Actions required for building a strong startup ecosystem in Manipur:

1. Startup policy documents.

1.1 Startup India Action Plan:

Startup India is a flagship initiative of the Government of India, intended to build a strong eco-
system for nurturing innovation and Startups in the country that will drive sustainable
economic growth and generate large scale employment opportunities. The Government through
this initiative aims to empower Startups to grow through innovation and design.

In order to meet the objectives of the initiative, Government of India announced the Action
Plan that addresses all aspects of the Startup ecosystem on 16th January 2016. With this Action
Plan the Government hopes to accelerate spreading of the Startup movement. The Action Plan
is based on the following three pillars:

 Simplification and Handholding


 Funding Support and Incentives
 Industry-Academia Partnership and Incubation

Innovation Society

Establish an innovation society for promoting a culture of innovation in the State/UT.

Society should be working to foster a culture of innovation and entrepreneurship in the


State/UT. Government order regarding constitution of State/UT innovation society

b) Incubators

Support setting up incubators and/or scaling up existing incubators in State/ UT for Startups

Have to submit government order regarding support to be provided to incubators and Sanction
letter issued to incubators regarding government support

1.3 Manipur Startups Scheme Guidelines (MSUSG)


Clause 6.1.2 Idea stage - Business idea incubation
Business ideas need to be validated and nurtured so that the ideas can be turned into viable
product or services. It needs continuous guidance, basic resources, basic infrastructure and
monitoring mechanism which are collectively known as incubation centers. The following are
the steps to be taken up the Manipur Government for incubation of the entrepreneurs.
a. Recognizing the importance of business incubation (BI) as a critical driver of start-ups
and an important tool for economic development and job creation the State will create
an ecosystem in which the incubators would play a critical role. A multipronged
approach would be adopted to facilitate effective incubation support for the start-ups.
b. State will assist in creating business incubators (BIs) in the State to enable them
incubate a number of start-ups besides providing mentoring to the new incubators.
Necessary assistance to create additional capacity in terms of incubation infrastructure
including trained human resources, awareness and entrepreneurship development
programs will be provided by the State.
c. State will facilitate setting up of new incubators in Government and private sector. It
will also facilitate setting up of incubation centers in institutions of higher learning and
other leading establishments of the Government and the Private Sector provide services
such as business advice, financial counseling, assistance with business management and
accounting, legal and regulatory guidance, access to mentors etc., in addition to
physical infrastructure appropriate for the area of the incubator.
d. Preferential lease of land from State Government as per its land policy to government
recognized BIs in the State.
e. About 20% of space available will be earmarked in existing and forthcoming Industrial
Estate. For having common facility centre for start-ups during their proof of concept
(POC) development stage

1.4 Andhra Pradesh Innovation & Start-up Policy 2014-2020

Through the Innovation and Startup Policy, the Government intends to create an ecosystem that
produces an entrepreneur in every family. The targets laid out for Andhra Pradesh, through this
Policy, by June 30, 2019 are:
 100 Incubators/ Accelerators to be established
 5,000 Companies & Start-ups to be incubated
 1 million sft. of Incubation Space to be developed
 Venture Capital of 1000 Cr. to be mobilized for Innovation
 Foster Innovation Culture
 Create at least one home grown billion-dollar technology startup

Incubation Infrastructure Development Fund: The Government shall develop physical


incubation infrastructure through Public Private Partnerships. A New Incubation Infrastructure
Development Fund will be setup under the Innovation Mission as a Revolving Fund that
provides Conditional Grant for SPV’s, promoted by Host Institute of TBI’s and approved by
NSTEDB, DST, GoI. The fund should be used for creation of Social Infrastructure in State of
Andhra Pradesh for a full fledged Start-up Ecosystem, comparable with the best in the world,
which has Incubation Facilities, Infrastructure for R&D Labs, Office Spaces, Small and Large
Conference Rooms, Small Office Home Offices (SOHO), Residential Facilities like Hostels,
Dormitories, 1-2-3 BHK’s, Office Spaces for Skunk Works, Innovation Zones and other
modern amenities. The SPV mechanism also has to have an Escrow Account jointly with a
Leading Financial Institution into which the entire rent collected would be deposited. The
operational cost of running the facility would be covered from the rent such as building
maintenance. The surplus cash, if generated each year, would be transferred back to the
Revolving Fund until the total Project Cost is recovered completely.

Accelerators & Incubators:


The Government shall establish at least one world class Accelerator/ Incubator by inviting
global Accelerators and Incubators to set up their programs in the state.
i. The Government will also support small accelerators/incubators in multiple locations,
by providing support and space to bring in expertise and Start-ups in the incubation
centres through diverse models.
ii. The government targets to create 1 million square feet of Incubation Space by 2019
iii. Government proposes to partner with Indian and globally successful Incubators in
order to replicate the successful Funding and Mentoring Models.
iv. Government proposes to partner with accelerators by providing support and space to
bring in expertise in operating and managing the Incubation centres.
v. The Government would focus on closely monitor the proceedings of the initial
batches/ groups in the Incubation centres as these would seed the ecosystem which
will fuel the subsequent batches.

1.5 Rajasthan Start-up Policy 2015

The key targets to be achieved are as follows (in five years i.e., by 2020)

 50 Incubators/incubator-like organisations to be established


 5,000 Companies & Start-ups to be incubated
 100,000 sft. of Incubation Space to be developed/facilitated
 Angel and Venture Capital of 500 Cr. to be mobilized for startups
 Development of an innovation and problem solving culture across the State.

2. Observation:
 Emphasis of the Startup policy should be on building Startup ecosystem
besides funding support and incentives.
3. Suggested Actions:
 Establish Manipur Innovation Society for promoting a culture of innovation in the
State.
 Set up Incubation Infrastructure Development Fund
 Establish one world class Accelerator/ Incubator by inviting global Accelerators and
Incubators to set up their programs in the state.
 Support small accelerators/incubators in multiple locations.
 Mobilize Angel and Venture Capital with funding support by the government.
