A new Bacchus Marsh SES storage and training facility to be
built in Darley got the go ahead from the State Government
thanks to 326 locals voting for Pick my Project.
It is one of 237 projects chosen by local communities across
Melbourne and regional Victoria funded through Pick My
Project – the Victorian-first community grants initiative that
put decision making in the hands of the public.
The $190,000 funding for the construction of the new
building, a joint project of the Bacchus Marsh Lions Club and
the Bacchus Marsh SES, was one of four projects to receive
government funding in Moorabool Shire.
Moorabool Mayor Cr Paul Tatchell said he was delighted
these projects had been chosen for the Pick My Project
initiative as they would provide great facilities and services
to the community.
“The new SES shed will address many issues the Bacchus
Marsh SES has with its current set-up and will help cater for
the increased demand on this service,” says Cr Tatchell.
Minister for Regional Development Jaala Pulford says “from
regional centres to small country towns, Pick My Project will
deliver the upgrades, improvements and financial support
communities need – because locals know best.”
Bacchus Marsh Lions Club member Russ Hendry says the
club were very pleased that they were well supported.
The Lions and the SES jointly spread the message, running
information days at the Village Shopping Centre, handing
out how to vote brochures at the centre and the local football
matches, and using social media.
Mr Hendry said the building project will kick off straight
away.
“It’s only a matter of weeks before we get the ground work
started.”
The other three projects in the shire to receive funding are:
- A playground and seating at Mason’s Lane Reserve in
Bacchus Marsh ($120,000)
- A makerspace at Bacchus Marsh Primary School ($84,431)
- A youth-led mental health campaign applied for by
Moorabool Youth Action Group ($20,000)

A walk in the park could be no longer

Our local forests may be dramatically
changing, but there’s still time to have your
say on their future.
The Victorian Environmental Assessment
Council (VEAC) has extended the submission
deadline for its Central West Investigation
Draft Proposals Paper from 31 October to
Monday 10 December, allowing members
of the public more time to provide a written
submission on the future of the Wombat
State Forest and the Lerderderg State Park.
The Central West Investigation Draft
Proposal Paper aims to develop plans for
the future of public land areas, including the
recommendation of the Wombat-Lerderderg
National Park, merging the two state parks
over 52,853-hectares of land.
But not everyone is happy with the
possibility of a new national park.
Darley resident Stephen Smitham says
the park “will likely bring with it, various
restrictive changes to the use of these forests
that will see the reasonable open access we
enjoy today curtailed dramatically”.
In a letter to the editor, published in the
18 September edition of the Moorabool
News, Mr Smitham claims that “…many
recreational activities such as 4WDs, trail
bikes, prospecting, horse riding and even
walking the dog will be restricted or even
banned”.
According to a Central West Investigation
document on the VEAC website, most
of these activities would be restricted to
designated areas under the national park
banner, with prospecting the only fully
prohibited activity.
Although the proposal of a new park
is creating concern for some locals,
conservation group Wombat Forestcare has
welcomed the draft recommendations.
The group says the creation of a new
park around Trentham, Blackwood and
Daylesford “allows for a range of activities
including bushwalking, dog walking and
horse riding close to towns”, as well as the
continued protection of the Wombat Forest’s
threatened and endangered flora and fauna
species.
Wombat Forestcare has also expressed their
concern of a return of industrial logging
in the Wombat Forest if it were to lose the
protection of a ‘Park’ structure.
The investigation will incorporate
Traditional Owner interests, ecosystem
representation in protected areas (national
parks and conservation reserves), threatened
species, recreation, resource uses,
headwaters, climate change and landscape
connectivity, with VEAC continuing to
meet with various community groups and
organisation during the extended period.
Submissions can be made on the VEAC
website under the ‘Make a Submission’ tab,
and previous submissions can read under
‘View Submissions’.
All submissions will be reviewed, analysed
and considered in preparing VEAC’s final
recommendations ahead of a final report in
2019.
The Victorian government will then decide
what recommendations will be accepted.

Central West Investigation

out a Central West investigation. The investigation
covers public land in the vicinity of the Wombat,
Wellsford, Mount Cole and Pyrenees Range forests.
VEAC is currently inviting written submissions on its
Draft Proposals Paper. Submissions close on Monday
10 December 2018.

Projects vital for viability, MD turns

Traffic congestion is now
proven to be a major impedi-
ment to the growth of Bac-
chus Marsh.
A rapidly increasing popu-
lation, popular transport
hub, outdated road network
and heavy transport are
causing added stress on the
town.
A 2014 study commissioned
by the Moorabool Shire
Council has identified five
priority projects to improve
traffic flow, including the
Holts Lane/Western Free-
way interchange, an upgrade
of the Gisborne Road/Grant
Street corridor, and redevel-
opments of the intersections
at Main Street/Grant Street,
Labilliere Street/Grant
Street and Griffith Street/
Grant Street.
Council is also working
with the Victorian Planning
Authority to design a trans-
port framework to cope with
traffic and vehicle move-
ments as the town’s popula-
tion continues to increase
with numbers forecast to
double by 2041.

growth but noted that north/
south traffic routes needed
to be addressed if this poten-
tial was to be realised.
“We, as a council, are deter-
mined to see that potential
realised but to do so we need
state and federal govern-
ments to come on board,” he
said.
“We need both tiers of
government to deliver a
fair share of revenue to
Moorabool.”
This follows the recent dis-
covery of Moorabool Shire
Council’s lack of funding
from state and federal gov-
ernments compared to other
councils, where recurrent
grants were costing Moora-
bool Shire up to $4.1 million
a year.
Cr Tatchell also said con-
stant congestion in and
around Bacchus Marsh was
putting pedestrian and driv-
er safety at risk and increas-
ing travel times.

preliminary designs and
costings for each of the five
projects with their imple-
mentation being recognised
as a key to the future growth
of Bacchus Marsh by VPA,

cil and local members of
parliament.

Now, all we need is for the
state and federal govern-

Home fires

Cooking and electrical fires are still the
largest causes of house fires in the CFA
district that takes in Moorabool, the
authority’s latest preventable fire statistics
show.
In 2017, there were 89 preventable house
fires in District 15, causing more than $1.9
million in damage.
Overall, preventable residential fires were
up 10% in the district.
District 15 had the fifth highest dollar
amount of damage, following districts that
take in Geelong and suburbs in Melbourne’s
peri-urban fringe, including Dandenong,
Melton and Lilydale.
Most preventable fires start in the kitchen,
followed by lounge rooms, bedrooms,
exterior walls and then laundry rooms.
The 2017 Preventable Fire Statistics
demonstrate that while CFA community
education efforts are having a profound
effect, there is a long way to go in reducing
the amount of preventable fires in our
community.
District 15 Acting Operations Manager
Chris Bigham said the figures show how the
services of CFA are changing.
“Yes, we fight bushfires, but we do so
much more, including responses into urban
settings such as Bacchus Marsh and Ballan.
“Our network of brigades is constantly
working to meet the community expectations

I met a young man a few years ago, a student

around and was enjoying and attending

I would like to congratulate Ron Harvey
The arrival of Spring weather in the
Moorabool region means people are getting
outdoors at the same time snakes are starting
to become more active.
Department of Environment, Land, Water
and Planning (DELWP) Acting Regional
Manager Environmental Compliance, Paul
Ryan said snakes are emerging from their
winter hibernation to bask in the sun and to
search for food and a mate.
“The recent sunny weather also means more
people are spending time in their gardens or
in parks and forests,” Mr Ryan said.
“As people and snakes become more active
it is quite possible they’ll encounter each
other while enjoying the outdoors.
“Copperheads are common around the
Moorabool region early in the season with
Tiger, Red Bellied Black and Brown Snakes
becoming more common as the weather
continues to warm up.
“These four species are all highly venomous,
so you should keep clear and let them move
through the area. It is rare for them to bite
people; however, they are known to bite
animals when disturbed. If you are a pet
owner and your dog or cat encounters a
snake causing you concern, the best course

of action is to remove your pet from the area
or tie it up while the snake passes.
“Being aware that snakes may be around
and being informed about how to react to
them is very important at this time of year.”
Some key points to remember about living
in or visiting an area with snakes:
- If you see a snake – keep calm and try to
move yourself, anyone with you and your
pets away from the snake.
- Never touch or attempt to capture or hurt
a snake – instead call DELWP Customer
Service Centre on 136 186 who will provide
you advice or put you in contact with your
nearest licensed snake catcher.
- Have a spring clean – clean up around
the house and cut lawns regularly. Snakes
are attracted shelter such as piles of rocks
and timber, sheets of metal, or building
materials.
- Undertake first-aid training, ensure your
first-aid kit contains several compression
bandages, and if someone is bitten call 000
immediately.
Snakes are protected under the Wildlife Act
1975. It is illegal to capture, kill or harm them.
Bites can occur when people try to kill
snakes.

the regional property mar-

building permits issued in
the past financial year.
The VBA report reinforces
Real Estate Industry of Vic-
toria (REIV) records of a
buoyant regional property
market, which continues to
outperform Metropolitan
Melbourne.
For the second consecutive
financial year, the value of
building permits reported in
Regional Victoria increased
by a higher percentage than
Metropolitan Melbourne.
Comparatively, REIV data
shows median house price
growth in Regional Victoria
increased four per cent in
the June 2018 quarter but
dipped by 0.6 per cent in
Metropolitan Melbourne.
In Victoria overall, the val-
ue of building permits for
domestic houses increased
14.4 per cent to $19.8 billion
comparing the 2016-17 finan-
cial year with 2017-18. The
growth was even stronger
for apartments with a 22.4
per cent increase to $6.5
billion.
The top three municipali-
ties in Regional Victoria by
total reported cost of work
in 2017-18 were predict-
ably the major three cities of
Geelong, Ballarat and Ben-
digo with $1.73 billion, $495
million and $449 million
respectively.
Next on the list was Surf
Coast with $335 million,
Bass Coast with $330 mil-
lion, Baw Baw with $264
million, Mitchell with $250
million, Macedon Ranges
with $232 million, Greater
Shepparton with $221 mil-
lion and Wodonga with $211
million in value of building
permits reported to the VBA.

“We got ourselves out with poor shots,” he said.
Alexander is in his second year at the helm of the Lions after
leading them to fifth in his first season just outside the top
four.
The Lions will hope to bounce back quickly this Saturday
from noon when they host Wendouree at Darley Park.
While the First Grade will march into Round two this week-
end it will be the season’s opener for the lower grades.

Little Athletics
The 2018/19 BMLAC track and field season commenced on
Saturday morning at Masons Lane Reserve and the weather
was perfect for Little Athletics. New faces, as well as past
members returned for another season. A large number of

period and with big smiles on their faces, looked to enjoy
their first athletics competition.
Nelson Banigo broke the first record for the new season.
Nelson ran 13.84 seconds for the Boys Under 10 100 metres
and looks set to have another superb season.
Training will commence for all registered athletes this
Thursday from 4-5pm. Education Officer, Bethan White will
be holding a session on sprint starts and long jump.
This Saturday will be the Official Season Opening. Life
Members and Distinguished Service members are invited to
attend and will join the Committee for morning tea. Centre
