Dear members of the advisory board,
I would like to submit an article to arxiv due to its scientific content related to general physics. As
yet, I have one publication on arxiv allowing me to submit only in computer science:

but I would like to submit another article in general physics.
I was requested to forward a request for endorsement to eligible user(s), who should permit the
submission, although my professional scientific qualification is obvious and my expertise in said
field is beyond any question, so I don‘t need any proof or verification from somebody else. I just
want to submit my article to arxiv and request the submission without prior asking for endorsement.
Secondly, there are several reasons, why I want to submit my recent article to arxiv, which are
explained in this article, that is alredy published elsewhere, as refered below.
Thirdly, as stated in my review published two years ago, the peer review is an opportunity to
perform an unlawful censorship which ensures that no apostate notion ever get published in
mainstream journals. Or such peer review censorship is an opportunity to steal any content and to
claim afterward the priority of the first publication.
Fourthly, although a lot of endorsement requests were sent, none of them have been responded in
appropriate way, so I don't want anymore to play this stupid game.

Since April 2017 several banks, investing firms and entrepreneurs, both businessmen and
businesswomen, were asked to give me assistance and initial financial support for implementation
of several ventures, named in my letters, but none of them replied to me.
I qualify such ignorance as disastrous mental state of the persons to whom I applied, as their
incapability to conduct business transactions, as attempt to obstruct my ventures and to impede
the social and technological advance, and, last but not least, as consequence of the unlawful
monopolization of funding.
In case of incapacity of the professional participants of their obligations, the US antitrust authorities
are entitled to suspend them from the trade and market, and prohibit them from exercise of their
functions because of a violation of obligations and incapacity to engage in regular business, and
therefore I request to do this immediately.
Secondly, said oligarchical monopoly must be brought to an end in accordance with the US
antitrust law.
Thirdly, I request the appropriation of monopolized funds, assets and resources. A part of them
must be placed at my disposal, so I can begin to realize my projects.

As disclosed in letters referred below, several requests and claims had been submitted to the US
authorities, courts and officials since the new law came into force, but there is no any appropriate
response from them until now.
I qualify such ignorance and idleness as wilful or grossly negligent breach of their duties,
contravention against directly enforceable law, infringement of the right to be heard and the right to
an effective judicial protection, incompetence, ineptness, and abrogation of the rule of law.
To restore the legal order I request the implementation of applicable law, namely, the admission of
the indemnity claims and my right of disposition over my property; the granting of necessary legal
assistance in compliance with said law, especially, according to the witness-protection program;
the recognition of my right to self-determination; the abolition of unlawful restrictions and lifting the
professional ban arbitrarily imposed on me.
Secondly, I request the investigation of the reported nonfeasance. If several officials will be found
guilty of violating the applicable law and/or of the willful neglect, they must be fired. But punishment
of wrongdoers or deniers is not the sole aim of the requested investigation. The wrongdoing per se
must be prevented in the future by means of the appropriate measures for the maintenance and
perpetuation of the legal order.

One year ago, on March 16, 2017, I have declared to be a new director of the Florida Institute for
Neuroscience, but the staff of the institute has refused to cooperate, why the Attorney General
Pam Bondi (9.04.2017), the Florida Supreme Court (23.11.2017) and the Palm Beach Distinct
court (22.01.2018) had been successively requested to evict mentioned staff from the building by
police forces.
Due to refusal of the Attorney General to correspond to my request as well as of both courts to
respond to my claim in an appropriate way, my property is stil occupied by the squatters and my
right of disposition is still disregarded.
Such ignorance of the facts, laws and my individual rights is called legal nihilism and can not
remain without consequences. Either you dismiss Pam Bondy, clerks, judges and other officials
from their positions due to obstruction, or I let the FBI arrest you together with other officials for
corruption, complicity, aiding and abetting, for the breach of federal law, neglection and
contravention against your supervisory duties, malevolent indifference, incompetence, ineptness,
and abrogation of rule of law.
In addition to the building in Max Planck Way 1, Jupiter, Florida, I declare herewith the Maison de
L'Amitie in Palm Beach, Florida, to my ownership for reasons explained in my letter of 19.12.2017,
and expect the recognition of my right to dispose freely of the property which I own.

In Deutschland gibt es keine Menschen – das hat schon Friedrich Hölderlin festgestellt1. Es gab
sie damals nicht, und es gibt sie weiterhin nicht, mit wenigen bemitleidenswerten Ausnahmen.
Dieses Volk und dieser Staat stellen seit Jahrhunderten Psychopathen her, die sich ungehindert
über die ganze Welt verbreiten und überall ihre Wahnideen aufschwindeln. Die Deutschen
versuchen permanent, die Macht in USA zu übernehmen, weite Teile der Welt sind von ihrer
Machtbesessenheit und von ihrem Wahn bedroht. Es sind nicht nur deutsche Wahnkranken, die
sich ungehemmt vermehren, sie vermüllen die Welt mit ihren Erzeugnissen, die beim gesunden
Verstand niemand braucht, oder sie werden produziert, um zu töten und zu zerstören, wie im Fall
von Bienenkiller Bayer. Der Ursprung deutscher Zerstörungswut ist ihre psychische
Fragmentierung, was als Schizophrenie definiert wird2.
Die Unfähigkeit, Menschen zu sein, äußert sich in ihrem Verhalten, das weiterhin zerstörerisch,
kriegerisch, wahnsinnig bleibt und entsprechende Konsequenzen erfordert. Um dieses Verhalten
endgültig zu unterbinden und die Fortführung des Wahns zu beenden, beantrage ich die
Entmachtung der Personen, die in meinen früheren Anträgen genannt sind3--5, mit militärischen
Mitteln, und fordere den Einsatz der US-Armee zu diesem Zweck gemäß Artikeln 53, 77 und 107
der Charta der Vereinten Nationen sowie Artikel 36 Berliner Verfassung.
Der Bundestag, das Kanzleramt und weitere Gebäude, in denen sich Psychopathen versammeln,
müssen zwangsweise geräumt werden. Bei solchen Zwangsräumungen besteht für die US-
Amerikanischen Streitkräfte geringe Gefahr, auf bewaffneten Widerstand zu stoßen. Niemand wird
bösartige Parasiten und Kriminellen verteidigen, um sich ihretwegen in Gefahr zu bringen, also
können und müssen sie aus ihren Versammlungsorten entfernt und aus Berlin vertrieben werden.
Über weitere Maßnahmen soll eine Übergangsverwaltung entscheiden. In diese Zeit bleiben die
Bestimmungen der Berliner Verfassung bestehen6.

Bitte überbringen Sie meine Botschaft an den Befehlshaber der US-Amerikanischen Armee.

Dear Under Secretary Mandelker, Dear Sir or Madam !
Due to the involvement of both Switzerland and Germany in money laundering I request the
initiation of criminal investigations against both countries as well as against the incriminated
persons, and subsequent prosecution of crimes in accordance with the Global Magnitsky Human
Rights Accountability Act and an Act to counter aggression by the Governments of Iran, the
Russian Federation, and North Korea (CAATSA).
Firstly, I would like to draw the attention of investigators and prosecutors to the facts previously
reported to the Attorney General of the United States and to the judge(s) of the New York Supreme
Court, where I describe crimes and money laundering schemes commited or performed by german
nazi criminals.
Secondly, I state in my letters to be a sole owner of the entire german wealth, justify my statement,
and therefore require the court-ordered cession of german goods, assets and property, and
support from the US authorities and administration in sentencing of said criminals.
Thirdly, the appropriate measures, prescribed by mentioned law, should be taken in order to
restitute the victims of money laundering and other crimes, to return them stolen goods, assets and
property, and to perevent such criminal activities in the future. In this respect please pay attention
to my sermon of November 19, 2017.

Finally, may I ask two questions: How much of the russian and german money laundered during
last decades are deposited now in Germany, Switzerland, USA and everywhere else, and how
much of these money are subject of any criminal investigations or legal supervision?
Below I list several reports that could help answer these questions and must have consequences

Русский народ расселился на значительных пространствах евразийского континента,
американский народ распространился на землях Северной Америки. Русские продолжали
традиции Византии, американцы – традиции Рима. Оба народа почти одновременно
отменили крепостное „право“, руководствуясь христианской заповедью о любви к ближнему
своему. Жизни русских и американцев пересекались и переплетались во множестве, так что
сложно было представить иное состояние между ними, чем мир.
Однако эта традиция отречения от старого мира и сотрудничества в деле устроения светлого
будущего прервалась в 20–м веке, когда каждый народ стал претендовать на обладание
истины в последней инстанции и на своё исключительное право распространять эти
„истины“ по всему миру, а в действительности – навязывать их повсюду. Отвращение обоих
народов от истины, которая одна для всех, привело к вражде, конфронтации, и политике
сдерживания взаимной экспансии.
Один раз ещё в 20–м веке эти народы соединились, чтобы уничтожить зло Гитлеризма,
которое оказалось возможным вследствие их раздора, который не прекратился до сих пор.
Но не пора ли одуматься и закончить распри, чтобы вернуться к миру и всеобщему
процветанию?
Ещё совсем недавно я обращался к президенту и другим полномочным представителям как

американского, так и русского народов, указывая на реальное зло, но меня до сих пор не

Я вырос в стране, где не всё было так, как должно было быть, однако многое было ничуть не
хуже, а во многих отношениях и лучше, чем в Америке. Однако антиконституционный
погром, учинённый деятелями Ельцинизма-Путинизма разрушил всё лучшее, оставив только
худшее. С точки зрения американского экспансионизма этот погром – победа и лучшее, что
произошло в 20–м веке, с точки зрения нынешнего президента Российской Федерации –
величайшая геополитическая катастрофа. Но не является ли сам нынешний президент
Российской Федерации катастрофой для этой страны, продолжая разрушение, начатое еще
в начале 20–го века, и возобновлённое во времена так называемой перестройки?

С христианской точки зрения всё совершающееся сегодня есть несомненная трагедия,

окончание которой возможно лишь волеизъявлением обоих народов. Вместо того, чтобы
заниматься дележом планеты и разделом её населения, следует вернуться к утерянной
традиции мирного сосуществования и взаимопомощи.
Деятели Ельцинизма-Путинизма украли у меня и моей Родины не только колоссальные

ресурсы, но и время, которое, однако нельзя по своему произволу повернуть вспять. Нельзя
прекратить историю, перечеркнуть прошлое и будущее. В этом грабеже замешана и часть
американского народа, поскольку именно в Америку перетекла значительная часть как
мозгов, так и финансовых средств, вырученных продажей за бесценок природных и
трудовых ресурсов ограбленной территории. Эти украденные деньги должны быть всецело
возвращены их законному владельцу, народу, который обокрали как русские, так и
американские соучастники преступления.
Эти средства и мозги должны быть не только возвращены, но и послужить полезному делу,
новому началу, чтобы возможно было прекратить падение и выбраться из состояния
развала и разрухи. Первым шагом на этом пути должна стать передача всех средств,
конфискация которых предусматривается известными законодательными актами*, Фонду
Конституционного Строительства, о создании которого было объявлено 26 февраля
текущего года**.

Following my letters of 27.02.2014 and 8.03.2014, the confiscation order of 27.01.2015, the
statements of 17/23.07.2015 and 28.09.2015, I write to inform you about my decision to direct the
Florida Institute for Neuroscience.
All staff are invited to cooperate and to work under my direction or to leave the Institute, if they
disagree. The administration of the Institute is hereby directed to provide me with all means I need
to fullfil my function.

Division and the Literature Selection Technical Review Committee have examined my journal and
have concluded that the journal is not suitable for the NLM collection. My journal is not suitable for
the NLM collection, but a lot of pseudoscientific journals, among them parasitic medical journals,
as well as medical absurdity published in these journals, are suitable for the NLM collection1-2.
Such lack of selectivity by the evaluation of journals, suitable for the NLM collection, as well as
serious mental deficits, demonstrated by the members of the NLM Technical Services Division and
the Literature Selection Technical Review Committee, should have corresponding consequences:
1. All last named persons shall be suspended from their positions. 2. The review process shall be
revised, as stated before3.
