Dear Sir,
At the outset, we thank you for having a successful 1st Project Review Meeting from 4-
th
6 July 2017 at New Delhi, India, wherein, we are able to discuss and agree on some of the
major agenda’s. As discussed during the meeting, BHEL has mobilised site office at project site
and deployment of initial manpower has already been started.
As you are aware, BHEL have already posted its Project Manager at Dhaka, Bangladesh and
Site Manager at Rampal site. During our discussions with various authorities in Bangladesh, we
have learnt that in-line with local laws in Bangladesh, all foreign companies operating in
Bangladesh are required to appoint minimum 5 (five) local people for every foreign national
employed in Bangladesh (Local expat ratio requirement).
As you are aware that, 2 x 660 MW Maitree Super Thermal Power Project is one of the first
large size coal fired power station in Bangladesh and is being designed and developed with
modern Once Through Ultra Supercritical Technology and latest environment friendly
technologies. Adoption of such advanced technology including highly efficient emission control
measures will make it one of the most environmentally benign power project, Implementation of
such advanced technology requires highly skilled and experienced manpower for execution of
power plant. This being first Once Through Ultra Supercritical coal fired power station in
Bangladesh, makes availability of skilled and experienced manpower in Bangladesh very
difficult.
In view of the above, BHEL will be required to bring manpower from outside Bangladesh and
hence, will not be able to meet BIDA’s requirement of appointing minimum 5 (five) local people
for every foreign national employed in Bangladesh.
In view of the above, we would like to request you to recommend BIDA/other concerned
agencies in Bangladesh for exemption of Local expat ratio requirement for BHEL in this project.
