dates will sit on a panel to
discuss and answer ques-
tions on their future plans
for the City of Evart before
the November elections.
On Tuesday, Oct. 23 at
7 p.m. in the Evart Depot
community room candi-
dates for mayor, council
and city clerk will sit down
with the public and answer
questions both predeter-
mined and written in by
those of the community
who attend.
The invited candidates
for mayor are Kevinn
Beemer, Karen Higgins and
John Joyce. Candidates for
city clerk are newcomer
Kathryn Bradley and cur-
rent clerk Heather Patee.
The two candidates run-
ning for re-election in the
city council race are Dan
Elliot and Sandra Szeliga.
Though candidates will
talk about themselves and
future plans during the
mediated panel, there will
be a chance for community
members to speak with the
candidates one-on-one after
the panel.
“It’s important that peo-
ple know who they are vot-
ing for,” said General Fed-
eration of Women’s Club
First Vice President Ruth
Ann Northon, who will be
mediating the event.
The GFWC has been
hosting this panel over the
years, said Northon, but
this year she hopes to see
more of the community
present.
“The last couple of times
we have done this the com-
munity response has been
low,” she said. “It would be
nice to have more people
from the community pres-
ent beyond family and close
friends of those running.”
This panel will be a plat-
form for those running in
the local Evart elections
only, said Northon, and will
not have candidates from
the county or state levels.

Evart set to begin investigating and excavating lead pipes

EVART — After receiving a grant earlier
this year, the city of Evart is finally start-
ing the planning process to replace any
lead pipes in the city.
The Lead and Copper update put in place
in June 2018, requires all lead or galva-
nized steel piping up to residents shut off
valve or meter to be replaced with copper.
While it has been practice for the com-
munity to replace any pipes up to the prop-
erty line, according to the City of Evart
Lead Contractor John Tanner, the city will
now be responsible for any service line up
to about 18 inches inside the home.
The rule will also change the allowable
amount of lead existing in drinking water
from 15 ppb to 12 ppb and require a re-
placement of pipes at a rate of five percent
in Jan. 2025.
However, Evart is getting a head start
with the Pilot Grant given to the city by
the DEQ to report back how much money
and time will actually be needed to change
out all the lead piping.
With the $433,000 grant, Evart has start-
ed investigating and excavating any lead
pipes. However, after the investigation pro-
cess, Evart City Manager Zachary Szakacs
says that there is only around $219,000 for
construction.
Though originally estimated at a town
informational meeting on Oct. 9 that 40 to
50 residents would be able to be serviced
by the grant deadline of May 2019, Szakacs
corrected in a followup interview those
numbers “were a little high.”
“We will probably only be able to get
closer to 30 residents serviced by May,” he
said.
The city will be starting with what
Tanner labeled “priority streets”. Those
streets being, North Cedar, North Cherry,
Jefferson, South Hemlock, North Oak and
portions of Third, Fourth, Fifth and Sev-
enth streets.
“These are streets where we know there

otherwise, and will be getting to first,” he
said.
Once more research has been done and
priority streets have been taken care of,
the city will get to more residents if mon-
ey and time allow.
As to why it took so long to get started,
City of Evart Mayor Pro Tem Robert Fos-
ter said at the informational meeting the
past few months have been unclear as to
what was expected of the city.
“It has been like trying to get in front of
a moving target,” he said. “You can’t get
ahead if you have no way to predict where
it is going to go.”

City passed away Fri-
day, October 12, 2018 at
Spectrum Health —
Butterworth Hospital
in Grand Rapids.
She was born No-
vember 12, 1978 in Big
Rapids to Barry and
Julia (Alvarado) Cat-
lin Sr. and attended
Pine River Schools,
graduating from Pine
River High School in
1997.
Elnora had been a
caregiver for family
members and enjoyed
arts & crafts and
puzzles.
She was a member of
The Church of An-
tioch in Reed City.
Elnora is survived by
her parents, Barry and
Julia Catlin Sr.; four
s i s t e r s, C h r i s t i n e
(Mike) Rizer, Lena Bie-
schke, Francesca (Den-
nis) Webster, and Ma-
rie (Tony) Messer; and
one brother, Barry Cat-
lin Jr.
She was preceded in
death by her sister, Fe-
liciana, and brother,
Chad.
Funeral services will
be held at 2 p.m.
Wednesday, October
17, at The Church of
Antioch, 310 S. Chest-
nut St., Reed City, with
Pastor Mark Killing-
beck officiating. Visita-

EVART — Before voters
head to the polls, Evart
Police Chief called a town
meeting to inform and
rally support for the city’s
safety millage on the Nov.
6 ballot.
When first on the ballot
in 2014, the millage passed
by only four votes accord-
ing to Chief John Beam.
Beam hopes that this No-
vember the outcome is not
so close.
The millage will still
consist of the same 1.8
mills as voted on in 2014
but will only be going
toward the police depart-
ment. The previous mill-
age covered Evart Fire
Department as well.
The average amount
paid in taxes in 2014 was
around $68 per year.
“No money will be added
to taxes,” said Beam.
“People will be paying the
same amount they have
been paying, it’s just going
to one service rather than
two.”
Since the 2014 millage,
according to Beam, the av-
erage taxable value after
a recent reassessment has
gone down for the average
homeowner. Beam esti-
mated the amount taxed
per year would reduce to
$60 per year.
Prior to the 2014 millage,
the departments relied on
grant funding and funding
from the city.
The millage will also
last four years from 2019 to
2022 rather than the previ-
ous five of the last public
safety millage.
The millage will cover
the operating expenses
and staffing of the police
department., bringing in
$53,178.24 to the depart-
ment in the first year.
With the money from the
millage, Beam hopes to be
able to hire a new full-time
officer to help with the
growing workload. The
department currently has
three full-time officers in-
cluding Beam.
“We have already ex-
ceeded all prior years
in arrests and it is only
expected to go up,” said
Beam.
After the presentation
by Beam, Evart High
School Principal Jessica
Kolenda spoke in favor of
the millage and continued
support for the police de-
partment.
“We wanted to make
sure we that we stood up
and supported this,” said
Kolenda. “Evart is grow-
ing and we need to do
whatever it takes to con-
tinue to improve all of our
public works.”

2018. She was 70.
June was born Febru-
ary 18, 1948 in Harri-
son, Michigan, to Lloyd
Charles and Carolyn
June (Snively) Keysor.
She graduated from Ev-
art High School in 1966
and later earned her
Bachelor’s Degree from
Ferris State University.
June was raised in Ev-
art and was a military
wife, living in many
places in the United
States and Europe.
She was a working
mother and an active
member of St. Paul Lu-
theran Church in Reed
City where she was a
former President of
W E L C A ( Wo m e n’s
Evangelical Lutheran
Church of America),
and former editor of
the WELCA newsletter,
Living Threads. In the
past, she had been quite
involved with Jobs
Daughters. June was
an avid reader who en-
joyed playing all types
of games and doing
puzzles and had a spe-
cial place in her heart
for her dog, Scamp.
June is survived by
her daughter, Suzette
Esterline of Paris,
Michigan; her son,
Geoffrey Goehrig of
Paris; her three grand-
children, Carolyn,
Alexis, and Genevee;
and her great-grand-
child, Liana; her sister,
Sheila (Sid) Haskill of
Dorr; her two brothers,
Chuck (Robin) Keysor
of Evart, Bill (Becky)
Keysor of Dorr; and
many nieces and neph-
ews.
She was preceded in
death by her parents
and her son, Adam
Goehrig.
