One o f t h e problems o f a s u c c e s s f u l i n d u s t r i a l i s a t i o n
i n developing c o u n t r i e s i s undoubtedly, t h e l a c k o f
knowledge o f how t o f o r m u l a t e a p r o j e c t i n s u c h a way
t h a t f t s p o t e n t i a l p r o f i t a b i l i t y e i t h e r from t h e p u b l i c
o r p r i v a t e view p o i n t can be e s t i m a t e d on a f i r m b a s i s .
A p r o j e c t p a s s e s t h r o u g h many p h a s e s from t h e t i m e
v a r i o u s p h a s e s , t h e t e c h n i q u e s o f p r o j e c t a p p r a i s a l s can
be a p p l i e d t o s e e w h e t h e r some a s p e c t s have been o v e r -
l o o k e d , w h e t h e r some more a t t r a c t i v e a l t e r n a t i v e h a s
been d e v e l o p e d , o r w h e t h e r more d e t a i l e d c a l c u l a t i o n o f
t h e c o s t s and b e n e f i t s t h a n were p o s s i b l e e a r l i e r have

two t y p e s o f q u e s t i o n s . F i r s t l y , it should h e l p decide if
i t i s p r a c t i c a b l e and worth w h i l e committing r e s o u r c e s
t o a p r o j e c t . S e c o n d l y i t s h o u l d a s s i s t i n d e t e r m i n i n g which

how f e a s i b l e and v i a b l e t h e p r o j e c t w i l l b e .
