INTRODUCTION
Computer skills and capabilities are necessary when it comes to handling the computer.
It is because you may need to know, how to use the computer in terms of Networking,
Communicating, Word Processing, Editing, and much more. Skills were the ability to do
something well, usually gained through training or experience focusing only at the computer
you may gain the knowledge on handling the computer, while you may need the capability the
power or practical ability necessary for doing something in order for you to understand the
whole computer hence, the skills and capabilities are necessary to become an ICT student.
In 2007, the World Bank conducted a series of studies and capacity building on ICT-
related service trade for Eastern and Southern African countries (Trade in Information and
Communication Services: Opportunities for East and Southern Africa, available on our
website’s publications’ page). The study found that some of the critical elements necessary for
successful ICT trade (“ICT-competitiveness”) are not sufficient. These elements include
network infrastructure; an enabling policy, legal and regulatory framework environment; the
education and training required to have a labor force with necessary ICT skills; use of ICT
applications by businesses and government; and consumer awareness. (The World Bank
Group, 2017).
The Bank is following up on this analytical work with projects in Ghana, Kenya, Nigeria
and Rwanda to facilitate trade in ICT business, particularly in business process outsourcing
(BPO). These projects include, among other things, support to industry associations,
development of IT Parks, partnerships with the industry to take up training of manpower, and
support to investment promotion activities. More countries are likely to be added based on
readiness of interested countries and effectiveness of these earlier programs. (The World Bank
Group, 2017).
Lugtu enumerated the different problems plaguing the country and how the private
sector has been responding to them by developing ICT. While he reported that the country has
approximately 44 million internet users, and 36 million of them are active in social media, Lugtu
acknowledged that the country is still a “laggard” with internet speed. He said, “This is a major
problem in the Philippines because there is a clear link between the internet and the economy–
the higher the speed of internet in the country, the higher the growth rate of the economy.
”According to Lugtu, government agencies are partnering with the private sector in finding
At present, the data center of the Southern Philippines Medical Center (SPMC) and
Davao City’s Public Safety and Security Command Center (PSSCC) have the most advanced
IT infrastructure in Mindanao. Matunog, however, was quick to add that these IT infrastructures
are far from the international standards set for data centers. “Only PLDT in Manila passed the
international standards set for data centers since it has the ISO 2700,” Matunog said. (ASP)
Different rationale has been shown, and would be enough to explain that the ICT
students are required to study on how to handle computers. However, there might be difficulty
computers that would need network and this is due to laggard networks.(Wikipedia 2017)

The purpose of this study is, for us to know the senior high students capability and skills
in using computers. At this stage in the research, we will make a survey that asks the students
about using computers for projects and activities. And also for us to know what help does it
provide.

(1994, 42). The view of information seeking as something that is learnt is well in accordance
with the view that the appropriation of information literacy may be a goal for learning. However,
It follows therefore that we can assume that literacy is the outcome of learning. We may also
claim, however, that all learning is embedded in cultural practices and imbued with norms and
Values, since learning implies developing one’s ability to understand and act in gradually more
The Independent variable of the study is the capability and skills of the Luna students. It
is through determining the Luna student needs and learning on a computer that this research
would provide the information about the students result and information about their skills.
Meanwhile, the dependent variable for this study is the senior high students results in

This study will provide the students awareness of the different factors of the capability
and skills in computer. The same goes on us in the sense of observing the students while
using the computers. Eventually, they may use this study as a reference in possibilities for
creating a program for the students who don’t know how to use computers. Finally, the
administration may use these results as a guide in improving the school’s curriculum to
The study has a number of limitations which will be considered. The study will focus on
their answer on their questionnaires as the result of their surveys. The study will find how much
the Luna students know how to use a computer as their help and how does this help them in
their needs.
This study will be done before the Second Semester ends in School Year 2017-2018 at
DMMA College of Southern Philippines, Davao City. The respondents will be the whole section
The data used in this study will be gathered through a survey questionnaire. The survey
questionnaire will be adopted and modified to the needs and capability of the respondents.

CHAPTER 2
Computer means an electronic machine that can store and work with large amounts of
information. Specifically programmable electronic devices that can store, retrieve, and process
data.
ICTs stand for information and communication technologies and are defined, for the
purposes of this primer, as a “diverse set of technological tools and resources used to
communicate, and to create, disseminate, store, and manage information.” These technologies
include computers, the Internet, broadcasting technologies (radio and television), and
In recent years there has been a groundswell of interest in how computers and the
Internet can best be harnessed to improve the efficiency and effectiveness of education at all
levels and in both formal and non-formal settings. But ICTs are more than just these
technologies; older technologies such as the telephone, radio and television, although now
given less attention, have a longer and richer history as instructional tools. For instance, radio
and television have for over forty years been used for open and distance learning, although
print remains the cheapest, most accessible and therefore most dominant delivery mechanism
in both developed and developing countries. The use of computers and the Internet is still in its
infancy in developing countries, if these are used at all, due to limited infrastructure and the
The ICT teachers are responsible for the result of the student’s development among
their skills, and capabilities. Students will show their capabilities or skills through successful
delivery of the task using computer, in which will probably starting to improve them in handling,
and that moment ICT teacher may rate their abilities, and may conclude the students
efficiency, and skills of using computer for their future condition in the job. (Teacher
professional development)
When you're job searching, as future employers you are going to know what computer
skill you have. That's because no matter where you work — even if your role is more hands-on
or labor-intensive — some computer work is almost definitely required. Just think about how
ever-present computers are, from our smart phones to cash registers to the order systems at
restaurants. So it's no surprise that computer skills are a requirement for many positions,
particularly office-based roles. Many jobs will even require advanced computer skills. When
you are applying for a job, it's helpful to include your skills on your resume. Then when you are
interviewing, you can specifically mention the skills that relate to the job for which you're
Zakaria, Watson & Edwards (2010) conducted their research on the use of Web 2.0
technology by Malaysian students. The general opinion gathered about the integration of Web
2.0 tools into learning was positive. Result showed that students preferred using e-mail to
disseminate and share digital contents. Similarly it was also found that for finding information
related to education, students prefer to use search engines instead of asking friends or
teachers. (Zakaria, Watson & Edwards 2010) (Library Philosophy and Practice 2011)
Maharana, Biswal and Sahu (2009) explored the use of information and communication
technology used by medical students. They found 77% of the respondents were of the opinion
that ICT should be included in their syllabus. Nearly all respondents expressed their desire to
have a computer lab in their college. One hundred respondents out of 128 opined that medical
education is not effective without ICT based resources and services. (Maharana, Biswal and
Saunders & Pincas (2004) examined the student’s attitude towards information and
communication technologies in teaching and learning in the UK. Forty-five per cent of
respondents indicated that they would prefer to have more face-to-face lectures at
Luambano & Nawe (2004) investigated the internet use by students of the University of
Dare es Salaam. Findings revealed that majority of the students were not use internet due to
the inadequacy of computers with internet facilities, lack of skills in internet use and slow
speed of computers. It was also revealed that most students who used the internet did not use
it for academic purposes. It was suggested that more computers connected to the internet
should be provided and training should also be given to the students on the use of internet.
Njagi & Isbell (2003) assessed the students’ attitudes towards web-based learning
resources. The study addressed the differences in attitude change, towards computer
technology, for students using web-based resources and those using traditional textbooks. It
was pointed out that the majority of the students in both web-based and the traditional textbook
groups had owned personal computers and had Internet accessibility at their homes; it is
therefore possible that computer use was equal for all groups. (Njagi & Isbell 2003) (Library
Crawford (2003) searched out the use of electronic information services by students at
Glasgow University. The study pointed out the insufficient numbers of PCs for students,
problems with password notification and insufficient technical support. A need for sophisticated
network was also found. (Crawford 2003) (Library Philosophy and Practice 2011)
Oliver (2002) investigated the role of ICT in higher education in 21st century. He stated
that ICT offers a student centered learning, it support in knowledge construction, distance
education, learning at any time. It expands the pool of teacher and students as well. It was

Research Design:
The study will be using Case Study; it is a published report about a person, group, or
situation that has been studied over time. In which means the research has long and
prominent place in many discipline and professions, ranging from psychology, anthropology,
sociology, and political science to education. To attain this, data collection in a case occur over
Research Locale
The researchers engage the instructor by asking permission, as well as the schedule of
the interview. Then, the researchers will be on time for the schedule of interviewing. After
interviewing, the researchers will confirm, and analyze the data received from interviewing the
ICT students.
Respondents
The participant of this study will be the students of Senior High School students Section
Luna of DCSP, Buhangin, Davao City, and S.Y 2016-2017. The class was chosen because
they are in the first section and they need to be in high standards. We believe that they need to
be surveyed regarding this case for us to know that the DCSP students provide a high
standard student.
The researchers will be analyzing the persons, events, decisions, periods, projects,
policies, institutions, or other systems that are studied historically by one or more method in
this topic. To attain this, data collection in a case occur over a sustained period of time.
