1.1 This Method Statement outlines the requirement of Branch tie-in for tie-in NGL-
822.

2. PURPOSE
2.1 To ensure that all information material, tools equipment, manpower and
supervision are available for execution of the work. In particular that work
steps are analyzed and all safety measures are taken so that work can be
executed in a safe and timely manner.

5. RESPONSIBILITIES
5.1 The Contractor is responsible for the execution / implementation of Tie-in, that all
works are carried out according to applicable safety procedures, project
specifications and specialist recommended procedure.
5.2 The authorized permit holder/signatory shall obtain works permits from the
company and Contractor as appropriate.
5.3 Contractor will supply all free issue piping materials.

5.4 Tools and labour for execution of Tie-in Works will be provided by the
subcontractor.
5.5 All the safety equipment, vehicles, barricades and hazard signs for Branch Tie-in
and N.D.T facilities will be provided by the Subcontractor.
6. PREFABRICATION
6.1 Tie-in spool as indicated on tie-in isometric drawing, shall be fabricated all NDT
completed, shop tested (where applicable) blasted and painted.
6.2 Test pack to be prepared to include isometric drawings showing details of fittings
C and certification of compliance.
7. PROCEDURE

7.1 Prior to Tie-in :


7.1.1 Sub-contractor shall identify / verify tie-in location. Contractor to confirm
C tie-in location.
7.1.2 Contractor-subcontractor to confirm that all equipment required for tie-in
C are inspected, approved as per Ras Gas Expansion Project requirement.
7.1.3 Permit for the erection of scaffold to be obtained.
7.1.4 Barricade shall be properly installed around location where hot works will
be carried out.
7.1.5 Proper access scaffolding (with two points of access-egress) shall be
installed to carry out above works.
C 7.1.6 Remove paint prior to UT thickness check.
7.1.7 Permit for UT thickness check shall be obtained to verify actual thickness
C of existing pipe.
7.1.8 Perform UT thickness CMS&A-Ras Gas to witness and review the result of
C
examination.
7.1.8.1 Tolerance thickness is verified by Contractor, Company Engineering with
actual thickness, Ras Gas shall release pipe location, ready for
subsequent related job.
7.2 Tie-in :
C
7.2.1 Permit to initiate preparatory works for branch installation shall be
obtained.
7.2.2 Line on which branch is required will be released by Ras Gas OPCO to
C Contractor / Sub-contractor after receiving all related permit to work.
7.2.3 Proper safety precaution shall be reviewed at site prior to the start of tie-in.

7.2.4 A permanent Safety Officer from Sub-contractor and Contractor will be at
site prior to the commencement of tie-in to monitor all safety related
matters.
7.2.5 Area of work shall be barricaded with Red/White tapeline, to prevent
others from approaching and warning signs to be provided.

7.2.6 Fit-up and weld tie-in spool as per WPS No. 742-LTCS-02 Welding Works
will be witnessed by Contractor-Company representative and NDE as per
project specific requirements shall be carried out.
8. SAFETY

8.1 All works permits for the Tie-in works are to be completed and received by
C Authorized Personnel only.
8.2 A specific JHA shall be prepared and reviewed prior to commencing of the
works.
8.3 All access / exit points shall be maintained free from obstacles, materials
equipment, etc.
8.4 Temporary safety signs shall be provided at all work areas, storage areas
and access / exit routes, etc.
8.5 Construction Works shall be co-ordinated at all times and confirmed with
Company.
8.6 All work related to unloading, handling, NDT, painting and piping
installation will be conducted in accordance with Ras Laffan Liquefied
Natural Gas Safety Manual and the relevant EHS Plan.
8.7 Nylon slings, shackles, ropes etc. shall be initially inspected and color
coded prior to use. Third party certificate to be available on site.
8.8 All scaffolding material shall comply with project specification and will be
inspected, approved and tagged by competent persons before being used.
8.9 When working within 6 meter of the operating plant, heavy lift procedure
shall be applied and work permit used. Extreme vigilance shall be
observed when cranes are being operated in the vicinity adjacent to the
operating plant.
8.10 When welding work is being conducted in the operational plant area, a
trained fire watch person shall be maintained at all times. Trained fire
watch shall wear orange vest as identification.
8.11 Sufficient illumination of the work areas, storage areas and access / exit
routes shall be provided while working at night.
8.12 All activities to be immediately suspended in case of an emergency.
Evacuate work area in a safe manner as per emergency evacuation
procedure. Work is to restart upon receipt of approval from Company and
when PTW has been revalidated.
8.13 Ensure that working areas are free from rags, rubbish, tools, wooden
planks, boxes etc.
8.14 The Sub-contractor-Contractor will maintain good housekeeping standards
at all times.

8.15 Sub-contractor to provide, erect, inspect and approve scaffolding as


required for the work by competent certified person.

8.16 Sub-contractor to obtain the necessary Ras Gas Gate Passes and
relevant work permits prior to commencement of the work.
8.17 Daily pre-job briefing will be done by Sub-contractor
Supervisor/Charge hand with all workers before starting any activity.
8.18 Company to maintain communication between work location and
control room operations during branch installation and hot tapping works.
8.19 Ras Gas PTW to be applied for all work on existing lines.
