Meetings of the Senate Special Committee to
discuss Annual Report of FPSC
The Special Committee of the Senate met on 26.01.2018
at Parliament House Islamabad to examine the Annual
Report of Federal Public Service Commission 2015,
Senator Syed Muzafar Hussain Shah in the chair. The
Special Committee was constituted after the Annual
Report 2015 of the FPSC was presented in the Senate in
pursuance of Section 9 of the FPSC Ordinance 1977. The
Committee was directed to examine whether the mandate,
structure, syllabi and mode of examination met the
contemporary needs of governance and the delivery of
services and other related matters. The Committee
deliberated on composition of the Commission and the
method of recruitment/examination. The representative of
F P S C in f o r m e d t h e committee t h a t a d r a f t
bill/recommendation has been sent to the Special
Committee under the headship of the then Law Minister
Mr. Zahid Hamid to deliberate on the ways and means to
make FPSC a vibrant body and to examine the possibility
of its conversion to a constitutional body. The meeting
was also attended by Senator Taj Haider, Senator Mir
Kabeer Ahmed Mohammad Shahi and Senator Nauman
Wazir Khattak. The Committee directed human resource
experts from two private organizations to furnish their
suggestions for improving the working and examination
system of the FPSC. The committee is likely to prepare its
recommendations.

visited various CSS examination centers on 16 February,
2018 at Faisalabad to oversee smooth conduct and process
of CSS Competitive Examination-2018 relating to
arrangement of furniture, lighting, parking areas and
emergency services during the examination. The Chairman
FPSC was satisfied with the arrangements and initiatives
taken at the premises of examination centers. Similar visits
were also carried out by Members of the Commission at all
FPSC examination centers to monitor smooth conduct of
examination.

 Chairman FPSC chaired CSB meeting
Chairman FPSC, Mr. Naveed Akram Cheema, in his
capacity as Chair-Central Selection Board (CSB), presided
over the meeting from 09-12 January, 2018 to decide
promotion cases of officers from BS-18 to BS-19 & BS-19
to BS-20 and BS-20 to BS-21. Pending cases of officers for
pr omot i on bel ongi n g to vari ous occupational
Groups/Services/Ex-cadre positions were also evaluated
during the meeting.
Presentations/Lectures at Universities by
Members of the Commission
Provision of equal opportunity to compete for public sector
jobs is a fundamental right of every citizen. FPSC being
apex recruiting agency for selection of qualified personnel is
continuously endeavoring to create awareness about
availability of jobs in Federal Government and procedure to
apply or compete. The Honorable Chairman has been
assigning Members of the Commission with the task to
connect with the young graduates in such a way that
motivates them to think more clearly, see opportunities and
move forward with action. In this connection, Mr. Ahmad
Farooq, Member FPSC, visited Sir Syed University of
Engineering & Technology, Karachi and Government
College Lahore and made a presentation to a gathering of
200 students and faculty members, regarding CSS
examination and civil service career. The Member also
underscored that FPSC offers merit based selection, the
opportunity to make a difference to people's lives and for
learning on the job.
Mr. Habibullah Khan Khattak, Member FPSC also held
open seminars for CSS aspirants at Quetta, Lahore,
Peshawar, Karachi and recently at Gilgit-Baltistan. Invites
were sent to local Universities/Colleges at each station and
sessions were arranged with the help of FPSC Provincial
offices. The Seminars have been quite interactive based on
general briefing, question-answers sessions and responding

to individual cases. By sharing own experience and
expertise with the audiences, the honorable Member
explained the requirement of FPSC to help remove myths
and wrong perceptions about FPSC or CSS CE and to attract
the best talent to civil services of Pakistan. FPSC is also in
contact with Higher Education Commission to establish
close liaison with universities/higher educational
institutions and students/young graduates to disseminate
information about career options in civil service of Pakistan.
HEC has been forthcoming to respond and agreed to
coordinate for conducting informative seminars in HEC
recognized universities. It has also offered to nominate a
senior HEC representative to provide academic insight to
young aspirants.
Career Counseling at FPSC Provincial Office Peshawar
Meeting with Punjab Public Service Commission
A meeting was held on 22.03.2018 at FPSC Headquarters,
Islamabad with Mirza Naseer Inayat Secretary Punjab
Public Service Commission. The agenda of the meeting was
to discuss bilateral/mutual issues relating to enhancement of
present qualification for posts, introduction of new subjects,
re-grouping of subjects and related issues, FPSC and PPSC
exchanged views and shared the best practices.

Recruitment System of FPSC Project (Phase-II)
Meeting of the Steering Committee on Online Recruitment
System Phase-II project was held on 28th February, 2018 at
FPSC Headquarters, Islamabad. The meeting was chaired
by Mr. Haseeb Athar, Member FPSC. Progress of the project
was reviewed and suggestions were made to finalize and
improve System Recruitment Specifications (SRS)
document prepared by NITB. A meeting of officers from IT
Wing & NITB was held for consultations with all wings of
FPSC to address issues and finalize the document and its
application.

A general meeting was held on 08.02.2018 at FPSC Total 29 162
Headquarter, Islamabad. The meeting was presided over by

Chief IT, Mr. Tahir Iqbal, Dir (Sec), Mr. Amin-ur-Rehman

attend the meeting as a part of preparation for forthcoming
CSS-2018 scheduled form 15th to 26th February 2018 to
ensure smooth conduct of CSS Competitive Examination. A
quick review of all rules, regulations, policy guide lines and
arrangements was carried out.

The written part of Competitive Examination-2018 was
held simultaneously at 19 cities from 15.02.2018 to
26.02.2018 and out of 24,008 candidates 11887 candidates

(ii) Competitive Examination (CE-2018)
Processing of 24,008 applications for CE-2018 and
generation of pre-scrutiny eligibility reports for conveying
the deficiencies to the applicants well before start of the
examination. Other reports for the consumption of CE Wing
were generated for smooth conduct of the examination
including Admission Certificates, Attendance Sheets and
Attendance Lists etc. Summary Bio data sheets of 312
written qualified candidates of CE-2017 were produced for
Viva Voce Board.
(iii) General Recruitment
Over 114,800 online applications were received in response
to consolidated advertisements Nos. 01, 02, 03/2018 which
were processed for conduct of tests etc. Summary Bio-data
of 1,613 preselected candidates for various posts were
generated for conduct of interviews. Attendance
Lists/Sheets and other required reports pertaining to 76,639
candidates for professional/screening, Descriptive and APS
tests Phase-1/2018 as well as internal ministerial posts were
generated.
(iv) Editing Facility of Online Applications
A new software module has been developed by IT Wing to
provide editing facility for online applications to the
candidates, thus reducing the paper inflows to the
Commission. The system has been rolled out from Advt. No.
02/2018 for General Recruitment candidates. Over 6000
candidates availed this online editing facility during the
period.
(v) SMS Based Information Delivery System
Over 180,000 SMS were sent to the candidates on their
given cell phone numbers and 1,945 e-mails on their e-mail
addresses acknowledging their online applications and
intimating about major events including, schedule of tests,
interviews, personal hearing etc.
(vi) Facilitation Centre
Over 12,000 phone calls and 6,800 e-mails, concerning
queries & clarifications of the applicants, were received and
appropriately responded by Facilitation Centre during the
period.
(vii) Assistance to Control Room and Provincial Offices
To effectively respond to the queries of candidates, all

required information pertaining to Phase-I/2018 were
provided to Facilitation Centre and Control Room
established at FPSC Headquarters. Similarly basic
information about the candidates was also shared with all
Provincial/Regional Offices of FPSC.
(viii) CNIC Verification through NADRA VeiSys
The CNIC verification of selected candidates of General
Recruitment and written pass candidates of Competitive
Examination, 2017 was carried out by the IT Wing through
NADRA VeriSys.
(ix) Final Passing Out Exam (FPOE) 2018 (44th
Common Training Program)
Bio-data form entries of fresh and failed probationers of
various Groups/Services for FPO Exam, 2018 were
completed during the month of February-March, 2018.
Admission Certificates, Attendance Sheets, Attendance
Lists and Lists of probationers appearing in the exam were
also generated during this period. Attendance of FSP, PG,
OMG & MLCG groups/services were marked in the
database. Blank Result statement of FSP, PG, OMG and
MLCG were also generated.
(x) Provision of Treasury Receipt Data
Information pertaining to FPSC fee collection through
government receipt/TR for the period January-February,
2018 based on the online applications of the candidates was
forwarded to Budget Section.
(xi) Data compilation
IT Wing remained engaged in compilation of data of various
examinations with different permutations for analysis
purposes and submission of reports to different forums.
(xii) Procurements for FPSC
As head of the Procurement Committee Chief I.T held
various meetings for opening and processing of bids for
procurements.
Right of appeal for aggrieved candidates
a) Under Section 7(3) of the FPSC Ordinance 1977, a
candidate aggrieved by any decision of the Federal Public
Service Commission or a candidate aggrieved by the
decision of the Commission may file a representation or
review petition to the Commission. Such cases filed during
the period under report were 73 in number relating to
General Recruitment.
 b) Other cases relating to recruitment through FPSC that are
subjudice in various courts are as follows: Mr. Khalid Mahmood Akhtar, Assistant Director
(BS-17), retired on 01.01.2018 after attaining the
