1. Natural Gas Sales Calls: Residents have started to receive calls again from a bulk natural gas company asking them
to switch suppliers. Most are aware that the Association provides the natural gas and the units are not individually me-
tered. Ordinarily, calls like this tend to be a scam, but in this case the company was unaware that we were condomini-
ums that provided volume service to each building. Similar sales calls have been received for underground water &
sewer line insurance; we cover that too and you do not need it. It goes without saying that when you receive any call
from a company that is unfamiliar to you, your guard should be up and always be careful when handing out informa-
tion over the phone to anyone. Companies claiming to be debt collectors, the IRS or even your own bank will try to
build a profile on you or obtain account numbers, social security numbers or any tidbit of information that they can use
to compile a financial profile that is later used to hack into your accounts.

2. Clubhouse Renovation, Phase #3: The final phase of our clubhouse renovation project will include the front offices,
main lounge and library. We are expecting the construction to start in early September and last through January, so
during this time: 1) there will be no rentals of the clubhouse, 2) public Board meetings may be suspended, 3) there will
be an interruption of Yoga classes, 4) general use of the clubhouse will be reduced and 5) the administration offices
will be temporarily re-located to the Highland Room in the form of cubicles rendering the back room unavailable for
resident use. The entrance to the clubhouse will likely be through the north parking lot door to the back hallway and
into the Highland Room where the reception counter will be in the short term. We are confident that residents will
enjoy their updated clubhouse.

3. Paddleboats: Many of the paddleboats that were confiscated this year were licensed for 2018, but the maintenance
department didn’t know that, nor could they have, because there was no sticker on the watercraft. Likewise, the ad-
ministration didn’t know because although we had proof of the registration in our binder at the front desk, we couldn’t
cross reference it with a boat that had no sticker or other identification on it. I realized after looking at the records
what had happened. Some residents purchased their stickers from December through February. The watercraft was
on the rack, turned upside down or in their patio, but it was during the winter when temperatures were below freezing
or everything was covered with snow; they could not apply the sticker, so they threw it in a drawer at home and forgot
about it. Remember that our rules are similar to the Secretary of State. You can purchase new tabs, but it does you no
good unless they are displayed. If you purchase the sticker during the winter, apply it as soon as possible or make sure
to write yourself a note as a reminder.

4. Asphalt Project for 2019: I know we just finished our concrete and asphalt program for 2018, but as we fund the
budget for next year, I’m notifying residents in Anchor, Richards, Seabrook, Leidel, Juliet, Lagoon, Oakland, Irongate,
Neptune and Sandy Courts that you are next. The program will commence again most likely in April of 2019 and will
include select areas of concrete sidewalks, approaches and curbs as well as a new asphalt surface for your parking lot.
Striping and numbering will follow.

5. YES Shopper’s Guide: It looks like the Free Press is at it again, or maybe the contractors they pay to deliver these
annoying circulars. You’ve probably seen the pink bags thrown here and there on approach walks that say “Select-
An Edition of the Sunday Free Press” on the bag. The company that delivers these gets paid based on the number
delivered so there is no incentive for them to stop at the request of management. They throw them on the walkways,
they pile up and can also reveal a home that is vacant or where the owners are on vacation. I am unable to remove
the entire property from this circulation because there are some residents that actually want to receive them as part of
their delivery service, or so I was told by the subscription department. The problem is that residents move, stop their
service or they are delivered for free to entice people to subscribe to the Free Press, but nobody says anything, so they
keep doing it. If you are receiving these bags and circulars, you can call the Detroit Free Press at (800) 395-3300 and
remove your address from the list. If you notice your neighbor is receiving these, please give them the number above.
It’s obviously your choice to continue receiving them, but something tells me that there are not 75+ residents that want
them and our property tends to get papered every couple of months.

6. E-Coli: The Wayne County Health Department is responsible for testing any body of water in the county that has a
swimming area or beach for excessive levels of bacteria. E-Coli contamination is caused by the droppings of ducks
and geese and concentration levels rise notably in shallower waters right off of public docks and beaches. A few
times over the last ten years, Silver Spring Lake has been closed to swimming due to elevated levels and although the
Association has a full-service goose remediation program, they do not harass or remove ducks. There are programs
offered through the U.S. Department of Agriculture that would permit the DNR or the Association to remove ducks
from the property as well, but that seems to be an unpopular choice among the residents. This year, the contamina-
tion was really bad off of the Silver Spring Beach and when the county was testing, they counted 25-30 ducks in the
immediate area. Crystal Lake has a similar issue, but it goes un-noticed because there is no swimming area there. We
were advised by the county and neighboring residents that we have co-owners that are feeding the ducks and geese and
adding to the problem. The Board and Management is considering the placement of signs around the lakes reminding
residents that we do not permit feeding ducks and geese because they damage the common element and are starting
to create a health risk. If you see anyone feeding ducks or geese on the property, please let them know that it is not
permitted and contact the office. You are directly affected by their actions in creating this unwanted health risk.

SUBJECTS DISCUSSED:
1. Renovation Update: Phase three of renovation to begin Early to Mid September. During this phase, front office business
will be conducted from the Highland Room and front doors will be locked. Entrance to Clubhouse will be through side
door only as usage will be limited during this time.

2. Ice machine usage: Committee discussed the need for co-owners to use the ice in the kitchen for its intent and NOT for
filling coolers. In order to accommodate the community use of ice, we ask that no coolers be filled from this source. It was
decided that no more than a thermos full be used by any individual at a time.

3. Library Maintenance: Due to Clubhouse renovations, the library will be off limits and books will be packed up for stor-
age. On Saturday, August 25th @ 9:30 a.m. we will be packing up the books for safe keeping during our renovation.

RECOMMENDATIONS TO THE BOARD: That the Board agrees to add verbiage to the Co-owners Manual stating that
Ice consumption is limited to thermos size servings and that NO COOLERS OF ANY SIZE BE ALLOWED TO BE FILLED.

SUBJECTS DISCUSSED:

1. On the 29th of July a gas line was broken from a building on Lehigh Court. Authorities were called and many emergency
vehicles and personnel arrived, but nothing went wrong. Peggy mentioned that there should be an article in the “Herald”
with what our residents should do in events like this or gas is smelled.

2. Diane, Mike and Judy formed a sub-committee to look into means for educating the community in regard to proper recycling
and trash disposal. Diane went to the King’s Mill Community to review their procedure. Presently, recycling is limited to
cardboard at this point due to the market in China and the cost of recycling.

3. Waste Management was taking all of our recycling but sending plastic, cans and bottles to a landfill and not recycling those
items at all.

4. Diane recommends that the recycling situation be investigated further.

5. Mike suggested that we need to modify The Highland Lakes “Welcome Package” in regard to trash/recycling in order to
clarify it more accurately for new residents.

6. Presently, cardboard is planned to be picked up three times per week. Kathy Baldwin is going to check the current plan and
verify that three pick-ups a week would be necessary.

7. Mike would like to meet with Judy and Diane in regard to the recycling and trash removal process. They will then meet with
the committee as a whole and make recommendations to the Board.

8. September 6th will be our annual Patio picnic event for Court Liaison Committee members. Please bring a dish to pass and
meet at 6:00 p.m. on the patio weather permitting. Stan will be calling all liaisons in regard to the potluck event.

9. Barb Adams will cover Dartmouth Place this month.

1. Pool: There is still a slight problem with the chlorinator in the baby pool. Private swim lessons will not be allowed at the pool
next season.

2. Lifeguards: The lifeguards performed two rescues at the pool this year. The Pool Committee will be buying an appreciation
lunch for the lifeguards to thank them for the great job they have done this year.

3. The Adult Karaoke Party was August 4th. The weather was nice and there was a good turnout. It was great that we had more
singers and dancers this year.

4. The last Hot Dog Daze of the season was August 11th. The chili dogs were a huge hit.

5. A slow drain issue in the ladies locker room is being worked on.

6. There will be a Pool Committee appreciation lunch/dinner for all the people that worked hard to make the summer events a
success.

7. The Christmas Party is tentatively scheduled for December 1st. Due to the upcoming clubhouse renovations, it could be can-
celed. This will be discussed further.

1. Discussed weeding and should we assign areas. Discussion led to self assignments.

2. Need to apply some sort of weed control on the grass portion of the 8 Mile entrance's east side.

3. Valiant Court Planting Island: Maintenance still has it on their schedule to clear out the existing layer of soil full of roots.
Does not appear we have a commitment from a court resident to maintain initial planting.

4. Much discussion about why we are not just cutting down common buckthorn found on our grounds. Issue is the difference
between a temporary solution by getting rid of the plant today or a permanent one.

5. Independent contractor for taking out common buckthorn has not yet submitted a proposal. Waiting for response.

Unit 82 has requested to plant trees behind unit. Area is a shared common ground with another building. Need meeting with

disposal. (Placing clean kitty litter in the paint speeds up the drying process.) Put open cans of treated paint beside your
trash, not in your trash.

Lehigh Lane and Court Picnic occurred on Sunday,
August 19th at the picnic area in front of 41304
Lehigh Lane, home of Dianne Hartman. Weather
was perfect, and the pictures tell the story of how
much fun was had. In the pictures were Joel and
Lela, Dianne, Coleen, Sue (husband and daughter
David and Morgan are missing from the pictures),
Barb and Neal, Carolyn and Chuck, Dave (Bette was
missing due to an injury of her ankle and coming
surgery), and Erin. Joel was the big winner of a
bottle of mini and medium M&Ms since he was
closest in his guess of number of the candies in the
bottle. Good food, prizes, and fun friends made for
a great day!

The Association will bear the cost for the removal of the shrub(s) and recommends that the
co-owner purchase and plant a replacement shrub or some other attractive landscaping.
According to the Co-Owner’s Manual, SHRUB REPLACEMENT policy, Co-owners are
reimbursed $10 per shrub, up to two shrubs per year, for replacement of dead or diseased
shrubs. Please refer to Co-Owner’s Manual for complete details.

 SHRUB REMOVAL
INFORMATION
Because Highland Lakes is 47 years old, many of our
shrubs and bushes are overgrown or are in poor
condition. It has customarily been the practice that,
unless the shrub or bush is dead, the Grounds
Committee will not approve its removal. This policy
has been modified somewhat, to allow for the removal
of overgrown shrubs and bushes or those that are in poor condition.
There are conditions to be met however; these conditions are outlined
on the Shrub Removal Request Form on the other side of this flyer.
The time established for the fall 2018 Shrub Removal Program is during
the weeks of October 22-November 2.
Requests must be submitted to the Grounds Committee NO LATER
THAN OCTOBER 1, 2018 so that the Committee has ample time to
review the request. The Committee has a mail box in the Clubhouse
office. Be sure the form is completely filled out.
The Association will bear the cost for the removal of the shrub(s) and
recommends that the co-owner purchase and plant a replacement shrub
or some other attractive landscaping. The Association will reimburse
you up to $10 toward a new shrub.
If such removal will necessitate a landscape plan, you must submit that
plan, along with a Grounds Request, indicating what you are putting in
as a replacement and a representative of the Grounds Committee will
