RTE develops its own DLR system including the congestion management
tools and risk mitigation without any sensor on the cables
Congestion management
• Today :
−maintaining all the interconnections inside the perimeter is
highly risky by windy days (N-1 probability high and load
transfer on 90 kV needs a fast response in a time not
compatible with scada abilities)
−Clustering the area is the only solution to avoid the risk and
guarantee the security for electrical risk -> weakened grid
resilience (N-1 not guaranteed, shutdown for the cluster,
consumers and producers are impacted)
• Tomorrow :
−Local tools for fast response : acceptable duration
estimation, load flow for topology optimisation, «surgical »
load shedding plan activation and emergency shutdown
tools, potentially storage management (not market oriented)
−Interconnections maintained all the time, no need to
anticipate de N-1, the system does it in real time
