SYNOPSIS:
On 06-23-99, at approximately 1645 hours, Myse!f and Ofc. CUnlOW were dispatched to
Broadway Suites #405, 1942 Broadway, City/County of Boulder, State of Colorado, on a report
of a disturbance between an ex-employee and'business owner. Patricia Hughes, DOB 03-25-53,
was subsequently issued swnmons nCR 10442 for Theft of Trade Secrets from JPS International
LLC. Tliis case is cleared with the' issuance of a,state summons. ,

NARRATIVE: , ,
On 06-23-99, at apprQximatdy" 1700 hburs, I arrived and contacted th'e victim/owner of JPS,
International LLC, Jared Polis 'Schutz. Mr. Schutz told me the foll,owing:

On 06-23-99, at approximately 1430 hours, he arrived at his office.(#40S, 1942 Broadway) ~


make sure that-his personal assistant, Patricia Hughes, was not taking files from the business.
Ms. Hughes had resigned on 06-14-99, but had been finishing some of her duties.

Earlier in the' day, he had a conversation with Ms. Hughe~. In the conversation, she stated,that
she ha~ informatib,n to "go after" him if things,did not go smoothly with the, resignation. Mr. ..
Schutz was suspicious of her actions and drove to the, office to make sure that she did not take
any sensitive documents.

When he arrived; Ms. Hughes was'sitting at the computer deleting files. She also had several
bags filed with files sitting in the hall and in the office. He asked her to search the bags to make,
sure there were no work items. She refused to give him consent. He called the police.

After hanging up with the dispatcher, Ms. Hughes aUempted to leave the office,', Mr. Schutz

physically blocked the door to prevent her from leaving. She moved toward, him again, this time
,
hitting him with one of her bags. Mr. Schutz then put both of his hands on her shoulders and
pushed her back to prevent her from leaving.

Ms. Hughes then walked over to one ofthe desk drawers and I'dumped" items back into the
drawer. He could not identify what the items were.

While I was talking with Mr. Schutz, Ofc. Curnow talked with Ms. Hughes. See Ofc. Curnow's
report for additional information on Ms. Hughes statements. '

I observ~d the green bag on the file cabinet in the office. Ms. Hughes confirmed that the.baekbR<j

company documents" in them. I asked Ms. Hughes if the files were hers. She looked through
the files and said that they were Mr. Schutz's property. I asked her why she had them, she stated
that as she was leaving, she '1ust took everything from on top of her desk and in her drawer."

Ms. Hughes had a three keys on her key ring. I asked her if she had any office keys in her :
possession. She said, "No, J do not." She identified the three keys stating that they were all hers.
At one point, she picked up the keys from the file cabinet where I had placed them and attempted
to place the keys in her purse.: When Ofc. Curnow came back into the room, I gave him the keys
to try on the door. One of the keys unlocked the office door. I asked Ms. Hughes why she had
lied to me, she 'said that she "thought" the keys were hers.

Mr. Schutz later tpld me that the "sensitive documents" were actually origirllil contracts for
several of the companies he works with. The ~ontracts varied in value from $25,000 to $75;60Q.

J did observe two bruise marks on Ms. Hughes left inside bicep and a red welt on her right thigh.
She stated that the bruises on her arm were from Mr. Schutz "grabbing" her with his right hand.
The bruises were not conducive with Mr. Schutz's statement that he pushed bel' shoulders, Nor: i

were they conducive with Ms. Hughes's statement of Mr. Schutz standing in front of her and
grabbing her.

The welt on her thigh she said was from Mr. Schutz pushing her back when she attempted to
leave. The welt was conducive with the a file cabinet in front of the door. There was also a key
protruding from the l1ppenright hand comer of the cabinet that'could have produced the'welt.

EVIDENCE:
None

CONCLUSION:
18-4-408 Theft of Tmde Secrets - Ms. Hughes did knowingly and unlawfully take several files
with original contracts and other sensitive documents from the offices of JPS Internatiomil LLC
with the intent to deprive t!),ebusiness of these items permanently.

Status: Cleared with the issuance ofCR10442.

SYNOPSIS:
This supplemental report is to document my discussion with Patricia Ann Hughes while
assisting Ofc. Aguirre on a civil standby.

NARRATIVE:
On 6-23-99 at approx. 1700 hrs. l, are. Curnow, and Ofc. Aguirre responded to 1942
Broadway on a civil standby. :This address is located in the city and county of Boulder, State.of
Colorndo.
I arrived and.met Ofc. Aguirre outside of JPS International LLC. Ofc. 'Aguirre was spe;lking
with a male party, later identified as Jared Schutz, pnd asked iff would go and speak with the lady in
the office. I contacted the female, who identified herselfas Patricjh.J-lughei'!. I.asked Hughes \Vhat was
going on.: Hughes' said that she had recelltly resigned and that she was in the! ort'ice getting her files.
Hughes said that between the hours of 1600 and 1625 she had a phone conversation with Schutz. The
phone converSation was about her leaving the business and getting her files and belongings from the
office. The phone call ended and Schutz came over ~o the office. Hughes said that she thought Schutz
arrived, at the office, around 1630 hrs. She was'in the process of packing her stuff and had placed a
few bfher bags in the hallway. She went back into the office to retrieve her last two bags. Hughes
said that Schutz anived and told her that ,she couldn't leave without him looking through the files she
had in her bags. Hughes said that the files belonged to her and that she did not want him to look
through them. Hughes then tried to leave and Schutz did not let her leave. Hughes said that he
grabbed her and pushed her back into.the officc\' Hughes said that when Schutz pushed, her 'I'he was
pushed back into a file cabinet, hurting her leg .. Hughes said that she then said that she was going to
eall91l and went to the phone. Hughes said that she tried calling 911 three times and twice Schutz
hung the phone up. The third time Hughes got through. :
. While the altercation, was going on Hughes told.a male party to call the police for her. I did
not find this male party to speak with him. Schutz did not let Hughes leave and Ore. Aguirre and
myself arrived soon after the 911 call. Ofc. Aguirre and Schutz went through Hughes bags and found
many files that did not belong to Hughes. Hughes said that she was in a hurry to get her .stuff and .
leave so she was just grabbing files. Hughes said that because of her rush she might have grabbed files
that were not hers.
. . All the files were checked and Hughes' files were given:to her and Sehutz"s files were,returned
to him. Hughes was escorted out of the building and Ofc. Aguirre issued Hughes a summons.
Refer to Ofc. Aguirre's report for further details regarding this case. It should be noted that
Hughes contacted me and asked if} had finished this supplemental report. I told h~r.' "No." I told .
Hughes that I was cunently finishing. my supplemental report and asked if she wanted me to wait to
complete the report. I told Hughes that if she would like she could call me and go over what happened
again to insure all the details were entered. Hughes said that she' would like that and would call me to
cover what happened. I waited and as of 6-30-99 had not heard from Hughes.
