Coking Coal Prices Slide on Erosion of Demand

By Indu Bhusan Nath / Posted on Oct 04, 2017 00:00

Nil market activity in China due to festive holidays and the efforts of the Chinese government to lower steel production in that country have acted as the twin factor for dampening the
Coking Coal market atmosphere in Australia.

Steel production will decline in China as the government of that country has mandated production cuts. In the first phase of the production cut, steel production will be halved in
Tangshan, the largest steel producing city, situated at the north eastern region of China. In the city, steel production will be lowered by 20 MnT, equivalent to approximately 7.5% of the
entire steel production in that country. According to the government orders, similar production cuts will also be implemented at Shijiazhuang, Anyang, and Handan--the other steel
producing cities in China.

The warranted steel production cuts have resulted in prevalence of a bearish sentiment among the steel makers in that country; as such demand for Coking Coal moderated in
Australia, the main import market for Chinese steel mills.

Offers for the Premium HCC have declined by around USD 8.5/MT to around USD 189.50/MT FoB Australia over the week-ago offers. However, offers for the 64 Mid Vol HCC have
remained almost steady at around USD 153.05/MT FoB Australia in comparison with the offers in the week last.

For Indian buyers, these offers translate into: USD 202.70/MT and USD 166.25/MT respectively on CFR India basis.

In the meantime, the Hay Point Terminal's berth no. 1 is being idled for maintenance until 4Nov'17.

The Department of Planning and Environment of the Australian government has recently allowed limited mining operations to commence at the Appin coal mine, owned by South32.
The department had in May'17 ordered closure of the mine for carrying out investigations on high levels of gas concentrations in the mine.

MCL Cut Down Coal Supplies to Non-power Sector for Oct'17

By Abdul Sayeed / Posted on Oct 03, 2017 00:00

In the wake of domestic coal shortages, Mahanadi Coalfields Ltd (MCL) has decided to regulate coal supplies to Non-power sector, in order to allocate more coal to the power
consumers.

The company has notified its Non-power consumers (which procure coal through FSA, FSA through LOA route and Linkage Auction FSA) that it will allocate only 80% of the MSQ
(Monthly Scheduled Quantity) for the month of Oct'17, and have asked them to acquire coal accordingly.

CIL's coal production had increased 3% M-o-M to 37.6 MnT in Aug'17, after witnessing a two months drop. However, the marginal increase in output was not enough to meet the
requirements of power plants and coal stock started to deplete drastically.

As on 28 Sep'17, the total coal available at India's power plant is 8.73 MnT, enough for 6 days of power generation. Moreover, 20 plants are having critical coal stock of less than 7
days.

In the backdrop of limited stock, CIL had decided to increase coal supplies to power sector. MCL, whose production had recorded negative growth of 3.8% Y-o-Y during Apr'17-Aug'17,
had also offered additional coal to the extent of 5% of the Annual Contracted Quantity (ACQ) to the power plants during Sep'17 from its Basundhra, Hingula and Lingaraj coal mines.

Beside, the company had also withdrawn 0.15 MnT coal quantity offered from Kulda colliery, from the total 0.977 MnT quantity reserved for Sep'17 spot auctions, to preserve more coal
for power sector.

Daily News Letter as on 05 Oct 2017 5/15

The measures taken by the government to revive coal stock at power plants, is not coming handy for sponge sector whose struggle for coal continues. Beside the domestic coal
shortage, the sponge manufacturers are also affected by higher imported coal offers. Offers for South African 5500 NAR coal, mostly preferred by Sponge manufacturers, was
assessed at USD 73/MT, FoB Richards Bay.

Given the robust demand for steel in the country, the rise in raw material cost would eventually passed on to the consumers, unless CIL should raise its coal productivity soon.

Petcoke Prices Rises by INR 950/MT in India on International Supply Tightness

By Indu Bhusan Nath / Posted on Oct 03, 2017 00:00

In line with the speculations, Petcoke prices in India have risen abruptly, mainly driven by the severe supply constraints in the key international regions.

With effect from 1Oct'17, Reliance Industries Limited (RIL), the largest producer in India, has hiked its ex-works price by INR 950/MT to INR 8,100/MT. As a matter of fact, RIL's prices
are the benchmarks in India.

The steep upward price revision was the outcome of the prevalence of severe supply tightness in the key international markets.

There is no supply of Petcoke from USA and Saudi Arabia for Oct'17 loading. In USA, several refineries have suspended operations in recovering from the devastations caused by the
Harvey hurricane, which had occurred at Texas in the US on 25Aug'17. Supply of Petcoke has been cut-off as a result. In Saudi Arabia, supplies have exhausted due to the strong
global demand, which had shifted towards the Middle Eastern country due to the supply disruption in the US. Supplies from the two international markets are expected to resume in
Nov'17.

Offers for Petcoke from the two key international markets have moved up significantly for Nov'17 loadings.

Offers for Petcoke (6.5% Sulphur) from USA for loading in Nov'17 have gone up to around USD 104/MT CFR India; and offers for Petcoke(9% Sulphur) from Saudi Arabia also have
risen to around USD 99/MT CFR India for loading in Nov'17.

Source : CoalMint Research

In India, domestic purchases have become remarkably stronger, apparently due to the supply disruption in the international markets. The strong demand for Petcoke in the country has
arisen as a result of the user-industries running at high rates.

IMPORTS
During the 1-20 Sep'17 period, around 0.58 MnT of Petcoke had landed at Indian ports, according to the data compiled by CoalMint Research.

CIL Achieves Coal Production Target for Sep'17
By Abdul Sayeed / Posted on Oct 03, 2017 00:00

India's largest coal miner, Coal India Ltd (CIL) has achieved its monthly coal production target for Sep'17, however, the company fell short of its half year production target for FY18 by
11.43 MnT.

CIL's coal production stood 38.77 MnT in Sep'17, against the set target of 38.22 MnT for the month. Coal Production increased 3% M-o-M compared with 37.6 MnT in Aug'17.
However, the company failed to achieve its half yearly target for FY18 (Apr'17-Sep'17), as it managed to produce 231.87 MnT coal against the target of 243.30 MnT set for the period.

Due to low demand from Power sector, CIL had earlier cut down its monthly coal output in order to clear off its excess coal stocks. As a result, the total coal output for the half year
period in FY18 has shown only a minor growth of 0.8% Y-o-Y to 231.88 MnT compared with 229.82 MnT produced during the same period in FY17.

While, Coal offtake during the half year period (Apr'17-Sep'17) has increased 8% Y-o-Y to 269.02 MnT compared with 248.88 MnT in Apr'16-Sep'16. Coal offtake had outshined coal
production for the straight sixth month in FY18, which remained almost constant at 43.58 MnT in Sep'17 on the monthly basis.

Eventually, declining coal stocks at power plants forced CIL to raise its monthly production, which has reportedly increased for the second consecutive month in Sep'17.

Subsidiary-wise Performance during H1 FY18:

Mahanadi Coalfields Ltd (MCL) edged out SECL to become the top coal producer during the half year period of FY18. While, only three subsidiaries namely CCL, NCL and NEC
managed to achieve their production target for the period.

In terms of Total Coal Offtake, SECL was the top performing subsidiary followed by MCL, NCL, CCL and WCL.

Japan: Coal Imports Down 2% M-o-M in Aug'17

By Abdul Sayeed / Posted on Sep 29, 2017 00:00

Japan's coal import has fell by 2% on the monthly basis to 16.77 MnT in Aug'17, according to the customs data. The country had imported 17.17 MnT coal in Jul'17. While, on the
yearly basis, Japan has recorded 6% growth in Aug'17 coal imports compared with 15.87 MnT in Aug'16.

Coal has always been an important part of Japan's energy mix, but its dependence increased dramatically after the Fukushima nuclear disaster. The accident caused sudden closure
of nuclear plants; consequently coal-fired plants had to increase their generation in order to meet the energy demand in the country.

Since, the country lacks sufficient domestic coal availability for power generation, they had to procure coal requirement through imports. Total coal import in CY17 (till Aug) has
increased 2% Y-o-Y to 131.29 MnT compared with 128.23 MnT during Jan'16-Aug'16 period.

Grade-wise Coal Imports:

Import of majorly preferred Non-coking coal has increased 2% M-o-M to 11.69 MnT in Aug'17 compared with 11.43 MnT in Jul'17. During the same period, Coking coal imports fell 6%
M-o-M to 3.19 MnT.

While, Imports of the other major coal grades (Anthracite, Met Coke, and Pet Coke) have recorded growth during the month in Aug'17.

Major Coal Exporters:

Australia remained the top coal exporter to Japan in Aug'17, followed by Indonesia, Russia, Canada and China.

Australian coal export rose 4% M-o-M to 10.18 MnT in Aug'17, besides increasing 13% Y-o-Y compared with 9 MnT in Aug'16.

Indonesia recorded 23% decline in monthly coal export to Japan. The country had supplied 2.54 MnT coal in Aug'17 against 3.3 MnT in Jul'17. Exports were also down 16% Y-o-Y
compared with 3.01 MnT in Aug'16.

Russia was the third-largest coal exporter in Aug'17. Coal export from Russia was 9% down on the month to 1.65 MnT in Aug'17, which was still 9% higher on the year compared with
1.52 MnT in Aug'16.
