Overview
Keystone Opportunity Improvement Zones are defined, parcel specific areas with greatly reduced or no tax burden for property owners,
residents and businesses. Initially begun as Keystone Opportunity Zones (KOZ), a program providing tax relief for 10 years, KOIZ areas are
designated by the State and approved by the local communities by resolution. They are a partnership between each community and region
among state and local taxing bodies, school districts, economic development agencies and community-based organizations. Over 10,000
new jobs have been created since the initial KOZ program began in 1999, and the number is growing rapidly.
