1. Function and Scope

1.1 Function
Fuel oil will be used as backup fuel for gas turbine and the system will also
supply fuel oil for diesel generator and diesel firefighting pump.
1.2 System Scope
The system comprised with several equipment including:
 Two 20000m3 oil tanks;
 Six fuel oil unloading pumps;
 Four liquid fuel oil HP pumps(supplied by GE);
 Two GT liquid fuel and water injection skids(supplied by GE);
 Two diesel oil transfer pumps;
 Four dirty oil pumps;
 Strainers and filters.
Besides these equipment,the system also contain pipeline,pipe part,flow meter
and other accessories.

2. System Design Criterion

2.1 Operation Requirement


Each GT has 2x100% liquid fuel oil HP pumps,one in operation and one
standby.When the running pump is failure, the stand-by pump cloud
automatically startup to instead the failure one.
2.2 Design Requirement
The fuel oil system can optimized and have sufficient redundancy to ensure the
maximum availability of the plant including during a change over between fuel
types.The fuel samples can be collected from fuel oil tank.

3. System Description

For unloading the fuel oil from the truck, six unloading pump(five run and one
standby) will be supplied. The capacity of the unloading pump is 90t/h and it can
be filled within 7 days.

The liquid fuel oil HP pump will supply the fuel to the liquid fuel and water
injection skids. There are four HP pumps,two of them are for GT1 and others
are for GT2. These pumps was control by MARK VIe. If GT has to reduce the
load, the pump can recirculate oil to fuel oil tank.
The diesel oil transfer pump will supply fuel oil to diesel generators and diesel
firefighting pump.There are two pumps,one in operation and on in standby.
There are four dirty oil pumps,two of them are located in the oil tank dyke and
others are located in oil pump house.These pumps are used for dirty oil
transportation.

4. instrumentation and Control

Storaging fuel oil, Delivering fuel oil to GTs , diesel fire pump, diesel
generators is the role of fuel oil system.
4.1 Supervisory of fuel oil system.

4.2 Control for fuel oil system.
4.2.1 Relative equipment
――Y0EGA10/20/30/40/50/60AP001 Six fuel oil unloading pumps
Five serving as running, the sixth serving as standby.
When unloading pumps and fuel oil trucks are ready, open the valves on
fuel oil unloading pipeline and then start the unloading pump.
The pump local controlled, running/stopped/fault status monitored by DCS.
――There are four liquid fuel oil HP pumps, two of them are for GT1 and
others are for GT2. These pumps were controlled by MARK VIe. If GT has to
reduce the load, the pump can recirculate oil to fuel oil tank.
――Y0EGC10/20AP010 Two diesel oil transfer pumps
One serving as running, the other serving as standby.
The pumps are controlled and monitored by DCS.
4.2.2 Control function
If only one block is in operation, one CCW pump will be started; While both

two blocks are in operation, two CCW pumps will be started. Before the block is
in operation, the CCW pump and heat exchanger must be put into operation.
4.2.2.1 Interlock of CCW pump
When selection switch for CCW pump is in “standby” position , if the
following random case happen, the standby pump should be taken automatic
running.
――Each running pump shutdown because of its fault reason,
――CCW pump outlet common pipe pressure is lower than desired setting
value.
4.2.2.2 Interlock control
CCW tank level control system interlock open/close CCW tank supplying
water valve basing on CCW tank level high or low signal.
The system which control CCW tank supplying water valve
Z0GHC18AA120 adopt signal of CCW tank level. While CCW tank level is lower
than desired setting value, the system open the CCW tank supplying water
valve; while CCW tank level is higher than desired setting value, the system will
close the CCW tank supplying water valve.

5. Operation

5.1 Starting
 Unloading pump
When unloading pumps and fuel oil trucks are ready, open the valves on fuel oil
unloading pipeline and then start the unloading pump. Before each unloading
pump there is duplex filters to purify the fuel oil. When fuel oil truck is empty,the
unloading pump can stop automatically.
 Liquid fuel oil HP pumps
Before the HP pump start,open the valves(Y0EGB20 AA110 or Y0EGB20

AA120 ) at upstream of the HP pumps. Then start the HP pump to supply the
fuel oil.
Keep the valves(Y0EGX10/20/30/40 AA010) always open until HP pump need
maintenance.
 Diesel oil transfer pump
Open the automatic valve(Y0EGB30 AA120 or Y0EGB30 AA130) and then
open the manual valve(Y0EDG10 AA010 or Y0EDG10 AA020 ).Start the pump
to supply oil to users.The capacity of two diesel oil transfer pump is 2X100%,the
standby pump can put into operation automatically.
 Dirty oil pump
Dirty oil pumps are located in oil pump house and oil tank dyke.There are two
2X100% pumps for each area.
When the dirty oil sump reaches a high level , the dirty oil can operate
automatically.
5.2 Normal Operation
 Unloading pump
During operation,the five pumps will be put into operation. Keep the gate valves
on branch pipeline of the working pump open.
The gate valve downstream the standby pump should be closed.
 Liquid fuel oil HP pumps
For each GT,there are two liquid fuel oil HP pumps.One in operation and one in
standby. The capacity is 2X100% for each GT.
During operation,one pump will supply the fuel oil to the GT. There is circulation
pipeline line for each pump.The control valve on the circulation branch will be
controlled by Mark VI to manipulate the flow and the gate valve should be keep
open.
 Diesel oil transfer pump
The capacity of diesel transfer pumps is 2X100%.During operation,Keep the
gate valves on branch pipeline of the working pump open. The valves on the
branch pipeline of standby pump should be closed.

The diesel oil transfer pump would not operate often.When the diesel tank of
diesel generator and diesel firefight pump is full the pump should be stop. The
level of the any tank down to the low level the pump should be start up for
diesel transportation.
 Dirty oil pump
During operation,keep the gate valves on branch pipeline of the working pump
open.
The gate valve downstream the standby pump should be closed.
5.3 Abnormal operation
 Unloading pump
Fuel oil unloading pumps are five in operation and one in standby. The standby
pump should start if any pumps are failure.Gate valve located on downstream
of the failure pump should be closed immediately.
 Liquid fuel oil HP pumps
For each GT,there are two liquid fuel oil HP pumps.One in operation and one in
standby.
Any reason cause the failure of the pump in operation,the standby pump should
put into operation. Gate valve located on downstream of the failure pump
should be closed.
The failure pump should be repaired immediately,otherwise GT would trip if the
second pump is failure.
 Diesel oil transfer pump
The capacity of diesel transfer pumps is 2X100%.During the diesel
transportation, the standby pump can be put into operation if needed.
The failure pump should be repaired immediately and keep it in standby status.
 Dirty oil pump
The standby pump can put into operation for replace the failure pump. When
the pump need repair,close the valve downstream the pump.
