NOTICE:
When submitting pricing information during the Real-time Reverse Auction Bidding Process, the submitted bid price MUST INCLUDE ALL
OPTIONS in your proposal. THERE WILL ONLY BE ONE PRICE/AMOUNT FIELD for you to enter your bid, therefore your submitted bid
amount must be your total amount for all options you are providing. Bidders will have the opportunity to submit their price/bid amount
multiple times during the reverse auction if necessary, until the Reverse Auction time expires.

Bids will be received by an Electronic Sealed Bidding Process, administered by Central Bidding, at the CITY OF OXFORD PURCHASING
OFFICE, OXFORD, MISSISSIPPI, on 09/19/2018 at 10:00 AM CST at which time bidding will begin and run until Suppliers have completed
entering all bids. Thereafter, bids will be taken under advisement and awarded accordingly.

they are approved to take part in the Real-time Reverse Auction Bidding Process. If you do not receive a Solicitation Approval email within
24 hours of the Reverse Auction Start Date/Time, you can contact CITY OF OXFORD ENVIRONMENTAL SERVICES DEPARTMENT to
request more information.

No bid shall be withdrawn after the scheduled date and time of the beginning of the bidding event without the written consent of the City of
Oxford. Within the limitations of Mississippi State Purchasing Law, the City of Oxford reserves the right to reject any or all bids received, to
waive any informalities or irregularities in the bids received, or to accept any bid which is deemed most favorable to the City of Oxford.

The CITY OF OXFORD PURCHASING OFFICE reserves the right to utilize “Anti-Sniping” for reverse auctions if they choose to do so.

The purpose of the Anti-Sniping tool is to assure all vendors have an opportunity to enter a bid regardless of the time a competing vendor
places a bid. This prevents a last second bid to be the winner of the reverse auction which is known as bid sniping.
Anti-Sniping is a feature that is determined by the agency at the time of creation of the reverse auction. If the agency determines to utilize
the Anti-Sniping tool, the reverse auction end time is automatically extended by five (5) minutes if a bid is entered in the last five (5)
minutes of the reverse auction. The reverse auction continues to auto extend as many times as a bid is placed in the last five (5) minutes.

The City of Oxford reserves the right to amend the specifications, as necessary.

INTENT:
This specification describes a hydraulically actuated partial pack front loader and chassis with a container
hoisting device capable of handling 1-10 cubic yard containers with side pockets. The body shall be capable
of compacting and transporting refuse to a landfill or transfer station and dispensing the load by means of
hydraulically ejecting the load from the body. The manufacturer shall have produced this refuse collection
equipment for a period of at least twenty (20) years.
GENERAL TERMS:
The manufacturer of all equipment provided under this contract shall be ISO 9001 certified. All equipment
furnished under this contract shall be new, unused and the same as the manufacturer’s current production
model. Accessories not specifically mentioned herein, but necessary to furnish complete unit ready for use,
shall also be included. Unit shall conform to the best practice known to the body trade in design, quality of
material and workmanship. Assemblies, sub-assemblies and component parts shall be standard and
interchangeable throughout the entire quantity of units as specified in this invitation to bid. The equipment
furnished shall conform to ANSI Safety Standard Z245.1-1999, and shall be manufactured in the United States
of America.
GUARANTEE:
The body shall be covered by a twelve (12) month warranty.

PARTS MANUAL:
Bidder shall furnish a complete parts, maintenance, and operator’s manual with each body sold.
BID QUOTATION:
Bidder shall complete every space in the specification bidder’s proposal column with a check mark to indicate
if the item being bid is exactly as specified. If not, the “NO” column must be checked and a detailed description
of the deviation from the specification must be supplied.
