The common objective of public libraries is to become an information center in their


respective communities (UNESCO, & International Federation of Library Associations and
Institutions, 1995). This framework is based on the 12 key missions as outlined in the
UNESCO/IFLA Public Library Manifesto.

The researcher observed that the current state of the Antipolo City Library offers very
little selection of books and its location is not accessible to everyone. There are also no
computers to use, and no other activities being offered. This is revealed in the declining
number of library visits, and the extremely low borrowing statistics.

In these modern times, when information is highly accessible by anyone who has the
means, public libraries are being set aside to be replaced by new technological
advancements. Adaption of new technologies like Web 3.0 provides convenience to library
user on one hand but discourages library visit on the other (Chan, 2015). To maintain the
significance of public libraries in community life, its role should be reassessed and rethought
from just being a repository of books to a place that provides active engagement and
empowerment to the community.

The objective of the researcher is to improve the Public Library of Antipolo City from
its current condition. Current IFLA guidelines on size of collection for public libraries states
around 2-3 per capita (International Federation of Library Associations and Institutions,
2010). This would translate to 1.4 million items in the collection for the whole of Antipolo.
While this is the ideal amount, it would be unrealistic to achieve. Even the city librarian
estimates that the needed books for the whole city would be just 20,000 books (0.029 per
capita).

According to the City Development Plan of Antipolo, the city envisions a public library
and cultural center in the planned government center. Anticipating this, the researcher
proposes to create a city library in its original location, that will serve the whole city while the
new library is not yet providing service. Once the new library (in the government center) is
constructed, the proposed library together with the current city hall, will become satellite
branches that will serve the 4 barangays of Poblacion.

With this, the researcher used half of the population of the 4 barangays as basis for
calculating the size of the library collection. While this is not the ideal, it is a certain
improvement from the current size of collection (Using the population of 4 barangays: from
0.025 to 0.76 per capita and using the population of the whole city: from 0.009 to 0.3 per
capita). The proposed numbers also satisfy the minimum requirements provided by law.
