The momentum following Doug Jones’s victory has energized Alabama’s Democratic Party

establishment and the self-identified Democratic electorate leading to a historic number of Democratic
candidates who will be on the ballot in November 2018. Alabama congressional district 2 has been identified
by national and state groups as Democrats’ best opportunity to flip a seat in Republican control. Incumbent
Martha Roby (R) faced a difficult primary challenge which led to a runoff since she failed to secure more than
50% of the vote. Democratic candidate Tabitha Isner provides a credible challenge and compelling narrative
as a farmer’s daughter and minister with an ability to connect with voters on bread and butter issues. District 2
includes parts of the capital city of Montgomery, Dothan (the state’s southeastern-most population center),
and the predominantly rural Wiregrass region in between, including portions of the Black Belt.

Grassroots electoral work will be critical to a victory in District 2 given the anemic state of formal
Democratic Party infrastructure and lack of attention to the district by the Jones campaign.
Hometown Action is uniquely positioned to have an impact in this race by engaging unregistered but
Democratic-leaning residents and persuading self-identified Republicans to vote for Isner by framing her
candidacy as an opportunity for everyday people to have input in their own governance centered around
constituents’ daily struggles. Our River Region chapter already serves as an organizing hub within the district
with an active base of members in Montgomery and neighboring Elmore County--one of the most conservative
in the district--who can be mobilized to support electoral work throughout the district.

Arizona is a state in transition; beginning in 2010, a new wave of political engagement,
organizing and base building advanced progressive politics to a level never before
seen in Arizona. Young Latinx and immigrant leaders fought back against the nation’s fiercest attacks on
immigrant families. They built the state’s strongest voter engagement infrastructure, an electorate that has
elected a historic number of Latinx elected officials and a cadre of leaders that are focused on building lasting
power that can ultimately build a vision for Arizona .

That infrastructure is now maturing, and our electoral environment shows it. While Arizona has a tradition of
voting conservative, so many women, Latinx and African American voters hate Trump and his policies. This
animus is driving enthusiasm for Kyrsten Sinema’s race for US Senate, who has a cleared field for her primary
in late August (while the GOP candidates are locked in a bitter and expensive primary battle that mirrors the
national GOP soul-searching). For months, LUCHA has been backing the candidacy of David Garcia for
Governor, the highest-profile statewide Latinx candidate in our state’s history. Garcia’s run has further
increased Latino interest and enthusiasm for this fall’s election.

Colorado People’s Action is fighting to build long-lasting political power for our
communities who are the most directly impacted by economic inequality, corporate
polluters, failed immigration policies and structural racism. In 2018 we will be working to develop new
leaders in our community to both help us lead our work to build governing power and to run for office, and we
are planning robust field programs to elect the most progressive champions in the following races: Governor,
Congressional District 6, Colorado House District 50, and Colorado Senate District 20.

The stakes are high for all of our elections and the outcome of those elections will determine if we will be able
to pass proactive pro-immigrant, pro-worker, pro-climate policies or if we will have to fight back against the
Trump agenda in our own state. In the Governor’s race, Walker Stapleton, candidate for Governor is running
on an anti-sanctuary, pro-Trump agenda against Congressman Jared Polis. During the last election State
Senate District 20 was won by 432 votes - the current person in this seat is an independent and in order for us
to win the Senate this year we need to win this race and elect Representative Jessie Danielson. Senate District
20 is also becoming more diverse and we will work to turnout voters of color to make the difference in the
outcome of this race.

House District 50 is a conservative area in our state in which our minimum wage ballot measure lost by 2%
and Trump won by 4% of the vote. HD 50 is also 46% Latino, and for the first time we have a Latina running
for that seat. We know that through organizing we can shift politics in that area of our state.
Congressional District 6 race: a key and swing race in our state that could help us win another seat in
Congress. CD6 is a really diverse district with 19.4% Latino/a, 8.9% black and 5.3% Asian. Congressman Mike
Coffman has voted with Trump and against our community, so we will be working to elect Jason Crow.

Idaho is part of a 26 state Republican government trifectas; the Idaho Senate consists of 6
Democratic Senators and 29 Republican Senators; the House consists of 11 Democratic
Representatives and 59 Republican representatives; a Republican Governor that has held the office for the
past nine years, now vacating the seat; and two Senate Congressional seats held by Republicans. With
Republicans currently controlling a supermajority in the Idaho Legislature, these leadership races are
significant, because just who is in charge helps decide which issues become priorities and which legislative
proposals can get consideration. With six incumbents losing their seats in the May primary that means nearly
20 lawmakers out of Idaho's 105-member Statehouse will not be returning to the Capitol in 2019.

Idaho has critical races, including the Governor’s office, with no incumbent and a contest between
former lieutenant Governor, Brad Little and challenger Paulette Jordan, who if elected would become the first
female governor of Idaho and the first Native American governor in the U.S. Candidate Jordan has also
endorsed the RiseUp Idaho platform and agreed to quarterly meetings with our contingent to discuss policy
and policy implementation. The 2018 Primary was an upset for several key contests; Four-term Congressional

Swisher, candidate for Congressional House seat in CD2, held by incumbent Rep. Mike Simpson; and a slate of
candidates in the House and Senate.

The 6th Congressional District, at one time one of the safest Republican seats in the
country and home to famous conservatives like Henry Hyde, is now up for grabs.
Due to Trump’s deep unpopularity, redistricting, rapid demographic change and increasing organizing, the seat
is now listed as a Toss-Up in Cook Political Report and is part of DCCC’s Red to Blue Program. DuPage County,
once an ideological and organizing capitol of the GOP, is now reliable purple, with Democrats elected to the
County Board.

Inside of the district, Jane Addams Seniors in Action is one of the few forces for organizing that
will turn out one of the most reliable voting constituencies: seniors. We are organizing in
communities such as Wheaton, Lisle and Downers Grove. The margin for the 6th Congressional District will be
narrow - the GOP will direct a lot of funding to protect GOP Congressman Peter Roskam. With additional
resources, senior voters will be part of the coalition that will put Democratic challenger Sean Casten over the
top.

Lastly, we will use the energy around the top of the ticket to drive more turnout against Roskam. Bruce
Rauner, our GOP Governor and de facto head of the Republican Party, is deeply unpopular and is being
challenged by a well-funded and labor-backed Democratic candidate. We will turn anti-Rauner voters to be
anti-Roskam voters.

It’s hard to imagine an election year in Maine with greater consequence in recent memory than this
November’s. After eight years of Governor LePage, who in many ways was the precursor to Donald
Trump and is now termed-out, the governor’s race in Maine’s is neck and neck. AG Janet Mills is
running against a LePage-light, businessman Shawn Moody. Congressman Bruce Poliquin, who has voted with
Paul Ryan 100% of the time, is up for re-election in Maine’s 2nd Congressional District and being challenged
by MPA champion and state representative Jared Golden.

While Democrats currently control only one chamber in the Maine state legislature, the House - and narrowly
at that - significant shifts in power are imminently possible. A number of Republicans who were elected in the
2010 “Red Wave” midterm election are now termed out, and the Democrats have a clear numbers advantage
in regaining control of the Senate and increasing their margin of control in the House. In a best-case scenario,
we could come out of November’s election With Democrats capturing the Blaine House and majorities in both
chambers.

This outcome is nowhere near guaranteed, though, despite signs that point to the potential for a Blue Wave
election. The combination of a broader realignment of our electorate that mirrors national trends, a large
number of unenrolled voters and popularity of independent candidates, and the increasing use of blatant

strategic racism by the right has considerably impacted Democrats’ ability to win in Maine.

The stakes are high in Maryland. This election cycle will have tremendous consequences including a 10 year
impact as a result of the fight for redistricting, determining the policy landscape for criminal justice reform,
and the overall policy forecasts of a state with unrealized progressive potential. Maryland has experienced
several progressive victories in the June Democratic primaries, with the victory of Ben Jealous, victories by
progressive upstart candidates for the State Senate, and several progressive victories in the House of Delegate
races as well. The Right and the Establishment Democratic Party want to write our Progressive story as just a
phase and not as a long-term strategic shift in Power. We need to stop that counter-narrative from being
written by helping to elect Ben Jealous as Governor for the state of Maryland this November 2018.
The theme of this election is that voters want a big bold vision verse business as usual politics.
This is similar to successful national movement campaigns. Voters want a bold vision in
education with tuition free college and fully funding our schools. The voters want Medicare For All and a
reduction of prescription drug cost as the population is living longer. Maryland voters want an inclusive
economy with job creation/ increase in job growth rate, small business via injecting capital, and early stage
startups support with regulatory reform. The way Candidate Jealous plans to pay for this bold vision is
through criminal justice reform and ending massive corporate welfare.

grassroots organizing group in Maryland and the vanguard of the progressive movement in the state. We work
to change the dynamics of power by building a grassroots electoral force that emphasizes the empowerment
of traditionally marginalized groups – low and moderate income residents, people of color, women, LGBTQ+,
and all oppressed and exploited people. We seek to build a force capable of changing the social, economic,
and political landscape of Maryland by, transforming oppressive systems such as a criminal justice system built
on principles of white supremacy, an economy designed to benefit the top 1% at the expense of working
families, and corporate practices that threaten the health and wellbeing of communities for short-term gains.
This year, and moving forward. PMD will serve as a unifying force for the progressive movement that helps to
empower individuals and organizations within the progressive movement while coordinating
progressives towards commonly shared goals.

After a decade of disastrous political defeats in Michigan, it’s evident that progressives need to
develop a multi-cycle strategy going forward. In 2016, Donald Trump became the first Republican
presidential candidate to win Michigan since 1988. 2016 showed a shrinking universe of Democratic persuasion
targets including union households, women and non-college men. 200,000 Michiganders voted for a third-
party candidate, while 68,000 voters voted in the Democratic Primary but not the general election. At the
same time, many traditional left-leaning voters among communities of color, younger voters and democratic-
leaning women remain difficult to turn out.

senate is currently completely out of reach, with the GOP in a super majority. Until 2016, Michigan was a state

gerrymandering and Right to work. The 2018 elections will present Democrats with key opportunities. All of

chance to use the 2018 open gubernatorial election to secure a place of significant governing power. It is imperative to
maintain control of the Governor’s office, as the role will be pivotal in blocking conservative actions in and around

Finally, on the state legislative level, the entire state House is up for election in 2018. Democrats would need to win a net
of 11 pickups to change control of the chamber. Currently, progressives are planning for it to be a two-cycle process to

national wave and a more favorable legislative map, picked-up 19 seats to regain control of the chamber. While facing a

The 2018 election season has the potential to be a major inflection point in the balance of governing power in
North Carolina, and the nation broadly. Based on the outcomes of special elections in Virginia, Alabama, and
Pennsylvania, a wave election could be in the offing. Many observers speculate that it will be possible to break
the ruling supermajority in North Carolina’s State House, which would require a four-seat swing. Flipping the
majority in this house would require a fifteen-seat swing, and most progressive organizations are looking to
2020 to accomplish this transition.

As is typical in North Carolina elections, most energy and resources are being directed toward races in the
progressive centers of Raleigh, Durham, Greensboro, and Charlotte. Winning in these districts could break the
supermajority, but even a sweep of the cities would not produce a change in majority
governing power. With an eye toward that change, it is essential to build and invest in small
town and rural counties that may be more competitive than expected in this cycle, and are essential for
flipping the majority.

As Pennsylvania-based community organizations that span the rural-urban-suburban divides, we know that the
stakes of the 2018 elections are high. Since the election of Donald Trump, our state has been
teetering on the edge: will white Pennsylvanians turn towards the right-wing populism of Steve
Bannon or can we articulate a progressive populism that makes it clear how Wall Street and the
racism inherent in it have harmed all of us?
With the November 2018 elections looming, this question has become more critical. In 2014, progressives won
a huge victory in electing Democratic Governor Tom Wolf and unseating Republican incumbent Tom Corbett.
Tom Wolf ran on a platform of fully funding education at a moment where thousands across the state had
taken to the streets to resist Corbett’s attempts to enact an austerity budget. In November 2014, Wolf beat
Corbett by a huge margin—344,844 votes, or 9.8% points statewide.

Unfortunately, this year’s Gubernatorial election is beginning to look a lot like the November
2016 elections. Scott Wagner, a PA state senator from York County and CEO of a waste management
company, leads the GOP ticket. Wagner is not only a huge supporter of Donald Trump, but also has begun
self-identifying as the “Trump of Pennsylvania,” calling out establishment Republicans in Harrisburg. In
September, Steve Bannon endorsed Wagner just weeks after Wagner was called out for anti-Semitic
comments that he chose to defend.

2018 House & Senate Strategy

Executive Summary
The political world is focused on the narrowing gap in the US Congress. A year ago, the margin of 42 US House of
Representative seats between Republicans and Democrats seemed unshakeable. Yet, over a year into the maturing
Resistance movement, it is clear that Republicans’ hold on Congress is tenuous. These midterm elections are our
window of opportunity to win the US House, strengthen Senate leadership, and move the electorate into the
progressive future that stops the Trump administration’s destructive, authoritarian agenda.

OUR GOAL | People’s Action aims to flip or protect a total of forty-one US House seats. Our member organizations will
help flip thirty-five of those seats from Republican to Democrat; further, we will protect 6 currently Democratic seats.
Twenty-seven of these forty-one seats are top-tier races for the network, meaning that the seat is highly competitive,
the member organization has a strong base in the Congressional District that is motivated about the race and/or
Democratic candidate, and the organization can rapidly build out a strong voter engagement program given additional
resources.

In addition to our work on US House races, we are working to


flip or protect four US Senate seats. We seek to pick up seats in
each of the three Cook Political Report rated toss-up Senate
races (AZ, TN, NV), and seek to protect an additional Senator
who is facing corporate-funded Republican challenger in 2018
(WI).

OUR REACH | The member organizations that compose our


national network are uniquely qualified to do deliver these
wins. We practice Integrated Voter Engagement cycle after
cycle, we have deep relationships in communities across top-
tier geographies, and we have been doing the sustained issue
organizing necessary to shape the terrain and conversation
about the election - be it health care, taxes, immigration or other issues.

People’s Action has over 1 million members. In the 2016 election, we had 704,955 conversations with voters, and fielded
8,837 volunteer shifts. Since then, our member organizations have successfully enacted a strategy to expand their
501(c)(4) capacity, which puts us in a position of strength heading into the 2018 midterm elections.

REQUIRED FUNDING | To carry out the plans necessary to accomplish our 2018 midterm goals, our member
organizations have a combined unmet need of $2,893,500 in c4 funding, and our national organization has an unmet c4
funding need of $355,000. These funds will be used in 5 ways:

1. Adding capacity on national staff to provide top level strategic support to member organizations, including
disciplined, data-driven electoral campaign planning, voter targeting, and training;
2. Monitoring of the execution of those plans, including the day-to-day coaching required to wage and win
campaigns in an ever-changing political landscape;
3. Acquiring technical, communications, and digital organizing support tools for voter engagement for member
organizations;
4. Monitoring of the execution of those plans, including the day-to-day coaching required to wage and win

5. Deploying our national staff to state organizations around the country to provide field support.

Our Tactics
FACE TO FACE VOTER CONTACT
People’s Action had 704,955 tracked conversations with voters in 2016 about our issues. We fielded 8,837 volunteer
direct voter contact shifts and 6,464 paid canvass shifts during this election. We engage voters on their doors and have
conversations about the issues that impact them. Our organizations represent a long-term trusted brand in low-income
communities and communities of color, and have significant African American, Latino, immigrant, and working class
white membership, staff and leadership.
MASS VOLUNTEERISM
We deliver a better ROI by recruiting volunteers for direct voter contact work (doorknocks and phonebanks). Our
approach builds durable capacity as these volunteer bases do not disappear the day after an election. People’s Action
fielded 8,837 volunteer shifts on the election in 2016.
For the 2018 midterm election we have set a goal of fielding 10,000 volunteer shifts.
MONTHLY PROTEST TO POWER MASS CANVASSES
Once per month, People’s Action member organizations have been hitting the doors in coordinated mass canvasses on
selected weekends, powered by an army of volunteer member-leaders. In the first six months of 2018, our member
organizations have mobilized 2,694 volunteers, and will build on this momentum towards the general elections.
DIGITAL ORGANIZING
In our top-tier Congressional Districts, People’s Action will synchronize our email and social media programs with our
member organization’s campaigns. For example, using our engaged email list, we will highlight Congressman Tom
MacArthur’s (NJ-3) betrayal of the American people to layer on top of both New Jersey Citizen Action and New Jersey
Organizing Project’s door-to-door and digital organizing.
BIRD-DOGGING
People’s Action has a rich tradition of grassroots direct action. It was Iowa Citizens for Community Improvement Action
Fund, a member organization of People’s Action, that produced Mitt Romney’s now-famous “corporations are people,
my friend” moment at the Iowa State Fair in 2012. Our member organizations will continue to bird-dog the Republican
candidates in all the right places to shape the conversation about that race and clarify both candidates’ stances on the
issues that really matter to the district.

Bird-dogging also allows forces candidates and incumbents to take a stand on the most urgent issues in the national
conversation. Citizen Action of New York popularized weekly “Faso Fridays” in 2017 as a way to polarize against their
incumbent GOP Congressman in the 19th Congressional District; they are now targeting Faso around family separation
due to the placement of a children’s facility in the district. They’ll continue to use similar tactics in the 19th and 22nd
Congressional Districts to win.

INNOVATIONS & TESTING


People’s Action member organizations are about innovation and understanding the latest science and research about
voter behavior and new voter tools. In some Congressional Districts, we will test the following:
● Peer-to-Peer texting: some of our member are in their 3rd electoral cycle of testing Relay and Hustle for peer-to-
peer texting. We will expand that use to the entire People’s Action network and test its use for tactics beyond
GOTV -- for example, volunteer recruitment and retention.
● Relational voter tools: We are working with The Movement Cooperative to test new tools like VoteCircle,
OutVote and other relational voter tools in particular Congressional Districts.
● Paid digital advertising: some of our members will use paid digital advertising which could include a combination
of Google Adwords, Google Display ads, Facebook ads, and others.

Spotlight on Health Care and Tax Votes


In the 2018 Elections, People’s Action is advancing Improved Medicare for All and ending tax breaks for corporations
and the ultra-wealthy. The candidates we endorsed in the primaries stood firm on these issues, and we will push
candidates in the general elections to do the same. We are also organizing against members of Congress who voted to
repeal the ACA and for the GOP Tax Scam. We will use the failures of GOP house members around health care to
motivate voters to get to the polls and punish bad actors. When we canvass, we will engage deeply
with voters, moving from a political debate to a discussion about the personal costs of these policies.

One example of this is in New Jersey, where New Jersey Citizen Action and New Jersey Organizing Project have long
been organizing against Congressman Tom MacArthur, highlighting his support for the Trump administration’s tax cuts,
revoking SNAP, and the ACA repeal, during which he was a key architect of an amendment that would have hollowed
out the ACA.

Among our thirty-six Congressional Districts with an incumbent Republican, many voted the wrong way on both ACA
repeal and the tax scam. People’s Action member groups ran over 800 local actions to defend the ACA in 2017 and are
ready to bear down again. These districts include: Maine - 2nd (Poliquin), Michigan - 6th (Upton), Michigan - 11th (open
- Trott), Minnesota - 2nd (Lewis), Minnesota - 3rd (Paulsen), New Jersey - 3rd (MacArthur), New York - 19th (Faso),
New York - 22nd (Tenney), Washington - 8th (open - Reichert) and West Virginia - 3rd (open - Jenkins). To support this
effort, People’s Action has conducted a thorough analysis and generated a research-informed messaging strategy that
connects health care and taxes to our targeted district races.

Spotlight on Rural and Small Town Organizing


This year, People’s Action member organizations and our allies launched an ambitious Rural and Small-Town Organizing
Strategy in 72 counties in ten states across the Heartland, Rust Belt, Northeast and Southeast. Together, we are
rewriting the national narrative of rural Americato include African American communities, Indian country, and
immigrant communities. They also include include twenty-eight “pivot counties,” or counties that voted for Obama in
2008 and 2012 and went for Trump in 2016. Trump won 64 of the 72 counties, and in 52 of those counties he won by
more than 10 points.

Our Rural and Small-Town Initiative is a pillar of our strategy to gain control over Congress. In places like Maine’s 2nd
Congressional District; Michigan’s 6th and 11th Congressional Districts; both of New Hampshire’s Districts; and
Pennsylvania’s 1st, 11th and 16th Congressional Districts, our Rural and Small-Town Organizing Strategy is interwoven
with this strategy to win back the US House. This strategy uses door-to-door canvassing to engage voters in deep
conversation about the issues in this election.

Of the more than 136 million votes cast in the 2016 election, 77,744 votes in three states--Michigan, Pennsylvania and
Wisconsin--effectively decided the election. Trump had a margin of victory of 176,478 in the counties where People's
Action member organizations are building their Rural and Small Town Organizing Strategy in those same states. There is
a clear path to shifting the balance of power in those communities in a way that would profoundly impact the future of
those states and the entire country. People’s Action is using this cycle as a first substantive display of our ability to bring
new voters into a progressive governing majority.
In 2018, we have an unparalleled opportunity to expand the youth vote in our
country. There is no doubt. However, this movement is not going to be as successful as it
could unless there are organic, lasting organizations built on campuses to house student activism through and
past November. That is where Student Action comes in. Student Action is creating long-lasting relationships
with student leaders across the country, supporting student-driven organization-building and community
organizing that connects activists to all corners of their campus and their broader community.

Beyond this, through publicized endorsements of candidates, ballot initiatives and organizing movements,
Student Action helps youth groups have a voice in elections - requiring candidates to speak to issues relevant
for our youth like Free College for All, as well as the rising cost of living and shortages in meaningful, well-
paying jobs facing new graduates. For 2018, in addition to their nationwide work, Student Action is targeting
five key races that will make lasting impacts on the national narrative of youth values: Maine CD2, IL CD13, PA
CD11, NH CD1. This list will grow as Student Action considered other opportunity to raise the profile on
student issues.

With many organizations doing meaningful voter registration and voter education on campuses this year,
Student Action is also focused on what will happen the day after the election, to make sure that great student
groups are supported and consistently growing as we face critical fights around the values of the RiseUp
Platform and head into the 2020 presidential election.

TN, while a traditionally “red” state, has seen significant decreases in support for Trump since
the 2016 election. There is both anecdotal and data-driven evidence to show this - Trump’s popularity has
decreased, with the smallest ever showing in the state at a public event of his last month. Similarly,
Democratic candidates who normally are not in traditionally competitive districts have made strong showings
in special elections over the last year. This includes state Senate District 17, where a progressive Democrat fell
just 307 votes short of winning a December 2017 Special Election in a district Trump won by 50 points in
2016. Now that Early Voting has closed, the Secretary of State is reporting a 25% increase in Democratic
turnout compared to 2014’s primary. By way of comparison, Republican turnout is up only 10%, despite four
well-known GOP candidates spending a combined $40 million on the race.

Additionally, the race for Senator Corker’s vacated seat is becoming increasingly competitive - currently just a
few percentage point difference between the candidates. A majority of polls show Democrat and former
Governor Phil Bredesen up by 2-4 points (within the margin of error). This could be a major turning point for
TN, and one that must be capitalized upon to keep momentum moving forward.

The landscape for progressive candidates is great in Wisconsin in 2018. Most recent public polling
has President Trump’s rating at 35% approval, 53% disapproval. including 43% who say they strongly
disapprove. And, more than six in ten Wisconsin residents (63%) do not think President Trump should be re-
elected. More than six in ten voters (61%), including 61% of independents, say Republican incumbent
Governor Scott Walker does not deserve to be re-elected. Walker trails his potential Democratic opponent
Tony Evers by 5 (Public Policy Polling, 8/16/18) to 13 points (Marist/NBC, 7/27/18.) The January and June
2018 special state legislative elections demonstrate that the national wave against the GOP and toward
Democrats is strong in Wisconsin. In Senate District 10 (Western Wisconsin) the Democrat Patty Schachtner
won with 55% of the vote in a district where Hillary Clinton got 41% in 2016. In Senate District 1
(Northeastern WI) Caleb Frostman will be the first Democrat to represent the district in more than 40 years,

and a district that Trump won by 18 points in 2016 and Gov. Scott Walker won by 23 points in 2014.
Wisconsin will have statewide races for the U.S. Senate, Wisconsin Governor, and Wisconsin
Attorney General. Sen. Tammy Baldwin is seeking her first re-election and faces conservative
State Senator Leah Vukmir of who is the former national chair of ALEC. Vukmir survived a bloody primary that
saw record spending by both GOP Senate candidates and by Koch Brother network funded dark money
groups. In addition, in Wisconsin there are real opportunities in a few U.S. House seats, like CD 1 (Paul Ryan’s
former seat) and CD 6 (Glenn Grothman). We are organizing to help make Democratic candidates
more visionary and progressive in order to build organization and win the election. All of this said,
no one should take these positive poll numbers sitting down. In recent cycles, we have seen an influx of late
money from the Koch Brothers and their conservative allies that have tipped the scales in favor of the GOP
candidate.

have a chance to unseat Scott Walker, the most visible national symbol of statewide conservative governing
power. At the same time, we have an opportunity to re-elect Tammy Baldwin, a vulnerable and progressive US
Senator. Doing both will sweep in progressive State Assembly and Senate members who will help close the
chapter on conservative control over our state. Citizen Action of Wisconsin can do this, but only with the
resources to support our innovative organizing cooperatives that can drive both base turnout in Democratic
strongholds like Milwaukee and progressive and independent women voters in Milwaukee suburbs, North-
Central (Wausau Area), Western (Wausau Area) and Northeastern (Green Bay and the Fox Valley) parts of the
state.
