten the loose bolts

2) Track Components
a) Rail fastening
- Maintenance of rail fastening is carried out to maintain rail fastening in
good and reliable condition
- Scope of rail fastening maintenance:
 Visual observation of rail fastening system
 Repair on rail fastening
- Tools used:
 Visual observation
 Hammer
- Personnel required:
 Maintenance workers
- Maintenance procedure:
 Observation of rail fastening system
 Tighten the loose fastening using hammer
 Record and report missing fastening

B. Monthly maintenance
1) Track Geometry
a) Track Clearance

b) Track lining and levelling
- Maintenance of track lining and levelling is carried out to maintain the
track condition to be operated in accordance to the designed speed.

 Track gauge
 Track levelling
 Vertical Curve
 Track clearance
- Tools and equipment used
 Light Mechanical maintenance tools:
o Generator, Hand Tie Tamper with cable
o Lifting Jack
o Lifting reader/ruler, nylon cord, binoculars, and target board
o Levelling gauge and chalk
o Ballast scrapper (made of steel wire)
o Iron Hammer
o Rail screw fastener

 Manual maintenance tools:


o Lifting Jack

o Rail screw fastener

- Personnel required:
 Maintenance workers
- Maintenance procedure:
 Lifting in straight track
o Overall lift: reference points are systematically lifted by 5 to 10
mm
o Selective lift: without lifting the reference point
o Joint lift: limited to sleepers adjacent to the joint
 Conditions required for lifting:
o Correction should be made when the difference of measured
value and theoretical value > 7 mm.
o If the twist (between 2 points with 3 m distance) measured
value is greater than twist allowed value than corrective action
is required.
 Maximum lifting is 30 mm
If more than 30 mm lifting is required, it should be carried out
gradually providing a stabilizing period in between.
 Lifting ramp
o Temporary ramp: arranged on area to be tamped for comfort
and safety purposes by providing ramp of max. 2 mm/sleeper.
o Fixed ramp: arranged on already tamped area and each end
of tamped and lifted area by providing ramp of max. 1
mm/sleeper.

LIFTING AREA

 More attention should be pain on twist occurrence while executing


track lifting.
o Twists occur not only in curve but also in straight
o Twist is difference in height between two points distanced 3 m
or 6 consecutive sleepers (with 60 cm spacing)
o This fault is dangerous and can cause derailment when
combined with other poor condition like axle rigidity and swing
motion.
c) Rail joints
- Maintenance of rail joints is purposed to maintain the strength of track.
- Scope of maintenance:
 Inspection of fish plate condition
 Inspection of joint weld condition
 Inspection of sleepers condition that support the joint
 Inspection of ballast and roadbed
 Inspection of insulated Rail Joint

- Tools used:
 Wrench

 Ultrasonic rail flaw detector
 Ballast scrapper

- Personnel required:

e) Curve
- Curve maintenance is purposed to maintain the curve conform to its
design condition which tends to shift due to centrifugal force imposed
by passing trains.
 The principle of track maintenance in curve is equal to that in
straight track, both are purposed to make the track straight and
flat.
 Hereinafter is the distinctive meaning of straight and flat in curve:
o Straight: rail direction is diverted according to appropriate
radius of curve which is in practice defined as versine
o Flat: outer rail is lifted according to predetermined cant

- Scope of maintenance:
 Twist
o The four wheels of a bogie constitute a plan
o If at one point the rail subsidize due to defect in lifting, the
wheel at that point will not touch the rail as the wheel will stay
in a plan with the other three wheels of the bogie
o This fault is dangerous and can cause derailment when
combined with other poor condition like axle rigidity and swing
motion
o Twist is difference in height between two points distanced 3 m
or 6 consecutive sleepers (with 60 cm spacing), but in
transition curve the cant varies according to the following

Widening the track gauge is carried out by shifting inner rail

o Measure the versine value by stretching 20 m nylon cord
between two points

- Switch and turnout constitutes a vulnerable point in railway track
system, attention should be paid in order to:
 Maintain the switch and turnout components in exact position, no
damage and safe for train to pass
 Identify as early as possible any deviation, defect, and missing
component for immediate corrective action

- Scope of maintenance:
 Tongue section (stock rail, tongue, connecting bar/coupler,
retracting handle, clamp, points lever, insulator, blade butt, blade
slider, tangent bolt, sleepers along the blade)
 Frog section (Frog, guard rail, stock rail with its spine and bolt,
sleepers from blade tip to frog butt, base plates)

- Tools used:
 Jack
 Elevation meter
 Ruler, measuring tape
 Hand Tie Tamper

- Maintenance procedures:
 Tongue section
o Measure the distance between open blade to stock rail
o Clamp should be square to blade
o Both blades should be square to stock rail
o Blade bottom should be tight to the slider
o Track gauge in blade tip and stock rail end should conform the
type of switch construction
o Fit tangent bolt correctly, incorrect fitting may influence track
gauge

 Frog section
o Inspection of dimension and tolerance against predetermined
dimension and tolerance

 Switches and turnouts maintenance should be carried out in


coordination with parties responsible for related operation facilities.

c. Sleeper maintenance
- Sleeper maintenance is purposed to maintain sleeper function
conform to its predetermined design.
- Scope of maintenance:
 Inspection of sleeper overall condition
 Inspection of sleeper spacing
 Inspection of sleeper squaring

- Tools used:
 Ballast scrapper
 Basket
 Hammer
 Clip puller
 Crowbar

- Personnel required:
 Foreman
 Worker

d. Rail fastening maintenance


- Rail fastening maintenance is purposed to maintain rail fastening
function conform to its predetermined design.
- Scope of maintenance:
