In the 2000 Census of Population conducted, Taguig was shown to have a total

population of 467,375 and with 102,723 households, distributed in the eighteen

Barangays that comprise the municipality.

It is one of the fastest growing cities in Metro Manila with a growth rate of 4.15% per

year. High density areas are emerging in the central part of the city, driven by rapid

population growth in the areas of C5, as the center of population continues to move

south. It is one of the largest contiguous properties still available in Metro Manila.

Taguig is proximate to business districts, airports and major highways. The City

serves as host to embassies and consulates, a state-of-the-art hospital, key agencies of the

national government, the best international schools, and more than 8,000 commercial and

industrial establishments. It has a relatively young population base (40% below 30 years

old) which supports the development of a talent pool and entrepreneurs for ancillary

services, both of which are crucial to sustainable industry growth.

It has fast become urbanized from the original rural set-up. The increase in

industries development and socio-economic growth during the last two decades have

raised Taguig to the level of a FIRST CLASS-A CITY.

City of Taguig: Population Reached 467, 375 in Census 2000

The population of City of Taguig, as of May 2000 was 467, 375 persons. This was

up by 86, 025 persons as compared to 381, 350 persons recorded in the 1995 Census of

Population (POPCEN). For the period 1995 to 2000, the annual population growth rate of

City of Taguig was 4.46 percent. lower than that of the 1990 to 1995 period (6.93

percent).

The number of households increases to 102, 723 as compared to 79, 219 households

in 1995. The average household size recorded in Census 2000 was 4.52 persons, higher

than the 1995 figure of 4.80 persons and lower than the national average of 5.0 persons.

City of Taguig was eight most populated City in the NCR

The City of Taguig ranked eight in terms of population size in the NCR. This city

contributed 4.7 percent to the 9.93 million population in the region. At the national level,

the Municipality shared 0.6 percent to the total population of 76.50 million.

Barangay Western Bicutan had the largest population

Of the 18 barangays comprising the City, Barangay Western Bicutan contributed the

biggest proportion (19.3 percent) to the total population of the city. Barangay Signal

Village and Lower Bicutan followed with 17.7 and 13.5 percent, respectively. Barangay

Bambang, on the other hand, was the smallest in terms of population with 5, 304 persons

or 1.1 percent of the population of the City.

More educated females than males

About 26.5 percent of the household population aged five years and over in City of

Taguig attended or completed elementary; 38.9 percent, high school; and 26.2 percent

with higher education. On the other hand, The number of children aged 5 to 6 years who

had completed preschool and were likely to become Grade I students in the next school

year was 9, 903 pupils (2.5 percent).

There were more females who attended school. They dominated in number in all

levels.

Three out of five were Tagalogs

Of the total household population, 65.9 percent classified themselves as Tagalog.

The rest were either Bikol/Bicol (6.0 percent), Bisaya/Binisaya (4.2 percent), Ilocano (4

percent), Hiligaynon/Ilongo (4.4 percent), or belonged to other ethnic groups (15.4

percent).

Majority of the houses had roof and walls made of strong materials

Majority of the housing units in City of Taguig had galvanized iron/aluminum (79.5

percent) for the roof. For the outer walls, 55.6 percent had concrete/brick/stone; 23.4

percent, half concrete/brick/stone and half wood; and 15.8 percent, wood.

Of the total occupied housing units, about 50.3 percent had the combination of

galvanized iron/aluminum for the roof and concrete/brick/stone for the walls.

Majority of the housing units needed no repair/minor repair

About four out of five housing units in the City of Taguig needed no repair or one

with minor repair only; 12.7 percent needed major repair 2.7 percent with unfinished

constructions; and 1.2 percent, under construction.

About 25.1 percent of the housing units that needed no repair or with minor repair

only were built from 1981-1990.

2. PHYSICAL DATA

MACRO-SITE DATA

• POLITICAL BOUNDARIES (Taguig City)

Makati City and Taguig have recently fought over the jurisdiction of Fort

Bonifacio. This Philippine military base, most of which has been converted to a modern

commercial and residential development area, lies in an ambiguous area. A portion of the

base, including the Libingan ng mga Bayani (Heroes' Cemetery) and the Manila

American Cemetery and Memorial lies within Taguig, while the northern portion where

the development center is now located used to be considered part of Makati but currently

and permanently considered part of Taguig. A 2003 ruling by a judge in the Pasig

Regional Trial Court has upheld the jurisdiction of Taguig over the whole of Fort

Bonifacio, including the Fort Bonifacio Global City.

Taguig City is politically subdivided into 28 barangays. In December 2008, ten new

•AREA AND LAND USES

It has a total area of 4,538.2 hectares ( 45.382 sq. km. ) as per approved Cadastral

Survey Mcdam 500 D by the NCR Land Management Bureau indicating a 1995 average

density of 8,403 persons per sq. km. It covers 18 barangays including some 1,626.2

hectares in what used to be the Fort Bonifacio Military Reservation.

• CLIMATE

The climate of Taguig is classified as Type 1 under the Corona’s classification

used by Philippine Atmospheric, Geophysical and Astronomical Services Administration

(PAGASA) depending on rainfall pattern. It is characterized by two pronounced seasons:

rainy season from May to October and dry season from January to April, rainfall drops to

10-30 mm/month. In general, Metro Manila is directly influenced by an average of 2 to 3

tropical cyclones per year.

CLIMATE AND WEATHER

The Climate is characterized by two types of season:

1. Dry season from November to April

2. Wet season from May to October

Rainfall is less evenly distributed. Maximum rainfall usually occurs from June to

September. The average annual rainfall is 2,000 millimeters with a peak of 400 mm. In

August and a low of 4 mm. In March. Lowest temperature usually occurs during the

month of January. Predominant wind direction is south westerly from October to April,

north easterly from June to September and predominantly northerly during the month of

may. The average relative humidity is 81%.

• ADJOINING AREAS AND USES

The city of Taguig is positioned at approximately 14 latitude and 120

longitude on the southern part of Metro Manila along the northeastern coast of Laguna de

Bay. It is bounded by Laguna de Bay in the East; Pateros, Pasig and Taytay in the north;

Makati and Pasay in the west; Parañaque in the southwest; and Muntinlupa in the south.

The city belongs to the Laguna de Bay watershed region otherwise known as the Laguna

de Bay Basin as defined by Section 2, E. O. 927 (1983) along with 108 municipalities

and cities of Metro Manila and the provinces of Rizal, Quezon, Batangas, Cavite and

Quezon.

• ACCESS

Two main highways traverse Taguig City, that of the Circumferential Road (C5)

and the South Luzon Express Way (SLEX). The Philippine National Railway (PNR)

traverses the city, while it is also near the international and domestic airports.

MRT Station

The ride from one end of the station to the other will take you only 30 minutes.

This is a convenient way to travel as it avoids the traffic jams Manila is famous for.

Taxis, Buses, Trains, Jeepneys, Tricycles, Cars

Going to and around Taguig City is not a problem if availability is the question.

There are a lot of buses which pass by the stretch of Edsa in Taguig City that goes to the

provinces.

MICRO-SITE DATA

• BOUNDARIES

CYBER REALM is located in Ususan, Taguig City. Strategically located near in

“Central Business District”. The project site is accessible from the major highways and

thoroughfares and mass transit system of Metro Manila. The location considered to be the

visitor’s main entry greatly contributed to the inflow of various tourists in the city.

Linking to Metro Manila to all Northern and Southern Luzon expressways.

• AREA

CYBER REALM consists of 11.054 hectares development. The property is sited

along Levi B. Mariano Avenue with high volume of people as well as significant traffic

and visitor stops of adjacent tourist spot like BGC, SM Aura, Market-Market, and other

commercial establishment.

• LAND USE

The actual site of the project is open space area at the back part of the site is an

existing small baseball stadium for the people in the vicinity. In due time, the lot owner is

planning to give way to the other possible development on the area.

Topography, Elevation and Slope

About sixty-five percent of the land in Taguig is level while the rest are rolling to

hilly. It is characterized by coastal plains and hilly areas extending in the north-south

direction along the Manila Bay. Surface elevation ranges from 0-10 meters above the

mean sea level on the coastal plains and 20-70 meters on the hills.

• WATER BODIES AND QUALITY

Water Resources Characteristics

Surface Waters

Taguig has two major rivers that feed Laguna de Bay, namely, the Taguig River

and the Napindan Channel which is linked to the eastern portion of the Pasig River itself.

The Napindan River normally flows from Laguna de Bay to the Pasig River, but can also

flow in the opposite direction, depending on the river itself, the water table in the lake,

the tidal stage in Manila Bay, and the annual evaporatin from the lake.

Minor rivers include

: Bagumbayan River, Mauling Creek/Tabacuhan Creek, Hagonoy River, Tipas

River/Labasan River and Santa Ana River. These rivers are fed by 23 other tributaries

namely: Daang Paa Creek, Bambang na Malaki, Sukol Creek/Daang Manunuso, Mabato

Creek, Katwiran Creek, Daang Kalabaw Creek, Labasan Creek, Panday Creek, Sapa ni

Beho, Palingon Creek, Bambang na Putol, Tipas River, Pagadling Creek, Napindan

River, Lumang Ilog Creek, Ilog Clemencia, Daang Banca Creek, Sapang Ususan, Sapang

Malaki, Hagonoy Creek, Maricaban Creek, Bambang ni Peles, and Daang Kalabaw

Creek.

As per data from Laguna Lake Development Authority (LLDA), the lake has a

total area of 90,000 hectares with an average depth of 2.8 m. Aquaculture covers around

15,000 hectares, 10,000 for fishpens and 5,000 for fish cages.

Groundwater

Taguig is situated within a groundwater basin containing several connected and

interrelated aquifers, composed of tuffaceous sandstone and conglomerates belonging to

the Guadalupe Formation. The rocks as observed from Fort Bonifacio Global City

conform from sedimentary facets of the Guadalupe formation and generally dip gently to

its western portion. Its thickness is approximately 1,300 to 1,200 meters.

Almost 2000 wells have been drilled in the aquifers of the Guadalupe Formation

for the commercial and residential users some of which go as deep as 300 meters. In

1990, total pumpage reached 339.6 million cubic meters. There are already 124 wells that

have been drilled south of Fort Bonifacio yielding 24.25 million cubic meters of water

that supply 7% of the total population of Metro Manila.

advantage of the building’s orientation using the sun and wind path diagram while also

protecting the building from said elements. It incorporates natural elements like water

and greenery thru the use of fountains and planting strips which not only accomplishes

the mentioned principles but also add a pleasing environment to the end users.

3. SECTORAL DATA

•GENERAL PUBLIC SERVICES

Taguig City has a typical organizational structure. Taking from the practice of the

past administration, departments were divided into five clusters for better management.

The clusters meet weekly. The Finance Cluster meets on Mondays. It is composed of the

following departments: Budget, Accounting, Business Permits and License Office

(BPLO), Assessor and Treasury.

The Security Cluster meets on Tuesdays. Its members are: Philippine National

Police (PNP) Taguig, Public Order and Safety Office (POSO), Traffic Management

Office (TMO), Bureau of Fire Protection (BFP), Taguig Rescue, Taguig Anti-Crime and

Investigation Division (TACID), Task Force on Demolition.

The General Services Cluster meets on Wednesdays. Its members are: General

Services Office (GSO), Human Resource Management Office (HRMO), Legal,

Purchasing, Information Technology (IT), Special Bodies (Local School Board), National

Offices (Department of Interior and Local Government (DILG), Commission on

Elections (COMELEC), National Statistics Office (NSO), Commission on Audit (COA).

The Economic Cluster meets on Thursdays. Its members are: Agriculture,

Engineering, Market Management Office (MMO), Local Building Office (LBO), Lake

and River Management Office (LRMO), Local Utility Office (LUO), Tourism and Trade

Culture Development, City Planning and Development Office (CPDO).

The Social Services Cluster has two (2) clusters. Cluster 1 meets on Fridays and is

composed of the Office of Social Welfare and Development (OSWD), Urban Poor

Affairs Office (UPAO), Office of Senior Citizen Affairs (OSCA), Office of Disabled

Persons Affairs (ODPA), Taguig Anti-Drug Action Council (TADAC), City Health,

Taguig City Hospital (TCH), Civil Registry. Cluster 2 meets on Fridays too. Its’ members

are Public Employment and Services Office (PESO), Tricycle Regulatory Unit (TRU),

Public Information Office (PIO), Cooperative Development Office (CDO), Library,

Youth and Sports Development (YSD), Local Housing Office (LHO), Solid Waste

Management Office (SWMO), Manpower, Barangay Affairs Office (BAO), Taguig City

University (TCU), Events.

Personnel Management:

The personnel complement as of Feb. 1, 2011 is 5,226 broken down as follows:

Regular: 376, Casual: 315, Contractual: 308, Consultant/Contract of services: 1,113, Job

Orders: 3,154. New consultants were hired so the total number of personnel is 7,000 in

contrast to 3,000 from the previous administration. It would be worth mentioning that Job

Orders are the biggest number because of political accommodation. Their salaries are

charged to Maintenance and Other Operating Expenses (MOOE) instead of Personnel

assume that as in the past, the City of Taguig will not exceed the 55% cap on expenses

for Personnel Services pegged by the Department of Interior and Local Government

(DILG) for the Local Government Performance Management System (LGPMS).

There are One Hundred Ten (110) unfilled vacancies: Mayor’s Office: twenty-

three (23), Tourism and Trade: two (2), General Services Office: three (3), Public

Information Office: one (1), Legal Office: two (2), Public Order & Safety Office: three

Issues:

Taguig City has two offices for Human Resource Management (HRMO).

The first one is legitimate because the officer holds the permanent item therefore

she is the one recognized by the Civil Service Commission (CSC). She is

identified with the former administration so the new administration brought in

their own personnel and positioned them in her office across the permanent

employees to monitor their movements. This is the situation in all the other

offices. The second office on the fourth floor is unofficially headed by a former

employee dismissed by the CSC and is filled with loyalists of the new

administration. He drafts the Office Orders and has them signed by the City

Administrator. He talks to the permanent employees about attendance and

transfers. Because he has no legal personality he leaves unsigned notes on the

desks of department heads. This has been reported to CSC and they are asking for

proof that he is working in city hall.

Pastors are hired as Consultants and appointed as Officers-in-Charge in violation

of CSC Memorandum Circular 13, s2011 “Policies on Executive/Managerial Positions on

the Second Level”.

The terminal pay of the previous employees from the past administration has not

been released since July 2010. The former Head of the Public Employment Service

Office (PESO) was assigned as Security guard at the Maharlika Elementary School and is

not even allowed to park his car inside the school premises. He filed a complaint with

CSC and the new administration was given a week to reply to the query.

Fiscal Administration:

The annual budget is P3,745,799,829.00. Under Expenditures: Current Operating

Expenditure is P1,398,293,103.00 (Personal Services: P449,236,578.00, Maintenance and

Other Operating Expenditures: P949,056,525.00); Total Capital Outlay is

P489,000,000.00 and Total Non-Office Expenditures at P1,858,506,726.00. The figures

illustrate the point I made earlier about the huge disparity between PS and MOOE.

Revenue Generation:

Taguig’s income is mainly based on revenues from local sources with Business

and Real Property Taxes comprising 90% of total revenue. Total collections as of

September 1, 2011 is P2,201,309,993.21 with P1,437,645,621.42 from Local sources and

P723,299,825.00 from the Internal Revenue Allotment (IRA), roughly one third of total

revenue. Collection efficiency is not good. Comparing this year’s collections to last

year’s collections from the same period, there is a shortfall of about P300,000,000.00.

The In-Charge of Office ( City Treasury) plans to auction delinquent real properties and

audit corporations on their business taxes. These measures were already implemented by

the previous administration and were proven to be successful.

Issues:

The In-Charge of Office (City Treasury) was originally appointed by the Mayor

as Legal Officer but was never confirmed by the City Council. This is a violation of the

Local Government Code and CSC Memorandum Circular 12, s2011 “Revised Guidelines

in the Determination of Positions in the Local Government Units as Primarily

Confidential”. The Mayor appointed him Treasurer-In-Charge in July 2010 and has

requested the Department of Finance (DOF) for an extension twice already. According to

the DOF, a Treasurer In-Charge may only be extended twice unlike an Officer-in-Charge.

Vice Mayor Atty. Elias’ commercial building financed by a loan from the

Development Bank of the Philippines (DBP) would have hosted the first DBP branch in

Taguig. It is across Puregold beside City Hall. The new administration withheld the

Electrical and Occupancy Permits. The Locational Clearance and Business Permit were

issued then revoked based on the argument that the Resolution approving the

reclassification from agricultural to commercial is invalid and an Ordinance is needed.

However the revised Comprehensive Land Use Plan (CLUP) three years ago already

reclassified that area as commercial. The Vice Mayor is losing money because the

monthly amortization to DBP is not self-liquidating. They are filing a case against the

concerned local officials.

There is talk going around that the cost of obtaining an Occupancy Permit is

P60,000.00 per floor. The Occupancy Permit is a requirement for a Business Permit.

Given the number of buildings rising in Bonifacio, one can surmise how much money is

lost to corruption which has resulted to poor collection efficiency.

Taguig City is a Best Performance awardee for its Health and Nutrition programs

and has been a pilot LGU for the World Health Organization’s (WHO) special programs

Issues:

The City’s awards are indicative of the past administration’s investments in health

services. There is difficulty implementing the No Smoking Ordinance due to resistance.

All Taguig residents also enjoy 40 percent discount in fees in the city-owned

hospital, which, when combined with Philhealth coverage, makes health services very

affordable to the City residents.

The city-owned hospital now has 67 percent more bed capacity with the opening

of the second floor of its third building. It also has a newly refurbished, fully-

airconditioned emergency and operating rooms, which doubled the ER’s bed capacity

from 25 to 50, and increased the OR to 3 major operating rooms — 1 opthalmology OR,

1 minor OR, and 2 delivery rooms. There used to be only 1 OR and 1 delivery room. The

hospital also has a new breast and mammography center, and a TB DOTS clinic to

address the needs of those afflicted with tuberculosis. It has also recently acquired a CT

scan facility.

Due to all these improvements, the number of patients served by the hospital

jumped to 128 percent between 2010 and 2013.

The City Government is also augmenting the services being offered by the city

hospital and the 30 barangay health centers by putting up three Super Health Centers

(SHCs) with another one underway.The SHCs, on top of its function as a regular health

center, also offers lying-in services as well as services for minor and simple emergencies.

It is functional 24/7 with a medical doctor, a nurse and a midwife, and is ready with its

own mini-ambulance. The construction of another hospital along the lakeshore is also

underway.

For greater accessibility, the City Government has also embarked on a door-to-

door delivery of health services since 2010, starting with the delivery of week’s-worth of

medicines to needy residents with asthma, hypertension and diabetes. The Mayor herself

delivers wheelchairs, crutches, hearing aides, and other health implements to needy

residents right at their homes. In fact a new health delivery service is due to be launched

this month called the Doctor-On-Call (DOC) Program. It would be a 24/7 emergency

medical service to respond to medical emergencies right at the doorsteps of the City

residents. The DOC Team is comprised of a medical doctor with expertise on emergency

medical service, a registered nurse who is also trained as an emergency medical

technician, an aide and an ambulance driver.

Because of the investments in health services, the maternal mortality rate has

decreased very significantly from 1.3 percent in 2009 to 0.27 percent in July 2013. The

infant mortality rate has also decreased significantly from 13 percent in 2009 to 6.46

percent in July 2013. This year, the City Government aims to increase the city-sponsored

Philhealth members by around 60 percent to help ensure that the health needs of the most

needy are well-addressed. Thus, with all these things that the City Government is doing

to serve the health needs of its people, there should be no reason for anyone in the City

not to seek medical attention when needed.

Office of Social Welfare and Development:

Taguig has 3,000 beneficiaries in the Department of Social Welfare and

Development (DSWD) Conditional Cash Transfer (CCT) Program. Out of the twenty

eight (28) barangays, only twelve (12) barangays are part of the program. Selection was

done through the National Household Targeting System for Poverty Reduction (NHTS-

PR). Set I has three (3) barangays:Tuktukan (74) recipients, Sta. Ana (128) and Western

Bicutan (1,104) with a total of One Thousand Three Hundred Six (1,306) beneficiaries.

Set IV-A has nine (9) barangays: Napindan (122) recipients, Ibayo Tipas (128), Ususan

(294), Bambang (187),Lower Bicutan (125), Bagumbayan (481), Tanyag (191),

Maharlika (232) and Upper Bicutan (138) with a total of One Thousand Eight Hundred

Ninety-eight (1,898). The total number of beneficiaries is Three Thousand Two Hundred

Four (3,204). SEA-K is the livelihood component and training programs are conducted

for the same beneficiaries.

They are given a health allowance of P500.00 and an education allowance of

P300.00 per child. Certain conditions must to be met before the monthly allowance is

released e.g. pregnant mothers must attend the regular prenatal check-ups in the health

center or mothers with children aged 0-5 years old must enrol their children in the day

care centers. If conditions are not met, the subsidy is deducted so the amounts vary. There

is no education subsidy during the summer because there are no classes. For every 25-30

families, a parent leader monitors them through the Household Case Survey. The OSWD

has three (3) focal persons while the DSWD assigned three (3) City Links for monitoring.

The DSWD provides parent training modules on Parenting Effectiveness, Family

Session, Family Management System and Empowerment. The Local Action Committee

meets every month to monitor progress and share updates.

Challenges:

The focal officers have encountered non-compliance by beneficiaries with set

conditions. Those who could not comply complain that they should be given more

leeway. Out of 7,000 urban poor families, only 3,204 families have benefitted from the

program so OSWD is requesting for an increase in the number of beneficiaries to cover

the balance of 4,000 families. My impression is the participating barangays are allied

with the current administration with Bagumbayan (the Mayor’s bailiwick), having the

second largest number of beneficiaries. Western Bicutan’s large number is due to the fact

that this project started three years ago during the term of former Pres. Arroyo.

Solid Waste Management Office

The Solid Waste Management (SWM) Office just convened the SWM Board in

compliance with Solid Waste Management Act R.A. 9003. They are preparing the ten

year plan. The SWM Committee will convene monthly meetings. Their programs:

1.Information and Education Campaign (IEC): Deployment of Barangay based

coordinators to conduct Thirty-three (33) IECs per month or One Hundred (100) IECs per

quarter; 2. Taguig Environmental Police; 3. Pilot barangay zones for No segregation, No

collection policy and scheduled waste pick-up e.g. Tuesday (recyclables) and Thursday

(hazardous waste); 4. Material Recovery Facility (MRF) in pilot barangays

Challenges: There is much resistance to segregation in the pilot barangay zones.

Legislative Branch: City Council.

III.

Taguig City has two City Councils and two Sangguniang Kabataan chairpersons

borne out of the political divide. Mayor Cayetano’s Council meets on Mondays at 3:00

p.m. Vice Mayor Atty. Elias and his Council meet on Mondays at 5:00 p.m. During last

year’s Budget Hearing the City Administrator told the Vice Mayor that the new

administration does not recognize him so they will never attend their sessions. Mayor

Cayetano’s Council does not have a quorum. They assigned a lady councillor as

Presiding Officer Pro Tempore, who is coincidentally the sister of the notorious “Golden

Boy” Valenzuela linked to the missing Customs containers worth P230,000,000.00.

In order to come up with a quorum for their sessions and gain control of the SK,

Mayor Cayetano’s Council called an SK meeting excluding the elected SK Chair Mae

Gonzales purportedly to elect their own: SK Chair Cruz. Cruz attends the Monday

sessions so they managed to come up with a quorum. Aside from convening her own

Council, the City Mayor withheld the salary of SK Chair Gonzales for a year already. SK

Chair Gonzales filed a case in court questioning the legitimacy of Cruz and the fact that

her salary and benefits have not been given to her. The Pasig Regional Trial Court has

come out with a decision upholding the legitimacy of SK Chair Gonzales as Taguig SK

Chair; ordering Mayor Cayetano to cease convening Council sessions without the Vice

Mayor, Council and SK Chair Gonzales; and has ordered the release of the unpaid wages

and benefits to SK Chair Gonzales within twenty (20) days. Mayor Cayetano’s Council

filed a preliminary injunction.

2.2 CASE STUDIES

2.2.1 SCOPE AND DELIMITATIONS

The scope of the project was based on how the project will support, promote and

solve the needs of having a facility intended for the eSports athletes. In order to establish

a well-planned design project like this development: the proponent use a complex design

which composed of two or more structures that will accommodate all of the needs of the

target beneficiaries.

The proposed project which is a complex design is composed of a main arena, toy

exhibition hall and a cosplay convention, a headquarters for game developers, a

videogame theme food court, a shopping center for the latest gaming technologies and

peripherals.

In order to accomplish the project’s goal, the proponents listed the relevant

subjects of the study:

 Different facilities that concerning electronic sports and its industry

 Different trends in designing stadiums/arenas, toy museums/exhibition

hall, and a cosplay convention.

 Trends in terms innovations and technologies especially on electronic

sports.

 Strategies for a kinetic and dynamic architecture.

CASE STUDY NO. 1: ABOUT ELECTRONIC SPORTS EVENT FACILITIES

(LOCAL)

 Mall of Asia Arena

Mall of Asia Arena is an indoor arena within the SM Mall of Asia complex,

in Pasay, Philippines. It has a seating capacity of 15,000 for sporting events, and a full

house capacity of 20,000. The Arena officially opened on June 16, 2012. It has

retractable seats and a 2,000-capacity car park building.

The Arena:

The Mall of Asia Arena is the alternate venue of the Philippine Basketball

Association when the Smart Araneta Coliseum is unavailable. The Arena is also the new

home of the University Athletic Association of the Philippines.

From June 7–12, 2016, the arena held a professional Dota 2 eSports tournament,

known as the Manila Major 2016, which was hosted and produced by PGL eSports.

The Mall of Asia Arena is used to hosting rock concerts and sporting events, but from

April 23-24 it will host thousands of Dota 2 fans during ESL One Manila. With close

proximity to the airport and to downtown Manila, it won’t be difficult to take in some top

level Dota 2 in the heart of the Philippines.

Activities:

The Mall of Asia Arena is a 15,000 seat multi-purpose venue located in the Mall

of Asia Complex, Pasay, Metro Manila. The 52,000 sqm (561,876-square-foot) venue

was designed primarily to accommodate concerts and basketball games, but can also be

configured to allow for boxing, theater, fashion, and ice-skating shows.

The arena forms an integral part of a larger mixed-use masterplan built on reclaimed

land facing Manila Bay. The masterplan is centered around the Mall of Asia, and

includes the SMX convention center, the E-com office complexes, future hotel and

serviced apartment developments, and a multi-storey carpark annex.

The arena was intended to work on several levels. First, it had to act as a draw to the

larger masterplan, making the mall, the convention center and the hotels more attractive

through its complementary use. Secondly, it had to be integrated with the other

developments, which it does through shared infrastructure services, public transport

terminals, and pedestrian bridgeways. It plugs into regional and tourism networks

through its close proximity to Manila airport, ferry and cruise-ship terminals, and

the city's tourist destinations. Finally, the arena had to be a profitable venture in its own

right, combining efficient functionality, international construction methods, local

practice, and memorable imagery.

Design challenges included a limited 16,000 sqm (172,158-square-foot) site, which

required the arena to span over an adjacent road; and a high water table, which placed a

limit on basements and required the construction of an 8-storey carpark annex, housing

over 1,400 parking spaces. The installation of the arched roof-trusses proved particularly

challenging, requiring the coordination of multiple construction teams & cranes to hoist

them up.

In planning terms, the arena is arranged on two tiers, with a ring of corporate suites

separating the lower seats from the balcony levels. Backstage, changing, and press areas

are located on the ground floor, while BOH and admin areas are located on interstitial

mezzanines. Major concourses are lined with concessions, while a VIP restaurant and

lounge is located on the corporate suite level.

The arena employs grey water recycling, rainwater harvesting and waterless urinals; it

shares an STP, carparking facilities and a public transport interchange with the Mall of

Asia; and uses low-e coated and fritted IGU's throughout its facade.

The arena form is designed like a big eye, resting on top of a slanted podium plinth. This

allows it to hold the large volume of the interior court within a dramatic vaulted space,

while providing a distinctive identity to the arena as a whole. The whole eye is intended

to function as a multi-media screen, projecting images of ongoing or future events, and

forms a dramatic view from the arrival circle of the larger masterplan complex. It also

provides the perfect architectural image for a venue dedicated to spectator sports and

events.

 Findings And Analysis about MOA Arena:

The article introduced about on how Electronic sports facilities was notable and

be notable as an extensive impact in the emerging industry of eSports in the Philippines.

It represents the richness and creativity of the country in terms of innovations. It was also

as a benchmark of further development and opportunities of the eSports industry. It

would be also a best way on promoting and acknowledging different aspiring eSports

athletes that gives honor and glory to our country.

 Strategies and Design Concept taken

The article was relevant as the proposed ELECTRONIC SPORTS COMPLEX on

how our country must give importance of having an eSports facilities like this. With this

article clearly stated that there is a need for a facilities intended for Competitive

Electronic Gaming. In addition, it also stated activities and events being done in facilities

Furthermore, it also helps to showcase the knowledge and creativity of a Filipino

our country.

CASE STUDY NO. 2: ABOUT ELECTRONIC SPORTS EVENT FACILITIES

(INTERNATIONAL)

Key Arena, Seattle, Washington

KeyArena (formerly Washington State Pavilion, Washington State

Coliseum and Seattle Center Coliseum) is a multi-

purpose arena in Seattle, Washington. It is located north of downtown in the 74-acre

(300,000 m2) entertainment complex known as Seattle Center, the site of the

1962 World's Fair, the Century 21 Exposition. It is used for entertainment purposes, such

as concerts, ice shows, circuses, and sporting events.

The Arena

It has a seating capacity of 17,072 for basketball games, 15,177 for ice hockey games and

ice shows, 16,641 for end-stage concerts, and 17,459 for center-stage concerts

and boxing. Risers hold 7,440 on the upper level and up to 7,741 on the lower level,

with luxury suites adding another 1,160 seats.

The Inductees: Starting in 2014, American video game developer Valve

Corporation began hosting The International Dota 2 eSports tournaments at the venue,

which have since featured prize pools of over US$20 million.

History:

The Coliseum was rebuilt from the ground up between 1994 and 1995, bringing the arena

into the 21st century with state-of-the-art amenities. The remodeled facility maintained

the architectural integrity of the original hyperbolic roofline by using the existing steel

trusses in combination with four new main diagonal trusses. The wood, steel and concrete

from the demolition were either reused in construction of the new arena or sold to

recyclers. The original acoustical panels, those attached to the roof that keep the space

from echoing, were refurbished and reused. The court was lowered 35 feet below street

level to allow for 3,000 more seats.

 Findings And Analysis about Key Arena:

Case Study No. 3: About Electronic Sports event facilities (International)

 Staples Center, Los Angeles, California

Staples Center is a multi-purpose sports arena in Downtown Los Angeles. Adjacent to

the L.A. Live development, it is located next to the Los Angeles Convention

Center complex along Figueroa Street. Opening on October 17, 1999, it is one of the

major sporting facilities in the Greater Los Angeles Area.

It is owned and operated by the L.A. Arena Company and Anschutz Entertainment

Group.

The Center: Staples Center measures 950,000 square feet (88,257.9 m2) of total space,

with a 94-foot (28.7 m) by 200-foot (61.0 m) arena floor. It stands 150 feet (45.7 m)

tall. The arena seats up to 19,067 for basketball, 18,340 for ice hockey, and around

20,000 for concerts or other sporting events. Two-thirds of the arena's seating, including

2,500 club seats, are in the lower bowl. There are also 160 luxury suites, including 15

event suites, on three levels between the lower and upper bowls. The arena's attendance

record is held by the fight between World WBA Welterweight Champion, Antonio

Margarito and Shane Mosleywith a crowd of 20,820 set on January 25, 2009.

In 2013 the Staples Center hosted the grand finals of the World Championship of the

Case Study No. 4: About related project location and complex design (International)

 (MLG)Major League Gaming Complex

Major League Gaming, one of the world’s premier eSports organizations, has announced

a partnership with two Chinese firms, which are going to help it build a 15,000 spectator

eSports arena on Hengqin Island in Zhuhai, China. Unlike other previously held games in

venues like the Staples Centre which hosted the last League of Legends championship

finals, this will be a purpose built eSports arena of a size never seen before, specifically

designed for competitive gaming.

The project is said to cost over 18 billion Chinese Yuan (£1.7 billion) and won’t

be completed until 2017, but is expected to become the mecca for eSports gaming around

the world. While no announcements have been made for partnerships with companies

like Tencent and Valve over what games will be played there, it seems likely that all the

big ones will make use of it – or use its success as a way to fund their own stadium

builds.

In the US, MLG also announced that it had been in talks with lots of stadium owners and

would be looking to expand its professional gaming into larger and more impressive

arenas.

While president of MLG, Mike Sepso has said (and onGamers reported) that this

will be the first eSports designed arena, there have been others created in the past. Intel

Extreme Masters opened what was described as the “first esports dedicated arena,” back

in 2009. It only had a capacity of around 1,000 spectators though, so it shows how

impressive the world of eSports has grown in recent years.

The two companies MLG are partnering with are Lai Fung Holdings Limited and

eSun Holdings Limited. The companies are funding the development of Hengqin and

they’ve decided to put the new arena in the V-Zone, which acts as the centerpiece of the

building work.

To put the project inside the 'V-Zone', which is described as the first-in-the-world video

game destination planned as a centerpiece of Lai Fung’s Renminbi 18 billion 'Creative

Culture City' development on Hengqin Island.

 Findings And Analysis about Key Arena:

The study above discussed the proposal of MAJOR LEAGUE GAMING

COMPLEX which is related to project to its site location. This study shows that the

With this study, the proponents get the idea on how to relate the project to its

location. It is important to blend the style of architecture to be used with the existing

structures near the site of the project, but more importantly is to design a structure which

essence of the proposed project with its architectural character.

This study helps the proponents on the following:

2.2.3 SUMMARY AND RECOMMENDATIONS

With all of these case studies and articles concerning issues, design concepts and

existing structures locally and globally, the proponents has built an idea that a structure or

a building intended to be a main event center for eSports athletes that will house and

exhibit their skills and talents. The proposed project shall also give influence to the

Filipino people that our eSports athletes/players will give fame to our country if the

support for them is enough through competitions and tournaments concerning to

electronic sports which shall be held in the proposed project.

The said “eSports Complex” shall go along with the futuristic which is the design

of its neighboring structures but it must be a design that will symbolizes the creativity

and globally competitive in terms of its innovation. In addition, it shall blend with its

environment and serve as its purpose without harming the natural condition of the site.

To adapt the “KinecticA” theme, dynamic and kinetic architecture is a considered

solution to the site which is located at Taguig City. With its enormous structures along

the site, the structure is expected to outstand from its place as a dynamic type of structure.

Technology, innovations shall be used to keep the structure to be visually engaging in its

specific location.
