3rd World Youth Summit 2019

Foreword
I am very happy to learn that France is hosting the 3rd World Youth Summit 2019 in Paris after
Tunisia (2013) & India (2015) which held once in every three years. I thank the Government and
people of France for generously hosting and co-organizing this event.
We are part of the largest generation of youth in history, and you meet at a once-in-a-generation
moment, as world leaders adopted a new global vision for sustainable development. The Sustainable
Development Goals aim to usher in a life of dignity for all people by the year 2030, when many of
you will come of age. That is why I call today’s youth the “SDG generation.”
The proposed theme of this year “Youth for Sustainable Development” are inextricably linked with
sustainable development, peace and security especially for the today’s World. Young people are
essential to the establishment of lasting security. While media reports may portray youth, especially
young men, as a threat, this is a gross distortion. Many combatants may be young but the vast
majority of youth are not violent. They are often among conflict’s first victims – and they can lead
as champions of peace.
There are countless youth organizations that want to wage peace, not war. Yet in conflict-torn
countries, these groups lack the influence, capacity and funds they need to operate effectively. They
share our ideals – and they deserve our unstinting assistance.
With the right support, young people can build peace, foster reconciliation and achieve democratic
governance. I invite the representatives of governments, donor organizations and civil society
partners to support these valuable youth initiatives. Fine words are worthy, but actions and support
drive progress.
The United Nations and IYC are working hard to listen and respond to today’s youth.
We have already launched the Guiding Principles on Young People’s Participation in Peace building.
IYC also developing a comprehensive Plan of Action to Prevent Violent Extremism that will seek to
engage and empower youth.
We all yearn for a more just and peaceful world – and with the help of young people, such as those
who have joined the rows of the United Network of Young Peace builders like many of you have,
we can create it.
I call on leaders and peoples everywhere to join me in listening to youth, empowering them, and
unleashing their potential for global peace and progress.
See you in Beautiful City of Paris in 2019!

Concept Note
Introduction:

Sustainable development is the overarching paradigm of the United Nations. The concept
of sustainable development has many meanings and has voiced differently. The sustainable
development framework rests on four pillars i.e, society, environment, culture and
economy. Thus, it envisages a future in which there is a balance between social, economic,
cultural and environmental objectives.

Many conferences organized by the United Nations, civil society, media, researcher etc.
have agreed on a range of measures to establish Sustainable Development Goals (SDG).
Through a widely inclusive consultative process that included governments, civil society,
industry, research bodies and others across the globe, 17 SDGs have been decided upon.
The first seven correspond roughly to the Millennium Development Goals in the social
sphere, such as gender equality, education and health; the next five deal with economic
issues like inclusive growth, resilient infrastructure, sustainable consumption etc.; the next
three address the environment, through climate change, oceans, and land degradation; and
finally, the last two deal with promoting peaceful societies and partnerships for sustainable
development. However, it is going to be a day-dream, if analyses its outcomes in many
lens.

On the other hand, due to its unique geopolitical and historical circumstances, the millions
of youth in this world are not able to come together to a common platform for a common
goal for their participation, cooperation and improvement of living conditions. Similarly,
countries have not recognized the potential and capabilities of the youth to accelerate
the development and in nation building. Youth are not considered as a catalyst of change
agent; not provided opportunities to participate in the decision making process, not
creating sustainable engagement or model to prevent the development challenges.

Issues at Stake
• Lack of adequate institutional mechanisms to foster youth participation in decision
making processes and the need for greater support of youth-led organizations and
initiatives to enhance their contribution to society;
• Need to encourage government of the Asian countries to adopt and domesticate
the World Programme of Action for Youth in line with their national priorities;
• Need for the effective implementation of inclusive and gender-sensitive national
youth policies;
• Need to create effective platforms at national and regional levels to help transform
young people’s ideas into concrete actions for positive change;
• Need to strengthen networks and partnerships among Governments, youth-led

organizations, academic institutions, civil society, private sector, media etc. to
enhance commitment and support for the implementation of holistic youth
development activities;
• Need to enhance the participation of young men and women in governance and
political processes.

Our world is a home of young people who struggles with the spread of fear and
discrimination, high levels of exclusion and unemployment. The participation of youth in
identifying and responding to their own needs and aspirations is central to achieving the
bold ambitions of the UN Sustainable Development Goals. The skills and knowledge young
people acquire must enable them to become critical thinkers, problem-solvers and
innovators, empowering them to work together in dialogue to secure durable peace and
sustainable development. Youth are a vehicle for imbuing the sense of belonging,
motivation and skills that are central to engaging young people in constructive dialogue
between and across communities. Young people have a critical role to play in managing
issues and in finding solutions to pressing development challenges.

Advocating for the youth, based on the resources of culture, education, understanding,
communication and information, International Youth Committee has been working as a
think tank through an innovative ideas with the kind support of researcher, civil society
and youth networks, to demonstrate the reality of mutual enrichment and cultural
overlapping throughout the history of humanity among all segments of our societies.

With this backdrop and interest of the youth for socio- economic development and
achieving SDG despite various limitations, the 3rd World Youth Summit 2019 is designed
with the close collaboration of government of France, European Union, IYC, civil society
organization and other youth-led organization have come forward to organize the event
with the kind support and cooperation of the Government of France.

Objectives:

1. To bring young people for addressing issues that impact youth in this part of the
world;
2. To create a platform of youth that will strengthen and tightening the existing
relationships amongst the nations;
3. To formulate a policy by identifying common issues and problems of the regions to
empower the youth;
4. To recognize and promote the unique eco-tourism potentials and culture of various
least develop and developing nations through youth;
5. To share experiences and knowledge of youth and development dialogues, policies,
strategies and programs.

As a whole the 3rd World Youth Summit 2019 will be a meeting point for the representatives
of youth-led networks, governments and civil society organizations designed to identify
priorities of action for youth to be dealt with on the international development agenda
beyond the SDGs. This forum will strengthen cooperation links between country and
stakeholders involved with youth policies.

Event Focus:

1. Social Justice- Gender equality, realizing peace, Reconciliation and Ending Violence.
2. Conservation of Biodiversity for Sustainability, Eco-Tourism Development & Disaster
Risk Reduction;
3. Education for all;
4. Exchange of culture, recreation and its development;
5. Poverty Eradication, Food and Nutrition Security &
6. Preservation of Indigenous People and Our Heritage.

Place and Time:

The event will take place from 14th – 15th March 2019 and the host city will be Paris in
France. Opening Grand Ceremony cum Welcome Cultural Night will be held on 13th March
2019.

Expected Venue:

UNESCO Headquarter, Paris.

Participants:

A total number of 1200 of participants/delegates both girls and boys will be invited/chosen1
from all member states of United Nations by agreed upon by the organizer and host country.
However, IYC will take responsibility of selecting youths except local participants
(European). Also, there will be a number of youth delegates from other non – member
countries who will be considered as observers. In addition to this, there will be at least 3
government representatives of each member states and 100 from host city. Delegate must
arrive on 13th March 2019 before 12 pm (noon) to attend the official opening ceremony.
Main summit will take place from 14th – 15th March 2019.

The Scope, Modalities and Outcomes

Scope:
IYC realizes that the development of the World depend largely on the opportunities
provided for the youth and in the building of their skills, in order for them to use them
in a timely, appropriate fashion. The 3rd World Youth Summit 2019 will act as a platform
to increase the areas of cooperation in the field of youths for better ties and economic
prosperity amongst the nations of the World. We believe that with the involvement of
youth in every movement of decision making processes will enhance the region both
economically and in terms of bringing development and peace and ending terrorism. We
need a common youth voice by creating a common platform to begin the campaign for
a change. The summit will seek to assess conditions affecting the development of the
information society in the region, establish information networks and partnerships
among youth movements for the sharing of experiences as well as facilitate the
incorporating and updating of national policies on youth issues.

The summit will also create an inclusive platform for youth that enables them to review
the progress of the SDGs, share ideas, experiences and innovative approaches for
effectively contributing to the SDG framework and its implementation. It brings together
young delegates from every nook and corner of the Asian countries to exchange views,
share experiences on different issues, and detect common preoccupations and to develop
realistic action plans to rebuild communities that meet the needs and aspirations of young
people.

Modalities:
a. Presentation (Individually) by the selected delegates;
b. Panel discussion (IYC representatives, Media, Hon. Ministers of all Countries,
government representatives and civil society actors)
c. Bi-lateral dialogues between the Ministers (particularly the Minister of Youth Affairs
/ Apex bodies of youth and sports for the countries or their representatives) of the
World as a sideline event (meetings);
d. Dialogue among the civil society, government representatives (from the Ministries)
and delegates;
e. Dialogue between IYC, representatives of the various government and civil society
representatives (corporate may be invited).

Outcome:
1. Assemble of youths from all over the World & other Observer Countries to share and
learn issues, concerns, challenges and solutions;
2. Ministers of Youth Affairs (or their representatives) will come together to a common
platform under a single roof which will bond the relations;
3. The outcome document will be considered as a “Paris Declaration for Youth

2019” with specific action plan carrying priorities and needs of the youth in order
to promote the establishment of a stunning mechanism and strategic framework that
will provide a specific youth agenda in entire respective government of the World.
This document will also be presented to all counties including United Nation;
4. An apex body will be constituted who will constantly follow you and make reaching
of the other countries, and, it is hoped, will help set national and local agendas for
the future of the youth;
5. Brotherhood relationship and cooperation

Axis and Contents of the Summit:

The 3rd World Youth Summit 2019 will have two main pillars: the Government Forum
and the Social Forum.

The Government Forum:


All government high level officials, United Nations agencies, non- governmental
organizations accredited to ECOSOC and representatives of international and national
organizations are invited to the Government Forum. The Government Forum will result
in a Declaration with recommendations for governments on measures and policies to be
taken regarding youth and development, aiming to 2030 and beyond.

The Social Forum:


The Social Forum will be a space for the Nationwide Meeting of Civil Society
Organizations. The NGOs Meeting, expected to be attended by representatives from
many organizations, will produce a document of recommendations that will be submitted
to the Government Forum for its consideration.

Registration Fee:

Registration Fee will be charge to participants of Open Call as per the certain deadline
as follows:
15th December – 15th January 2019 (Early Bird Registration): 600$
16th January – 15th February 2019 (Late Registration Fee): 800$

Registration Fee will cover opening gala dinner, Closing farewell dinner, attendance to all
sessions, sightseeing and conference materials. A maximum of 3 youth can be selected
per each country under the Open Call. Air Tickets & other local hospitality must be
arranged by self.

Registration Fees are not applicable to the selected youths for IYC - Europe
Exchange Program 2018-19.

Steering Committee for Managing Event

A Core/Steering Committee will be formed with the representatives of IYC and


representatives from the Department of Youth Affairs, Government of France to plan,
execute, monitoring, evaluation and reporting. This committee will also form several
committees to take care of budgeting, financial management and fundraising. IYC will
produce a financial statement and event report at the end of the event. IYC requests to
have a place/secretariat in the Ministry itself to administer the action.

IYC and its Experiences:

The International Youth Committee (IYC) is a Non-profit International Youth Organization


working to provide a policy framework and practical guidelines for national action and
international support to improve the situation of young people around the world. It is a
global network of young people across the world working to facilitate a process that
increases awareness on and implementation of the World Program for Action on Youth
(WPAY) adopted by United Nations General Assembly in 1995. IYC is also specially
accredited to United Nation in accordance with paragraph 6 of the General Assembly
Resolution No. 71/280 dated 4th May 2017. It was officially founded on 21st February 2007
under the Society Registration Act 1989. Currently, IYC has a presence in over 176 countries
coordinated by the Country Coordinators (CC) and Country Ambassadors as well with over
1 million youth members & volunteers. IYC hold various reputed and prestigious youth
events across the globe.

Activities:

Various activities including Bilateral Youth Dialogues & Pre-Summit Youth Meeting will be
conducted by IYC in all member countries specially as a part of the preparation of the 3rd
World Youth Summit 2019 which is popularly known as WYS.

Pre - Summit Youth Meeting & IYC – Europe Youth Exchange Program 2019:

IYC – Europe Youth Exchange Program is a part of the Pre-Summit Meeting to be hold
before the Summit to engage young people from around the world. This exchange program
can participate by Youths from any part of the World. Selected youths will be providing the
following:
- One Day Special Training Program cum Technical workshop to assign them as
Volunteers cum delegates in the Summit;
- Two Days Cultural & Social Visits in various part of the host country;
- Participation in drafting of Report for “Paris Youth Declaration 2019”;
- Cultural Exchange amongst the participating nations in the Exchange Program.

Host Country will cover the whole expenses including to & fro air tickets, accommodation

and meals for the selected volunteers (youth). A maximum of 450 youths can be
accommodated including IYC officials and other stakeholders’ representatives under this
program. Registration fees shouldn’t be charge for them to attend the 3rd World Youth
Summit 2019. However, Processing Fees can be charge as per mandate of the IYC.
Youth age in between 18 – 29 years should highly encourage to take part in this
program. Selected names must be submitted by the International Youth Committee
(IYC) to the host government before formal media announcement and opening of official
website before minimum 6 months of commencing the 3rd World Youth Summit 2019 as
per the Memorandum of Understanding for releasing necessary funds on time & other
official preparations. Technical Sessions will be conducted in 12 sideline venues
simultaneously due to limited time.

Conclusion

This summit will provide an inclusive space focused on youth for global empowerment
and sustainable development as the key to advancing the SDGs. It will boost the World
for Peace, Unity and Integrity through the young people.
