About CEA
Central Electricity Authority (CEA) is a Statutory Body constituted under the erstwhile Electricity (Supply) Act,
1948, hereinafter replaced by the Electricity Act, 2003, where similar provisions exists. The Central Electricity
Authority prepares National Electricity Plan in accordance with the National Electricity Policy and notifies such plan
once in five years. Any generating company intending to set-up a hydro-generating station also requires the
concurrence of the Central Electricity Authority.
In addition to this, CEA advises the Central Government on the matters relating to the National Electricity Policy,
formulates short-term and perspective plans for development of the electricity system and
co-ordinates the activities of the planning agencies for the optimal utilization of resources to sub serve the interests of
the national economy and to provide reliable and affordable electricity for all consumers. CEA also specifies the
technical standards for construction of electrical plants, electric lines and connectivity to the grid, the safety
requirements for construction, operation and maintenance of electrical plants and electric lines, the Grid standards
for operation and maintenance of transmission lines, the conditions for installation of meters for transmission and
supply of electricity. CEA promotes and assists in the timely completion of schemes and projects for improving and
augmenting the electricity system and also promotes measures for advancing the skill of persons engaged in the
electricity industry.

About CPRI
Central Power Research Institute (CPRI) set up in 1960 by the Government of India, functions as a National
organization for applied research in power sector and also serves as an Independent Laboratory for testing and
certification of power equipment. CPRI is a member of STI (Short Circuit Testing Liaison) of Europe and is
accredited by M/s ASTA of UK. CPRI also provides consultancy services on various facets of power sector. CPRI
has expertise in the area of Simulation, Diagnostics, System Analysis and Testing. CPRI laboratories have modern
equipment needed for Power system simulation, Short circuit testing, Diagnostics of equipment, Materials
engineering, Seismic qualification etc. CPRI has experienced faculty in different subjects of power sector with
practical experience in their areas of interest as well as extensive experience in presenting courses/seminars.
Over the period, CPRI officers have gained lot of practical knowledge concerning to testing and operational problems
of the industry. CPRI is a leading provider of Training and Continuing Education to Utilities, PSUs across the
country for the past 50 years.

About the National Conference


India is vulnerable, in varying degrees to a large number of natural as well as man-made disasters. 38.6% of its land
mass is prone to earthquake of moderate to high intensity, over 12% of land is prone to floods and river erosion. Of the
7516 kms, long coastal line, around 5700 kms is prone to cyclones and tsunami and 68% of the cultivable area is
vulnerable to drought and hilly areas are at risk from landslides and avalanches and vulnerability to crisis/disaster
situations due to chemical, biological, radiological and cyber-attacks also exists.
Electricity is the lifeline of the economy as well as of the society. Power supply is the major input for the social and
economic welfare of the society of any country. Any disruption in the supply of electricity causes not only loss to the
economy, but also creates hardship to human beings, as every aspect of human life is connected with electricity.
The Power sector, which is one of the major critical infrastructures, gets affected due to any kind of disaster and thus
leads to disruption in the generation, transmission and distribution of electricity. Power System operations and
control was initially local, including automated isolation and concentrating on continuity/reliability of the system &
of supply. However with the introduction of Information & Communication Technology (ICT) based Control
Systems, efficiency, reliability and operational flexibility of Power System has increased many folds. These control
systems like SCADA/EMS can be operated in isolation and also in connected mode with corporate network as well
as internet. The result is exposure of the Power Systems controls to cyber space and thus becoming vulnerable to
Cyber Attacks.
The operation of critical electrical infrastructure in India may be at risk due to increasing cyber incidences that may
impact normal operations. The electrical infrastructure depends on electronic control systems for its operation.
Cyber-attacks are increasing threats to the control systems used in the critical infrastructures in the world today.
Cyber-attacks may not be as easily identified and many of the attacks may go unnoticed even to the companies for
long periods of time. Even though the resources and tools for cyber-attacks are becoming more commonplace and
readily available, companies that own and operate or make up the critical infrastructures are often unaware of the
problem and may have poor cyber security designs and weak protection.
Smart grids will also change the institutional map of the power sector, creating a new ecosystem of players extending
well beyond today’s network of system operators, distributors/retailer and end-users. However, opening the
electricity system to third party innovation will require dealing with new issues such as interoperability, cyber-
security and consumer privacy.
It, therefore, becomes extremely important to evolve crisis / disaster management plan to restore the generation,
transmission, and distribution of power to the affected areas in the shortest possible time. The administrative
response to disasters has been by and large the responsibility of the state governments. Intervention of the Central
Government is sought in the case of disasters of large proportions. As disaster management is a multi-disciplinary
process, all central Ministries and Departments have key role in the field of disaster management.
Roles/responsibilities of various Central/State departments and utilities in disaster management are as per
provisions of Disaster Management Act 2005 and National Policy on Disaster Management 2009.
The Utilities associated with generation, transmission, load dispatch and distribution of electricity are required to
prepare the crisis management plan indicating the emergency/ crisis situation to which their plants are vulnerable
and detailed action plan for effectively handling such situation in shortest possible time with minimum losses to life
and assets.
The objective of conference is to sensitize the utilities to share their experiences in dealing with crisis situations and
steps/measures which could be adopted for such emergency condition.
A few case studies on various types of emergency situation in power sector giving details of action taken during and
post crisis period and strategy adopted to avoid reoccurrence of such incidents would be deliberated in the
conference.

This is a non-residential programme, therefore, participants may make their own arrangements for travel and
