1989 REPORTDOH-UPCH POSTGRADUATE CIRCUIT COURSE
‘1990 REPORT
The DOH-UPCH Postaraduate Circuit Course Project was
leunched in Getobers 1909. The ereiect has far its aeneral
objective to provide continuing medical education to DOH physi-
cians, The specific objective is te promote expertise in the
nedical statf of the government’ provincial hospitals.
The project started with the DOH identifying four pilot
provincial hospitals which will serve as centers for the
postgraduate courses. One hospital selected is lecated in Luzon,
the IWabela Provincial Hospital in Ylagan, Isabela. Another
hospital selected is located in the Visayas, Dr. Rafael Tumbokon
Memorial Hospital in Kalibe, akian, The other twe hospitals
selected are’located in Mindanao, the Misamis Occidental Pravin~
ciel Hompitel in Oroquieta City and the South Cotobate Provincial
Hospital in Koronadat City. In additionst to these four provin~
cial hospitals designated by OOH, the Postgraduate Institute of
Medicine, on its own has decided to provide posteraduate courses
in Cotobate Regional Hospital at the same time that a course is
being held in South Cotabato Provincial Hospital.
The project calls for the holding of three pogtgraduate
. courses per year per canter at 4-nonths dritervals. The Institute

the provincial hospitals or by the community physicians.After the hospitals were identified, the officers of the
Institute went to the designated centers to asvess the training
needs of the hospitel physicians and the prevailing health
problems in the community. The course content was then designed
based on these two conditions. The teaching methods have been
variable but they have been muinly éidactica, panel discussions,
wet clinics, practicum, and case and problem presentations by the
community physicians: Each postaraduate course proper would
usually run for 21/2 days. There are pretest and posttests to
assess learning during each course. The regular subsequent

further the learning of the community physicians’ as well as the
effectivity of the courses.

centers with more courses were started earlier than the others.

The facuity usually consisted on the average of 12 members
per course. The composition hat been basically two internists;
two pediatriciones two obstetrician-aynecologistey two general

blood have been reduced.
4. The rational "use of laboratory examinations had been
taught. The result had been that the medical tech
noloaists are no longer overloaded with requents.
Alco, the money saved from unnecessary laboratory
examinations can now be channeled to other needs.
Si The utitization of .the hospital beds is starting to
be maximized. Patients who ‘ean be discharged are
. discharged.
Trough the wet clinics which consiwted of opera-
‘tions, bedside rounds, and practicum, the skills of
the government physicians have been enhanced,

phywicians, improvement in rational diagnosis and
treatment of patients has been observed “in those
centers with more than ene visit by the faculty.
The problems encountered in the project involve primarily
the head office of DOH. These problems can be enumerated as
follows +f. Communacations fram the Institute for the .pravincsst
hospitals relayed through the head office of DOH were
at times not sent or delayed. Solutions starting
next year, the Institute will not rely too much on
the head office of DOH.
2. The DOH has not ket up to the meno of agreement with
regards the publication of manuscripts. The -Insti~
tute is providing mast of the printing materials for.
the handouts. Unless the DOH acts on this problem,
starting next yeat, the Institute will be forced to
omit handouts.
