Zarraga Anti-Illegal Drugs Summit

An Activity Design

I. RATIONALE

Republic Act 9165, also known as the “Comprehensive Dangerous Drugs Act of 2002”,
protects the state and its individuals from the possible harms brought about by the abuse of
illegal drug substances. It also has provisions supporting the unrelenting campaign against
trafficking and use of illegal drugs through and effective enforcement of anti-drug policies,
programs and projects.

The proliferation and use of illegal drugs hamper over-all efforts aimed at promoting
productive family life, community peace and harmony and ultimately, nation building and
national development.

Relative to the above, and to ensure effective public-private sector partnership in addressing
the drug menace, there is a need to conduct a dialogue and forum to come with the guides to
actions to help address the proliferation and use of illegal drugs that will further strengthen
existing efforts on illegal drug prevention and control. Hence, this activity.

II. Objectives:

1. To orient participants on Barangay Drug Clearing Operations;

2. To sustain advocacy and information campaign against illegal drugs;
3. To reiterate to all participants of their active involvement in the government’s
continuous campaign against illegal drugs; and
4. To conduct drug testing to all Barangay Officials.

III. Course Content:

1. Duties and Functions of the BADAC

2. Barangay Drug Clearing Operations
3. Salient Provisions of RA 9165
4. OPLAN Double Barrel and OPLAN Tokhang

IV. Methodology

This activity will be conducted through lectures, presentations and open-forum. A drug-
testing of all participants will also be conducted. Drug-testing of other Barangay Officials will be
conducted on a later date depending on the availability of Philippine Drug Enforcement Agency
(PDEA) personnel.
 V. Budgetary Requirements

A registration fee of One Thousand Five Hundred Pesos Only (Php 1,500.00) will be
collected from each Barangay chargeable against their MOOE (Anti-Illegal Drugs Campaign or
Trainings and Seminars) to defray the following expenses:

Meals (2 snacks & 1 lunch for 3 pax @ Php 200.00/pax) – Php 600.00
Drug-testing ( Php 70.00 x 10) - 700.00
Contingencies - 200.00
Total - Php 1,500.00

VI. Participants, Schedule and Venue

This activity will be held at Zarraga Covered Gym, Zarraga, Iloilo on July 13, 2016 to be
participated by the Punong Barangay, two (2) Barangay Kagawads (Chair Committee on Peace and Order
and Chair on Women and Family).

VII. MONITORING AND EVALUATION

A post-activity report shall be submitted to the Department of the Interior and Local
Government, Iloilo Province not later than fifteen (15) working days after the actual conduct of the
activity
