(6a) If the proportion of defectives is "less than" 12% is it
reasonable to conclude the new process is better?
We have no idea how much less than 12% it was. It could have been 11.9%
which could be due to random variation. We need a way to quantify how
much less is enough to make such conclusions. For now you must say
FALSE for this question. It matters how much less than 12% the proportion
really is.

First Quartile:
0.25(91) = 22.75 so find the mean of the data values in the 22nd and 23rd positions.
