WINTER TEXANS CLUB

These guidelines for Rio Valley Estates Park were presented

to the members March 5, 1990. Members voted to adopt March
12, 1990 with modification on December 12, 2003, March 29, 2004
and December 15, 2008. It was recommended that past and cur-
rent residents receive a copy of these guidelines.

(1) NAME:
The name of this club shall be “Rio Valley Estates Winter
Texans Club”.

(2) PURPOSE:
The purpose of this non-profit organization shall be for the
promotion of social and recreational activities for its mem-
bers and to encourage a friendly relationship and under-
standing between its members and the management of Rio
Valley Estates Park.

(3) MEETINGS:
Meetings of the club shall be held at 9:30 am the first
Monday in November and all succeeding Mondays through
the first Monday in April.

(4) MEMBERSHIP:
All residents of Rio Valley Estates shall be members and
shall be eligible to vote, hold office, and entitled to partici-
pate in all club activities. The only EXCEPTION is that no
paid park official may hold an office.

(5) OFFICERS:
There shall be three (3) officers of this club; Chairperson,
Vice-Chairperson, and Secretary. The chairperson and vice-
chairperson are to be elected. The secretary is to be ap
pointed by the chairperson. The chairperson and vice-
chairperson elected in April shall serve through April and
all of November of the elected year; the chairperson and
vice-chairperson elected for December shall serve through
December and January; and the chairperson elected for
February will serve through February and March.
(6) DUTIES OF OFFICERS:
The chairperson shall preside at all meetings opening with a pray-
er, oversee activities of the club, post names of all activity chair-
persons, and call for reports from them.
The vice-chairperson shall assist the chairperson and assume the
duties in his/her absence.
The secretary shall keep accurate legible minutes of all meetings,
shall read the minutes of the previous meeting, and ask for them
to be accepted.
The Treasurer (a member of the elected six person board) will give
the financial report and ask for its approval and file for an audit.

(7) ACTIVITIES:
Each activity shall have a chairperson and vice-chairperson.

(8) FINANCE COMMITTEE:

The Finance Committee consists of three (3) members who serve
from October 1 through September 30. Committee members will
be elected for three (3) years with one (1) being replaced each
year. They may not succeed themselves. One of the members
shall be selected by this committee to be treasurer. The commit-
tee is to meet at the hall at 9:00am before each meeting to hear
requests from members concerning expenditures of funds. The
committee is required to respond to requests before the next
meeting. Any request turned down by the committee may be tak-
en to a Monday meeting for discussion and vote. A majority of
votes cast will decide the outcome. The committee shall NOT have
the authority to approve expenditures over two-hundred ($200)
dollars. Any larger expense must be taken to a Monday meeting
and submitted to the members for discussion and vote. In the
event of the resignation of a member of the committee during his/
her term, the standing chairperson shall suggest a replacement by
the next meeting. Confirmation of the suggested person shall be
voted on by the Club, with a simple majority carrying the motion.

(9) AUDITORS:
The Auditing Committee shall consist of two (2) members appoint-
ed by the February chairperson to audit the books. A report of
said audit shall be submitted to the members by the second Mon-
day in March. The members shall serve until said audit has been
approved. Members may succeed themselves.

(10) NEGOTIATING/PROPERTIES COMMITTEE:

The purpose of the committee is to act as liaison between the park
owners or management and the club. It is to record and adminis-
ter club properties.
The committee is composed of three (3) members who serve from
October1 through September 30. They are elected for a three year
term with one to be replaced each year. They may not succeed
 themselves. In the event of the resignation of a member of the
Committee during his/her term, the standing chairperson
Shall suggest a replacement by the next meeting. Confirmation
Of the suggested person shall be voted on by the Club, with a
Simple majority carrying the motion.

(11) NOMINATING COMMITTEE:

The February chairperson shall appoint a Nominating Committee
of five (5) to nominate the candidates for the finance committee
and the negotiating/properties committee. Committee members
shall serve from conception of the committee until new members
are elected. Committee members may succeed themselves. Nom-
inations will be accepted from floor. Elections of new candidates
for the committees are to held the first Monday in March.

(12) AMENDMENTS:
These guidelines may be changed by submitting a written pro-
posal at the regular meeting and to be voted upon at the follow-
ing weekly meeting. Any submitted written proposal requires a
simple majority of those attending and casting votes.

(12.1) December 12, 2003 changed the dates that the finance
and negotiating/properties committee members are to serve.
Instead of serving from January 1 through December 31, members
will serve from October 1 through September 30. The nominating
committee shall be appointed in February instead of November
and all committee members are to be elected the first Monday in
March. This amendment was further amended on December 27,
2004 to include the auditing committee.

(12.2) March 29, 2004 states there shall be no soliciting, adver-

tising, or selling of any product or business during any club meet-
ing except those pertaining to health and wellbeing. If contacted,
the chairperson may, after a vote by the club, arrange for a time
other than a club meeting for a presentation to those interested.

(12.3) December 15, 2008 changed the time all club meetings
begin from 10:00 am to 9:30 am on Mondays.

(12.4) December 26th , 2016 added to articles (8) and (10) the
Means of replacing committee members who must resign
During his/her term.

(13) DONATIONS
The Club is limited to giving a maximum of $200 to charitable
Groups.
(14) CLUB DISSOLUTION
That for any reason the Rio Valley Estates Winter Texans
Club is dissolved, all of said club’s assets will be disposed
Of at the sole discretion of the members of the club which
Shall be decided and approved by the majority vote of the
Members present.

(15) METHOD OF ELECTION:

Except in the instance when only one name is placed in
nomination for the office of chairperson and/or vice-
chairperson, the by-laws prescribe the method of election
shall be by ballot. After the nominees are asked whether he
or she accepts or declines the nomination, the members will
vote for the chairperson and the vice-chairperson with sep-
arate ballots. The sitting chairperson shall appoint three
members to act as tellers to distribute, collect, and count
the ballots. The tellers shall report the results of each bal-
lot to the chairperson who shall then announce the results
of the ballot to the members.

(16) THESE GUIDELINES SHALL BE EFFECTIVE IMMEDIATELY

 RIO VALLEY ESTATES PARK RULES AND REGULATIONS

(1) This is a senior park for persons who have reached age 55 or older.
One person in the household may be no younger than age 35. No
children are allowed to live in the park as residents. Children are
welcome to visit in park for up to14 days per year. They must be
accompanied by an adult when using park facilities.

(2) If you are selling your mobile home, all future residents must complete
application for residency and be interviewed by park manage
ment.

(3) PETS - One pet per unit under 25 pounds. When new people move into
the park they can have 2 pets, but cannot replace 1 if something
happens. Management may disallow certain breeds of dogs.
Pets must be on a leash no longer than 6 feet. Owners are
responsible for all maintenance of pet and /or damage
caused by the pet. Pets are not allowed in the rec area. This
includes rec halls, swimming pool area or laundry area. No
dog runs or fences are permitted. DO NOT WALK PETS ON THE
LAWNS. Designated pet area is located across from the
bathrooms in the 99 section or your yard.

(4) Smoking is NOT PERMITTED in any building including rest rooms.

(5) Alcoholic beverages are prohibited in recreational areas except at

approved functions.

(6) Swimming pool rules are posted. No glass containers or food

allowed in pool area. The pool is closed from 7 AM- 8 AM for
cleaning

(7) Conducting business in park is prohibited. NO SOLICITING!

(8) Garbage should be placed in bags and disposed of in the dumpsters

located in the 99 section. No trash bags are to be placed on the
ground. Cardboard boxes must be flattened crushed and put in
dumpster.

Grass clippings, plant cuttings, and all yard debris should be

bagged and disposed in dumpsters.

All tree limbs should have the branches removed and shall not
exceed 2” in diameter. Lengths are not to exceed 4 feet. Place at
curb for removal. All other tree debris must be removed by resi-
dent.

This debris shall be removed from curbs on Fridays, if possible,

during winter month Fridays only during summer months.
(9) All park and public utility easements must remain open for easy access.
All improvements to your homes or lots must be approved by
management before starting project. All building permits must be
obtained by resident before starting project.

(10) Contractors must be licensed and bonded to work in park. They are
responsible for disposal of all trash. All workers are required to
notify office of their presence.

(11) When replacing water heaters, appliances, furniture, etc, RESIDENTS

ARE RESPONSIBLE FOR REMOVAL.

(12) Skirting is required on all permanent and/or tied units. Skirting must
meet management approval.

(13) Roller blades, roller skates, bicycles, and mopeds are NOT ALLOWED
on sidewalks, shuffleboard courts or near recreation areas. Excep-
tions only for handicapped people who use these items.

(14) Donuts are required on all RV sewer connections.

(15) Owners/management absolve themselves of any liability and/or

responsibility for any loss, property damage, fire, theft, etc. to any
resident or personal property.

(16) Notify office when arriving and departing park.

(17) Mail will be forwarded for two (2) weeks after your departure. Any
received after the 2 weeks will be returned to sender. Change of
address cards are available in office.

(18) Addresses for the park are:

Mobile homes and 400 sections use 715 N Westgate Dr #____
RV’s (1-34 and 99 sections) use 717 N Westgate Dr #____

(19) RV’s, utility trailers, or boats are not permitted to be stored on

Mobile home sites. RV’s or trailers are allowed 72 hours or 3
Days for loading or unloading t your residence. After 72 hours
Vehicle must be put in assigned storage areas.

(20) All mobile home lots must be maintained 12 months of the year.
Lawn care service is available for a monthly fee by contractors
Both inside and outside the park. Lots not maintained by renter
Will be mowed by the park personnel at the cost of $30.00
Per mowing.
(21) Electronic gate remote controls are available for sale to mobile home
and
park model residents for $20.00. Short time residents may lease or
purchase a remote. Time for gate opening and closing is announced
by management.

(22) Mobile home lot rate is $325 per month. This is subject to change. All
increases begin March 1 of any given year.

Water is metered and will be read in February, June, and October with
payment due the first of March, July, and November. Present rate is
$.0057 plus a 9% service charge.

Electricity is supplied by the provider of your choice and is payable to

them.

Single pay reservations require a $100.00 deposit at the time the

Reservation is made. Balance is due on Nov 1st for 6/6 plan. Other plans
Are due at the time of check in. Reservations are taken on all lots. The tenant
Occupying the lot as of the first Monday of February will have the first right
to reserve that lot, but must do so before the third Friday of February. After
that the lot will be available to anyone.. Deposits will not be refunded after
November 1st.
 Single pay plans must be paid in full by December 1st.
NO EXCEPTIONS!

A lot may not be sublet without the consent of manage-

ment. No refunds will be given for cancellations after
November 1st.

Rent on reserved lots begins on arrival or December 1st

whether the renter is here or not.

Free summer storage (June, July, and August) with 6

months paid rent. Otherwise storage is $10.00 per month
after a 4 months or more stay.

Only one vehicle per lot. Tenants should park their vehicle
behind their unit, parallel and facing west. Please do not
park on the grass.

(24) All mobile home and RV rates are based on 1 or 2 person

occupancy.
Each additional person add $1.00 per day after a 14 day vis-
it.

 EARLY HISTORY OF
RIO VALLEY ESTATES
In 1971, Al Young developed and opened the park for occu-
pancy of mobile homes only. Gas light was at each curb and each
lot had a palm tree. The travel trailers had to park at the back of
each lot in order to connect for services. Each trailer was given a
strip of roofing material by their steps since there wasn’t any ce-
ment. Before 1973, the streets were all caliche, but in the fall of
that year, the streets were paved. Of the 40 acres, only 20 acres
were developed. This was from the office building and to the north.
South of the office building was a grapefruit and navel orange
grove where residents could pick what they wanted. Where the RV
spaces are now was once a parsley field.

JR and Audrey Sigrist became managers of the park in

1973. That year the swimming pool and hot tub were installed.
The day both were opened and dedicated was a banner day com-
plete with a parade.

1974 saw JR and Audrey become owners of the park. The

first news letters were printed that year and the Monday morning
park meetings started. The office building served for all functions.
A gift shop and small kitchen were available. All games were
played there. Friday night programs were mostly skits starring the
park residents. The northeast corner was made into a stage com-
plete with a curtain. The Sigrists printed the first park book on le-
gal paper in 1975.

In September of 1975, the park was sold to Mike and Ann

Moreland. Walter Piper, Ed Lampman, and Leonard Reeves pur-
chased the park in 1981. It wasn’t until 1985 that the park book’s
design became what we have today.

Properties Committee Responsibilities

1. Generally, equipment that is “ part of the building” is
Maintained by the park management/owners

2. Moveable contents are maintained by the club. There is

Some sharing of expenses such as when some park property
Needs maintenance, the management will pay part or all for
Materials and club members will provide free labor.

3. Maintain or replace club property as needed

Sound equipment, Stage lighting

4. Itemize count of club property annually

5. Provide liaison to/from park management for comments,

Requests, etc.

Finance Committee Responsibilities

1. The finance committee is composed of 3 members. Each member
Serves a 3 year term. A new member is elected each year and serves from
October to April. Members cannot serve 2 terms consecutively.

2. Year one member is responsible to obtain consumable materials used in

the halls, ie, coffee, sugar, disposable cups and plates, and any other kitch-
en supplies used by the RVE club members for the hall activities.

3. Year two member is the treasurer of the RVE club and is responsible
for the weekly Monday morning report. They are also responsible for tak-
ing in monies from activities, paying bills and maintaining a checking ac-
count for the club. A yearly audit will be conducted each spring.

4. Year three member is responsible for the overall running of the finance
committee and helps where needed.
