Kaplowitz Unveils Plan To Create Leaner, More Efficient Government
Comprehensive Proposal Cuts Spending, Reshapes Government And Saves Taxpayers Billions

(Carmel, NY) – State Senate candidate Mike Kaplowitz (D, I) today unveiled a comprehensive
plan that will reduce state spending, restructure state government to maximize efficiency, and
enact reforms that will create a responsible budgeting process. These proposals will save
taxpayers billions across the board, and combined with his plan to drastically reduce property
taxes, will provide significant relief for taxpayers and restore fiscal sanity in New York.

“Every politician tells you they will cut government spending – but they never tell you how they
will do it,” said Kaplowitz. “This toolbox of proposals will change the way our government is
structured, the way it functions, and the way it spends. These are the initiatives that will allow
New Yorkers to see a real reduction in their taxes without seeing a harmful reduction in
services.”

Kaplowitz’s proposal to create a leaner, more efficient government includes:

- Impose a state-spending cap that will limit the excessive growth in state spending that has
gone unchecked for decades

- Restructuring state government to maximize efficiency by targeting structural waste, reducing


and consolidating the number of local government and special taxing jurisdictions

- Fix Medicaid by doing better job of controlling Medicaid abuses and changing the process by
which Medicaid set rates of reimbursement to health care providers

- Improve the efficiency of education spending, eliminating unfunded mandates and making
sure that school aid is targeted and fair

- Enact Pension Reform, end abuse of overtime padding and create a 401-k type plan

- Freeze public sector hiring and salary increases, which will rein in the growth of what is now
one of the fastest growing public sector workforces in the country

- Establish a Statewide Care Coordination Plan for New York’s mentally ill, reducing the strain
on secondary government services

- Cut down of the use of outside consultants, which currently costs over $2.9 billion annually

“New York’s taxpayers are tapped out and can literally no longer afford bloated government.
These proposals, when enacted, will provide taxpayers in the Hudson Valley and across the state
with the government they deserve – less taxing and spending, more efficiency and productivity,”
Kaplowitz said.
