Employees’ Sportsfest General Rules & Guidelines

1. All players must follow/ abide the mechanics of every game.


2. Every team must have a Captain Ball/ Team Leader for each group game.
3. Drawing of lots must be done before playing the games to determine the order of teams per
match/game. (Except for basketball , volleyball, and kickball which was already drawn in
advance by the HL Focal Persons)
4. Knockout System will be used in the following games:
Basketball, Volleyball, Kickball, and Tug of war.
Scheme:
Game 1: A vs B - Winner 1, Loser 1
Game 2: C vs D - Winner 2, Loser 2
Game 3: Loser 1 vs Loser 2 - Winner will be 3rd
Game 4: Winner 1 vs Winner 2 - Loser will be 2nd
- Winner will be the game champion
5. Round Robin will be used for Badminton.
6. There will be 2 calls for every game. The gap between calls is 5 minutes. The default time
shall be 5 minutes after the final call.
7. The decision of the Umpire and Game Incharge (if there is no umpire) is final.
8. Spectators/cheerers should observe the game cordoned area. They should not cross beyond
the line.
9. The umpire has the right to call the attention of anyone with unsportsmanlike conduct (player
or non-player).
10. Anybody can play the games for as long as he/she is a member of the team.
11. All team members shall wear the prescribed team color for the whole duration of the
Employees’ Sportsfest.
12. Each team must have its respective banner measuring 3x5 ft. with eyelet.
13. Each team must provide 500-meter buntings using their team color. The size the buntings
triangle must be half of a letter/short size paper. It must be submitted on or before September
8, 2016 at the PAO-CSU c/o Jose Atejano, Jr.

ROLES & RESPONSIBILITIES OF THE GAME IN CHARGE

1. The Game In Charge shall be assisted by at least 1 HL focal persons per game/event.
2. The Game In Charge shall take charge of the following:
a. Orient the umpire as to the mechanics of the game.
b. Assist the umpire in the conduct of the game. The umpire will be the one to declare the
winner.
c. Ensure that all materials needed are available the day before the game proper.
d. Ensure that game area is ready the day before the game proper (with markers, cordon,
etc.)
e. Facilitate the complaints (if there is any) of the Captain Ball with the Secretariat using the
prescribed Protest Form not later than an hour after the game.
f. After each game, the game in charge will give a copy of the game result to the
secretariat for the announcement of winners and the consolidation of the results.
g. Coordinate with the Secretariat as to changes in the game schedule. (If any)
3. The HL Focal Person who is a Game In charge and his/her Assistant Game In charge can play
any game except the one they are taking charge with.

ROLES & RESPONSIBILITIES OF THE SECRETARIAT

The Secretariat shall take charge of the following:


a. Oversee the conduct of the Employees’ Sportsfest.
b. Announce the winners of each game.
c. Consolidate the game results.
d. Announce the games to be played and the teams who will compete.
e. Facilitate and discuss with the Protest Committee on the complaints filed.

DANCE COMPETITION - RETRO 80s
Mechanics

1. Participants must be an employee of the Provincial Government of Compostela Valley.


2. Each competing team must have a minimum of 10 and a maximum of 15 participants. In the
event that the competing team does not reach the minimum or exceeds the maximum number
of participants, 10 points will be deducted from their total percentage/points.
3. The duration of the dance should be a minimum of 5 minutes and a maximum of 7 minutes
(Entrance & exit excluded). In every minute exceeded, 2 points will be deducted from the total
points of the team.
4. The dance number must have the accompaniment of a Retro 80s music. It can be spliced or
one whole song. A list of 80s music will be provided by the HL Focal Persons that the teams can
use where they can choose the song/s of their preference. The file copy of the accompaniment
must be submitted to the sportsfest secretariat/ PHRMDO on or before September 12, 2017.
5. Only hand props are allowed. No backdrops and no risers of any kind.
6. The use of pyrotechnic gadgets, smoke or combustible materials as props is strictly prohibited.

8. The decision of the board of judges is final and unappealable.

MR. & MS. SPORTSFEST 2017
Mechanics

1. The Mr. and Ms. Candidates are employees of the Provincial Government of Compostela
Valley.
2. Must be 20-30 years of age regardless of civil status.
3. Each cluster/team shall have one pair of candidate.
4. Order of Candidates:

4. Mickey Mouse
5. The candidates will compete in the following categories:
 Talent competition
 Sportswear competition
 Q & A portion

Talent Competition
 The candidates will perform the talent competition by pair and will be judged as pairs.
Their pair score will be their individual score.
 Performance must last with a minimum time of three (3) minutes and maximum time of
five (5) minutes. 5 points deduction if he/she exceeds the time limit.
 The candidates may perform any talent as long as it is not vulgar and explicit.
 Props and other materials (hand/body only) are allowed, excluding harmful and
dangerous materials.

Question and answer portion


 A question will be asked to the candidates. Same question for all men, same question for
all women. The two (2) questions will be formulated by the judges. Each candidate will
be given 30 seconds to answer the question.

BASKETBALL (Men)
A. General Rules:
1. All participating entry shall submit a line-up of players on or before September 8, 2017 to the
Game In Charge - PDRRMD-Glenn Marfe, Harold Gabonada PRC-Hyrene Ongbay, PSWDO-
Joardie Ente, Justirine Jake Banta.
2. Every team shall submit a list of fifteen (15) players. Only 12 players are allowed to play and
the remaining 3 are reserves.
3. Team coach or team captain shall be responsible for his own team conduct and behavior
in and out of the court.
4. All players must wear a uniform according to their prescribed team color.

B. Tournament Format And Other Technical Rules


1. Game will start on September 14, 2017, 10:00 am in the morning (Thursday) at the Capitol
Basketball Court.
2. The said tournament is open to all men employees.
3. Any complaint from the referees decision shall be meted out with technical call and two (2)
free throws awarded to the opposing team plus a ball possession.

C. Format Of The Tournament Are As Follows:


1. The tournament will be knockout system.
2. One representative of each team will do the draw lots.
3. Game System TEAM A vs. TEAM B 1ST game and TEAM C vs. TEAM D 2ND game.
4. Fighting for 3rd will be played between loser vs. loser
5. And for the main event, the Championship Round will be played between the two winning
teams.

D. Game Proper
1. If the game is interrupted due to “FORCE MAJEURE”, the remaining time and score will
be retained and the game shall continue at the Brgy. Cabidianan covered court.
2. All team players and officials that show disrespect to the game officials and commits
unsportsmanlike behavior will be charged technically. The opposing team will be
awarded two (2) free throws plus ball possession
3. Any player who will resort to violence and fighting during the game will automatically
be ejected or banned for the whole tournament at the discretion of the tournament
official.
4. Table officials and referees decision is final.

3. Team coach or team captain shall be responsible for his own team conduct and behavior
in and out of the court.
4. All players must wear a uniform according to their prescribed team color.

VOLLEYBALL (Men & Women)
Event Ground Rules and Game Format

1. Knockout system must be applied.


2. During the elimination rounds, the teams must win 2 out of 3 sets to win the game. In the
championship game, the teams must win 3 out of 5 sets to be proclaimed champion.
3. Open to all employees of the Provincial Government of Compostela Valley.
4. All participating entry shall submit a line-up of players on or before September 8, 2017 to the
Game In Charge - PVO-Bienvenido Mamac, Jr., Honey Lemenio, PS-SHIRNEY Brigano, PTO-LAYLA
Marikit APIT.
5. A team will be composed of fifteen (15) players as listed in the official lineup.
6. Libero – the libero shall be counted as one of the fifteen (15) players and can be changed in
every game. The libero must wear a different color uniform in contrast to the other members of
the team.
7. All players are required to wear official team uniform, appropriate apparel (shorts – above the
knee) and playing shoes during every game. (Jeans and jogging pants are not allowed.)
8. All teams will be provided with the game schedule, a team will be given a 5 minute “grace
period” of the scheduled time before it can be declared default.
9. A player/ coach who is under the influence of liquor during the match is prohibited.
10. Rally scoring will be used. There will be a point scored on every score of the ball. Each set shall
be up to twenty-five (25) points except in the deciding last set which will be up to fifteen (15)
points only.
11. Coaches and players must strictly follow the ground rules.
12. Protests related to the technical rules of the game shall be settled on the level of the event
manager.

Sanctions
1. Team offenses – delaying the game. There will be a point deduction.
2. Individual offenses
a. Misconduct
b. Rude Conduct – 1st – verbal warning
2nd / same player – Yellow card
3rd / same player – Red card
4th / same player – Red/ Yellow card
c. Offensive conduct – no more verbal warning. Expulsion or disqualification may be given
depending on the gravity of the offense.
d. Aggression – no more verbal warning. Expulsion or disqualification may be given
depending on the gravity of the offense.

Note: Yellow Card – loss of rally


Red Card – Expulsion from particular set (can play in next set)
Red/Yellow Card – Disqualification (out of the playing area:
suspended next playing game)

Event Ground Rules and Game Format

Eligibility
All employees of the Provincial Government of Compostela Valley Province

Scoring System
Rally up to 21 points, best of 3 sets. In case of tie 20-20 score, the team who got an additional of
2points, wins. In case of 29-29 score, the team who got the 30 score, wins.

Game Format
Single Round Robin (1 bracket only since only four teams)
Total no. of games = 16 games x 15 min. (maximum playing time) = 240 min./60 min.=4 hours

QUADSACK RACE
Material:
32 pcs. Sacks (4 pcs. to be stitched into one)

Game Area/ Playing Field:


Length: 10 meters

Mechanics of the Game:


1. Each team must compose of twenty (20) players who will be grouped into four (4) to make five
(5) sets. Each set will be composed of two (2) males and two (2) females.
2. Players will get inside the sack, and begin hopping toward the finish line while holding the sack.
3. The sack must be at the waist level and should not fall below the knees.
4. Each group will hop around a cone, or some marked point, and will go back to the line before
tagging the next group. The player/s will tag first before removing the sack.
5. Then, the next group in line will get into the sack and repeat the routine.
6. The first team to finish the race shall be the winner.
7. The last set of players must have any marking for identification purposes to be provided by the
game in charge. (Ribbon, bandana, or scarf)

KARANG (Stilt Race)


Materials:
2 pairs of stilt per cluster/team. (1 pair – reserve)
*To be fabricated and provided by every cluster/team
Specification:
Stepladder – 30.48 centimeters from the ground
Length – depending on the cluster/team

*The 2 pairs of stilt must be submitted to the secretariat/PHRMDO marked with the team name
on or before September 13, 2017.

Game Area/ Playing Field:


Length: 15 meters

Mechanics of the Game:


1. There must be 10 players in every team – all male.
2. The principle of the game is to walk or run using the stilt from starting line to finish line.
3. At the signal “Ready, Get Set,” the Players Stand at the starting line holding their stilts.
4. At the signal “Go,” the players mount in their stilt and start walking/running.
5. If the player gets or falls off the stilt while walking, the player will go back to the starting line, and
do the steps mentioned above.
6. The first team to finish the game shall be the winner.
7. Each group shall have one (1) reserved pair of stilt.
8. Players must have a number for identification purposes.

TUG OF WAR (Male & Female)
Scheme: Knockout System

Materials: Rope (DRRMD)

Game Area/ Playing Field:


 The game has to be played on a flat grassy patch of land.
 A line referred to as a center line is marked on the ground of the game area.
 On either sides of the rope at the distance of 2 meters from the center line, 2 more lines
should be marked on the ground. These lines will be the team area wherein the first
member of each team will stand before the game begins.

Mechanics of the Game


1. Each team is composed of 10 players.
2. The players should wear rubber shoes during the game.
3. There should be a red mark on the center or midpoint of the rope.
4. Have everyone pick up the rope and hold it tight, taking up the slack between the two
teams. The referee can now line up the center of the rope over with center line on the
ground.
5. When the referee decides that the teams are ready, he will give a signal by blowing the
whistle and then the game begins.
6. Each team pulls until the center or midpoint of the rope crosses the line of the team area.
The team to successfully pull the rope to their area wins the round.
7. The first team to win for two (2) rounds wins the game.

Competition
1. There shall be a referee for the tug of war competition positioned at the center line.
2. There are 3 different commands that the referee gives to the players.
3. The referee first announces “Pick up the rope”, he then says “Take the string”, and finally he
blows the whistle.
4. Once the whistle command is heard out, the teams start pulling the rope.
5. If a player of a particular team falls down, that player is given a caution.
6. Each team is allowed two cautions before getting disqualified.

SKIPPING ROPE
Materials:
1. Rope

Mechanics of the Game:


1. The players should wear rubber shoes during the game.
2. Skipping rope is a game where the participants jump/skip over a swung rope so that it
passes over their feet and their heads.
3. This consists of 5 participants in each team, 2 males who turn the rope and 3 females to
skip/jump in altogether and ending when one or more of them touches the rope.
4. Each team is given 2 attempts to jump in the rope.
5. If one or more players cannot jump in after the 2 attempts, the team loses the chance to
jump/skip the rope.
6. If one or more of the jumpers touch the rope, the team automatically loses the chance to
continue jumping/skipping the rope. Their points are counted up to the last jump/skip they
perform.
7. Winners are determined by the most number of jumps/skips they perform within 2-minute
time. The time starts upon the go signal of the umpire/game in charge.

Jumpers: The 3 jumpers keep both feet slightly apart and jump at the same time over the
rope. Make your jump small and land on the balls of your feet.

Holders: Two teammates will hold the rope with the right hands at about hip height and
elbows slightly bent, keeping your upper arms close to your side. Swing the rope
to the left in a circular motion.

KICKBALL (Men & Women) DETAILS NOT FINAL
Kickball is a simple game consisting of two teams, bases, and a big ball. Played like baseball, the object
is to score more runs than the opposing team. In short, games are played with 9 fielders, 3 innings, 2
base coaches, no head shots, one base on an overthrow, forced outs, no ghost men, and bunting is
allowed so get a good catcher on your team. The following rules will govern all kickball games. For the
enjoyment of all, proper respect and civility is required of all participants toward one another. Fighting
is not allowed or tolerated.

BANNER RAISING COMPETITION
The teams shall provide their banners with the size 3x5 ft. with eyelets.

The teams shall choose 2 participants for the game. One (1) male and one (1) female.

Participants shall run towards the poles, attach and raise their banner.
