MANDATORY LEARNING : GUIDELINES FOR THE YEAR 2017-18
A) The Policy of Mandatory Learning, introduced during the year 2014-15, has
increased awareness on the importance of learning across the Bank and has
promoted a culture of Self Learning. Since review of the policy for FY 2016-17,
there is a constant demand for making the e-lessons for AML/CFT and FATCA
& CRS mandatory for employees and officers up to certain grade with linking of
marks in annual performance appraisal. Meanwhile, a single e-lesson on KYC
AML CFT FATCA CRS (L0767) has been developed by combining 3 e-lessons,
viz., KYC/AML-Part-I (L0438) , KYC/AML-Part-II (L0439) and FATCA &CRS
(L0637) and the same has been made available in e-learning portal. There has
also been a proposal to increase the list of approved study courses for officers in
scale IV/V.
B) With the merger of five Associate Banks and Bharatiya Mahila Bank with
State Bank of India, the guidelines for Mandatory Learning-2017-18 shall be
equally applicable from 1st April, 2017 to all their employees from clerical to Top
Executives in DMD (TEGSS-II in SBI) . After data merger, all employees of the
Bank ( SBI, e-ABs & e-BMB ) can now access one single Gyanodaya e-learning
portal at https://mybanklearning.sbi.co.in. User data ( of all e-ABs ) have been
merged into a single database and access to the SBI specific content ( e-
lessons & e-capsules with tests and Mobile nuggets) has been provided. History
data (tests details in the respective e-ABs) of users have also been merged with
the summary record of the tests completed by the users of e-ABs employees
updated in SBI e-Learning portal.
ii. Officers in Appropriate roles have to be mapped to all Scale IV/V Officers
Scale IV & V by the Reporting Authority through HRMS.
All officers in Scale IV and V will have to complete 20 mandatory
role based e-lessons + one study course from the list of 48
(increased from 44 in 2016-17 ) approved certification courses of
the Bank ( listed in Annexure-A with Certification ID in HRMS ).
d) In case any new role is created during the year 2017-18, roles
most near to the posts/assignments of the employees/officials
have to be assigned to them.
Note :
An officer in scale IV/V is required to do any of the 48
certificate courses as listed in the Annexure-A together with
the prescribed minimum number of e-lessons. Mandatory
Learning circular does not deal with reimbursement of
examination fees, cost of courseware and payment of
honorarium etc. These will be governed by the concerned
circular instructions through which the approved course(s)
was/were included/ introduced under Bank’s Reward &
Recognition Scheme.
iii. Officers in Appropriate roles have to be mapped to all Scale I to III Officers
Scale I to III by the Reporting Authority through HRMS.
d) In case any new role is created during the year 2017-18, roles
most near to the posts/assignments of the employees/officials
have to be assigned to them.
E) The Chief General Manager of the Circles/ Head of Departments will have to
send the lists of employees along with their Personnel Number, PF No, Name,
Designation etc. ( both hard copy and soft copy), falling under any of the
categories mentioned in sl. no 02 (D) above, duly approved for exemption by
them, to STU, Corporate Centre by
31st January, 2018.
F) The Chief General Managers of the Circles/ Departments are also empowered
to exempt the branches / employees with very low connectivity and also
employees posted in branches in difficult locations. However, this discretion is to
be exercised judiciously as it involves operational risk. Further, in case of some
natural calamity, social unrest or employees on long leave for 180 days or more
etc., the CGM may exempt such employees. Circles/Departments will have to
send the lists of employees along with their Personnel Number, PF No, Name,
Designation etc. (both hard copy and soft copy), duly approved for exemption by
them to STU, Corporate Centre by 31st January, 2018.
G) In case officials are repatriated back from overseas assignment or from
outside organisations and if their stay in the Bank, after repatriation/returning
from deputation, is more than 90 days, they will have to complete stipulated
Mandatory Learning requirement during this period of stay.
04. All ATIs/SBLCs should ensure that during the training period, the participants
complete the e-lessons/e-capsules with extra time given after the sessions,
where necessary.
05. DMD & CDO will be the final authority to issue any clarification in the matter.
06. Please bring the contents of this Circular to the notice of all concerned and
arrange accordingly.
