Governance
Opinion on MLGU revenue generation:
The two participants that were on time said that they are very satisfied with the MLGU revenue.
They based their answers on the graph or chart that has been showed to them, citing that it
increased over time, indicating their success in meeting their target point. The other two
participants were not able to answer the question because they were late.
“Satisfied, kasi based man sa ano yung ipinakita nila sa chart kanina nag- increase naman so far
the past years. Makikita mo naman yung flow nila na almost andun na sila sa target nila.”

[Satisfied, because based on what was shown in the chart earlier, it did increase so far for the
past years. You can notice at their flow that they’re almost in their target.]

Opinion on MLGU expenditure distribution


Participant from Municipal Link was very satisfied by the expenditure distribution of the MLGU,
citing that she can see that the residents can avail services that they need in their everyday lives.
Participant from Municipal Link also identified medical services and constant job fairs as good
expenditure program of the MLGU
The other participant was also okay when it comes to the funds that were given to their office. she
also said that items that were listed as part of their funds were given, and things such as television
and program funds were also given.
The other two participants are still late.
“Satisfied kasi nakikita ko dun sa mga community na naavail nila yung services na kailangan nila
sa community.”
[Satisfied because it can be seen in the community that they have availed the services needed in
the community.]
“Like medical assistance then tulong sa pasyente na nangangailangan ng medicines especially sa
RHU tapos yung assistance na for emergency cases like na admit na wala talagang pambayad sa
ospital, natulungan naman nila then may constant po sila dito na job fair na kailangan ng
participation with the community. Yan na yung naaddressed nila na mga *mumbling*”
[Like the medical assistance then the extended help to the patient who needs medicines especially
in the RHU then the assistance in emergency cases the past, from the past administration to the
present, they were somewhat giving their full trust to the people who are in position together with
the SB Members. like ones who were admitted who don’t have the money to pay for the
hospitalization, they were able to help then there is a constant job fair here that needs the
participation of the community. Those were addressed.]

Opinion on community trust on MLGU


The three participants were able to say that they are very satisfied with the trust that the MLGU
is gaining from the citizens. The participant from Municipal Link said that even though there has
been a change in the administration the people still gave their full support on the MLGU. The
participant from the Municipal link also added the presence of continuity when it comes to the part
of the MLGU to continue the projects that have been started by the previous administration.
The participant from the MPDC was able to answer the question by saying that there has been
no incident of problems arising from the members of the community.
“Oo kasi from nag nagtransition kasi yung LGU namin dito from the past, from the past ano, from
the past administration to the present, parang binigay nila lahat ng tiwala sa nakaupo diyan together
with the SB Members.”
[Yes because there was transition in our LGU here from the past administration to the present, they
were somewhat giving their full trust to the people who are in position together with the SB
Members.]
“Ah satisfied tungod kay for the moment dili ka kadungog, dili ka kakita ug naay mga reklamo or
mga critiques ba so makita man nimo kung dili sila satisfied, ah facebook, mga istorya niya sa mga
assembly nga headed sa DILG so makita nimo na wala may mga dagko na mga problema.”
[Ah satisfied because for the moment you can’t hear, you can’t see that there are complaints or
critiques so you can see if they are not satisfied, ah facebook, stories and the assemblies headed
by the DILG so you can’t notice big problems.]

Opinion on the need for improvements in their community


Most of the participants think that there is still a need for improvement in their community. The
participant from Municipal Link thinks that community participation is still lacking in the part of the
community. She also added that consultation in the community should also happen before any
implementation of projects.
The participant from MSWDO believes that people empowerment is a must in implementing
projects in the community, because they will be able to take part in significant projects in the
community. She also added that the 10% local manpower be implemented by DOLE in projects
in their community. In this way, the profit will not be limited to the part of the residents of the
community.
The participant from MPDC thinks that people’s participation in project implementation,
consultation and monitoring should be improved. He also mentioned that the only community that
is active in the monitoring is the KALAHI and when it comes to other municipalities, it definitely
needs improvement. He/she thinks that the problem lies in the dissemination of the information
when it comes to the projects of the local government, citing that there is a need for bulletin boards
and reports to the people for better community engagement.
The participant from MAO stressed the importance of law enforcement. He thinks that there are
many ordinances that are not being properly implemented. And he thinks that additional law
enforcing unit should help resolve this problem.

“And consultation muna sa project before implemented to the community”
“People’s participation in planning, in implementation, and in monitoring.”
“So ngayon kuan eh, ang active sa people’s participation and consultation sa community is the
KALAHI. Pero yung project natin sa mga munisipyo *laughs* ah...hindi kagaya sa KALAHI na
ipaalam talaga, so may, may, may, may consultation. Ano pwede ba kayong maggawa tayo ng
dumpsite dito? Oh, pero sa munisipyo marami kaming project, diretso na yan, walang *laughs*
walang consultation, walang kuan. Sa implementation although kahit meron tayong mga CSO pero
kulang pa rin, kulang pa rin pati sa monitoring ah... kulang pa rin, dapat yung participation sa mga
tao nandiyan lage in every basis sa project.”
[So for now eh, what is active in people’s participation and consultation in the community is the
KALAHI. But the project in the municipality *laughs* ah...unlike KALAHI wherein it is made
known, so there, there, there, there is consultation. Can we construct this to dumpsite? Oh, but in
the municipality, we have a lot of projects, it is direct, no *laughs* no consultation, in
implementation although we have CSO but still insufficient, it’s still insufficient in monitoring
ah... insufficient … It should be… participation of the people is there in every basis of the project.]

Support from the national government for overall improvement


Participant from Municipal Link and MPDC thinks that higher internal revenue allotment should
be given to the LGU to fund for higher cost projects like housing and sanitary Landfill. The
participant from MPDC thinks that class municipalities need higher IRA to be able to fund for
higher projects and to include more people in the project implementation and consultation.
Participant from Municipal Link believes that importance should be given towards sharing of local
inputs that can help the local government unit.
Participant from MAO stressed the importance of funds again from the national government, and
the funding of different livelihood programs for the LGU for a productive municipality.
“Kailangan namin ng additional IRA para matugunan yung mga higher project, mga cost ba yung
like yung walang bahay, walang sariling lupa, yan yung matugunan nila kasi hindi naman yun
mabibigay sa LGU.”
[We need additional IRA to respond higher project cost like those who do not own a house and
land because that’s what LGU can’t provide.]
“’Yung mga technical inputs ng local government unit. Kung papaano ah, kung paano ah ah, ano
pa mga strategies, ano pang mga paraan na maitutulong sa national government to improve local
government. Wa man me ano ba, wa man me kalibutan na mao na sija parehas ninyo karon,
kinahanglan namo ng mga technical inputs.”
[………………We don’t know about it, we don’t have the idea like as of now, we need technical
inputs.]

Support from the local community for overall improvement


Both the participant from MSWDO and Municipal Link think that community empowerment should
be the number one area that needs improvement. The participant from Municipal Link added that
awareness from the citizens should also be heightened to be able to fully participate in the
development of their municipality.
The participant from MPDC thinks that the attendance of the people to different public hearings.
Because, he thinks that even though there are scheduled public hearings, its mandated purpose
will be forfeited if there will be no local residents that will attend the said consultation. Furthermore,
he/she also said the through public hearing, public consultation also follows, which he/she
mentioned the most important part to the overall development of the community.
“Continue with community empowerment for them to own the problem and… and later naa nay
co- ownership with the LGU.”

“Kuan, mahighten ang level of awareness sa atong katawhan niya ah tungod naaware na sila,
kahibaw na sila asa sila padulong. Murag the same sa…”
[To highten the level of awareness of the people and because they’re now aware, they now know

People Empowerment
Opinion on people empowerment in the municipality
The participant from Municipal Link said that people empowerment is when the people already
follow certain laws and ordinances in the community, and their discernment of the right institution
to visit in times of need. When it comes to satisfaction rate, the participant said that they are only
close to satisfaction rate, but not quite there yet. Because he/she said that their part is more on
the attitude part, and this attitude takes years to cultivate, because it is already part of their culture.
The participant from MSWDO said that the heightened level of awareness should determine
people empowerment in the community. And when it comes to satisfaction rate, she thinks that
the satisfaction rate depends on situation. But the overall feel is that the people are already
empowered, because they know what they want and they know where to go in times of need. But,
the participant from Municipal Link also thinks that this empowerment is so much that they are
also having problems with the demands of the residents.
The participant from MPDC thinks that people empowerment is when the people can stand alone
when it comes to governmental processes. And when it comes to satisfaction rate, there is not
enough satisfaction when it comes to people empowerment. He also added that the people are
only empowered when it comes to services that can benefit from, but when it comes to projects
that they will not benefit, they are not that empowered.
The participant from MAO thinks that people empowerment is when the people realize that they
have a responsibility in the community and a responsibility for themselves. there is only 60%
satisfaction rate in people empowerment in the community, citing the different negligence of the
residents when it comes to certain ordinances in the community. But, she commended the gender
development of the KALAHI project.
When it comes to the date presented in the gallery, most of the participants weren’t able to fully
look in the data, but currently they have no problems when it comes to these data.
“Yung sa akin is parang malapit na sa satisfaction rate *laughs* kasi hindi…yung sa side namin
is attitude na side. It takes years kasi to change sa people. It takes decades kasi nandiyan na sa
culture nila eh, kailangan andito ka, pinulot ka lang ng DSWD to transform people, ang hirap so
parang nasa kaunti nalang kasi ginigrievance na kami *laughs yet teary- eyed* tapos pwede na
silang pumunta dun sa province na sila-sila lang. Ang gagawin mo lang is referral through
ganyan punta ka dito oh pagdating nila may tulong na silang nakuha. Hindi na katulad nong una
na kailangan mo pang kunin sa kanilang bahay para pumunta dito, may assistance so yun ba
yong… pero when it comes to yung activities through communities is, ang hirap talaga kasi hindi
nila iiwan yung hanapbuhay nila kaya yung mga barangay assembly usually happened sa gabi
kasi wala na silang, wala na silang work.”

“Depende siguro sa situation ah ah unsa ni sa situation nga in need ang atong client kay
makaingon ko noh bitaw para sa among program sa social pension, empowered man siguro ang
atong mga client kay gin-aaway naman me *laughs* so makaingon ta’g empower kay kung dili
empowered ang atong client, di sila mangangaway noh? Oh so ingon niana.”

[It depends on the situation where the client is need because I can say that in our social pension
program, they’re somewhat empowered because they would really argue with us, because if
they are not empowered they would not argue with us.]

“‘yun nga sabi ni Ma’am magdepende sa sitwasyon o sa may mga aspeto na may mga positive
natin na nag… ang… ang… ang… ah ang empowerment ay nandiyan tulad ng sa ngayon,
nakikita ko papunta akon doon. Nakita ko ang ano sa KALAHI na project na napromote ang
gender development. Mayroong babae na naglalabor so sa aspeto tulad ng sa ganyan eh may
empowerment. So sa sinabi ni engineer kanina yung sa kuan about sa segregation, kasi para
Makita natin doon na ano, parang mga hard- headed talaga so kung i-generalized natin ang
pagrirate, kung 100% is nasa 60% pa tayo. Oh yun nga sa akin.”

Socio-Economic Improvement
Almost all of the participants agreed with the date showed to them. The participant from the
MSWDO thinks that improvements in the area of health and sanitation should be focused on,
because it only needs a small amount of percentage to make it satisfactorily.
All of the participants agreed with the presented data when it comes to the development needs of
the community. Both of the participants from the MSWDO and MPDC further agreed saying that
it is the people who already spoke, so it is the truth, and nothing can be changed from that.
All of the participants noted that the current projects for the development in their community is
excellent. They just wished that consistency should reign in the entirety of these projects. And
further consultation of the people concerned be given, because these projects are for them,
therefore giving them the rights to be heard.
When it comes to their opinion on the needed support to improve the socio-economic
empowerment of their community, the participants have different takes.
Participant from the Municipal Link thinks that the continuation of the enhancement of leaders
should prevail throughout the community.
Participant from the MSWDO thinks that partnership and coordination in all levels of government,
from National Government to LGU, to be able to assist in the development of the community.
Because this is not only for them, but for the people also.
Participant from the MPDC stressed the fact that their differences in their field of expertise hinders
them to fully associate themselves in the workings of the LGU, such as in the people’s consultation
and people’s participation. Because of this, he wished that the different trainings that are given
by the government be continued for this purpose.
The participant from MAO thinks that further cooperation from the people is the key to the
development of the community. And also to capacitate the values formation of the people
engaged in the community. He gave the participation of the farmers as an example. He said that
there are farmers who participate, but there are also those who wish not to.
“Wala naman nakikita na discrepancy.”

“Sa atong… kay sa una man gud bisan lang tong mga incidents na out of school youth, oh so at least
naminimize nato na kay pira na lamang ka percentage, access sa toilet ana gamay na lamang because
because pud na sa intervention sa BUB na program, daghan man BUB nagtinabangay no? Naa pay
KALAHI, naa pay 4Ps. Maminimize gud naton adto adto ngani sa health na aspect. Way mga death, way
mga kuan bisag sa pregnancy, ah ah ah murag amg mga social services maaccess gayud sa mga
katawhan so duna gayud improvement sa socio-economic.”

[In the past, there are these incidents of out of school youth, it is now in minimal percentage, access to
sanitary toilet increases because of the intervention of the BUB programs. There are a number of BUB
who extend their help, there is this KALAHI, 4Ps. We are able to minimize in the health aspects. There
are no deaths, even in pregnancy. It’s like social services are accessed by the people so there is an
improvement in socio-economic.]
“Mao na, need gayud na sa community kay naa may ka ah… proper coordination and consultation sa
barangay, mao ni ang needs sa community, mao pud ni needs sa kuan sa LGU so ginkuanan man nay
consultation so murag nagkakaparehos ba, dili na lajo.”

[That’s it, the community really needs it because there is proper coordination and consultation in the
barangay, that this is the need of the community, this is also the need of the LGU so there is
consultation so it’s somehow the same, not in contrast.]
