Community-led Tourism,
Heritage and Peacebuilding
in Urban Villages
Policy Brief
Overview

With over one billion people crossing international

borders every year, tourism has become a major
socioeconomic activity. As a vehicle for knowledge
exchange and learning, it can become a powerful
transformative force that helps reduce prejudice,
distrust and hostility and can contribute to building
a more harmonious and peaceful world. Tourism
often plays an important role in the aftermath of
conflict, underpinning peacebuilding and opening
up social, political and economic opportunities for
communities in transition.

Harnessing tourism initiatives within communities

emerging from conflict is at the core of this briefing
paper. Within Urban Village areas, twenty years
after the Belfast/Good Friday Agreement, there is
an increased appetite for developing complex and
rich community heritage for tourist consumption.
These initiatives range from walking tours of local
neighbourhoods to the establishment of small
museums and are at various stages of production.

Transforming
Communities
through Tourism
The transformative aspect of tourism as an
agent of peace has been the scope of the project
convened by Ulster University in the Urban Village
areas. The Urban Villages Initiative is a key action
within the Northern Ireland Executive’s ‘Together:
Building a United Community’ Strategy.

The Urban Villages Initiative tackles communities

marginalisation and community tension. This
project has worked to better understand the
potential of tourism in the areas as well as advance
the practical steps towards bringing ambition to
life, thereby facilitating peacebuilding through
community-led tourism.
This initiative seeks to contribute to the Urban
Village aims:

– to foster positive community

identities
– to build community capacity
– to improve the physical
environment.
Through community-led tourism focused on peace
and conflict, we aim to support and develop thriving
communities with advocates for understanding and
educating about complex narratives, with a solid
base of good governance and responsible tourism
practices.

Key Findings

Ethics, Tourism and The Past

Harnessing the Potential of Tourism to
Advance Peace at Conflict-Related Sites
1. Tourism should not be confined to conflict sites.
Communities are more than conflict and any
initiative should reflect the scope of richness of
community experience and tradition

2. Tourism initiatives should be principally
