I believe there is probable cause to charge the defendant with these charges because:
On 10/8/18 I was on a traffic accident. I was contacted by a citizen for a male slumped over sitting under the 650
N I-15 overpass. I left my accident investigation to see about the welfare of the male. When I made contact with
the male, he was slumped over drooling on the ground. I shook the male and he woke up. I asked him if he was
alright. He said he wasn't sure then later said he was fine. I asked the male for identification. I identified him as
Christopher Lewis. I told Christopher that I would like medical to come and check him out to make sure he was
alright. He said okay. I then told him he was free to leave and not answer any of my questions. He said okay. I
then asked him if he was a drug user. Christopher said yes. I then asked him to straighten out his arms. I could
see fresh track marks up both arms. I asked Christopher if he was high. He said no and that he hasn't used since
last night. Medical arrived and examined Christopher. While medical was examining Christopher, he emptied his
backpack out onto the ground. I observed a silver spoon with burn marks on the back consistent with drug use. I
asked Christopher if that was his drug spoon. He said yes. I then had him hand it to me. I told Christopher that I
needed to return to the traffic accident. I told him after he is cleared with medical, he needs to come to my car
and talk with me. He said okay.

I returned to my vehicle and continued with my accident investigation. Christopher attempted to walk by but I
told him he needed to come over to me. He said he didn't want to. I told him that if he did not come to my
vehicle, I would place him in handcuffs and put him in my car. Christopher then came over and sat by my
vehicle while I finished my investigation. After I finished my investigation, I told Christopher to walk to the back
of my patrol car so I could talk to him. My backup officer arrived at that time. Christopher walked to the back of
my car, pulled a gun out and said he was going to kill himself. Christopher was told to drop the gun. Christopher
then fled on foot ignoring commands to drop the gun and stop. He was stopped on the I-15 650 N overpass.

After Christopher was taken into custody, I searched his belongings. I located a white crystal that field tested
positive for Methamphetamine.

I am charging Christopher with 76-10-503(2)(A) due to him being on parole and for being in possession of a
controlled substance.
I am charging Christopher with 76-10-503(2)(A) due to Christopher knowing I was a Law Enforcement Officer and
knowing he was not free to leave.
I am charging Christopher with 58-37-8(2)(B)(II) due to the white crystal that field tested positive for
Methamphetamine
I am charging Christopher with 58-37A-5(1) due to the spoon he gave me having indications of drug use on it

I believe these to be additional condition(s) for continued detention:

Felony committed while on probation or parole, or while free on bail awaiting trial on a previous felony charge
(they were out on probation or parole).
Christopher cut the ankle bracelet off and had possession of a gun
The person would constitute a substantial danger to any other person or to the community, or is likely to flee the
jurisdiction of the court
Christopher had an obvious lack of concern for the public by entering the freeway with a pistol while attempting
to flee.
