The question posed will require a revision to the City Charter, and the dollar thresholds contained in the question could be lower than
$2M and the $5m referenced. Our voters should decide. You will hear me say this again and again. Council and City must ask the
voters what they want from the City with questions that allow for both pros and cons at least 4 times a year through a paper and or
electronic questions. A response to a question is only as good as to how well the question was written.
2 My "yes" response includes addressing local waterways pollution as equivalent to a national or state emergency.
3 I support maintaining our current Density Plan which is 5 years past due its required update to the Comprehensive plan, I would even
consider lowering density in a future plan. This island is nearly built out now and we will lose more green space which everyone I've
spoken to wants, and if increased we gain more concrete structures that is not in keeping with preserving our island paradise. I defer to
the expertise of our Planning Board to recommend a current state revised edition of the Comprehensive Plan and subsequent Land
Development code. This is their job, and Council should listen to them. I don't support the redistribution of density credits that would
require rezoning. My position on this does not mean that I don't support a healthy business climate. Redistribution of density credits and
rezoning just to accommodate a builder's profitability level is not what our Comp Plan and LDC should cater to. Let's not play chess with
citizens' desires for a small island feel and quality of life.

 4 YES on first part of question and no on 2nd part. We have a rental ordinance that require a registration fee and part of the rental is taxed
by the City already on SFH's, and it should apply to condominiums if it doesn't already. The question doesn't define what "short term"
mean, is it 3 days, 7 days, or?? I can't respond to this without knowing the definition of "short term." I live next door to an owner that
lives in the NE and rents his home throughout the year. 90% of the time it's by the week or month. On major holidays, it can be rented for
3 or 4 days. My personal opinion would be to support a 3 day minimum. It hasn't bothered me or my wife with renters next door. This is a
pro-business opinion that I would support.
5 I would support a bond to build out Veterans Park based on the current Plan A or Plan B versions only. I would exclude and not
support any additional Structures in addition to the plans submitted. We won't know what the cost of Plan A or B, that will come to
Council in January, let's hope it can be lower and scrutinize the costs submitted very carefully to get the most from our tax dollars. I
would propose we issue a bond to finance this and recognize that the current bond will be retired in 2020 which paid for acquiring of
the land.

I would first determine if the present staff levels have efficient, written processes and high or low levels of productivity. Determine if
other departments are staffed appropriately and redistribute existing staff where more is needed, this is called reallocation, or right
sizing. Our City Departments have, or should have written processes with goals and objectives that are easily measurable. Another
question I would ask is our current written processes the most efficient they can be and perhaps utilize well known LEAN Six Sigma
disciplines to remove waste, reengineer processes, and create a process where none exist. This is far more cost effective for citizens
than throwing more headcount at a bad process. Common business sense, which is used in City governments today.

We should always be wary of the potential of another recession which could adversely affect what citizens expect. By saying yes to
this, citizens should know that reduced revenues could impact their quality of life on Marco Island through commensurate reductions
in amenities and services, based on less revenue in the event of another recession akin to what we recently experienced.
9 Provided the City Manager reports directly to the Mayor to better balance the level of control in City Government. There could be
merit to this but further study based on Florida Statutes and comparison analysis on the organizational structure, associated cost
increase and any expected savings by potential migration to a Council and Mayor structure.
10 First, let's find out exactly what Collier County charges Marco that is included in our tax bill. We should ask for the line item detail
specifics to the CCSO charge to Marco. The CCSO doesn't provide Marco with any daily patrols, but they do support Marco with
services we don't have, but when asked are available, such as a SWAT team, CCSO investigations and Jails. I support the notion of
getting what we pay for, and examine the proper approach to this matter. Precedent has been set by other FL cities to recoup dollars
from Sheriff's departments such as Marco may pursue.
11 But I would want to see a very specific job descriptions for this CEO position tied to performance based objectives and metrics that can
be used to gauge effectiveness, and an ROI to the City in this personnel investment.

I would agree with this since Police Chief Schettino stated to City Council when asked if his department enforced the Fertilizer
Ordinance and his one word response was "NO" to which Councilor Rios said thank you for an honest answer. Code Enforcement
should report to the City Manager, be staffed and educated appropriately which would be challenging to establish since we don't have
much of any code enforcement. Code enforcement officers should be well trained on the Ordinances they will be enforcing, and their
efforts transparent to the public by posting infractions with dates, outcomes with hearing dates on City Web site. There is no written
process today, because I asked for one. This needs immediate attention and will go a long way to improve the public trust that when
they report an issue that they have visibility to know what is being done and how it concluded on a timely basis.

I support the current 7 member committees and suggest the idea of consolidation from 8 committees, including Ad Hoc committees,
to perhaps 5. I believe the diversity of 7 member Committees is a benefit, through diversity, with the onus of effectiveness predicated
on the Council member who appointed each member, and hold them accountable to deliver results that can be brought before council
and voted on with the committee and or it's representative to present the Committee's recommendations. I also support the ability of
a Council member to appoint a committee member on an "at will" basis. This allows a Council member to remove and replace a non-
performing committee member. This ability is not clear and will likely require a change to the City Charter.

The question is whether the city should ease some restrictions, such as density. I would likely be opposed, because I do not favor
increased density on Marco Island without due consideration of citizens desire for green space/wildlife and possible options to gain
water retention areas. However, I will keep an open mind as I hear out the petitioner, and listen to the recommendations of our
Planning Board as well as City Staff's recommendations. I would remind all citizens that we live on a barrier island with MANDATORY
evacuations; lives are at stake. Part of my consideration would be predicated on an approved evacuation plan signed off by County
EMS and City EMS. The citizens should also be asked, and the question asked should include the pros and cons as outlined by the
Planning Board and City Staff along with all available options. Let our citizens decide and vote on such an important issue, they will
choose a path democratically, which Council should follow.
15 The benefit to zero based budgeting is that it requires the City to reexamine on a regular basis it's costs and services in contrast to
citizen satisfaction, and holds the City accountable to use tax dollars to optimal use. I would support this along with a continuous
improvement programs that utilize disciplines like MBO's, LEAN Six Sigma that create a culture that is both satisfying and rewarding to
city personnel and gauged by citizen satisfaction.
