EXECUTIVE SUMMARY

The Bottom-Up Budgeting (BUB) considers the prioritization of

poverty reduction in rural and urban areas of Davao City. Likewise, it

anticipates and insures that implementation of this agricultural

programs can help address the effects and impact of climate change.

The objectives of the project are to improve: 1.) Food Sufficiency

(FS), 2.) Increase Farm/Family Income (IFFI), 3.) promote Seed Banking

(SB) and 4.) Organic Production of Vegetables (OPV).

The purpose of this evaluation activity is to know if there is food

sufficiency, to know if farm/family income had increased, to know if seed

banking had been promoted, to if organic production of vegetables had

been promoted and to document the lessons learned.

Based on the findings the evaluators concluded that most of the

beneficiaries benefited on the project through producing organic

vegetables and in seed banking, also it serves as a family supporting

project.

First, the result revealed that the distribution of the beneficiaries

according to food sufficiency is “very highly agree” with an overall mean

of 4.55.
Second, the result revealed that the distribution of beneficiaries

according to Farm/Family Income with and without BUB is “Significantly

Different” with sig value of .000***

Third, the result revealed that the distribution of beneficiaries

according to Seed Banking is “Very Highly Attained” with overall mean

4.54.

Fourth, the result revealed that the distribution of beneficiaries

according to Organic Production of Vegetables is “Very Highly Attained”

with overall mean 4.58.

Lastly, based on the beneficiaries responses to the question being

ask it shows that 90 percent of 100 beneficiaries (60 from Manuel

Guianga and 40 from Paradise Embac) answered yes that they are

producing organic vegetable.

Objectives Achieved
The objectives of the project are achieved where the numbers of

beneficiaries are being targeted. In addition‚ the beneficiaries are

participative and active in answering the questions that were being asked

by the evaluators.
Lessons Learned
The evaluator learned that it is important to value relationship

towards the team members and superiors. We have observed on the

Barangay’s during the evaluation period, they have kindness and

willingness towards the evaluation activity for the project. In addition, in


gathering the data we learned to appreciate every project created by this

government associations.
Stakeholder’s Lesson Learned.

By the time we were monitoring and evaluating the project, the

beneficiaries of the project learned about the different practices in the

production of organic vegetables and seeds.

Question Answered

The evaluation question answered through the use of Quantitative

questions which include socio-demographic profiling: Name, Civil Status,

Sex, Age, Farm Size and Educational Attainment: and the four indicators

which include 1.) Food Sufficiency, 2.) Farm/Family Income, 3.) Seed

Banking and 4.) Organic Production of Vegetables provide by the City

Agriculturist Office. Qualitative question includes the lesson learned by

the beneficiaries.

Purpose of the Evaluation

1. To know if there is food sufficiency.

2. To know if farm/family income had increased.

3. To know if seed banking had been promoted.

4. To know if organic production of vegetables had been promoted.

5. To document the lessons learned.


INTRODUCTION

Organic production is a system that lends itself well to small-

scale and part-time farming operations. Additionally, although the

cost of certification and the time and labor involved in managing the

system are high, returns have the potential to be high where markets

are well developed for organic products.

Vegetables are generally considered as cash crops and can be

grown during off-season where market price tends to be high.

Open- Pollinated Varieties (OPV) of vegetable seeds refers to seeds

that will breed true, when this variety self-pollinate or are pollinated by

another representative of the same variety, the resulting seeds will

produce plants roughly identical to their parents.

The Bottoms-Up Budgeting (BUB) considers the prioritization of

poverty reduction both in rural and urban areas of Davao City. Likewise,

it anticipates and ensures that implementation of its agricultural

programs can help address the effects and impact of climate change.

Thus, this project is designed in order to stimulate its target

beneficiaries to engage in organic vegetable production and seed

banking.

Project Description
The project aims to help beneficiaries increase their income,

support food sufficiency and poverty alleviation through organic

vegetable farming using OPV seeds. Also to provide with technical

training on producing organic foliar fertilizers and seedling trays for best

growing of vegetable seeds. Further, molasses, drums and knapsack

sprayer will be provided to the beneficiaries for their organic fertilizer

production.

Project Beneficiaries

The project is implemented in the 10 poorest barangay of Davao

City and two of them are Barangay Manuel Guianga and Paradise

Embac.

1. Improved food sufficiency.

2. Increase farm /Family income


3. Promote seed banking and
4. Organic production of vegetable

Description of Evaluation

Name of the organization requesting the Evaluation

The students were enrolled in Project Monitoring & Evaluation and

part of the requirements of the said subject under the advisory of Prof.

Daisy Alburo with the course of Bachelor of Science in Agricultural

Business at the University of Southeastern Philippines is the


requirement to conduct a monitoring & evaluation of any chosen project

that exist within 3 to 5 years existence.

Methods Used to Gather Data and Why They Were Chosen

This section contains the evaluation plan and methods used

in evaluating the Organic Vegetables/ Seeds Production Project. First, we

submitted a letter to the City Agriculturist Office to request for a

project/program to monitor and evaluate along with its project proposal.

Second, after the proposal was given to the evaluators and was presented

and approved by Dr. Daisy Alburo, evaluation plan had been formulated

along with the survey questionnaires, the researchers made a

comprehensive research proposal that is focused on assessing the


effectiveness of the given project; the research proposal along with the

survey questionnaire will be submitted to the research adviser for

corrections and suggestions, and approval. And lastly, with letters for the

conduct of survey signed by our professor, the evaluators quickly set the

date for the survey. Observations were done before and after going to the

project site. Surveys and documentations were done carefully. After

which, information gathered were computed and analyzed the results of

the survey.

Survey Questionnaire

A research instrument consisting of a series of questions related to

the evaluation objectives for the purpose of gathering information from

the respondents.

On site visit

A very important tool that allows the evaluator and its team to

assess factors that cannot be adequately described in written form is the

site visitation. On site visit is used to carefully take a look at the site for

further evidence and determine if the project is operating.

Observation

It is used to secure descriptive data of the project and to document

the project activities. The evaluator will observe the different perception

of the beneficiaries.
Documentation

Where evaluator captures the important activities happens on her

fore-going evaluation of the project and intend also as proof of evidence

that the evaluation plan is successfully materialized. The evaluators used

documentation as evidence during the actual interview of the

beneficiaries in Brgy. Manuel Guianga and Paradise embac.

Statistical Treatment/ Tools Used

The following statistical tools are to be used in this study:

1. Descriptive statistical which include frequency and percentage was

used to describe the respondents socio demographic profile

characteristics in terms of age, sex, civil status, educational

attainment and farm size.

2. Paired sample t-test was used to describe if there is a significant

difference between monthly income without BUB and monthly

income with BUB.

Steps Taken to Ensure Accuracy

The researcher gathered data through the use of a constructed

survey questionnaire, which were given personally to the beneficiaries.

The questionnaire were validated by the professor.


Every step of the data collection process involves participation in

the form of honest, straight and accurate responses to the pertinent

questions. The guiding consideration that the evaluator must continually

communicate is that this evaluation serves the purposes of everyone

involved.

The evaluator must need to guarantee that answering the target

question is subjective and not bias, make sure that they are going to take

part. However, the evaluator must be flexible to the possible outcomes if

it is good or not after the survey or interview.


PRESENTATION AND INTERPRETATION OF RESULTS

Presented in this section are the analysis and the interpretation of

the data gathered for the evaluation of the “Organic vegetable/ seed

production project”. The area where the evaluator gathered the data was

in Barangay Manuel Guianga and Paradise Embac. This presentation is

sequenced according to the order in the survey questionnaires used by

the students (evaluators).

Age. This table shows the age distribution of the respondents of

the study, as shown 1 or 9 percent is the 25-35 years old; and 22

percent are the 36-45 years old 36 are the 46-55 years old; 27 percent

are the 56-65 years old; and 6 percent are the 66-75 years old. Thus,

majority of it are at the age ranging 46-55 years old with a total of 36

percent of the age.

Civil Status. All of the respondents are married.


Sex. This table shows the sex distribution of the respondents. As

shown 68 percent are female and 32 percent are male. Thus, majority of

the respondents are female.

Educational Attainment. This table shows the educational

attainment distribution of the respondents. As shown 7 percent of the

respondents is elementary level; 14 percent are elementary graduate; 27

percent are high school level; 30 percent are high school graduate; 18

percent are college level; 4 percent are college graduate. Thus, majority of

the respondents are high school graduate.

Farm Size. This table shows the farm size distribution of the

respondents of the study, as shown 58 percent is the 2,500 sq. meters

and below; and 20 percent are the 2,501-5,000 sq. meters; 2 are the

5,001-7,500 sq.meters; 9 percent are the 7,501-10,000 sq meters; and

11 percent are the 10,001 sq.meters and above. Thus, majority of it are

at the farm size ranging 2,500 sq. meters and below with a total of 58

percent.

Food Sufficiency, Table 5 shows the distribution of respondents

according to food sufficiency that has a total mean of 4.55 which implies

that the respondents are very highly agree on the Food Sufficiency.

Among the 100 respondents (60 from Manuel Guianga and 40 from

Paradise Embac), 4.75 is “very highly agree” on had adequate amount of

food intake, 4.52 of them are very highly agree in able to purchase

enough food for household consumption, 4.42 are highly agree to the

undernourishment had been prevented, 4.64 are very highly agree on the

acquisition of food from own production and 4.49 which are highly agree
on the avoid debt in acquiring for food. Therefore, the respondents of the

project has an overall mean of 4.55 are very highly agree with the food

sufficiency.

Farm/ Family Income. Table 6 shows comparison between the

monthly income of the beneficiaries with and without the project. The

pair yield a t value of -8.467, degrees of freedom of 99 and a sig value of .

000. Since the computed sig value is less than .05 we could conclude

that there is a statistically significant difference between the monthly

income of the beneficiaries with and without the project.

Seed Banking, Table 7 shows that the distribution of respondents

according to seed banking which has a total mean of 4.54 which implies

that the seed banking are very highly attained. Among the respondents,

a mean of 4.55 determines that the City Agriculturist Office had

conducted seminars towards seed banking is very highly attained, mean

4.56 means that it is very highly attained in which The City Agriculturist

Office had provided trainings towards seed banking, on the other hand

Organic Production of Vegetables. Table 8 shows that the

which has a total mean of 4.58 which implies that the organic production

of vegetable are very highly attained. Among the respondents, a mean of

Interpretation of Qualitative Data

Thematic Analysis
This part presents the interpretation and analysis of the

respondents to the qualitative questions asked. The statements are taken

from 100 respondents of organic vegetables/ seeds production project

located in Brgy. Manuel Guianga and Brgy. Paradise Embac.

Table 11 shows the respondents answers on the question; what are

you lessons learned in Organic vegetables/ seeds production project? It

has been revealed that most of the respondents answered that the

Organic vegetables/ seeds production project helps them in producing

organic vegetables and in seed banking, also it is a family supporting

project. Therefore the project helps the beneficiaries to produce organic

vegetables and seeds, also a family support.

Summary, Conclusions and Recommendations

Presented in this chapter is the summary of findings, conclusions

and recommendation.

Summary
Based on the results, the following summary is made:

1. Majority of the respondents are at the age ranging to 46-55 years old,

women, married, High School Graduate and with an are of 2,500 sq.

meters and below of their farm size;

2. The distribution of beneficiaries according to Food Sufficiency is Very

Highly Agree with overall mean of 4.55;

3. The distribution of beneficiaries according to Farm/Family Income

with and without BUB is Significantly Different with sig value of .000;

4. The distribution of beneficiaries according to Seed Banking is Very

Highly Attained with overall mean 4.54;

5. The distribution of beneficiaries according to Organic Production of

Vegetables is Very Highly Attained with overall mean 4.58;

6. Based on the beneficiaries responses to the question being ask it

showed that 90 percent of them answered “yes” that they are producing

organic vegetables.

7. Based on the beneficiaries responses to the question being ask it

shows that the project helped them in producing organic vegetables and

in seed banking, also it is a family supporting project.

The lessons learned by the respondents from the Organic vegetables/

seeds production project are:

 Practices in producing organic vegetables


 Producing seeds
 It helps to a family

Therefore, because of the Organic vegetables/ seeds production

project, this project has a good impact on the beneficiaries especially on

the family who are living in a rural areas and it shows that they are

willing to participate in any trainings and seminars to be conducted in

their Barangays.

Conclusions

Based on the results, the following conclusions are made;

1. The Beneficiaries were food sufficient.


2. The Farm/Family income of the beneficiaries had increased.
3. The City Agriculturist Office had promoted seed banking.
4. The City Agriculturist Office had promoted organic production of

vegetables.

Recommendations

Based on the following results, the following recommendations are made.

 The City Agriculturist Office along with DA and LGU should

continue implementing effective projects;

 The beneficiaries should maintain their active participation,

commitment, coordination and implementation in order to attain

the goal which has been set in the project;
