PROMOTION POLICY
PRESCRIBED MINIMUM LENGTH OF SERVICE
Prescribed length of service For Promotion to posts in BPS
5 years in BPS 17 & Above BPS 18
12 years in BPS 17 & Above BPS 19
17 years in BPS 17 & Above BPS 20

Half of the service in BS-16 and one fourth in BPS lower than 16, if any, shall be counted
as service in Basic Scale 17 for promotion to BPS-18

Failing to undergo mandatory training in spite of two time nominations shall stand
superseded if it was not for the reasons beyond his control.

PANEL OF SENIOR MOST OFFICERS


 Panel of 2 senior most officers for each vacancy for promotion to BS-18 & 19.
 panel of 3 senior most officers for promotion to BS-20 & 21
 Securing requisite score is recommended for promotion.
 Superseded if failed to secure & next is considered for promotion.

• A total 35 marks for training evaluation.

• 21 marks @ 60% for training in existing & 14 marks @ 40% in preceding BPS.
 For calculation of CEI in respect of teachers, doctors, professors, research
scientists and incumbents of purely technical posts for promotion within their own
line of specialization who are not required to undergo mandatory training under
this policy, 70% marks assigned to the quantified score of PERs and 30% marks
at the disposal of the PSB
OUTSTANDIG PER/ACR
 For exceptional performance
 Not exceed 10% of officers reported on.
 No printing in PER form while rating as “outstanding” draw another box, initial
and write outstanding on descriptive side.
 Convincing justification--to be rated sparingly.

 Consider for promotion.
 Inform to actualize within own cadre.
 Not to go back immediately after promotion. At least two years stay.
 If declines, actual promotion when returns to parent cadre.

NOMINATED FOR HIGHER STUDIES OR TRAINING ABROAD
 Consider for promotion along with other.
 Appointed formally not actually.
 No financial benefit of the next below rule.

training.

NO CONSIDERATION FOR PROMOTION


 Probationer after promotion in their existing B.P.S

 If Initially appointed in other Deptt; but retaining lien in parent Deptt;,


 If returns to parent deptt; consider after earning one calendar PER.
 If resigned, no matter resignation has yet to be accepted.
 If superseded until he earns one PER for one full year.
DEFERMENT OF PROMOTION
 Not completed mandatory training or passed departmental exam;
 Pending Disciplinary proceedings
 PER dossier is incomplete
 Non availability of document required by PSB/DPC for determining suitability for
promotion for reasons beyond his control.
 Consider for promotion as soon as reasons for deferment cease to exist.
CONSIDERATION FOR PROMOTION IN CASE OF SUB-JUDICE SENIORITY
 Conditional i.e subject to final order of Court.
 if gets senior to already promoted officers consider for promotion by the board
from the date junior got promoted.
 If expires/retires & seniority is restored, consider for proforma promotion with all
financial benefits.
 Juniors promoted on sub-judice seniority, assigned seniority as per final court
orders & reverted if there is no vacancy.
OTHER CASES OF CONSIDERATION FOR PROMOTION
 If inadvertently omitted due to clerical error & superseded, consider as soon as
mistake is noticed.
 If seniority correctly determined or exonerated of the charges or his PER
dossier is complete, or inadvertent omission comes to notice, is considered by
PSB/ DPC &, deemed to have been cleared for promotion along with officers
junior to him considered in earlier meeting of PSB/DPC.--Seniority remain intact.

EFFECT OF PROMOTION
 Promotion with immediate effect.
 Recommendations by PSB/DPC not approved by competent authority within 6
months, would lapse--Placement before PSB/DPC afresh.

NOTIONAL PROMOTION
 If retired /expired) after recommendation of PSB/DPC, but before its approval by
competent authority, promotion deemed from date of recommendation.
 Pension as per pay which they would have received had they not retired/expired

PROMOTION DURING LPR


 LPR is type of leave
 Continues to be government servant and can be recalled to duty
 Considered for promotion against a higher post during LPR.
